Congratulations to this year’s Administrative Medals and Awards recipients.

The FDNY has an extraordinary reputation the world over, thanks to the dedication andbravery of its members. Each day, people all across our City see Firefighters and EMS per-sonnel respond to countless calls for emergency assistance. What they often don’t see arethe equally dedicated and talented civilians who stand behind those men and women in uni-form, supporting the Department’s lifesaving mission in many ways.

Every year, we honor those individuals for their critical and outstanding contributionsin support of our first responders. Whether they are streamlining the building inspectionprogram, improving our computer networks or helping the families of our Firefighters andEMS personnel, all of our award recipients deserve our thanks and praise. It is my sincerebelief as Commissioner that teamwork between uniformed and civilian members stands asa cornerstone of the FDNY.

Today’s ceremony recognizes 49 FDNY members, either in teams or individually, forthe skills and professionalism they have demonstrated during the past year. It is their expert-ise that helps make this Department great.

The New York City Fire Department has conductedFire Prevention inspections since 1911 after thetragedy of the Triangle Shirt Waist Factory Fire,

which killed 146 people. This incident dramaticallyshowed that fire suppression and fire prevention areequally important. To enhance the Department’s capabil-ities in fire prevention, the Building Inspection SafetyProgram (BISP) Unit was assembled.

This group worked off-line for close to two years inan administrative assignment, dedicated to developing anew, innovative program for performing moreeffective/efficient building inspections. The ultimate goalis to augment the Department’s ability to secure the safe-ty of all Firefighters and civilians.

This was an arduous task and required a tremendousamount of research regarding New York City Administra-tive Codes and New York State laws. The group alreadyhas delivered new, user-friendly inspectional forms to beused by all fire companies throughout the five boroughs,as well as an extensive new Fire Prevention manual.Group members have been conducting in-quarters train-ing on BISP procedures, which has reached 80 percent ofthe Firefighters and Officers in the field. Additionally,they have reviewed and enhanced all BISP training cur-

riculum from the Probationary Firefighter School throughall promotional training courses.

They developed a two-day BISP training course thatis taught to all Chief and Company Officers. All of thesenew inspectional tools and curriculum aid Departmentmembers in enforcing the Fire Code and providing addi-tional information on building code requirements. Thesenew and innovative tools allow Company Officers tochange the current incremental philosophy applied to FirePrevention, to a philosophy that is procedural in nature.

Finally, the group also has been tasked with manninga BISP Hot Line, which receives more than 800 calls amonth. These calls range from procedural issues to legalquestions. The Hot Line has served as a conduit throughwhich field units can decipher various laws, codes andrules. The new inspectional forms, manuals and trainingcurriculum have provided invaluable new tools, trainingand service for Firefighters, Company Officers and ChiefOfficers, facilitating their fire prevention activities.

For developing this essential Building InspectionSafety Program, the Administration Medal is presented toBattalion Chief Dean Spadaro and Captains James Canty,Eugene Ditaranto, Paul Kanapes, James Martinetion andFrank Piarulli.

The Leon Lowenstein Award, establishedin 1962, is one of the oldest and mostprestigious of the administrative awards.

It is bestowed on a member or members of theDepartment who has/have performed exception-al service to the Department, in recognition ofoutstanding contribution and devotion to duty.

Members of the Project ManagementOffice/Emergency Communications Transfor-mation Program (PMO/ECTP) Unit--ProgramDirector Arlene Hoffman and ECTP ProjectManagers Sharon Parhiala and Jonathan Sher-man--are tasked with coordinating all activitiessurrounding the upgrade and migration of theagency’s dispatching technologies associatedwith the City’s Public Safety Answering Center(PSAC) project. This Mayoral initiative hasconsolidated Police, Fire and Emergency Med-

ical Dispatch Operations into one location (witha back-up site currently under construction) andwill, upon completion, give the City a singleemergency call receipt and dispatch system.

The PMO group has worked to ensure thatthe Department has the necessary equipmentand services to guarantee uninterrupted dis-patch operations for PSAC I. During the pastyear, this highly skilled team has met everymajor technological cut-over date in support ofMayoral directives in a professional, diligentand dedicated manner.

Accordingly, in recognition of their coordi-nation and management skills and achieve-ments, Arlene Hoffman, Sharon Parhiala andJonathan Sherman are honored today with TheLeon Lowenstein Award.

Regina Washington has served the Departmentfor more than 14 years. As supervisor of theRecords Retention Unit, she has been a role

model for diligence and dedication to duty. Her out-standing accomplishment in reorganizing theemployee filing system has inspired confidence inthe personnel records system. She created methodsto ensure orderly retrieval and return of personnelfolders, clearing a large backlog.

Ms. Washington effectively supervises theEmployee Verification and Personnel/MedicalArchives Units. In her many years as Unit Supervi-sor, she has instilled the values of hard work and asense of responsibility among her staff and col-leagues.

Ms. Washington’s dedication to duty is evidentin her effective coordination of the Work ExperienceProgram (WEP) and American Association ofRetired Persons (AARP). These programs augment

staffing shortfall throughout the agency. She hastaken personal interest in matching each WEP andAARP participant’s skills with Bureau needs forappropriate placement within the agency and imple-mented a WEP Orientation Program. Her insight andattention to details guaranteed success in findingemployment for participants and skilled employeesfor the Department.

Through Ms. Washington’s exceptional adminis-trative and customer service abilities, she increasedvendor participation in Employee Benefits Fairs,including organizations that provide various servicesto employees; i.e., the U.S. Post Office for passports.She has been recognized by the New York City BloodCenter, the Combined Municipal Campaign and theAmerican Cancer Society for her outstanding efforts,increasing employee awareness and participation.

Regina Washington is a most worthy recipientof this year’s George F. Mand Award.

Deirdre Evans began her career in the FDNYon May 11, 1992, as a Fire Alarm Dispatcherafter spending three years with the NYPD as

a Police Call Taker. Moving through the ranks, onAugust 8, 1999, she was promoted to SupervisingDispatcher and on January 23, 2006, to Chief Dis-patcher. Throughout her career and as Chief Dis-patcher of Manhattan, Ms. Evans has demonstratedthat she is a knowledgeable and conscientious leader.

In 2009, as part of one of the largest projectsundertaken by New York City, major groundbreakingchanges were made to FDNY’S Emergency DispatchOperations: the implementation of Unified Call Tak-ing and moving three of the Fire Dispatch OperationCentral Offices to the PSAC at 11 MetroTech Center.To make these historical and high-profile changeswork seamlessly, it was clear that a well-informedprofessional who could help steer the operations in theright direction was needed. Deirdre Evans was justthat person.

First, by overseeing the conversion to Unified

Call Taking and then the transition from the CentralOffices to the PSAC environment, Ms. Evans provedthat she possessed the skills and attributes to identi-fy problems or needs and recommend and implementsolutions, while simultaneously maintaining a stableand effective Emergency Fire Dispatch Operation.

Through Ms. Evans’ leadership, the FDNY’sBureau of Communications was able to meet thegoals set forth for this history-making endeavor.Demonstrating her professionalism, she showed thatshe could cope with the unique demands of thesechallenges and was critical to their successful imple-mentation.

Her direction and supervision were instrumental inthe transformation of the work environment, from theCentral Office to the PSAC. Her responsibilities werecompleted in an efficient and orderly manner. Toacknowledge her outstanding management qualitiesand ability to get things done, Chief Fire Alarm Dis-patcher Deirdre Evans is presented with the ChiefThomas P. O’Brien Award.

Established in February 2002, the FDNY FamilyAssistance Unit (FAU) serves approximately 450Fire and EMS families who have suffered a line-

of-duty loss or face exceptional challenges. FAU staffspends countless hours with families of FDNY members,most often during their most trying and grief-filled times.Its staff is available 24/7 for each FDNY family member.FAU personnel are committed advocates for these fami-lies, ensuring their interests are considered on anyDepartment action that may affect them.

Listed below are some recent initiatives undertakenby FAU staff members:• Three Forty Three Fireboat Event--The FDNY com-

missioned its newest fireboat at a ceremony in lateMay. The $27 million vessel is named for the 343FDNY members who gave their lives on September11th. FAU arranged a special ceremony for the fami-lies--separate from the commissioning, to which theyalso were invited--to allow them to view the boat andhonor the memories of their loved ones in a setting thatwas designed to be uplifting for them. A catered picnicfor almost 400 family members was held at the U.S.Merchant Marine Academy at Kings Point on June 12,2010. The families were all invited onboard the ship fora tour.

• Public Service Officers Benefit--FAU assumedresponsibility for the Public Service Officers Benefit

(PSOB) applications for the FDNY. After detailed col-laboration with the U.S. Department of Justice (DOJ),which administers the Federal PSOB Program, FDNYphysicians, the PSOB program staff and the NationalFallen Firefighters Foundation (NFFF) to work out pol-icy issues regarding these 9/11-related applications, theresult has been an improved and ongoing dialogue andworking relationship with DOJ PSOB staff. The linesof communication are clear, as are the applicationprocesses, which now are more organized.

• Activation Team--Comprised of more than 35 Fire andEMS personnel, this team is activated for all FDNYmembers’ funerals (line-of-duty, as well as other activeduty). EMS has been more fully integrated into the newFAU funeral apparatus and protocols. Training includesinstruction and guidance relating to funerals or hospi-talized or ill members, including making arrangementsfor family members to travel to a hospital, wake orfuneral. The goal is to have six independent teams incase several line-of-duty deaths occur simultaneously.

In appreciation for the vital services provided underthe most stressful circumstances, the FAU staff mem-bers--Assistant Commissioner Suzanne M. Sebert, UnitCounselors Jennifer Steed and Evelyn Tesoriero andLieutenants James W. Lane, Jr., and James F. McLough-lin--are presented with The Fire Commissioner’s Awardfor Outstanding Service.

in collaboration with the Department of Build-ings, he was the driving force behind the cre-ation of a professional certification programthat streamlines the inspection process. Thisprogram has resulted in a much-needed reduc-tion in the time required for building owners toobtain crucial certificates of occupancy.

On a daily basis, Mr. Joseph oversees com-plex and challenging issues that impact thepublic safety and quality of life in New YorkCity. His outstanding work performance hasimproved customer service and increased theDepartment’s revenue.

FF Paul A. Robinson has played a crucial role insupporting the needs of the Department throughhis work at Research & Development (R&D).

From his design of the Water Rescue Kit to work on thePost Radio and Personal Safety System (PSS), FFRobinson has been instrumental in advancing the toolsand equipment necessary to improve members’ safety.

In addition to working on special projects, FFRobinson is responsible for all Quality Assurance testingon all PSS and lifesaving rope (LSR) equipment. Thisdata base includes more than 60,000 items. He also per-forms ongoing life-expectancy testing of PSS equipmentevery six months.

He worked with Morning Pride (now Total Fire, aDivision of Honeywell) to improve the drag rescuedevice (DRD) design and currently is working to estab-lish a lighter, standardized standpipe kit. FF Robinsonhas performed extensive research and testing of Fire-fighter tracking methods and equipment. His knowledgeof fire tools and equipment is complemented by his inno-vative thinking.

Wind-driven fires are among the most challengingand devastating incidents to which the Departmentresponds. These fires have caused Firefighter fatalities

and numerous close calls. The Wind-Driven Fire WorkGroup performed extensive research and testing todevelop a response protocol. The multi-faceted approachimplemented includes positive pressurization, windblockage and water.

The water component focuses on using the high-risenozzle safely from the floor below the fire. FF Robinsondesigned, tested and built the Department’s high-rise noz-zle. This innovative tool allows members to apply waterquickly, easily and safely under wind-driven fire condi-tions. Working with Marine Division welders, FF Robin-son built every high-rise nozzle currently in service.

Although the concept itself is simple, developing asuccessful design proved challenging. FF Robinsonworked through various changes until coming up withthe desired model. The high-rise nozzle has elicitedinterest from fire departments as far away as Japan. Thispotentially lifesaving tool is an integral component in theDepartment’s protocol for addressing wind-driven fires.

The numerous achievements enumerated above areproof-positive why FF Paul A. Robinson is an asset toFDNY and validate why he is being awarded the JamesJ. Johnston Memorial Medal.

The Honorary Chief of Department JackLerch Medal, established in 1989, is present-ed to a uniformed or civilian member of the

Fleet and Technical Services Division for outstand-ing service. Fleet Director Anthony S. DeMaio rep-resents this kind of excellence.

Mr. DeMaio oversees maintenance of theFDNY support vehicle fleet. Included in the fleetare more than 450 EMS ambulances and approxi-mately 1400 emergency and non-emergency vehi-cles. He is directly responsible for a staff of 98 per-sonnel in a repair facility that operates 24 hours aday, seven days a week.

He actively participates and makes recommen-dations in the ongoing process of new vehicle spec-ifications. Additionally, Mr. DeMaio coordinateswith supervisors of mechanics to prioritize the dailyworkload, ensuring that repairs are triaged andserviced in a timely manner.

During the past 26 years, Mr. DeMaio has been

instrumental in establishing effective protocols andprocedures that allow Fleet to meet the demandingneeds of the Department. He has been a drivingforce in making changes in ambulance design andconstruction that have improved vehicle safety, reli-ability and longevity. Many of these innovationshave been adapted industry-wide.

In summation, Mr. DeMaio exhibits profession-al excellence each day, addressing the ongoingdemands of maintaining the Fire Department’s sup-port fleet. He is a proactive individual who pos-sesses excellent organizational skills and has theability to maximize the efforts of supervisors andthe work force, ensuring that vehicles are repairedand returned to service, meeting the Department’sgoals and objectives.

EMS Lieutenant Cesar A. Escobar is assigned to theBureau of Training, EMS Academy, to coordinateneeds of the Five-Year Recertification Program for

EMS members. He ensures compliance with TrainingOrders and interacts with Human Resources, the Bureauof Health Services and EMS Operations to verify that allmembers are scheduled for their required training, includ-ing those returning from leave or light-duty status. Hefollows up with EMS Station Commanding Officers toascertain that training schedules are being followed.

In addition to these essential tasks, Lieutenant Esco-bar also developed monthly video drills that are distrib-uted to EMS stations throughout the City. This new ini-tiative began in January 2009 and has proliferated. Eachdrill includes critical thinking scenarios and skillsdemonstrations for practice by members in their stations.This is a new area for EMS and quickly has become anintegral part of training.

Lieutenant Escobar has formed a team of like-mind-ed people to work with him and they have accomplisheddrills in many diverse areas, such as expanded triage atmultiple casualty incidents (MCIs); pediatric assessment;recognition and updated treatment of acute coronary syn-drome; and spinal immobilization, fracture managementand personal safety initiatives.

Each month, the Lieutenant researches a topic, writesthe script and oversees all aspects of production, includ-ing filming and editing. Prior to filming, he secures con-

sensus among current operating procedures and EMSOperations policies and obtains endorsement from theOffice of Medical Affairs for each drill. Not only has hebrought a whole new avenue of training to life with excel-lent production, Lieutenant Escobar has gone above andbeyond all expectations in the training content. Each skillis executed flawlessly. He is relentless in his pursuit ofperfection to finalize the production. He takes tremen-dous pride in the work of FDNY EMS and views theseproductions as a direct reflection on EMS’ cornerstonesof competence. These videos are distributed to voluntaryhospitals in New York City so that patient care practice isimpacted throughout all the boroughs.

Additionally, Lieutenant Escobar worked side byside with Fire Academy instructors to develop and incor-porate the medical response to blast injuries presentationinto the bus bomb drill. This presentation has been shownto both Fire and EMS units since March 2009. He con-tinues to collaborate with Fire Academy instructors inexploring combined drills for the future.

While all of these accomplishments speak to the ded-ication, integrity and competence of Lieutenant Escobar,he frequently works long hours--through the night attimes--to complete these drills. He does so without com-plaint or any expectation of reward. For elevating thetraining of EMS members, Lieutenant Cesar Escobar isawarded The Honorary Fire Officers Association Medal.

For the past five years, Battalion Chief Stephen Ger-aghty was the Chief of the Fire Academy. Duringthat time, he oversaw all training initiatives and

activities at Randall’s Island. One of those initiativesinvolved the bus bombing training scenario that intro-duced new strategies and tactics for dealing with inci-dents involving a suicide bomber on a City bus.

Chief Geraghty guided the development of the busbomb exercises, an extremely important training initiativebecause it required teaching first responders a new mindset.Unlike a fire where speed is of the essence, a terrorist inci-dent requires first responders to slow down and continuallysearch for the secondary and tertiary devices that may havebeen planted to specifically harm first responders.

During the past 18 months, the Fire Academy has runthis training course to reach every uniformed member inthe field with these new tactics. Extensive research onMadrid, Israel, London, Moscow and Northern Irelandwas instrumental in the creation of these new tactics.

On May 1, 2010, Fire units responded to what wasreported as a routine car fire in Times Square. On arrival,their size-up of the situation--car pulled into the curb hap-hazardly, motor running, driver who had run away, light

white smoke coming from the passenger compartment,license plates that didn’t match the car, fireworks odor inthe air--led the Fire Officers to request NYPD’s BombSquad and take a defensive position. The car turned outto have been rigged with fire bombs that did not ignite.The normal aggressive fire extinguishment tactics nor-mally used for a car fire were not used because the car didnot look right to the Fire Officers and Firefighters.

Upon conclusion of this incident, the Fire Officersstated that the bus bomb training provided them with thetools needed to safely and correctly address this situation.Furthermore, without that training, they may have usedstandard firefighting tactics that would have disturbed thebomb, possibly causing great harm and damage to Fire-fighters, civilians and surrounding properties.

The training initiative that Chief Geraghty and histeam developed and implemented provided the knowl-edge needed to successfully and safely handle this dan-gerous situation. FDNY is pleased to honor BattalionChiefs Stephen J. Geraghty and Thomas A. Robson andCaptains Anthony Sannella and John M. Spillane for theirefforts by presenting them with the Community MayorsNicholas DeGaeta Award.

Auto Arson/Fraud Squad

Supervising Fire Marshal (SFM) SalvatoreRignola commands the Bureau of Fire Inves-tigation, Auto Arson/Fraud Squad. This Squad

is comprised of four Fire Marshals and is responsi-ble for the investigation of approximately 800 sus-picious vehicle fires. Of these 800 investigations,nearly 700 have been determined to be arson andwere linked to insurance fraud.

These successful investigations resulted in sav-ing the insurance industry hundreds of thousands ofdollars. Insurance fraud is a financial crime that costseveryone due to increased insurance premiums.

SFM Rignola effectively managed this unit,which produced tremendous results and is responsi-ble for more than 150 arrests. He showed initiativeby streamlining the investigative process to helphandle the challenging caseload. Additionally, herecognized the need to interface with other lawenforcement and investigative entities and estab-lished solid working relationships with the National

Insurance Crime Bureau, the New York StateDepartment of Insurance and the private sector.

According to the FDNY Safety and InspectionServices Command, during a five-year period, onaverage, there are 50 injuries to Firefighters fromoperating at vehicle fires each year. The AutoArson/Fraud Squad helps combat these intentional-ly set fires and can help reduce injuries to FDNYFirefighters.

The long-standing (since 1967) CommissionerMartin Scott Medal is awarded to a member of BFIfor distinguished service and a display of unusual ini-tiative, resourcefulness and capability in the investi-gation of arson and the apprehension of a perpetrator.SFM Rignola has served the FDNY for nearly 25years and more than exceeds these medal guidelines.For his dedication to duty and resourcefulness, Super-vising Fire Marshal Salvatore Rignola is honoredwith the Commissioner Martin Scott Medal.

In 1999, the Medical Equipment Unit was tasked withensuring that all FDNY ambulances and other patientcare vehicles are self-compliant with the Department of

Health’s (DOH) regulations for medical devices. This wasaccomplished by initiating the first FDNY Dynamic Recer-tification/Preventive Maintenance Inspection program.

The Unit began to inspect the fleet’s patient care vehi-cles’ onboard medical equipment, as well as all medicaldevices to ascertain that they are compliant, but also areabove and beyond what is required by DOH. Additionally,the Unit is charged with newly acquired assets withonboard ambulance equipment acceptance testing.

The Unit is comprised of a team of highly trained pro-fessionals who are dedicated to the quality assurance of thismission. They meticulously inspect and correct problemsthat arise with the many complex pieces of lifesavingequipment that are part of the FDNY’s patient care system.These assets range from the everyday ambulances to thespecialty vehicles, such as the Medical EmergencyResponse Vehicle (MERV), the Mobile Respiratory Treat-ment Unit (MRTU) and the newly commissioned fireboatThree Forty Three.

To improve the program and compliance in the field, thegroup met with the individual Divisions to provide insight and

a visual demonstration for compliance with the field portionof the inspection process. Currently, the Unit trains new mem-bers assigned to the stations as requested by the CommandingOfficer to assure the programs continue successfully.

The Unit has aspired to excellence and built a founda-tion for superior patient care equipment for the world’s bestEMTs and Paramedics. Evidence of this is implementingmany improvements during the past 10 years. Since the ini-tial Division meetings in 2005, the compliance rate hasrisen to more than 90 percent, approximately a 30 percentincrease. All of the innovative ideas implemented to bringthe program from its beginning phase to the success it istoday assures the citizens of New York City that they havethe most reliable equipment and tools that are so vital in thelifesaving mission of the FDNY.

Because the FDNY has so manyoutstanding employees--both uniformed and civil-ian--the award can be bestowed on more than oneperson or group in any one year. This is just such ayear and Radio Repair Mechanic ThomasMcGuigan is one of these outstanding FDNYemployees.

The technology behind the agency’s radio dis-patch operations is extremely complex. It is imper-ative that these systems operate seamlessly andwith a high degree of redundancy. During the pastyear, Mr. McGuigan completed a detailed analysisof these systems (and their configuration) to con-

solidate a number of network systems. This con-solidation has improved the agency’s communica-tion redundancy capability, not only at the City’snew Public Safety Answering Center (PSAC I), butalso at FDNY’s Central Communication Offices inthe Bronx and Queens.

Mr. McGuigan handled this intricate project inaddition to his daily workload and also trained fel-low Department radio mechanics in the techniquesand protocols needed to maintain and configurethese critical network systems. Thanks to his knowl-edge, dedication and technical expertise, FDNYnow has a radio network that is robust and moresecure. This improved network can be easily main-tained without the Department incurring additionalcosts.

With limited staff and taxed with the regulardaily workload, the WAN Team, under Mr.Downs’ supervision, has taken on the support ofthe new Emergency Communication Transfor-mation Process (ECTP) infrastructure, off-hourtechnical support of the agency’s OperationsCenter (FDOC), the design and implementationof centralized network operational monitoringand provided additional technical expertise onnumerous other mission-critical projects.

EMT Eva M. Wilson is one of FDNY’s premier dis-patch instructors. She is responsible for trainingnew employees in (call taking) Assignment Receiv-

ing Dispatchers for medical 911 emergencies. EMT Wilsondevelops lesson plans, strategies, telephone triage algo-rithm criteria and pre-arrival first-aid instructions for use inEmergency Medical Dispatch (EMD). She is instrumentalin providing operational and functional perspectives forenhancing the EMS CAD system used for Dispatch.

EMT Wilson conducts quality assurance with membersof EMD in a learning environment. She is part of an inter-agency team (FDNY/NYPD), responsible for developingPublic Safety Answering Center (PSAC) standards for 911call-taking and dispatch operations.

Multi-talented, EMT Wilson functions as an AssignmentReceiving Dispatcher, Radio Dispatcher, mentor and instruc-tor in the Emergency Medical Dispatch center. Frequently, sheis tasked to dispatch at special events, such as New Year’s Eveand the NYC Marathon.

EMT Wilson’s work habits are exemplary. She is a rolemodel for her peers and is evaluated as an outstandingemployee by her superiors. Always cognizant of her envi-

ronment, she reaches her audience at the proper learninglevel. She is a dedicated instructor who strives to meet theneeds of each student and uses motivational techniques andhands-on learning with real-life scenario case studies. Sheoften devotes additional time with students who requirepractice on a particular skill and those who strive to excelat their assigned jobs. EMT Wilson displays admirableleadership skills and instills pride in EMD. She is well-respected by members assigned to EMD, as well as theEMS community.

EMT Wilson promotes camaraderie with her peers andhas been a part of the EMD Response team for the annualEMS Competition. Friendly, cheerful and considerate, sheis always willing to help anyone in need. She visits hospi-talized members, recognizes their achievements and sup-ports her coworkers at every opportunity.

As an excellent patient care provider, dedicated EMSprofessional, role model and one who has demonstrated anoutstanding commitment to the mission and objectives ofthe Bureau of Communications, EMT Eva M. Wilson,indeed, is worthy of the EMS Emergency Medical Dis-patch Commendation.

THE LEON LOWENSTEIN AWARD (ESTABLISHED 1962)

Awarded to a member of the Department who has performed excep-tional service to the Department, in recognition of outstanding con-tribution and devotion to duty. Presented by John M. Bendheim inmemory of his uncle, Leon Lowenstein.

GEORGE F. MAND AWARD (ESTABLISHED 1966)

Awarded to a Department member whose services during the priorcalendar year led to the improvement of Fire Department services.Developing and coordinating work techniques, resourcefulness,assumption of responsibility and effectiveness of accomplishmentsare considered when making this award. Established by the lateBertram F. Brummer and his wife, Susie.

CHIEF THOMAS P. O’BRIEN AWARD (ESTABLISHED 1967)

This award is presented annually to a deserving civilian member ofthe Bureau of Fire Communications. Established by Thomas A.Coleman (deceased) and funded by Honorary Assistant ChiefWilliam Higgins, in memory of former Assistant Chief-in-Charge ofthe Bureau of Fire Communications, Thomas P. O’Brien.

THE FIRE COMMISSIONER’S AWARD FOR OUTSTANDING SERVICE

(ESTABLISHED 1971)Rewards an FDNY member who performs acts above and beyondthe call of duty. Established by a group of prominent New York Citybusiness people and friends of the FDNY.

MOE GINSBERG AWARD (ESTABLISHED 1975)

Presented to a deserving civilian member of the Bureau of Fire Pre-vention in honor of Moe Ginsberg, former Senior Management Con-sultant in the Bureau of Fire Prevention and dedicated member ofthe fire service. Presented by George Kelly (retired FDNY).

JAMES J. JOHNSTON MEMORIAL MEDAL(ESTABLISHED 1984)

Presented to a Fire Department member who has contributed signif-icantly to the Department in the areas of fire extinguishing opera-tional procedures, fire prevention programs and recognizing andreporting defects in design and construction practices. Establishedby the friends of Chief Johnston, in recognition of the devotion andloyalty with which he served.

HONORARY CHIEF OF DEPARTMENTJACK LERCH MEDAL(ESTABLISHED 1989)

COMMUNITY MAYORS NICHOLAS DeGAETA AWARD (ESTABLISHED 1994)

Presented to an individual or group who demonstrates the commit-ment to excellence and persistence of duty, valued and exhibited byMr. Nicholas DeGaeta, in meeting the Department’s mission. Thisaward was established by the New York State Community Mayorsin honor of Mr. DeGaeta, a retired Firefighter and highly decoratedWorld War II veteran.

COMMISSIONER MARTIN SCOTT MEDAL(ESTABLISHED 1967)

Established by Thomas A. Coleman (now deceased), Honorary FireCommissioner, in honor of former Commissioner Martin Scott. Nowfunded by William Higgins, Honorary Assistant Chief.
