What We Do The Association provides advocacy, education, networking, and member services and is the state partner for LeadingAge in Washington, DC. LeadingAge Washington collaborates with a multitude of organizations that share a common vision.      Importantly, we established the LeadingCare Network NW, a separate LLC, to create efficiencies and critical expertise for members when negotiating contracts and rates with managed health plans and promote quality improvement.    Policy Highlights Over the last year, LeadingAge Washington has worked hard to support our members through regulatory engagement, policy changes and Medicaid funding. Here are some of the recent highlights:   Tacoma Ordinance ‐ In 2019 the City of Tacoma enacted an ordinance that implements a fine for licensed care facilities who inappropriately use 911 for resident lift assistance from a fall. LeadingAge Washington adamantly opposed this ordinance from the beginning but worked proactively with Tacoma providers and the Tacoma Fire Department to minimize the impacts. Through educational opportunities for both provider and first responders, we were successful in ultimately stopping these fines. LeadingAge proactively met with other city fire departments to minimize the spread of imposing penalties for inappropriate use of 911. We have educated fire departments on the complexities of senior care settings and advocated for education before fines to reduce the burden.   LPN in Assisted Living ‐ Last year the Nursing Care Quality Assurance Commission (NCQAC) released an advisory opinion that jeopardized the role of LPN’s in Home and Community Based settings. LeadingAge Washington strongly believes that LPN’s play a vital role in assisted living settings and worked with the commission to amend their advisory opinion. The nursing commission adopted the amendment to ensure that LPNs can continue oversight of nursing assistants and are able to complete pre‐admission assessments.    Dementia Action Collaborative (DAC) ‐ In 2016 our state established the Dementia Action Collaborative. Since its inception, LeadingAge Washington has been a committed partner. Participating in the Long Term Services and Supports group, and co‐chairing the Memory Care Standard workgroup, we continue to advocate on behalf of providers who serve clients with dementia. While the group seeks to promote quality standards for those providing memory care or specialized dementia care, we believe much of this work is already being done in our state. It is our goal to avoid unnecessary regulations on providers and work collaboratively in finding ways to inform consumers of the unique services every community offers and to provide the tools necessary to promote quality in all care settings.   Regulatory Work ‐ LeadingAge Washington works jointly with our state's regulatory bodies when it comes to rule writing or process changes. Over the last year, we have participated in numerous stakeholder processes. Most notably, our work with Residential Care Services and the Adult Protective Services. LeadingAge met with both APS and RCS to express concerns over having both entities performing investigations at the same time in facilities and APS alone performing an investigation in a licensed care facility. It was recently announced the two divisions would restructure their process to elevate the problems raised by stakeholders.

Survey Summit ‐ After years of our skilled nursing members being overwhelmed and unnecessarily burden by the survey process, it was time to take action. LeadingAge Washington held its first Survey Summit with the goal of developing state and federal administrative and legislative solutions to improve the survey process by creating a fair, objective, and non‐biased environment. With many great ideas on how to improve the process, we will now move forward to create meaningful change. We will also partner with LeadingAge national and other state partners to amplify our impact and make real change here at home and at the federal level.   Housing Plus Services ‐ We firmly believe affordable senior housing production must increase to keep up with our aging population or older adults will be priced out of their communities. With affordable housing being top of mind for many Legislators and City Councils, seniors housing often gets left out of the conversation. We work with many housing groups and advocates to be that voice for senior housing. We also continue to be active on a state and national level to bring a housing plus services model to Washington. We are committed to this solution to help lower‐income older adults safely age in place.   Medicaid Funding For All Settings ‐ As with every legislative session our top priority always remains increased Medicaid funding for all of our member settings. While Washington State prides itself on offering the best, comprehensive options for long term services and supports for our states seniors, we know many of these programs are inadequately funded. Many of our providers have been left with challenging decisions when it comes to serving low income seniors and some have closed their doors and downsized bed capacity. In the 2019 legislative session we were successful in obtaining some modest funding relief for assisted living, adult day and skilled nursing.   Workforce Solutions ‐ LeadingAge Washington has and continues to work to support the passage of the nurse compact act to more immediately put nurses to work at the bedside and is working to improve access to training for those seeking certification as a nursing assistant. Resources & Video   In 2020, we are back in Olympia urging our legislature to do more to support our seniors to prevent further skilled nursing facility closures and harmful and disruptive resident relocations and maintain access to assisted living and adult day services.   Watch for Policy updates every Friday throughout the legislative session. Washington State Guide to the Legislature.   Events The Association offers a robust education program for staff at your community. The attached calendar lists our events for 2020. Our programs offer continuing education credits for Leadership, Nursing Administrators, Human Resource professionals and Accounting. Events for this year include an Alzheimer’s Academy, PDPM webinar series, Sales and Marketing Summit, Nurses’ Day Out and more!    The LeadingAge Washington Leadership Institute (LI) is a year‐long program designed to develop statewide aging services leaders from member communities. Our 2019/2020 LI Program just kicked off in October 2019. 2020/2021 LI Applications are due in August and will be available online. More information is available here.

The LeadingAge Washington 69th Annual Conference & EXPO will be held in Spokane at the Davenport Grand, June (14) 15‐17. This is our largest education and networking event of the year with more than 400 attendees annually. Please check out the Conference on our website for up to date information. You won’t want to miss it!   The LeadingAge Washington Awards Program celebrates models of excellence and leaders from within member communities that serve as inspiration for continuing excellence and accomplishment in our field. The awards ceremony is held during the week of the Annual Conference. Please visit the Conference & EXPO tab on our website to learn more about how to submit a nomination(s) from your community.   The annual West Coast State Night brings together LeadingAge Washington, Oregon and California members for a purely social evening during the LeadingAge National Annual Meeting and EXPO. The 2020 West Coast State Night will be held during the LeadingAge Conference in San Antonio, TX, November 5th. More information will be forthcoming this summer.    Communications To keep you up to date, LeadingAge Washington regularly sends member emails as well as the News Bulletin, a bi‐weekly broadcast of fiscal, policy and regulatory news & analysis as it affects providers of senior housing, care and services. Please be sure you and your team are signed up to receive them by sending an email to Cassi Meritt with your staff members’ name, title and email address.    To keep our Group Retrospective members updated, we also send a quarterly Group Retro ‐ Risk Management Newsletter. This includes articles on safety tips, safety and regulatory updates, and claims management education. This newsletter is published in collaboration with our TPA, Comprehensive Risk Management, a wholly owned subsidiary of Risk Finance and Investment Corp.    The LeadingAge Washington website is updated regularly. Please be sure to bookmark our website where you may register for events, post job openings, search for other members, submit an award nomination, and more.   LeadingAge Washington keeps its social media pages updated. Be sure you and your community are following us on:

Member Opportunities   Scholarships LeadingAge Washington offers Scholarships to further the professional development of your staff who have a passion and have demonstrated commitment to serving seniors in our member communities. There is a growing demand for aging services and a shrinking workforce. The ability to provide quality services to seniors, in a compassionate and supportive environment, is highly dependent on a competent and dedicated workforce. In 2019 LeadingAge Washington, provided $10,500 in scholarships for the purpose of attracting and retaining talent in the field of aging services.      Grants for Skilled Nursing LeadingAge Washington partnered with Music & Memory, ElderGrow and It’s Never 2 Late (iN2L) to obtain grants in the amount of $1,635,302 to improve the lives of nursing home residents and provide the staff that serve them with access to additional training. The grants are funded by the Centers for Medicare & Medicaid Services (CMS) and are part of the Civil Money Penalty Reinvestment Program (CMPRP). When nursing homes are fined for failing to meet federal health and safety standards, a portion of that money goes into a fund that is reserved for reinvestment in projects. The CMPRP is a national effort to reduce adverse events, improve staffing quality and enhance dementia care in nursing homes.    Savings Intalere is LeadingAge Washington’s preferred Group Purchasing Partner. Intalere provides discounts for members on a comprehensive range of products and services including construction services, food, medical supplies, therapy, facility operations, furniture, equipment, technology, vehicle purchases and more. Contact Intalere directly by calling Bill Cook at (206) 515‐5428 or visit our Savings and Solutions Center    The Compliance Store is the only comprehensive online regulatory compliance resource designed for long‐term care. It provides anytime access to updated regulatory and government agency information coupled with tools (policies and procedures, plan of corrections, program binders, care plans, staff development, etc.) to effectively comply and report. As a subscriber, your facility receives unlimited users, training, support and dedicated account management. LeadingAge Washington members are offered this powerful resource at the lowest available cost to anyone in the entire country. As an association member, you can receive a 33% discount off of standard pricing.    Group Retrospective Rating Program LeadingAge Washington has sponsored a retrospective rating program since 1983. The program has consistently been a leader in refund performance. Since 2010, LeadingAge Washington has averaged returns of 39.7%. Our program includes, professional experienced claims administration, online reporting, litigation support, return‐to‐work, an onsite annual safety inspection with a detailed inspection report, and safety rebates. This program provides cost‐effective group coverage, giving a financial incentive to increase safety awareness, reduce workplace accidents and get more involved in minimizing the costs of the claims that do occur. In addition to helping earn retro refunds, it reduces experience factors and premium rates.
