The County of San Diego Air Pollution Control District (APCD) has helped agricultural equipment owners in San Diego County get cleaner engines,

new equipment, and retrofit technologies to reduce diesel emissions. Businesses have benefitted from financial assistance to modernize their equipment

while reducing diesel emissions.

Some projects that may qualify:

Tractors, Utility Terrain Vehicles (UTV), and Other Agriculture Equipment Replacement (including electric options)

Infrastructure Projects (electric agriculture pumps, electric charging stations, and associated electrical transmission equipment)

Truck Replacements (including electric and low-NOx options)

The County of San Diego’s Air Pollution Control District (APCD) administers several state-funded grant programs to cover significant portions of the cost of replacing or repowering eligible equipment, which is then scrapped.

Grant applications are usually accepted for a limited time each summer.

• When the grant program is open, you can apply through the APCD Citizen Access online application system. • As the grant application window is limited, potential OFF-ROAD AGRICULTURAL EQUIPMENT applicants may

wish to gather legible electronic copies of the needed documents in advance:

General Requirement Acceptable documents may include: Documents showing usage of the existing engine for the past 24 months

• Hour meter records • Repair work orders • Fuel records

Anticipated costs of replacement engine or equipment performing the same function as the existing unit

Written estimate (quote) from an equipment dealer documenting the cost of each piece of replacement equipment and—if applicable—retrofit device(s).

Certification level of proposed engine CARB Engine Executive Order or EPA Engine Certificate of Conformity for replacement engine (from the equipment dealer)

Applicant certification of compliance with federal, state, and local air quality regulations

Grant Program Regulatory Compliance Statement, signed after the grant period officially opens.

Tax Forms • A completed federal 2019 Form W-9 Taxpayer Identification Number and Certification, AND

• A completed California 2019 Form 590 Withholding Exemption Certificate

For UTV replacement projects only Copy of warranties for proposed new vehicle and battery, showing coverage of vehicle drivetrain (including any energy storage or battery packs), and a description of manufacturer plans to provide warranty and routine vehicle service (from the equipment dealer).

Proof you have owned the existing equipment for the past 24 months and that there is no lienholder on the title.

Bill of sale for the existing equipment, Maintenance/service records, or other documentation approved by the APCD

If active military service during the previous 24-month period prevents documentation of title, registration, usage or California operation requirements during the previous 24 months

DD Form 214, Certificate of Release or Discharge from Active Duty

Finally, if you are planning to apply for a grant, please keep the following recommendations in mind:

• DO NOT PURCHASE NEW EQUIPMENT YET! New equipment funded by this program can only be purchased once the contract is signed between the equipment owner and the APCD. An equipment owner who pre-orders new equipment prior to contract execution does so at the equipment owner’s own risk.

• KEEP EXISTING EQUIPMENT IN OPERATION! Existing equipment must be in operational condition and operating at a similar activity level to that listed in the application until the equipment has been relinquished to an APCD-approved dismantler.

• STAY COMPLIANT! Equipment must remain compliant at all times with all applicable federal, state, or local regulations, and all applicable regulatory advisories, without the assistance of any grant funding requested in the application.

El Distrito de Control de la Contaminación del Aire del Condado de San Diego (APCD, por sus siglas en inglés) administra varios programas de subsidios financiados por el estado para cubrir partes significativas del costo de reemplazar o volver a habilitar el equipo elegible, que luego se desecha.

Las solicitudes de becas generalmente se aceptan por tiempo limitado cada verano.

• Cuando el programa de becas se abre al público, puede presentar su solicitud a través del sistema de solicitudes en línea APCD Citizen Access.

• Como la ventana de solicitud de subvención es limitada, los potenciales solicitantes de EQUIPO AGRÍCOLA DE TODO TERRENO deberían considerar recopilar copias electrónicas legibles de los documentos necesarios con anticipación.

Declaración de cumplimiento normativo del programa de subvenciones, firmado después de que el periodo de la subvención se abra oficialmente.

Formularios de Impuestos • Certificación y Número de Identificación de Contribuyente del formulario W-9 federal 2019 completado

• Un Certificado de Exención de Retención del Formulario 590 de California 2019 completado

Solo para proyectos de reemplazo de UTV Copia de garantías para el nuevo vehículo y la batería propuestos, mostrando la cobertura del tren motriz del vehículo (incluido el almacenamiento de energía o los paquetes de baterías), y una descripción de los planes del fabricante para proporcionar la garantía y el servicio de rutina del vehículo (del concesionario del equipo).

Comprobante de que ha sido dueño del equipo existente durante los últimos 24 meses y que no hay un título de garantía en el título.

Si es activo en el servicio militar durante el periodo de 24 meses anterior impide la documentación del título, registro, uso o requisitos de operación de California durante los 24 meses anteriores.

Formulario DD 214 – Certificado de liberación o baja del Formulario DD de servicio activo

Finalmente, si planea solicitar un subsidio, tenga en cuenta las siguientes recomendaciones:

• ¡NO ADQUIERA EQUIPO NUEVO TODAVIA! El equipo nuevo financiado por este programa solo se puede comprar una vez que se haya firmado el contrato entre el propietario del equipo y el APCD. Un propietario de equipo que realiza un pedido anticipado de equipo nuevo antes de la ejecución del contrato lo hace a riesgo propio del propietario del equipo.

• ¡MANTENGA EL EQUIPO EXISTENTE EN OPERACIÓN! El equipo existente debe estar en condiciones operativas y operando a un nivel de actividad similar al que figura en la aplicación hasta que el equipo haya sido entregado a un desmantelador aprobado por APCD.

• ¡CONTINUE OPERANDO BAJO LA LEY! El equipo debe seguir cumpliendo en todo momento con todas las reglamentaciones federales, estatales o locales, y todos los avisos regulatorios aplicables, sin la asistencia de ningún subsidio solicitado.
