    Eligible arts, culture and sport non-profit organizations can apply now for a community gaming grant, funded by the Government of British Columbia.

    Foreign Minister John Baird Resigns

    All and sundry have been taken aback at Foreign Min-ister, John Bairds resigna-tion. Aged just 45 years, he was one of the most influential ministers and his work style was such that even his opponents would yield to his author-ity. If a person is clear about his lifes objective, he takes every step authori-tatively. John Baird has resigned at a time when his political career was at the acme of success. During the last 20 years, he had got one after the other opportunity of political success. Apart from performing his roles as the federal Transport Minister, Minister for Community Services, and Minis-ter for Environment, he has been the chief of Canadas treasury. From 1995 through 2005, he had been an MPP and a Cabinet Minister in the Mike Harris government. If a personality, credited with such a successful politi-cal career, suddenly bids adieu, he can be called a saint. He was perhaps the only vegetarian minister in the Harper government. He claims that he has never eaten meat after 1997. He had been a minster in the Harper govern-ment since 2006.

    Within the last one year, John Baird was the second promising and indus-trious minister to voluntarily quit the Harper government. Before this, the late Finance Minister, Jim Flaherty, had taken a similar step. It is differ-ent that Jim Flaherty, approximately a month after the resignation, breathed his last due to heart failure. John has

    quit the politics perhaps to build a ca-reer in the private sector. Just similar was the notion harboured by Jim Fla-herty as well. John Bairds resignation is begs a strong mention as politics for man is not something like life or death, but it should be something imbued with the sense of public service. John Baird, as Foreign Minister, had several opportunities to meet with the most powerful personalities of the world, and he had resources as well to do quite a lot at the international level.

    Would that leaders, who intend cling-ing on to power, may take this prin-ciple seriously! Thus, corruption and negative energy in the world may end or at least get diminished, and the world may become a better place to live. Not that John Baird had no demerits and that he really was a saint. His opponents were always unhappy with him: For, according to them, he used to promote an unneces-sarily domineering role of Canada in Ukraine, Syria, and other countries. He had been labelled as pro-Israel. Eggs and shoes were hurled at his vehicle during his recent visit to Pal-estine (West Bank). John was such a minister who could unhesitatingly make a statement on government poli-cies. Jim Flaherty and some others, too, had similar privileges. Well, the strength of a government depends on the number of leaders with a cool mind and intelligent and right thinking. There is no denying the fact that Johns quitting the ministry is a tremendous loss to the Harper government.

    New legislation improves worker safety

    The B.C. government has intro-duced legislation to improve work-place health and safety as part of its commitment to implement key recommendations made by Gordon Macatee in his WorkSafeBC Review and Action Plan report released in July 2014.

    The legislation amends the Work-ers Compensation Act to strengthen WorkSafeBCs ability to promote and enforce occupational health and safety compliance in B.C. work-places.

    These changes complement other operational improvements taking place at WorkSafeBC to imple-ment a world-class inspection and investigation regime in the wake of the tragic sawmill incidents that occurred in 2012 in Burns Lake and Prince George.

    The legislation has four specific objectives, including:

    Providing a range of new safety enforcement tools.

    Shortening the process for fi-nalizing financial penalties to improve their effectiveness as an enforcement tool.

    Ensuring timely employer inves-tigations of workplace incidents and reports.

    Enhancing workplace safety expertise on the WorkSafeBC board of directors.

    Together, these amendments expand WorkSafeBCs ability to encourage compliance with safety regulations, expedite investigation of workplace incidents, and to issue stop work orders where unsafe conditions pres-ent a risk to workers. The legislation will also permit WorkSafeBC to seek a court injunction to bar the worst employer offenders from continuing to operate in an industry when they ignore WorkSafeBC orders and con-tinue to use unsafe practices.

    On July 15, 2014, Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour, and the board of direc-tors of WorkSafeBC, accepted all 43 recommendations in Macatees WorkSafeBC Review and Action Plan.

    Of the 43 recommendations outlined in the plan, 12 required consideration of legislative changes in order to be fully implemented. Todays legisla-tive amendments will enable Work-SafeBC to finalize the implementa-tion of these recommendations.

    Macatee has reviewed the legislation to ensure that it meets the intent of the Action Plan, and he will continue to oversee the implementation of his recommendations and report on progress on a monthly basis.

    2015 Canada Winter Games Week proclaimed

    In honour of the largest multisport and cultural event ever held in northern British Columbia, Co-ralee Oakes Minister of Com-munity, Sport and Cultural Develop-ment announced that Feb. 13-March 1, 2015, has been officially proclaimed Canada Games Week.

    Starting Thursday, and for the next 18 days, 2,400 of Canadas best and bright-est athletes from every province and territory will compete for top honours in Prince George, following four years of planning by the Prince George Host Society.

    The 2015 Canada Winter Games is expected to draw 15,000 fans and sup-porters to the region, generating an estimated impact of $70 million to $90 million.

    Team BC will bring a cadre of 350 ath-letes, coaches and mission staff to the Games to compete on home soil.

    Nineteen sports will be featured at the Games, including Paralympic Sports and events for Special Olympics ath-letes: Alpine Skiing, Archery, Badmin-ton, Biathlon, Cross Country Skiing, Curling, Figure Skating, Freestyle Skiing, Gymnastics, Ice Hockey, Judo, Ringette, Snowboarding, Speedskat-ing, Squash, Synchronized Swimming, Table Tennis, Target Shooting, Wheel-chair Basketball.

    The Province has invested $12.5 mil-lion in the 2015 Canada Winter Games, including $220,000 to fund the involve-ment of the Lheidli Tenneh as the first-ever Official Host First Nation.

    Quick Facts:

    The Lheidli Tenneh First Nation is the first-ever Official Host First Nation of a Canada Games.

    The 2015 Canada Winter Games is expected to draw 2,400 athletes,

    1,000 coaches and officials, 4,500 volunteers and an estimated 15,000 visitors.

    Team BC athletes are the next gen-eration of national team athletes, many of whom will go on to higher levels of competition, including the Olympic and Paralympic Games.

    The 2015 Canada Winter Games were awarded to Prince George on Sept. 17, 2010.

    B.C. has previously hosted two Canada Summer Games:

    In 1973, the Games were held in Burnaby and New Westminster.

    In 1993, the Games were held in Kamloops.

    No other country in the world has an event like the Canada Games, created in 1967 to unify the nation through sport.

    The 2015 Canada Winter Games Torch Relay started in Ottawa on Oct. 16, 2014, with a torch-lighting event on Parliament Hill. The B.C. leg of the relay was launched in Victoria on Oct. 17, 2014.

    At the 2014 Winter Olympic and Paralympic Games in Sochi, 22 Olympians and Paralympians were Team BC or BC Games alumni, including Ski Cross silver medallist and current Team BC Honourary Captain Kelsey Serwa and NHL player Dan Hamhuis.

    B.C. athletes accounted for 19% of the Canadian Olympic team and won 32% of Team Canadas medals.

    An astounding 24% of the Canadian Paralympic team was affiliated with B.C. and brought home 44% of the nations medals.

    A long-term plan to stop violence against womenThe new Violence Free BC (VFBC) strategy lays out a long-term vision of ending violence against women in this province something that needs both strong govern-ment leadership and the active participation of stakeholders, partners and each and every British Columbian.

    The Provinces action on this goal starts today with a prom-ise of dedicated civil forfeiture funds including $3 million in 2015 for local anti-violence support services, the opening of a newly integrated Domestic Violence Unit (DVU), and an upcoming campaign to raise awareness of the dangers wom-en can face. The Province is also committed to dedicating a portion of civil forfeiture funds to support the VFBC strategy in future years.

    Violence against women is not a womens issue its an issue for all of us in British Co-lumbia, said Premier Christy Clark. The Violence Free

    BC strategy is our roadmap to creating a province where each of us does our part, working together, to keep women safe from harm.

    Last years throne speech prom-ised a concrete plan toward ending domestic violence, and the VFBC strategy is delivering on that promise. It combines immediate actions with a long-term vision, and identifies five key priorities for moving to-ward a violence-free B.C. over the next decade. These include:

    Challenging beliefs and behaviours.

    Ensuring services are re-sponsive, innovative and co-ordinated.

    Supporting women to re-build their lives.

    Address ing v io lence against Aboriginal women.

    Fostering strong relation-ships and new partnerships.

    We all have critically impor-tant and shared roles to play in

    preventing violence before it starts, responding to violence when it happens, and rebuild-ing from its devastating ef-fects. Fundamentally, stopping the violence starts with all of us, said Attorney General and Minister of Justice Suzanne Anton. Recent incidents have highlighted the need for ongo-ing work to address violence against women. This includes higher-profile cases of domestic violence, which have received much attention in communities throughout B.C. Today, we are able to take specific action on that issue with the opening of a newly integrated Domestic Violence Unit here in Surrey.

    The Surrey DVU is the sixth of its kind in British Columbia, and brings together, in one loca-tion, Surrey RCMP police in-vestigators, community-based victim services, and a Ministry of Children and Family Devel-opment child protection worker to co-ordinate and collaborate on the highest-risk domestic violence cases.

    This newly integrated Domes-tic Violence Unit is something our community has been work-ing towards for a long time, said Surrey Mayor Linda Hep-ner. With the creation of this unit, we will now be better able to respond to the highest-risk domestic violence cases and provide an integrated approach to supporting victims and hold-ing offenders accountable.

    Government will also launch a public-awareness campaign in the near future with a focus on domestic violence, to educate and encourage everyone to share the responsibility of stop-ping violence against women.

    To make a difference in the lives of women in Surrey and around the province and par-ticularly those women who are being abused by their partners it is critical we have the proper supports in place, said Sonya Boyce, executive director of the Surrey Womens Centre Soci-ety. Raising awareness, open-ing a local Domestic Violence Unit and funding anti-violence and prevention initiatives are concrete steps that government is taking in the right direction.

    This enhancement to our Do-mestic Violence Unit will be a lifeline for Surrey families who are most at risk of being harmed by violence, said Of-ficer in Charge of the Surrey RCMP, Chief Superintendent Bill Fordy. Our officers will work side-by-side with support workers, and together theyll co-ordinate the investigation of cases and the support of victims who need to be brought to safety, often immediately.

    Minister of Education Peter Fassbender issued the following statement in recog-nition of Safer Internet Day:

    February 10th was Safer Internet Day and this years theme was Lets create a better internet together. With this in mind, I am proud to say we have some phenomenal students in B.C. doing just that.

    Twenty students representing public, independent and First Nations schools were selected to form the ERASE Bullying Student Advisory. For the past year, they have been advising the Ministry of Education on bullying and other student safety issues. They are also creating B.C.s first provincial social media guidelines to provide direction for students, parents and educators on how to use social media ethically and responsibly.

    We all want a safe online environment for our children but there is only so much that adults can do. At the end of the day, it is going to be young people taking ownership of their online actions that will have the greatest impact.

    I look forward to meeting with these students in Victoria later this week and to learn more about their leadership in making our schools and communities safer, respectful and inclusive. I also want to get a sneak peek at the social media guidelines they will be releasing provincewide in the lead up to Pink Shirt Day on Feb 25.

    Background on ERASE

    B.C.s Expect Respect and a Safe Educa-tion (ERASE) Bullying strategy is going strong in its third year. As part of the strategy, more than 10,000 educators and community partners have been trained to proactively identify and address threats. An online reporting tool for students to report bullying as well as the web site ERASEBullying.ca is available to provide information and resources to parents. In addition, 60 dedicated safe school co-ordinators and teams are in place in all school districts and many independent schools.

    Canada Job Grant can help businesses pay for employee trainingB.C. businesses have an im-portant financial tool to help them connect employees with training that can help boost pro-ductivity and the bottom line: the Canada - British Columbia Job Grant.

    Launched last fall, the Canada - B.C. Job Grant provides two-thirds the cost of training a new or existing employee up to a maximum government contribution of $10,000 per employee. The employer is required to contribute one-third of the training costs. Requiring employers to pitch in helps ensure the training leads to guaranteed jobs.

    The Canada - B.C. Job Grant is a flexible program that will help ensure British Columbians can

    find their fit in our growing and strong economy.

    Employers determine what kind of training is needed.

    Employers can choose qualified third-party pro-viders to deliver it.

    All private-sector and not-for-profit organizations, with plans to train workers for a new or better job in B.C., are eligible to apply.

    If an organization has more than one worker to train, employers can apply for multiple grants on one ap-plication.

    The grant is part of the $65-mil-lion Canada-British Columbia Job Fund Agreement provided by government of Canada.

    Deputy Premier named B.C.s Military Liaison

    To promote a stron-ger working rela-tionship with the Canadian Armed Forces, Premier Christy Clark named Deputy Premier Rich Coleman B.C.s mili-tary liaison .

    Our government values the contributions of the Canadian Armed Forces in our province from protecting our coastline to keeping our mountain passes open during times of emergency, said Pre-mier Christy Clark. By establishing a military liaison, we are making sure those services are better integrated to serve the people of British Co-lumbia.

    In his role as liaison Dep-uty Premier, Coleman will interface with the military within British Columbia. He will work to improve the lines of com-munication, strengthen joint emergency response and the co-ordination of resources.

    Im honoured to take on this new provincial liai-son role, said Coleman. Military personnel pro-vide an important service in B.C. and I look forward to working together to improve the safety and protection of British Co-lumbians.

    The Canadian Armed Forces employ more than 12,000 military and ci-vilian personnel in B.C. There are eight major military bases in the prov-ince, including the Cana-dian Forces Base (CFB) in Esquimalt, as well as 12 militia units throughout B.C.

    Black History Month celebrates B.C.s culture of diversity

    In 1858, 800 black pioneers escap-ing racial persecution in San Fran-cisco came to British Columbia in search of work and a safe place to raise their families. Now, more than 33,200 British Columbians trace their ancestry from Africa, contrib-uting to B.C.s culture of diversity.

    February has been proclaimed Black History Month by the B.C. government in recognition of the important contributions these pio-neers made to the development of our province.

    Black History Month is an opportu-nity to acknowledge the historical and cultural contributions of black British Columbians. These early pioneers enriched the foundation of B.C. and many went on to play significant roles in politics, busi-ness, sports and the arts, including:

    Sir James Douglas, first gov-ernor of the Colony of British Columbia.

    Rosemary Brown, first Black woman elected to a Canadian provincial legislature.

    Harry Jerome, Olympic track athlete and recipient of the Order of Canada.

    Mifflin Wistar Gibbs, attorney, judge, diplomat and banker.

    Emery Barnes, politician and BC Lions athlete.

    Selwyn Romilly, B.C. Su-preme Court judge.

    Joe Fortes, Vancouvers first official lifeguard and respected public figure whose monument stands today in Alexandra Park.

    A major chapter in the lives of many black people in B.C. is tightly aligned with many events in America, and in particular, the era of Abraham Lincoln.

    In 1865, the government of the then Colony of Vancouver Island expressed its condolences upon learning of the assassination of Abraham Lincoln, the president who abolished slavery. On the 150th anniversary of his death, all British Columbians are invited to participate in the international com-

    memoration of Lincolns life. The B.C. government is collecting com-ments and stories throughout Black History Month to help inform a letter for the Abraham Lincoln Presidential Library and Museum.

    Quick Facts:

    The precursor to Black History Month was created in 1926 in the United States, when the second week of February was announced as Negro History Week.

    This week was chosen partly be-cause it coincided with the birthday of Abraham Lincoln on Feb. 12, a date which Black communities had celebrated since the late 19th century.

    Black History Month was first celebrated in the United States in February 1970.

    The celebration of Black His-tory Month in Canada is relatively recent, recognized in December 1995.

    Black History Month has been proclaimed in B.C. nearly every year since 1996.

    Economic Forecast Council updates B.C. outlook

    The Economic Forecast Council has provided its annual pre-Budget update for B.C.s economic out-look in 2015 and 2016.

    The council is forecasting 2.6% real GDP growth for B.C. in 2015, down from the 2.7% forecast in December. The Eco-nomic Forecast Councils revisions include lower forecasts for inflation, as low gasoline prices helped slow Canadas inflation rate to 1.5% in December from 2.0% in November.

    The council predicts B.C.s real GDP growth will increase to 2.8% in 2016, up 0.1 percentage points from their Decem-ber 2014 estimates. The outlook for 2017-19 re-mains unchanged at 2.5%. The B.C. governments provincial forecast will be published with Budget 2015.

    Overall, the domestic and international market situ-ation remains fluid, and the effect of significantly lower oil prices on the B.C. economy is uncer-tain. While the reduction in crude prices is generally not expected to have a significant negative effect on the province, it has in-creased uncertainty as low oil prices are accompanied with downward pressure on other commodity pric-es, including natural gas.

    The Economic Forecast Council includes some of the most respected independent economic forecasters in Canada. The 14-member councils mandate as determined by the Budget Transparen-cy and Accountability Act is to provide economic advice to the minister of finance in developing each years budget and fiscal plan.

    Regulation changes encourage family fishing

    Fishing families are getting additional opportunity to pass down their knowledge to the next generation, with the announce-ment of regulatory amendments to the Wildlife Act confirmed today by Forests Lands and Natural Resource Operations Minister Steve Thomson.

    In support of mentoring young anglers, the province has amended the regulations for age-restricted waters by making them available to anglers of all ages, provided they accompany a youth under the age of 16 or a disabled angler who is actively angling. Many of the waters that are sub-ject to this new regulation now referred to as youth accompanied waters are stocked with catchable rainbow trout, providing an above-average angling op-portunity for newcomers to the wonderful world of freshwater fishing.

    Previously, age-restricted waters allowed only youths aged 16 or less, those 65 and older, and disabled anglers access. This reduced interest for families looking for locations where everyone could fish. Un-der the new youth accompanied waters regulation up to two adults (including those over 65) can fish in age-restricted waters, provided they are accompanied by an eligible youth or disabled angler. The list of age-restricted waters has also been updated.

    Disabled anglers are still permitted to angle unaccompanied on youth accom-panied waters, however now they can be accompanied by up to two anglers that were not previously permitted to fish on these waters.

    Fishing is a great family activity that can be enjoyed by people of all ages, and ex-pert anglers are a great teaching resource for those just becoming interested. Pass-ing on angling knowledge is important in maintaining the social, economic, and environmental benefits associated with a recreational fishing culture in B.C.

    APD Bike Squad Project 7 McCallum Road Corridor

    In December 2014, the Abbotsford Police Departments Bike Squad initi-ated an investigative project aimed at open-air drug trafficking in the Mc-Callum Road corridor. The project utilized uniformed patrols, surveillance and undercover elements. To date 7 people have been arrested and charged with 26 criminal offences. The drugs being trafficked were cocaine, heroin and methamphetamine. The accused, 3 females and 4 males, range in age from 34-46 years of age. All have extensive criminal histories and are well known to police. In fact, the 7 have collectively been involved in over 1,100 police incidents.

    Five of those facing charges are eligible for mandatory minimum sentences of one year in custody as a result of prior Trafficking convictions.

    The 2300-2500 block of McCallum Road has been of increasing concern to the Abbotsford Police. There has been a significant increase in calls for service in that area from 2013 to 2014. Projects like this will improve public safety and reduce incidents that result in calls for police attendance.

    New Community Matters Award from Board of Education

    Community involvement in the Abbotsford School District has been a long and valued tradition. The Board of Education is looking to express its ap-preciation and acknowl-edge the support of those involved. The Board has recently established a Community Matters Award to be presented annually, recognizing community partners who have made a significant contribution to students in the Abbotsford School District.

    Abbotsford School Dis-trict has a long history of community involvement in our schools, acknowl-edges Board Chair Cindy Schafer. Many organiza-tions contribute resources and/or countless hours of volunteer service to enable our students to achieve success in school.

    While the Board has taken the opportunity on many occasions to publicly thank these organizations, we want to make this a more formal acknowl-edgement.

    The Community Mat-ters Award is intended to recognize an organization that has exceeded its ser-vice mandate in specific service to the students of the Abbotsford School District.     His Excellency the Right Honourable David Johnston, Governor General of Canada, will deliver remarks at a cere-mony marking the 50th anniversary of the National Flag of Canada, at Confederation Park, in Ottawa, on Sunday, February 15, 2015, at 10:30 a.m. On this occasion, he will also assist in unveiling a commemora-tive coin and stamp.
