She accepted the position, which means she can no longer serve this association. Chris’s dedication and commitment to FAPPO has spanned many years and her presence will be sorely missed. I wish her the best of luck in her new endeavor and know she will do amazing things. We have assembled a pictorial tribute to Chris in this newsletter. Congratulations Chris! It was wonderful to see so many of you at the Fall Workshop in Gainesville. I’d like to once again recognize Marian Pace, Fall Workshop Program Chair for a job well done! We received great feedback from attendees on the concurrent educational offerings and our dynamic speakers. In addition to the workshop sessions, we held a Dutch Dinner at Cody’s Roadhouse, which provided an additional opportunity for attendees to network with their peers and enjoy a great meal. It was also a chance for us to bid farewell to one of our own.

Chris Rewis, FAPPO Secretary was offered an amazing opportunity to work in the private sector. She accepted the position, which means she can no longer serve this association. Chris’s dedication and commitment to FAPPO has spanned many years and her presence will be sorely missed. I wish her the best of luck in her new endeavor and know she will do amazing things. We have assembled a pictorial tribute to Chris in this newsletter. Congratulations Chris!

Message from the Vice President Happy Holidays FAPPO! I hope that everyone had a great Thanksgiving and I know you are looking forward to the rest of the holidays as I am. As part of that enjoyment, there is also sorrow for those that are no longer with us however, remembering my lost love ones encourage me to remember to be thankful for:

1. Being alive. My like depends on the labors and sacrifice of others and I must exert myself in order to try to give back what I have received and am receiving.

2. Having an incredible family including our extended families such as FAPPO members and those we work with.

3. Being born in Florida in the USA, I could have been born anywhere which would determine my religion and opportunities in life!!

4. Having a career that matters and since I spend more waking hours at work than any other single place it is good to know that it is worth my investment.

5. Having the opportunity to serve “YOU” in this fabulous organization!

For those of you that attended the Fall 2013 conference in Gainesville you know what a great educational and networking opportunity it was. I would like to thank Marian for such an excellent program. With the New Year just around the corner, now it is time to mark your calendars May 19‐22, 2013, and get ready for the 46th Annual Conference and Trade Show. It is in Daytona Beach at the Hilton Daytona Beach Oceanfront Resort. Take the opportunity to make this a family vacation the hotel room rates at $119 can’t be beat!! SILENT AUCTION ITEMS NEEDED “Captain” Jason Outzs is collecting items for the Annual Silent Auction held at the Vendor Trade Show. If you are interested in donating contact Jason at [email protected]. This year FAPPO will be auctioning the “beloved” FAPPO Banner, which has been with us for a very long time. The banner was retired when the name changed to Florida Association of Public Procurement Officials. Attendees at the Fall Workshop signed the banner and the banner will be on display at the Annual Conference for members to sign. This is a great opportunity for FAPPO members to purchase a piece of FAPPO history and contribute to the Norma M. Showley Scholarship Fund. All proceeds from the Silent Auction benefit the Norma M. Showley Scholarship Fund. Members may also make a direct donation to this fund. Click here to download the donation form.

LEGISLATIVE UPDATE The 2013 session of the Florida Legislature will be here before you know it and CCNA reform marches on. As you may recall, NIGP, FAPPO and several local agencies have expressed support for a proposed amendment to the Consultants Competitive Negotiation Act (or CCNA) that would allow public agencies the discretion consider price when selecting among the most qualified firms. The existing Qualifications Based Selection process would remain intact and available for use, but public agencies could as an alternative, ask the firms ranked highest strictly on qualifications to submit a subsequent fee proposal which would be evaluated along with qualifications in making the final selection. If you support public choice, that is affording agencies more latitude in how they procure CCNA services, you need to be heard from on this issue. Please contact your local State House and Senate members. Let them know how you feel. Scheduling a face to face meeting with them in their home office is probably the most effective means of supporting this message. News from the Procedural Oversight Committee

In June, President Woodell charged the Procedural Oversight Committee to prepare a revised Officer’s and Committee Chair Manual. The Committee reviewed past job descriptions, By‐laws and current Policies to ensure all governing documents were in compliance.

Preparation of the job descriptions led to changes of FAPPO Policies and standardization of forms, including conversion to PDF form fill‐ins. Refer to Page 16 for links to Professional Development, Scholarships, and FAPPO Bucks Programs and Forms.

Last month the Board of Director’s approved a revised Officer’s and Committee Chair’s Manual and FAPPO’s first Policy and Procedure Manual. This was an exciting and challenging task and offers Members the opportunity to read the job descriptions and VOLUNTEER their services in FAPPO!

2012 Buyer of the Year Laurie Roberts, CPPB District School Board of Pasco County

What year did you join FAPPO? 1989 How long have you been in the public procurement profession? I’ve been employed with the District School Board of Pasco County’s Purchasing Department for 24 years. What professional certifications do you hold? I currently hold the CPPB.

What is your most memorable procurement transaction? I have done so many that this is a hard question, but the one that really sticks out in my mind is when I did nine bids for nine schools to be hurricane retrofitted. I scheduled them all to open at the same time. I was going crazy and learned that you should never schedule more than one bid opening at a time. What is your most memorable FAPPO experience? Back in the 90’s, I was driving to the Fall Workshop in Ocala and had a flat tire and when I got my spare out, it was flat also. Since then, I always make sure when I check the air pressure in my tires to check my spare also. Hard lesson learned.

What are your future goals? My future goals include finishing my Bachelor’s degree with USF and to obtain my CPPO.

Tell us one little known fact about yourself……….. I’m a country girl at heart and I love to take my horses’ barrel racing every chance I get. I’m a two time World qualifier for National Barrel Horse Association (NBHA).

How to Become a Host Site

If your agency is interested in hosting a FAPPO sponsored seminar, this document will provide you with the process guidelines.

Requirements

Must be a current FAPPO member to host a FAPPO sponsored seminar and serve as site coordinator. A local agency or NIGP chapter is eligible to host one (1) class per fiscal year. The site coordinator is eligible to attend one (1) seminar per year.

Responsibilities

1. Provide a seminar facility, at no cost to FAPPO, which will accommodate up to 30 attendees, as well as any equipment that is required by the instructor (i.e. easel pad, markers, projector, screen, etc.).

2. Submit request to host in writing to FAPPO ProD Chair. Provide seminar dates in request. Each seminar requires a minimum of 8 attendees for the seminar to be held. Plan seminar dates accordingly to allow enough time to reach minimum requirements. Host requests should be submitted a minimum of sixty (60) days prior to seminar date(s).

3. Provide a completed Seminar Logistics Form to the FAPPO ProD Chair when requested. This form will provide details on local hotel including address, contact number, rates and proximity to nearest airport.

4. Correspond with assigned instructor and ProD Chair to ensure proper flow of information to all parties.

5. Provide light refreshments each morning and afternoon for the duration of the seminar. FAPPO will generate a check in the amount of $200.00 to the site coordinator to cover the cost.

6. Receive and secure all books and materials for the seminar. Upon receipt of shipments, confirm receipt of correct materials and communicate that to ProD Chair. Receive NIGP toolkit and provide to instructor at start of seminar.

7. Distribute required forms each seminar day, including registration forms, sign in sheets (each morning and afternoon), and evaluation sheets.

8. Provide attendees with a listing of nearby restaurants and be available to assist with any inquiries to ensure a positive training experience.

9. At end of seminar, ship unused materials back to NIGP within 2 days; may use portion of funds provided by FAPPO. Return required forms ONLY in pre-paid UPS envelope within 2 days.

10. Mail all receipts and unused funds back to FAPPO Executive Director for reconciliation.

In exchange for serving as the site coordinator and performing all aforementioned duties, FAPPO will pay the cost of registration for that designee.

WAYS TO EARN $$ FAPPO BUCKS $$:

1. Register a new member(s) of an Agency who have had no previous FAPPO membership: Send an email to the Executive

Director with the agency or member name, email and phone number. The Executive Director will contact that agency or member and you will receive TWENTY‐FIVE FAPPO Bucks for each new member that joins and pays dues. Agency or member must be new to FAPPO and cannot have belonged within the past two (2) years. (You cannot sign up anyone from your own agency, but we certainly encourage all of you to belong).

2. FAPPO Exhibitor Application: Contact the Executive Director to obtain a special number for your Agency and send a blast e‐mail to your vendors the application. The special number for your agency on the application will identify the Exhibitors Applications as they come in as being recruited by your agency for credit. Vendor applications that are received with your Agency number will earn ONE HUNDRED FAPPO Bucks or 10% of their registration fee if they sign up as gold or platinum exhibitors for your Agency. (Only Applicable to vendors who haven’t exhibited in the past two years).

3. Returning Vendors: The recruiting Agency will earn FIFTY FAPPO Bucks if their vendor signed up in the previous year.

4. Serve in a Committee: Earn ONE HUNDRED FAPPO Bucks if you serve as a Chairperson or FIFTY FAPPO Bucks if you serve as a committee member.

5. FAPPO Best Practices Awards: Submit a qualify entry and win, receive THREE HUNDRED FAPPO Bucks. Receive an honorable mention, win Twenty Five FAPPO Bucks. One (1) award per entity please!

6. FAPPO Award of Excellence: Submit a qualified entry and receive the award, and win THREE HUNDRED FAPPO Bucks.

7. Essay & Diversity Contests: This year there are 2 Essay Contests. Submit an Essay for a specific Contest and win, to receive THREE HUNDRED FAPPO Bucks and $25.00 to Runner‐Ups.

8. Instruct a class at the FAPPO Conference: Receive THREE HUNDRED FAPPO Bucks (divided among the instructors per class). Facilitate a networking session and receive FIFTY FAPPO Bucks.

9. Volunteer: The President can assign BUCKS to those members that volunteer to help for duties not assigned to any committees.

10. Pay your dues: The August 15th and November 15th drawings have been completed, and twenty (20) members have each received $300 FAPPO Bucks to be used for the Annual Spring Conference (to be used only for registration or the official host hotel). However, you remain eligible for other FAPPO Bucks opportunities if you’ve paid your annual dues for the current year by the posted deadline (Sept. 1, 2012).

FAPPO Bucks are not redeemable for cash, can only be used towards FAPPO Annual Conference including conference registration and hotel costs and must be redeemed 30 days prior to the Annual Conference. To be eligible you must have paid your annual dues for the current year by the posted deadline (Sept. 1, 2012). FAPPO Award winners (Award of Excellence, Best Practice, and Essay) will be able to use their FAPPO Bucks in the current year or opt to use them in the year immediately following the Annual Conference. Maximum amount that a FAPPO member can earn cumulative is $1000.00; Officers are not eligible for FAPPO Bucks. You can transfer your FAPPO Bucks on to another FAPPO member, and the same rules will apply. First come, first serve on names, agencies or vendors submitted to the Executive Director. The award program places emphasis on continuous process improvement and outstanding purchasing practices. Earning this award is a significant affirmation of the quality of an agency’s procurement operation and demonstration of commitment to the purchasing profession. The purpose of benchmarking is to provide a baseline for developing strategies and goals.

The art of benchmarking is relatively simple.

Assign a team member to champion each component and ensure that everyone understands their role

Benchmarking: What’s In It For Me? Benchmarking is one of those words that gets thrown around a lot in business, but what does it really mean and how is it applicable to your procurement department and your agency/organization? Benchmarking should not be viewed only as statistical data on a department’s clerical/tactical processes. Its true purpose is to provide a baseline for developing strategies and goals for improvements in areas such as quality, efficiency/effectiveness, resource utilization, customer service, or technology. A better way to look at benchmarking is a method by which we can compare our status on an on-going basis against comparable other operations in the marketplace. In other words, it’s not just to determine where your department is. Ultimately it should be used to provide you with information that will assist you in establishing where your department needs to be and a mechanism to evaluate improvement progress. Benchmarking is an on-going process, not a one-time activity. The Process The art of benchmarking is relatively simple. You begin the process by evaluating current performance against pre-established standards. There are a number of established benchmarking studies and measures that are available through procurement professional organizations. NIGP’s OA4 accreditation provides a great model for excellence in a number of criteria, the NIGP Innovation Award captures revolutionary, creative processes by forward thinking organizations, the Award for Excellence in Public Procurement (AEP) and Best Practice Awards presented by FAPPO each year present other yardsticks for gauging progress. Another option is to conduct a survey of your own to gather fresh data on a particular subject specific to your organizational strategies. Once it has been decided which data resource to use and relative information for your department has been gathered, the next step is to analyze the two and determine the gaps between your department and the benchmark standard. Next, conduct a brainstorming session with input from all staff members. Collaboratively formalize a plan of improvement goals and develop the strategies and milestones for attaining each. Then assign a team member to champion each component and ensure that everyone understands their role, knows the goals and is kept abreast of the progress. Another very important role of the champion(s) is to organize a celebration when milestones are met that helps re-focus efforts and encourages the team. Finally, as part of the continuing benchmarking process, you must periodically re-measure to determine if the desired results are being achieved. If not, review your plan and if necessary, revise your strategies. One common pitfall that many fall prey to when beginning the benchmarking process is trying to make it too broad or all encompassing. A better way is to focus on a couple of key elements, move the organization forward in those areas, then fold other components into the mix as you reach your milestone targets; continuing, of course, to refresh your data and measuring yourself on all components to ensure that complacency doesn’t sabotage your hard work.

Other Considerations That being said; the most important thing to remember in selecting what to benchmark is to opt for what is important to your organization and agency. Each organization is distinct and measures should be tailored to compliment the current culture, environment and organizational mission and priorities. Potential candidates for benchmarking are items such as cost savings, opti-mizing staffing resources, customer service/outreach, technology capabili-ties, innovation, and managing/developing suppliers. What does benchmarking do for your organization? (1) it helps you to deter-mine where your organization currently is as compared to the marketplace; (2) it helps you to establish goals and strategies to improve shortcomings; and (3) it allows for clear measurement of the organization’s on-going pro-gress towards its goals .

2012 FAPPO SURVEY – SOON TO BE RELEASED! In the fall of 2011, over 125 of FAPPO member agencies participated in a survey which measured current trends and methods of local government procurement operations and salary survey throughout the State of Florida. The survey was released through SurveyMonkey.com. Topics surveyed consisted of common practices such as general agency information and demographics, electronic procurement, CCNA, construction procurement, P‐Card programs, revenue contracts, procurement positions, salaries, education, training and preferences in procurement. Valuable information was obtained and is currently posted to the website under the Members Only section. Within the next few weeks, FAPPO will be releasing an updated 2013 version of this survey for member agency participation. Improvements to the 2011 format will be incorporated along with measurements for additional information. The invitation to participate in the 2013 survey will be sent through the FAPPO notification system. Those who are not interested in participating may simply opt‐out. Results of the completed survey will be presented at the 2013 FAPPO Annual Conference in Daytona Beach. Our theme emphasizes the importance of continual improvement in your professional career as a procurement official, your organization and your department. What do you and your organization consider a successful procurement department? What have you and your department implemented to improve the success of the procurement function in your organization. What qualifies as a successful procurement professional? What steps have you taken to become a successful procurement professional? The essay should focus on this theme and you are free to be as imaginative as you desire. I know there are some very interesting stories out there just waiting to fascinate our membership. Contestants must submit a 900 – 1000 word essay. Five double-spaced copies of the essay plus an electronic file in MS Word (document protected) are required. Please ensure that the essay includes the author’s name, entity address, phone number, email and a signed statement giving unrestricted publishing rights to FAPPO.
