A WORD FROM THE REGISTRAR
Under the PE Act, one member of the Board of Professional Engineers of Queensland is a RPEQ elected by their peers for a three-year period. After consultation with the Department of Housing and Public Works the 2019 election has been set for 23 April 2019. Nominations to stand for election will be accepted until 10:00am on 19 March. The current elected RPEQ Board member Peter Evans has indicated his intention not to stand for election again. Peter has served on the Board since 2016 and has been a staunch advocate for RPEQs. More information about the election is provided in this issue of the e-news.
BPEQ has also farewelled academic representative Dr Siva Sivakugan, who is resigning from the Board for personal reasons. BPEQ thanks Siva for his service over the last 10 months. The process to appoint a new academic representative is underway and I hope to be able to bring further news to you soon.
Many of you would be following developments in NSW with the Opal Tower investigation. The final report prepared by professors Mark Hoffman, John Carter and
Stephen Foster for the NSW Government found issues with the design and construction led to the cracking. They recommend that engineers in NSW be registered as a way of improving standards in the building sector. Queensland has been ahead of the game for many years with the RPEQ system and BPEQ Chair Dawson Wilkie has affirmed his offer to work with other States and Territories to improve regulatory oversight and standards in engineering.

NOMINATING FOR ELECTIONComplete and return the nomination form to BPEQ by 10:00am, 19 March 2019.
WRITTEN STATEMENTSCandidates may provide a written statement of no more than 200 words. The purpose of the statement is to provide background on yourself to inform the voters. It may include your previous and current work experience, qualifications, career achievements and what you hope to achieve by joining the Board. The statements will be incorporated verbatim into the candidate profiles that will be distributed with ballot materials.
ELIGIBILITY TO NOMINATE AS A CANDIDATE AND VOTE IN THE ELECTIONAny RPEQ who was registered on the date the notice of election was published – 18 February 2019.
RPEQ ELECTION 2019
The election date is set and nominations to stand for election to the Board of Professional Engineers of Queensland are open. Serving as a Board member is a unique opportunity to represent your peers and contribute to the profession.
If you want to be a candidate for election or simply want to exercise your voting rights here is what you need to know.
ELECTION DATEThe official voting period is 23 April to midnight 24 April 2019, but RPEQs can vote as soon as they receive ballot materials.
VOTING SERVICES PROVIDERBPEQ will engage an external provider to conduct the ballot for the election. The voting services provider will handle all activities and questions associated with voting.
VOTING OPTIONS Voting will be conducted via email. A paper ballot form can be requested. RPEQs wanting to cast a paper ballot must request a paper ballot form from the voting services provider by 25 March 2019.
REMUNERATION AND COSTSBoard members are entitled to remuneration. Costs of travel to attend Board meetings and accommodation while away from home will be covered or reimbursed.

BPEQ’s role is to:
• administer the PE Act;• assess applications for registration;• register eligible engineers;• consider complaints and where necessary carry
out investigations;• provide advice to the Minister for Housing and
Public Works on various issues surrounding theoperation of the PE Act and engineering generally;
• and develop strategies and policies related to theregistration of engineers and the profession.
ROLE REQUIREMENTS
Board meetings take place 9-10 times per year. The length of the Board meetings vary, and some may last a full day. Most of the meetings are held at BPEQ’s office in Brisbane but a special regional meeting is held once a year.
Most work is conducted during the meetings but members may occasionally be required to attend to matters outside of meeting times or represent BPEQ at events.

EXTERNAL FIRE SPREAD RISK IN TALL BUILDING DESIGN COURSEThe Queensland Government has introduced new regulations to assess the safety of existing cladding on buildings. On 1 October 2018, changes to the Building Regulation 2006 (Regulation) commenced, affecting privately-owned class 2 to 9 buildings of type A or type B construction.
The regulations are expected to drive demand for RPEQs registered in the areas of fire and fire safety engineering. A specialist continuing professional development course has been developed by The University of Queensland (Australia), The University of Edinburgh (UK), and University College London (UK) that will provide engineers with the knowledge to address the fire safety strategy of buildings and understand the implications of using cladding products capable of supporting external flame spread. The provision of design solutions for buildings requires competent fire engineers with the understanding of the key fundamental processes regarding the fire safety strategy, cladding design, and the interactions between the cladding of a façade and the building in the event of a fire.

The course uses a combination of lectures, laboratory sessions, and case studies to deliver a comprehensive review of the fire safety strategy, the fire performance of cladding systems, and the implications of potentially combustible cladding products such as aluminium composite panels (ACP) or insulation materials to the fire safety strategy of buildings.

COURSE PREREQUISITES COMBUSTIBLE CLADDING REGULATION DEADLINEThe Stage 1 deadline to manage and assess combustible cladding on buildings is fast approaching. Stage 1 is to be completed by 29 March 2019 and requires building owners to register their building with the Queensland Building and Construction Commission (QBCC) and complete part one of a combustible cladding checklist. The checklist must be provided to the QBCC and will be used to decide whether the building owner must engage a building industry professional and/or fire engineer.
On the fifth day of the course, all participants will take an examination. Participants passing the exam will be awarded a certificate of completion stating participation and successful completion of the CPD course. Participants not passing the exam try will be given a chance to revise their exam subject to a peer-review process. Participants not passing the exam will be awarded a certificate of attendance.

Fundamental to the course is a Material Library currently being compiled and funded by the Queensland Government. It provides fire engineers with a thorough understanding of the fundamental behaviour of different cladding materials under fire conditions, which is one of the learning objectives of the course itself. The Materials Library will be available in the coming months to industry practitioners in Australia and in other countries.

The demand for fire engineers in particular is expected to increase post 29 March. BPEQ advises these professionals to ensure their registration is current and they are appropriately trained and competent to provide these services.

CODEMARK WITHDRAWS CERTIFICATES FOR SEVERAL CLADDING PRODUCTSAccording to the JAS-ANZ CodeMark Register of Certificates of Conformity the following certificates have been withdrawn:

It is understood that the withdrawn certificates cover a range of products that are typically used as, or in walls of, buildings. The Building Code of Australia provisions for which compliance had been claimed vary depending on the nature of the product and the certification sought by the applicant but may cover the energy efficiency, fire safety or structural adequacy provisions of the code.
Australian Building Codes Board (ABCB) advises that the decision to withdraw a certificate is not retrospective – a certificate that was previously current is recognised as one form of evidence of compliance with the Building Code of Australia.
However, the withdrawing of the certificates means that the specified products can no longer be used as a form of evidence that the product complies with the National Construction Code (NCC). If a product covered by a withdrawn certificate is to be used in a building in accordance with relevant State or Territory legislation, practitioners would need to satisfy themselves through another form of evidence of suitability that the use complies with the appropriate provisions of the NCC.
