At over 10,000 members strong, the Commission on Adult Basic Education (COABE) is the leading

national professional association for adult education practitioners. As an adult educator, it is my honor

and pleasure to nominate Jeff Fantine as COABE President Elect for 2013‐2015.

I have

worked

with

Jeff

as

a volunteer

on

the

COABE

board

for

nearly

four

years

and

prior

to

that,

for

four years on the board of the Association of Adult Literacy Professional Developers (AALPD). In both

roles, I have seen Jeff always take a fair and balanced approach to decision‐making. He is participatory

and collaborative, taking all views in to account in order to make the best decisions possible. His

leadership is transparent, his thinking is visionary, and he is a strong advocate for adult learners and high

quality staff development.

In today’s economy we face great challenges for the field of adult education. We need bold yet

tempered leadership that is grounded in programs and in the ever‐changing national landscape. Jeff

Fantine is that leader and we can count on him to launch COABE towards an even bigger and brighter

future.

Bio: J effrey A. Fantine

Jeff Fantine brings nearly 25 years of experience in the adult education field to his role asan education consultant and is currently providing technical assistance to states and localprograms across the country focusing on implementing career pathways approaches as

well as developing and delivering various training for administrators and instructors.Prior to becoming a consultant he served as a Senior Project Director for two nationalprojects: Designing Instruction for Career Pathways, funded by the Office of Vocationaland Adult Education, andPoints of Entry, funded by the Open Society Foundations.Prior to joining Kratos, Fantine was the State Director of Adult Education and FamilyLiteracy at the Maine Department of Education where he focused on the developmentand implementation of adult career pathways. Before relocating to Maine, he spent eightyears as the Director of the Center for the Study and Development of Literacy andLanguage at Ohio University. In this role, he coordinated professional development forOhio’s Adult Basic and Literacy Education system; and prior to that served 5 years as adirector for a local adult education program.

Fantine is an expert in improving educational services for adult students with learningdisabilities and other special learning needs. He is now focusing his work on establishingcareer pathways in adult education, which includes building effective partnerships andimplementing meaningful college and career transitions services.

“Career Pathways are the future of adult education. As a field it is imperative that wecreate transparent and intensive education and training pipelines that will effectivelyprepare our learners for college and career. I am excited to be consulting at the nationallevel advancing this important work,” said Fantine.

Fantine holds degrees from Miami University, Georgetown University, and The OhioState University. He is currently pursuing a doctorate with a specialty in adult, higher,and literacy education. Fantine is also working part-time as a career advisor in a localadult education program and currently serves as the Vice President of the Commission onAdult Basic Education (COABE).

If elected, Fantine would like to continue to provide strong leadership to COABE and tothe adult education field by continuing to grow COABE membership and build andstrengthen strategic partnerships with state affiliates and other leading nationalorganizations in the field, such as TESOL, NAEPDC and Proliteracy. Fantine wouldsustain the strong professional development and advocacy work already being providedby COABE and would focus on new ways to strengthen these primary goals of theorganization, particularly by creating new professional development opportunities for thefield. “COABE is currently the largest and leading national professional association forour field of adult education, and if elected President, I would continue to advanceCOABE through strong leadership, advocacy, professional development, research andcommunication that will support adequate and effective education to the adults weserve.”

Please accept this letter as my endorsement of and recommendation for Mr. Jeff Fantine to serve asthe next COABE President. As a career adult educator for thirty-three years, I have known Jeff since the early 90’s when I became employed by the Ohio Department of Education as a regionalconsultant in the Adult Basic and Literacy Education (ABLE) Unit. I subsequently was promotedto State ABLE Director in 2002, and over the next decade became more involved with Jeff as he

also emerged as a leader in the field of adult education.

Jeff’s work came to my attention when he was employed through a locally-funded ABLE program.He was making some break-through successes with low-level literacy students who werechallenged with learning difficulties and disabilities. As this was a passion of mine and an area of need to be addressed statewide, J eff became an essential leader in our effort to systematize thetraining for the field and provide needed resources. His own passion and ongoing training in thisarea led to his becoming director of one of the state’s four ABLE Regional Resource Centers withlead in statewide LD training, research, and resource development. He became known nationallyas an expert in this field and has been utilized successfully in that capacity.

Ohio ABLE has one of the distinct reputations of taking new initiatives and going “to scale” or to

statewide implementation. I believe Jeff supports that ideology and has proven this not only in hiswork in Ohio, but also as the Maine State Director of Adult Education and Family Literacy. Thecareer pathway delivery system is one example that comes to mind. He made significant changesin Maine’s delivery system, resulting in legislative changes. When he became employed at KratosLearning, he helped create and implement the Policy to Performance initiative which expanded hiswork to a national platform. I worked briefly with Jeff as a consultant on the project and wasimpressed with the quality of training and support provided to the participating states. I am pleasedthat the initiative is currently providing needed information to the field through a Toolkit thatpractitioners can access online.

Jeff has provided leadership in many state and national organizations and would be a real asset toCOABE as its next president. His commitment to adult education is evident in his years of service,

became the Maine State Director of Adult Education and Family Literacy. I was then working asthe co-director of Portland Adult Education.

As Maine’s State Director, Mr. Fantine brought a vision to our work that truly modeled theCommission on Adult Basic Education (COABE) mission “To provide leadership,communication, professional development and advocacy for adult education and literacypractitioners in order to advance quality services for all adult learners.”

Mr. Fantine used his leadership abilities to get adult education on the agenda of legislators, theGovernor and the Commissioner of Education. In the year prior to leaving, Mr. Fantine rolled outthe plan for a career pathways delivery system of adult education services and drafted a

redefinition of adult education in terms of career pathways services that was eventually adoptedby the legislature. He provided the field with a vision that united very diverse local programs in acommon effort to improve program effectiveness, refocus energies on literacy programs andraise the awareness of the role of adult education with business and industry. He modeled theway for local directors to rise to new levels of professional leadership.

In a state as geographically large and diverse as Maine, communication has always been anissue. For the first time in many years, the state office began distributing regular communicationto the field. These messages contained important state and federal updates as well as sharing theachievements of local programs. In addition, Mr. Fantine encouraged use of technology forcommunication and instructional purposes and the state website became a communication tool

and repository for resource materials.

Steps taken by Mr. Fantine to aid in the development of leadership and professionalism

of directors and program staff included a restructuring of the state’s professionaldevelopment delivery system and the implementation of local professional developmentplans. These steps enabled the state office to deliver appropriate professionaldevelopment opportunities based on identified local needs. The Leadership in ExcellenceAcademy for program directors was very well received. Conferences and state directorsmeetings were targeted on building capacity within the local programs and sharing of national and state best practices.

Mr. Fantine is a tireless advocate for adult learners. He brought this message to not onlyeducational practitioners, but decision-makers throughout the state. What continues toresonate with me is Mr. Fantine’s deep held belief in the capacity of all adults to learn

and grow. As practitioners, we need to believe that and guide our students to discoverthat capacity within themselves.

I consider myself fortunate to have been able to work under the direction of Mr. Fantine.Having followed him as Maine’s state director, I have had the opportunity to continue ourprofessional relationship while he was at Kratos and now, with his work as a nationallyrecognized consultant in adult education.

I’d like to recommend Jeffrey Fantine for the next President Elect of COABE. I have known Jeffrey since

he was at the Ohio Central/Southeast ABLE Resource Center, starting in 1999, being promoted to its

director through 2008. He then left Ohio and served as the state adult education director of Maine from

June, 2008 until March of 2011. He then served as director of OVAE's national adult career pathways

project from April, 2011 until May of 2012. I was and still am a member of the national Technical Work

Group (TWG) of this three-year initiative, representing our nation’s adult education directors along with

Jennifer Foster, Illinois’s adult education director.

Our state ABLE program funded the resource center where Jeff worked to increase professional

development resources that supported our state’s LD work. He was a state trainer, developing the core LD

training series for administrators, support staff and instructors, conceptualizing the initial LD plan which

turned into formal policy and coordinating the development of its first online iteration. He

also coordinated a state interagency group that addressed LD issues across agencies and how they

impacted the state’s One-Stop implementation.

I have found Jeffrey a capable professional that is passionate about adult education and professional

development at the national, state and local levels. He needs challenges that maintain his interest and

providing leadership to COABE would serve both him and the organization well. I’ll be happy to provide

I have known J eff for over 20 years in his various roles in adult education. No one better

represents the multi-faceted aspects of adult basic education and literacy than J eff Fantine. His

professional development, in state level positions and ultimately as a state director in Maine,

give him a breadth of experience unparalleled in adult education.

These positions, as well as his work in the private sector, have provided J eff with a perspective

Jeff to return to doctoral work in psychology, cheered him on as the Adult Education Director for

the State of Maine, and watched as he stepped into a leadership role with career pathways.

Jeff knows how to bring diverse people together, set a vision, and has no fear of doing the work

necessary to accomplish extraordinary feats. As COABE President, Jeff can take his energy andhis fearlessness to move COABE through challenging times in upcoming future. Jeff will surly

Mr. Fantine is deeply committed to the field of adult education and contributing to the advancement of

recognized by his peers and colleagues as an innovator and champion for the instructors and learners in

the adult education system across the country.

I have known Mr. Fantine as a director of a professional development center in Ohio, as the Maine Adult

Education state director, and as a Senior Project Director for Kratos Learning. I have worked with Mr.

Fantine in various capacities and have always admired the passion and wisdom he brings to his work.

After tirelessly working to establish a career pathways framework in Maine and creating a vision that

united very diverse local programs in a common effort to improve program effectiveness, I sought torecruit Mr. Fantine to work with Kratos Learning on national adult education projects.

In April 2011, Mr. Fantine joined the Kratos Learning staff to lead the national career pathways

investment from the Office of Vocational and Adult Education. Mr. Fantine was responsible for directing

$3.8 million dollars of federal Adult Education and Family Literacy Act funds in support of creating a

national Adult Career Pathways Technical Support Center.

Mr. Fantine is a tireless advocate for adult learners and is a visionary for the advancement of the system

serving those learners. I fully recommend, without reservation, Mr. Fantine as President of COABE. Ibelieve that he will bring leadership to the commission while representing the members effectively. If I
