1 FAO/DAL Drought Response Information Collection Field Visit Report Day 1: Wednesday 6 th April. 1. WHP PDAL WHP Provincial Division of Agriculture and Livestock (PDAL) under the management of Mr Martin Pitt indicated major capacity gap faced by the province in their daily programs and given the disasters, Mr Pitt and his two senior officers expressed disparity and request capacity building assistance both in agriculture and provincial disaster office. The provincial agriculture office received no request for seeds and planting materials from the people except for one farmer who requested for food gardens damage assessment. The assessment was done and a report produced and submitted to the Provincial Disaster Office for further action. A follow up question was raised to them regarding the agricultural recovery plan in relation to questionnaires on drought/frost recovery and response as well as the seeds and planting material demand, availability, access and supply sent to them earlier. The response given was that they have no plans and also now with the rains set in, people have resettled back into their daily routine livelihood activities and the provincial agriculture officers saw no urgent need to take any further action. According to the PDAL Program Manager and his officers, disaster response was once their main activity but now with the establishment of Provincial Disaster Office, disaster related activities are facilitated and coordinated by PDO and provincial agriculture office involvement is very minimal. 2. Fresh Produce Development Agency (FPDA) – Mt. Hagen Discussion with FPDA Irish Potato seed officer, Mr James Kirpe revealed a sad scenario with the Irish Potato Seed Production in the Highlands. Drought and Frost had an adverse effect on the seed growers thus drastically reducing the potato seed volume availability which then affected the whole production system from seed production to consumable Irish potato growers.

FPDAhasaanestablishedIrishPotatoseedproductionsystemwherebytheagency(FPDA)supplytheGenerationzero(G₀)fromtheirTambulAgriculturestationandMuliAgstationinYalibudistrictinSouthernHighlandsProvince.TheyhavetrainedandcertifiedseedgrowerfarmerswhocomeandbuytheG₀sandplanttogetG₁andG₂beforetheysupplytheseedstoopenmarketforanyconsumergrowers.Unfortunatelymostoftheircertifiedseedgrowershavelosttheircropseitherduringthedroughtorfrostandmanyofthemareseekingassistancetogetthemkickstarttheirseedfarms.FPDAisresourceconstrainedtoassistandthereforetheseedvolumehasdecreasedenormously.ThoughFPDAhasstrictstandardsandcompliancemonitoringonqualitycontrolonseedsupply,foodsecurityinworstdroughtandfrostaffectedareasisamajorconcernandthereforeasagovernmentagencyresponsibleforthewelfareofthepeople,ithastakenstepstoworkaroundthestrictqualitystandardsguidelinesinsigningaMOUwiththeReformedLutheranChurch(RLC)atKandep,Enga(cat4&5)tosupplyG₁andG₂tonewfarmersunderthechurchprogramtomultiplyseedsfordistribution.FPDAwillprovidealltechnicaladvisoryandtrainingongoodseedproductionandfinallytheywillscreentheseedsunderthestandardsandcomplianceforqualityseedcertification.LutheranchurchhavepaidK20000forsupplyof10040kgbagsofG₁andG₂fromaLiagamFPDAcertifiedseedgrowerforpotatoseedproductionanddistributioninKandep.Sofar,FPDAseedgrowerhavesuppliedabout20-30bagsandalsohaveconductedfirsttrainingforthenewfarmersidentifiedunderRLCtocomplywiththestandardsprocesstoqualifyascertifiedIrishPotatoseedgrowers.Outofthetwoagriculturestations,FPDAusesforfoundationalseedproductionofIrishpotato,Tambulstationhasbeenabandonedandlefttofallowduetoinfestationofpotatobacterialwilt.Thisbacterialdiseaseisasoilborndiseasewhichcannotbecontrolledbychemicals.ThereforethegroundatTambuislefttofallowfor4-5yearstobreakthecycleofthebacteriabeforereturningtomultiplyagain.ThenewsiteisMuliinSHP.

JiwakaPDALTheDivisionofAgriculture&livestockinthisnewprovinceisproactiveintheirresponsetodrought/floodsasclearlyoutlinedbytheProvincialAgricultureManager,MrUmarNukuandhisofficer,MrFabianSiune.Inpreparationfortherains,theprovincialadministrationpurchasedafarmtractortoassistfarmersinploughingandsoilpreparationsfortheircropproduction.TheadministrationthroughPDALhavethefollowingplansandprogramactivitiesinlineasdroughtrecoveryandresponse;1. Usetheprovincialgovernmenttractortoploughandprepare1haoflandforfarmersandwhenplanting,anunderstandingisreachedforfarmertouseathirdof1hapreparedlandtoplantdroughtfoodcropssuchascassava,AfricanYams,sweetandcookingbananasandrice.Sofarthreefarmersfieldhavebeenploughedandtheyhaveanother7moretoploughupyet,totalof10farmers.2. TheyarecurrentlyworkingonaDroughtManagementPlanwiththehelpofIOM.It’soneofthreeprovincesthatIOMareassisting;theothertwoprovincesareSimbuandEnga.3. Theagriculturedivisionhassetaside7haofagriculturelandforseedmultiplicationandalsotheyareworkinginpartnershipwithFatimaSecondarySchoolwhohavealsoallocatedmorethan10hatoPDALfortheirseedproduction.Forfoodsecurityanddrought,suchcropsaspathogentestedsweetpotato(Whagibestavariety),cassava,rice,OPcorn,pumpkin,beansetc.willbeplantedforfoodaswellasconsumption.4. TheyalsohaveplansforFoodprocessingandstorageforfuturetimesofdisasterandadverseconditions.4.SimbuPDALPDALstuffwerenotavailableatthetimebutIwasabletogetintouchwithacommunitybasedvolunteerfromGumine/SouthSimbu(cat4&5),MrMathiasKinwhoreportedthatthepeoplewerenaturallyresilientandthereforeassoonastherainssetin,theylookedtotheirwantoksforseedsandplanting

materialsandorevenboughtplantingmaterialssuchassweetpotatovinesinbundles,cassavacuttings,cornandotherseedsinlocalmarkets.Theydidnotwaitforgovernmentforsupplyofseedsandplantingmaterials.Friday8thApril20165. EHPPDALPDALfoodsecurityofficer,MrNaismenreportedthattheprovincestartedsupplyingmaize,rice,wheatandsoyabeanseedssince2009upuntil2011inresponsetotheNARIpredicted2012prolongdrought.Astheirdroughtresponseaction,theyaredistributingrice,corn,wheat,cassavaandAfricanyamseeds/plantingmaterialstofarmers.Theyhaveplanstodevelopa3haintoseedsandplantingmaterialmultiplicationsiteforallindigenousfoodcropsastheyarehardierandresistanttoadverseclimaticconditions.PDALandotherstakeholdersincludingCarePNGandothergovernmentandNGOgroupsworktogether,havingregularmeetingsanddiscussingreportsandactionsinresponsetodroughtrecovery.6. DAL–HighlandsRegionalOfficeThehighlandsregionalofficeofDALbuyriceseedsfromNARI,AiyurainEasternHighlandsanddistributetheseedstofarmersaroundtheregion.WithFAOTCPfundingassistance,DALagricultureresourcestationatMenifoisselectedtomultiplyseedsandplantingmaterialsfordistributioninthehighlandsregion.Thecropsidentifiedformultiplicationarepathogentestedsweetpotato,cassava(highaltitude),rice,openpollinatedmaizeandotherlocalseedsasexperimentaltrials.Director,Mr.JohnJaveandhisteamofofficershavepreparedaworkplanandbudgetcostingstothateffectandsubmittedforconsiderationandfunding.

7. DALErapResourceCentre

Erapisalreadymultiplyingseedsandplantingmaterialsforfarmers’accessanddistributionunderthecoordinationandmanagementofMrRalphYamb(OfficerinCharge)andGeneraldutyManager,MrLeviGagiwithsupportfromLivestockmanager,MrSolopiSensikandRiceTechnician,RichardNangan.

Eraphascurrentlyplanted1haofopenpollinatedmaizethatcanbemadeavailableasseedsupplytoanyonewhorequiresthembyJune2016.Anestimateof100-200kgofseedscanbeharvestedfromthatwithoutthecob,thatisafterhusking.

DryOPmaizeseedscurrentlyavailablearefordistributionis20kgandalsodryopmaizestillonstalkswhichwillbeharvestedbyMaywillmakeuptoanother30kgfordistribution.

Also,atrialbyDAL/SPbreweryforcassavatuberforSPbreweryprogramhasmaturecassavacropcovering20haisnowreadyforharvestandthereforecuttingswillbemadeavailableassoonastubersareharvested.

Thereisalso.5haofpathogentestedsweetpotatoalreadyplantedandbyJune,vinecuttingswillbeavailablefordistribution.

Alsoavailablearedifferentcookingbananaswhichcanbemadeavailableatrequest.

Sincefoodsecurityisnotallagricultureandfoodcrops,Erapcanalsosupplyfishfingerlingsandmuscoveyducksforbreedingtocommunitiesandfamilieswhorequirethem.Currentlythereare50ducklingsavailableandbyendofAprilwillbe5000fishfingerlingsavailableforsupply.

FAO/DALalsowilluseEraptoincreasetheactivitiesonseedmultiplication,storageanddistributiontoincreasevolumeofseedsandplantingmaterialsavailabletopeople.PlanshavebeensubmittedforfundingforthemultiplicationanddistributionofseedsunderFAOTCP.

8. MorobePDAL

VisittoMorobePDALhadsimilarstorytotheWHPDAL.ThoughtheyhavegreatagriculturalorganizationsandinstitutionslikeNARI,TrukaiLtd,DALErap,RamuAgri-Industriesetc.,howeverthestatementreceivedfromtheprogrammanager,Mr.BewenLamiwasthatmostofthebadlyaffectedareaswereveryremoteandaccessisonlybyfootandmaybechopperifneedbe.TheseareasincludedremotepartsofGaraina,KabwumandMenyama.

HisdistrictofficerinGarainadidsomedroughtimpactassessmentreportonlybutduetoruggedterrainandaccessibilydifficulty,noassistancewasgivenorevenplannedforthepeople.Thepeople’sresiliencetoadaptinsuchtimeshasagainhelpedregaintheirlivesbacktonormalcy.

TheAgriculturedivisionwouldreallylikesupportcapacitybuildingindisastermanagementandresponseandalsowouldliketobeincludedinaNationalAgriculturesectorDisaster/DroughtResponse,RecoveryandPreparednessPlan.

Conclusion/Recommendation

Fromthevisitstofiveprovincialagricultureoffices,two(Jiwaka&EHP)outofthefivearerespondingandtakinginitiativestoengageindroughtrecoveryandpreparednessactivitieswhileothertwoseemlostwithoutanydirectionandplansinpreparationforfuturedisastersbeitdrought,frost,floodorlandslips.

IthereforerecommendthatwithFAOassistancethroughtheTCP,DALandFPDAwillimmediatelyworkontheseedandplantingmaterialmultiplication

programtoincreasevolumeofseedsavailabilitytosupplyIrishseedpotato(FPDA),andOPmaizeseed,otherseedsifneedbe,PTsweetpotato,cassava,riceandotherlocalindigenousdroughtresistantseeds(DAL).

Whilethisprogramisbeingimplemented,thecorememberscancontinuetoworkontheAgricultureSectorDrought/DisasterResponseandPreparednessPlan.

AlsothereisagreatneedforNational,provincialanddistrictagriculturecapacitybuildingoneffectsonclimatechangeonourfarmingsystem.Ifwearetofaceirregularweatherpattern,unlikesetmonthlywetanddrythatweareusedto,thenweintheagricultureproductionchainneedsamindsetchange,justlikeintroducingnewtechnologytoourfarmers,weneedtoalsoprepareourselvestointroducethenew“ClimateChange”smart/sensitiveagriculturefarmingpracticestoourpeopletoo.
