1 SUMMARY
A feasibility study was made for the connection of a power plant named Bilkent PP to the
existing Turkish power system by considering technical rules, electricity market rules and
environmental aspects. Power System Simulator – Engineering (PSS-E) software is used for
the power system analysis. The connection to Zekeriyakoy (120910) and Pasakoy (210210)
buses was chosen. Power flow analysis, short circuit analysis, and N-1 contingency analysis
gave acceptable results in terms of technical concerns. Being close to the largest population
center in Turkey also ensures future demand. Overall, it is deduced that under foreseeable
conditions this connection is a feasible choice.

2 INTRODUCTION
2.1 AIM OF THE PROJECT:
The aim of this project is to prepare a feasibility report for a proposed power plant called
‘BILKENT PP’. In preparation of this report technical, environmental, economic and ethical
factors were taken into account.
2.2 DESCRIPTION OF THE PROJECT:
The power plant is assumed to be a combined cycle natural gas (CCNG) type which has three
generators and a total installed capacity of 716 MW. After previous analyses Zekeriyakoy
(120910) – Pasakoy (210210) point was selected as the most promising point from a group of
9 contenders. In this report the feasibility of the final selection point is investigated. Technical
simulations were done using PSS®E software of Siemens Power Technologies Inc.,
economic analysis was done using statistics and documents regarding market rules and past
price data from websites of EPDK (Energy Markets Supervision Institute), Turkstat (Turkish
Statistics Institute) and various other government institutions. Ethical and environmental
analysis was done using various web sources which can be seen in the references section.
2.3 GENERAL INFORMATION ABOUT TURKISH POWER SYSTEM:
It can be seen from Table 1 & 2 that natural gas plays a huge role in Turkey’s energy
generation. Currently Turkey imports nearly 100% of the gas it uses from her neighbors. This
dependency on imported fossil fuels is a serious burden on Turkey’s economy and energy
security. There are various steps taken by the government to combat this problem ranging
from tax benefits to price incentives for electricity generated using renewable energy and
local lignite coal reserves.

However simply because of its huge population and growth rate, it will take quite some time
before Turkey can effectively lower its use of natural gas in electricity production. So we can
safely assume for the operational life of our plant those trends will not pose us a serious
problem.

We can see from table 3 & 4 that while the energy consumption of Turkey increased from
118.5 TWh to 198.1 TWh (representing an increase of 67.17%) in the past decade, absolute
system losses increased from 3374.4 GWh to 4388.4 GWh (representing an increase of
30,04%). From this data we can see that quality of overall system has increased.

It can be deduced that as long as Turkey’s population and industrialization continues to
increase her electricity consumption will also continue to increase, thus more investments in
energy sector will be required and most probably encouraged by the state in the foreseeable
future.
3 TECHNICAL SECTION
3.1 COMBINED CYCLE NATURAL GAS POWER PLANTS:
"A natural gas combined cycle power plant (NGCC PP) is a combined-cycle gas turbine power plant
consisting of one or more gas turbine generators equipped with heat recovery steam generators to
capture heat from the gas turbine exhaust. Steam produced in the heat recovery steam generators
powers a steam turbine generator to produce additional electric power. Use of the wasted heat in the
turbine exhaust gas results in high thermal efficiency compared to other combustion based
technologies. Combined-cycle plants currently entering service can convert about 50 percent of the
chemical energy of natural gas into electricity (HHV basis1). Additional efficiency can be gained in
combined heat and power (CHP) applications (cogeneration), by bleeding steam from the steam
generator, steam turbine or turbine exhaust to serve direct thermal loads" [6].
From the environmental perspective, we see that in Turkey all power plants are regulated under the
environmental law numbered 2872 and its relevant legislation. The final supervision is performed by
EIA (Energy Information Administration) [7].
Reducing the carbon emissions of power plants are of great importance. Natural gas contains about
60% less carbon that other fossil fuels like coal or oil and the newest technology gas turbines also
reduce the harmful emissions by another 30%.The technology used in CCNG plants also reduces or
eliminates other lesser known toxic by products such as sulfur dioxide (SO2) and methane (CH4).
Overall, using natural gas fired plants can lead to a nearly 50% reduction in CO2 emissions [8].
In 2011, the electricity generation from natural gas has a percentage of 45.4 corresponding to
about 104000 GWh (See Table 2). Bilkent has a capacity of 716 MW. Thus, its addition to the
Turkish power system will have small change in the distribution of generated power among
energy sources.

3.2 POWER FLOW ANALYSIS:
Base Case of the System:
I solved the system and got power flow solution. Since, PGEN is 39.9 MW that is between
PMIN and PMAX values, there is no need to scale. So, Power flow/Reports/Bus Based
Reports is used. In bus based report, the total active power loss is 506.43 MW. After, Power
flow/Reports/Limit Checking Reports/Branches is used. In limit checking report, there is only
one overloaded branch named ALIBEYKOY (ALIBEYKOY_A 154.00 to 120322
ALIBEYKOY_B) and finally Power flow/Reports/Limit Checking Reports/Out of limit bus
voltage is used. There are 9 buses having more than 1.1 p.u. voltage value and 10 buses
having less than 0.9 p.u. voltage value. Corresponding PSS-E reports could be seen in
Appendix 3.1.
After Connecting Bilkent Bus between Zekeriyakoy (120910) and Pasakoy (210210)
I solved the system. Our PGEN value should be PMIN<PGEN<PMAX, however, it is not.
So, we should use scaling process. QGEN value is between QMIN and QMAX value. Power
flow/Changing/Scale generation, load shunt is used. 705 MW and 230 MVAR are typed and
after scaling, we again solved the system. Here, it is important that before scaling PGEN = -
677.9 MW and after scaling PGEN = 23.5 MW which is between PMIN and PMAX. QGEN
value is 0.1 MVAR and it is also between QMIN and QMAX values. After obtaining PGEN
value, we used Power flow/Reports/Bus Based Reports. At the end, it is seen that active
power loss is 493.40 MW and reactive power loss is 8201.73 MVAR. Corresponding PSS-E
reports could be seen in Appendix 3.2.
When Power flow/Reports/Limit Checking Reports/Branches is used, there is only one
overloaded branch. It is as follows:

After, we used Power flow/Reports/Limit Checking Reports/Out of limit bus voltages voltage
limits is between min. 0.95 p.u. and max. 1.05 p.u. In this report, there are 232 busses having
more than 1.05 p.u voltage value and there are 34 busses having less than 0.95 p.u voltage
value (See Appendix 3.2).

In thus table, it is seen that as expected total generation power increases about 700 MW and
the total loads also increases. However, while generation and loads increasing, total losses
decreased with Bilkent connection. It is also seen that generated power by the swing bus
decreased at both active and reactive parts. Bilkent connection between the Zekeriyakoy and
Pasakoy buses increased their voltages. Bilkent generates reactive power too and this results
in increase at voltages of connection buses. Since the generated power is increased by Bilkent
connection, short circuit level at connection buses increased but this increase is tolerable
because the resulted short circuit level is smaller than the limit which is 50 kA for 380kV
buses.
We drew 2 slider files for our 25 bus power system before connecting the Bilkent Power
Plant and after connecting it (please examine Appendix 3.3).
Power flow solution of the designed system in PSS-E shows that voltages are between the
limits of system voltage design limits. Bilkent, Zekeriyakoy, and Pasakoy buses (Bilkent and
connection buses) have 391.1 kV, 390.9 kV, and 390.4 kV respectively.

The transmission lines connecting Bilkent Bus to the Turkish power system has about 320
MVA and 380 MVA complex power. These values are sufficient for the capacity of the
conductors used in 380 kV transmission lines. In the slider diagram of the Bilkent system and
other 25 buses, it is observed that maximum powers on the transmission lines are seen at the
branches between 4ADA_1_DG (210410) and 4PASAKOY (210210), and 4TBARA
(214210) and 4TEPEOREN (210110). It is important to note that these powers decrease with
Bilkent connection and becomes sufficient for all types of conductors used in 380 kV
transmission lines.

3.3 SHORT CIRCUIT ANALYSIS:
We apply short circuit analysis and test because it is important to determine the series branch
parameters of a real transformer [10]. In a transformer short circuit analysis is used to find
out the losses and its efficiency by using the open circuit test the constant losses (hysteresis
loss, windage loss) can be obtained. And by using the short circuit test the variable losses (cu
loss) can be found out [11].
Scaling & Power Flow Analysis before Short Circuit Analysis (For only the 25 bus power
system after connecting Bilkent Bus)
In PSSE, Power Flow/Solution/Solve is used.
Power Flow/Changing/Scaling is used to scale the system to the new condition where
Bilkent subsystem is connected.
In this way, we obtained ideal PGEN value that is between PMIN and PMAX. Now,
we are ready to start the short circuit analysis.
Short Circuit Analysis before Connecting Bilkent Bus
Since we already have an acceptable PGEN value that is between PMIN and PMAX, we
directly start the short circuit process before connecting Bilkent Bus. After entering 25 bus
numbers (please see the bus list in Appendix 3.4), we obtained short circuit results in
Appendix 3.4.

Short Circuit Analysis after connecting Bilkent Bus
We drew 25 bus Slider File after connecting Bilkent Bus and solved the system. We used
modified “New System Data (C2011YazC32)” used in Report 3.1 and Bilkent Raw File used
in Report 3.1. In short circuit analysis after connecting Bilkent Bus, we opened these 2 files
with PSS-E, did the following things in PSSE and obtained the following results which are in
Appendixes.
After obtaining an acceptable PGEN value, we started the main short circuit process.
In PSSE, MISC/Change Program Settings used. Here, short circuit output and short
circuit coordinates are chosen as physical and polar, respectively.
Fault/ASCC/Three Phase Fault is clicked and second output option is selected and
obtained short circuit results are in Appendix 3.5.
Comments about short circuit analysis (before and after connecting Bilkent Bus):
Before connecting Bilkent Bus, we applied short circuit analysis for each 25 busses and
found short circuit currents. Here, the intensity of short circuit current of a bus depends on
how many loads are connected to the bus. For example: 210310 [4ADAPAZARI 380.00] has
the highest short circuit. This means that, this ADAPAZARI bus has the highest amount of
loads among our 25 busses in our power system
After connecting Bilkent Bus, it is clear that all short circuit currents increased. The reason is
that our Bilkent Bus is connected to 3 generators that have 235 MW active power (for each
one).
Another important point, when we go far from Bilkent Bus, the amount of increase in the
short circuit current for each bus decreases.
3.4 N-1 CONTINGENCY ANALYSIS:
N-1 contingency analysis is performed for Bilkent and connection buses considering the n-1
descriptions in Transmission System Supply Reliability and Quality Regulation [?].Created
contingency, subsystem and monitor files could be found in Appendix 3.6.
N-1 Contingency for Bilkent Bus:
Bilkent subsystem has three identical generators and unit transformers. Thus, we only
analyzed the case when one of three has switched off instead of all.
Contingency file (cont_1.con) is created to test for cases:
o Case 1: Removing one of the Bilkent-PP units
o Case 2: Removing one of the unit transformers
o Case 3: Removing the branch from Bilkent to Pasakoy
o Case 4: Removing the branch from Bilkent to Zekeriyakoy
Subsystem file (cont_1.sub) is created such that 25 buses shown in slider diagram are
included in Subsystem 1 (SUB1).
Monitor file (cont_1.mon) is created to check voltages for 10 % range and branch
flows exceeding 75 %.

At Power Flow/Solution/AC Contingency Solution (ACCC), Distribution factor data
file (.dfx) is built by loading the created cont_1.con, cont_1.sub, and cont_1.mon
files.
Contingency solution output file is chosen and then solve button is pressed.
All of the contingency cases are processed.
Clicking Browser button and going to Networks/Performance Summary, I checked if
any of the cases is blown up. As seen in Figure 1, all cases met convergence tolerance.

Overloading of the branch capacities are calculated with respect to “Rate A” and “Rate B”
because while A has lowest rating, in Turkish power system, B has lowest rating. The results
could be found in Appendix 3.7.a.
In the spreadsheet overload report, it is seen that similar branches overloaded for the cases
including base case. For the cases 1 to 3 it results in smaller overload on those branches but
case 4 gives larger overload, especially at branches 4PASAKOY (210210) and PASAKOY_A
(210221) increased to 93.5 while it was 91.5 for base case (See Appendix 3.7.a.).
For the chosen cases, there is no significant change at the voltages out of 10 % range from the
base case. It can also be said that the results are similar for the analysis with respect to Rate A
and Rate B (See Appendix 3.7.b.).
Finally, the report format is changed to “Non-converged network” to check whether there is
any convergence problem or not. In this report, “NO SYSTEM CONDITIONS SATISFY
FILTER CRITERIA” is seen, which implies no convergence problem occurred.
N-1 Contingency for first and second connection buses:
Bilkent subsystem has three identical generators and unit transformers. Thus, we only
analyzed the case when one of three has switched off instead of all.
Contingency file (cont_2.con) is created to test for cases:
o Case 1: Removing branch from Zekeriyakoy to Habibler
o Case 2: Removing branch from Zekeriyakoy to Bilkent
o Case 3: Removing branch from Pasakoy to Ada
o Case 4: Removing branch from Pasakoy to Bilkent
o Case 5: Removing branch from Pasakoy to Tepeoren
o Case 6: Removing branch from Pasakoy to Beykoz
o Case 7: Removing the unit transformers from Zekeriyakoy to Zekeriyakoy_A
o Case 8: Removing the unit transformers from Zekeriyakoy to Zekeriyky_tr1
o Case 9: Removing the unit transformers from Pasakoy to Pasakoy_A

In the spreadsheet overload report, it is again seen that similar branches overloaded for the
cases including base case. It is important to note that for case 3 in which the branch between
Pasakoy and Ada is removed, the branches between Bilkent and generator buses are 75.2 %
loaded. For the case 9, in which one of the unit transformer between 4PASAKOY (210210)
and PASAKOY_A (210221) is removed, the other branch is loaded at 137.8 (See Appendix
3.8.a).
For the chosen cases, there is no significant change at the voltages out of 10 % range from the
base case. It can also be said that the results are similar for the analysis with respect to Rate A
and Rate B (See Appendix 3.8.b).
Finally, in “Non-converged network” report, “NO SYSTEM CONDITIONS SATISFY
FILTER CRITERIA” is seen again.
3.5 RESULTS OF TECHNICAL EVALUATION:
In report 3.1, we evaluated nine different connection point and find out that this connection
gives the lowest power loss. However, it is also necessary to consider short circuit analysis
and contingency scenarios. Short circuit analysis shows that with the addition of generators to
the system, the short circuit currents increase majorly around the connection point. However,
this increase is in tolerable limits.

N-1 contingency analysis simulates different scenarios in order to take precautions before
they happen. This analysis showed that voltages stay in the 10 % range except the ones which
stay out of range even in the base case. Loading of the branch between Pasakoy (210210) and
Pasakoy (210221) increases to 137.8 %. There are two unit transformer connection between
these buses. When one of these switched off, the loading at the other branch increases too
much because in the base case (Bilkent is connected but no component of the system is
switched off) these branches have about 90 % loading.
In conclusion, technical evaluation for the connection of Bilkent PP to the Zekeriyakoy
(120910) and Pasakoy (210210) shows that this connection is acceptable in terms of technical
concerns.
4 ECONOMIC SECTION (Cost of Generation/ kWh at Bilkent PP)

4.4 FUEL COST SENSITIVITY ANALYSIS:
We can see from the above calculations that grand total cost for generation is 6.9101 + 0.0759
= 6,986 cents/kWh. The cost of fuel is the main component, constituting nearly 80% of the
total. It can be deduced that any fluctuations in fuel prices will have very important effects on
profitability of our plant.
If the fuel price of 320$/1000m3 is accepted the resulting grand total cost will be 6,986
cents/kWh. If we take 500$/1000m3 as the price the resulting grand total cost will be 9,3803
cents/kWh. Therefore it can be said that app. 50% increase in fuel cost is represented as app.
40% increase in the final cost.
Average yearly natural gas required by Bilkent PP if it is run at full capacity can also be
calculated as:
716MW (Full Production Capacity) * 1566kcal/kWh (Average Heat Rate) / 8347 kcal
(Calorific Value of fuel) * m3 * 8760h = 1,176,734.463m3
This number can change greatly as market price of electricity fluctuate thus causing the
production also to fluctuate.
Since average market prices for 2011 is around 6,6 cents/kWh and so far in 2012 data from
Market Arbitration Center [14] seem to be similar, it is clear that running our plant all the
time is not economically feasible. However by running our plant whenever the market price
rises above calculated production costs we can make a healthy profit. The maximum prices
seen during 2011 have reached 30.5 cent/kWh [5] and prices are consistently above average
during autumn months when hydropower generation is low.

5 CONCLUSION
It can be concluded that under present conditions Turkey’s energy market is suitable for new
investments and offers profitable returns. However any potential investors of a CCNG plant
should remain vary of international price fluctuations and strategic conflict risks effecting
fuel supply security.
Zekeriyakoy – Pasakoy line proved to be an acceptable connection point. Analyses showed
tolerable losses and no major technical problems in the overall system. Being close to the
largest population center in Turkey also ensures future demand.
The selection of combined cycle natural gas type plant greatly reduces environmental
problems, this technology being the latest implemented across the globe.
Overall it can be said that under foreseeable conditions investing in Bilkent PP would be a
feasible choice for any potential investor.
