A meeting was held in ChemChina by its Safety Committee, conveying the safety requirements of the State Administration of Work Safety. ChemChina President Ren Jianxin au tho r i zed ChemCh ina ' s 2007 initiatives for safe production.

China National Advanced Chemical M a t e r i a l s C o r p o r a t i o n , a s a transferee, signed a contract with Hunan Huasheng Industrial & Trading Imp. & Exp. (Group) Corp to acquire 100% of Hunan Xiangwei Co., Ltd. By using pressure swing adsorption (PSA) gas separation technology from the Southwest Research & Design Institute of Chemical Industry (SWRDICI), ChemChina took the lead to build a successful MSW (municipal solid waste) green energy environmental protection project in Hong Kong. Jiangsu Anpon Electrochemical Co., Ltd.'s 20,000 t/a ECH (epichlorohydrin) p r o j e c t w a s c o m p l e t e d a n d commissioned.

The Pres ident of ChemChina, Ren Jianxin made a survey tour of five enterprises in Shanxi and Henan Province and paid a visit to employees working during the New Year holiday.

At the 2006 National Science and Technology Awards Conference, the Clean Catalytic Phenol Alkylation Technology and Industrial Application Project of the Wuxi Resin Plant won the Second Prize for 2006 National Science and Technology Progress. Zhonghao Chenguang Research Institute of Chemical Industry was approved as an IPR (Intellectual Property Right) Demonstrat ion Enterprise by the State Intellectual Property Office (SIPO).

The conference elected Ren Jianxin and three other delegates to represent ChemChina at the CPC Beijing-based Central Enterprises Conference. Yu Zhengsheng, Member of the Political Bureau of CPC Central Committee and secretary of Hubei Provincial CPC Party Committee, and Luo Qingquan, Governor of Hubei Province, accompanied by Meng Jianzhu, Secretary of the Jiangxi Provincial CPC Party Committee, and the Governor of Jiangxi Province Wu Xinxiong, made a survey tour of Jiangxi Xinghuo Organic Silicone Plant.

ChemChina Methods for Investment M a n a g e m e n t w a s i s s u e d a n d implementation began.

ChemChina President Ren Jianxin led an administrative level meeting to relay the content of the IT Solutions Conference held by SASAC (State-owned Assets Superv i s ion and Administration Commission) and to plan for ChemChina's Enterprise IT Solutions.

With approval of the Nat ional Development and Reform Commission (NDRC), ChemChina successfully issued corporate bonds of RMB1.5 bill ion. This was the first time ChemChina issued bonds under its name.

Forum was held in Bo'ao, Hainan. The Deputy Director of the NPC Standing Committee, Gu Xiulian, the Deputy Director of National Development and Reform Commission (NDRC), Zhang Guobao, Hainan Provincial CPC Party Secretary Wei Liucheng and the Chairman of China Petroleum and Chemical Industry Association, Li Yongwu all attended the forum. ChemChina President Ren Jianxin also delivered a speech at the forum.

ChemChina held a forum called Commemorat ion of Youth Day. More than 30 representatives from subsidiaries attended. ChemChina President Ren Jianxin and the CPC Party Committee Deputy Secretary of ChemChina Fu Xiangsheng addressed the forum. A National May 1st Labor Day Award was granted to the evaporation work section of the Chlor-alkali Plant of the Siping Haohua Chemical Co., Ltd., issued by the All China Federation of Trade Unions. In addition, the Chairman of the Board of Haohua South China (Guilin) Rubber Co., Ltd., Li Dongping, the Chairman of the Board of Cangzhou Dahua Group Co., Ltd., Ping Haijun and the Director of the PVC Plant of Shenyang Chemical Co., Ltd., Li Chunming were honored with National May 1st Labor Day Medals. Double Happiness Tyre Industries Corp Ltd. ' s 600,000 sets/year all-steel radial tire project was completed and put into production.

A ChemChina delegation attended the exhibition ACHEMASIA 2007. ChemChina President Ren Jianxin attended the ACHEMA Chemical Process and Engineering Forum and delivered a speech entitled Developing Advanced Chemical Materials Industry through Innovation and Cooperation. Qihua Group Co., Ltd. was under strict supervision by the State Environmental Protection Administration (SEPA) due to its published case of not treating sewage water in accordance with national standards.

An exp lo s i on occu r red i n the nitration section of the TDI (toluene diisocyanate) workshop of Cangzhou Dahua TDI Co., Ltd., a company major ity-owned by ChemChina Agrochemical Corporation. Five deaths and 80 injuries resulted. A full scale investigation into the accident was launched by ChemChina. China BlueStar Lehigh Engineering Corporation won the Second Prize for Chemical Industry Outstanding Engineering Design, the Third Prize for State Environmental Protection Techno l ogy Prog re s s and wa s classified as a State Environmental Protection Demonstration Project for its project to improve technology for coking sewage treatment for Nanchang Iron and Steel Co., Ltd.

Prov i s i ona l Methods o f ChemCh ina for Recruitment of Eligible Marketing P r o f e s s i o n a l s wa s i s s ued , and implementation was started.

ChemChina President Ren Jianxin made a tour to survey more than 10 subsidiaries of ChemChina in Shandong Province. He looked into production and operations, planning and construction, security and environmental protection, energy conservation and emission reduction, enterprise management and other issues. ChemChina launched "safe production month" activities with the theme of Comprehensive Management and Security Protection. In order to improve production safety, all enterpr i ses took management actions on the basis of thorough investigation of potential safety hazards, promoting safety principles, complying with safety regulations and taking responsibility for security.

ChemChina Agrochemical Corporation acquired a 70% stake in Jiangsu Huaihe Chemicals Co., Ltd. The new 800,000 t/a diesel hydrogenation project of Shandong Changyi Petrochemical Co., Ltd. was completed and began commissioning.

The Third Generation Municipal D r i n k i n g Wa t e r P u r i f i c a t i o n Process developed by BlueStar Water Treatment Co., Ltd. gained approval from experts and relevant depa r tmen t s o f t he Na t i ona l M e m b r a n e Wa t e r Tr e a t m e n t Technology Exchange Seminar.

The CPC Committee of ChemChina o r g a n i z e d p a r t y m e m b e r s t o celebrate the 86th anniversary of the founding of the CPC (Communist Party of China). Party members and activists visited the Anti-Japanese War Memorial Hall and reaffirmed their oath of joining the party.

ChemChina President Ren Jianxin and the Vice President Fan Xiaosen toured the construction site at Tianjin Lingang Industrial Area (TLIA). The CPC Committee Secretary of Tianjin Zhang Gaoli and Mayor of Tianjin Dai Xianglong met with Ren Jianxin. They talked in depth about ChemChina's project in TLIA.

The Labor Union of ChemChina started "F ive Smal l " act iv i t ies consisting of "small inventions, small designs, small reforms, small remakes and small proposals."

B l u e S t a r ( B e i j i n g ) C h e m i c a l Machinery Co., Ltd. (BCMC) won the bid for Jiangsu Electrochemical's 200,000 t/a ion-exchange membrane caustic soda project, becoming the first enterprise in China capable of delivering an ion-exchange caustic soda unit with scale as large as 200,000 t/a from design through manufacture and installation.

Mr. Liu Tienan, Deputy Director of the State Council's Northeast China Revitalization Office, accompanied by ChemChina President Ren Jianxin, made a survey tour of BlueStar (Beijing) Chemical Machinery Co., Ltd. (BCMC). Mr. Liu encouraged the company to be active in independent R&D for innovation, and carry the domestic manufacture of chemical machinery to a higher level.

The Governor of Liaoning Province Zhang Wenyue toured Shenyang Chemical Co., Ltd. reviewing energy conservation and emission reduction efforts. China National Advanced Chemical Materials Corporation reorganized Hebei Shenghua Chemical Industry Co., Ltd. by increasing capital through enlarging share capital.

Three documents o f gu idance - Me thod s o f ChemCh ina on Aud i t Management of Project Construction, Provisional Methods of ChemChina on Consigning Social Commission Agency for Audit of Project Construction, and Provisional Methods of ChemChina on Audit of Economic Efficiency - were issued, and implementation started.

The world's first 100,000 t/a d i m e t h y l e t h e r d e v i c e u s i n g c rude methano l a s f eeds tock was commissioned and started operation. The project had technical support and engineering design from Southwest Research & Design Inst i tute of Chemical Industry (SWRDICI) and Sichuan Tianyi Science & Technology Co., Ltd. Southwest China Haohua Chemical Co., Ltd. successfully rebuilt its carbon tetrachloride unit into a tetrachloroethylene unit. This new technology was unprecedented in China.

ChemChina required its subsidiaries to organize special inspection teams to carry out in-depth investigations for hidden hazards in production.

The State General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) held the 2007 Conference on China's Top Brands and China's International Top Brand Commendations in the Great Hall of the People, Beijing. F ive products of ChemChina - Shenyang Chemical's "XingTa" PVC paste resin; Qingdao Rubber6 Group's "Rubber6" heavy-duty conveyor belt; BlueStar Cleaning's "BlueStar" vehicle antifreeze solution; Guilin Latex Plant's "GaoBang" rubber condom; and Aeolus Tyre's "Aeolus" full-steel radial tires - were honored as China Top Brands. China National Chemical Equipment Corporation (CNCE) was awarded a class-B license as a bidding agency of investment projects financed by the central government.

Chonche Group Nanjing 7425 Factory was awarded a DOT certificate (for passing Federal Motor Vehicle Safety Standards) from the US Department of Transportation (DOT) for selling its auto-parts products to the US.

In the Appraisal of China's Top 100 Professional Industrial Websites organized by 51Top100 (http://www.51top100.com), two websites sponsored by China National Chemical Information Center (CNCIC) - namely, China Chemical Information Net (www.cheminfo.gov.cn), and China Chemical City On Internet (CCCOI, www.chem.com.cn) - ranked second and third in the chemical sector.

ChemChina held a training class in Beijing for saving water. The directors and representatives in charge of energy conservation and emission reduction from more than 40 of ChemChina's biggest water-consuming subsidiaries participated in the training.

A meeting was held in ChemChina to convey the principles of the Central Enterprise Energy Conservation and Emission Reduction Conference. The President of ChemChina, Ren Jianxin directed the whole corporation to adopt these principles.

ChemChina and the US Blackstone Group estab l i shed a s t rateg ic partnership. Blackstone invested US$600 million (a 20% stake) in China National BlueStar (Group) Corporation. The combined strengths of ChemChina's chemical business and Blackstone's international capital operation will help build BlueStar into a world leading company in the fields of advanced chemical materials and specialty chemicals. Two projects of S iping Haohua Chemical Co., Ltd. that were under- construction, - namely the 200,000 t/a ion-exchange membrane caustic soda project and the 200,000 t/a PVC (polyvinyl chloride) paste resin project - after gaining the approval of the National Development and Reform Commission (NDRC), were included in the third group of Nationally funded projects for revitalizing traditional industries in Northeast China. BlueStar Water Treatment Co., Ltd. won the bid to engineer the rainwater utilization for the Bird's Nest (the National Stadium) for the Beijing 2008 Olympic Games, and adopted advanced water treatment technology in keeping up with the goal of "Hi-tech Olympics."

Shanxi Synthetic Rubber Group was awarded a State High-Tech Enterprise Certificate. Hunan Yiyang Rubber & Plastics Machinery Group Co., Ltd. was authorized as a Supporting Enterprise for the National Level Enterprise Technology Center, jointly approved by five ministries and commissions including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation.

ChemChina held its Enterprise IT Solutions Meeting to kick off several pilot projects in BlueStar, involving financial transformation, continuous transformation, data transformation and ERP projects, etc.

China National Advanced Chemical Materials Corporation (ACM Corporation) and the Japanese Mitsui & Co., Ltd. signed a CDM (Clean Development Mechanism) contract for nitrous oxide gas emissions purchase. It is expected that by 2012, Heilongjiang Heihua Group Co., Ltd. (a subsidiary of ACM Corporation) can eliminate gas emissions equivalent to 900,000 tons of carbon dioxide. (Left)

According to the National Bureau of Statistics of China (NBSC), in 2006, ChemChina was listed 35th among China's top 500 largest group corporations and China's 100 leading group corporations; and 11th among the Central SOEs (State-owned Enterprises) based on composite index. Within the chemical industry, ChemChina ranked first.

The President of ChemChina, Ren Jianxin, was invited to witness the launch of China's first lunar orbiter "Chang'e-I" in Xichang Satellite Launch Center. Mr. Ren exchanged ideas with relevant officials and attended celebrations together with top State leaders.

New Chemical Material Base, Zhang Gaoli, a member of the CPC Political Bureau and the Secretary of the Tianjin CPC Committee, arranged a meeting with the President of ChemChina, Ren Jianxin. Mr. Zhang expressed his support as well as thanks to ChemChina for building its largest advanced chemical material base in Tianjin Lingang Industrial Area (TLIA). He expressed hope that the Tianjin government will make every effort to help construction progress as scheduled. The Drying Technology and Equipment Engineering Technology Research Center, sponsored by Tianhua Institute of Chemical Machinery & Automation, won the approval of the Ministry of Science and Technology to become a National Engineering and Technology Center.

The 36.00R51 giant all-steel radial engineering tires that were self-developed by Haohua South China (Gui l in ) Rubber Co. , Ltd. and listed in the State Science and Technology Supporting Program, were successfully manufactured. The products incorporated several patented technologies and other IPRs, unprecedented in this field domestically. Xinjiang Zhongtai Chemical Co., Ltd. launched its 120,000 t/a PVC unit and its 100,000 t/a ion-exchange membrane caustic soda unit. The reconstruction and upgrading of the soda ash unit of Xinjiang Chemical Group Co., Ltd. was completed successfully and this new 200,000 t/a unit went on stream.

ChemChina President Ren Jianxin addressed the meeting. Harbin Petrochemical Co., Ltd. successfully completed its 20,000 t/a maleic anhydride (MA) technology improvement project. The new unit came on stream. Haohua Yuhang Chemical Co., Ltd. put its 200,000 t/a PVC unit and 200,000 t/a ion-exchange membrane caustic soda unit on stream. Zhenghe Petrochemical Co., Ltd.'s 120,000 t/a acrylic acid and ester project (phase I) was completed and commissioned.
