ISAR 2004 CHAMPIONS Ken Morrice recalls his team's assessment of their chances to advance to the 5th International Search and Rescue (ISAR) competition, held in 2004. "We didn't believe we'd go further than our own regional competition because there are so many good teams on the west coast." As it turned out, Morrice's team from Crescent Beach (Unit #05) not only earned the honour to rep- resent CCGA's Pacific Region at the ISAR event, but it tied with the CCGA Quebec team as the overall ISAR winner. There are no political boundaries when it comes to saving lives, but, there are differences in how the job gets done. The festivities of New Year 2005 were certainly overshadowed by the terri-ble events created by earthquakes and Tsunami's in the Indian Ocean dur-ing Boxing Day. I know many of us had thoughts of wishing we could just dosomething, or do more, or perhaps even be there to help.

As members of fast response Units, dedicated to providingimmediate assistance and relief, we cannot help but look toour own future when tragedies such as the events in Asiaoccur. Consequently, our organization plans to becomeinvolved in provincial government initiatives to help pre-pare our coastal towns and villages in the event of anearthquake.

On a brighter note, congratulations are in order for Pacificand Quebec teams, who were named International Searchand Rescue champions at this year's competition inNorfolk, Virginia. Our team performed exceptionally well;their ongoing commitment to training paying off onceagain.

Our 2005 Annual General Meeting is quickly approaching and AGM commit-tee members have done a tremendous job of setting everything up for thisyear's event. I believe this AGM will be one of great interest to all Membersattending. I am sure by now, you have had the opportunity to read theManagement to Governance information...

I look forward to seeing many of you at our Annual General Meeting inRichmond!

Hi everyone. I have been asked once again to contribute some words ofencouragement to you, our readers, in the Boating Safety side of the CCGA-P. Let me say, it's been a learning experience this past year to find out who is

doing what, when and what kind of support is needed from 'top side'.

I hope everyone is aware that there will be a vote at the upcomingAGM (Feb - 2005) to accept a new structure of the Board of

Directors. The board will be replaced by a board ofGovernance and the portfolio holders (Director of SAR/Ops,Boating Safety) will be be moved to Manager titles with'teams' to assist. The Managers will of course need to definethe teams. For those that noticed, this was a general idea

started when I took over the position of Director of BoatingSafety. Primarily, it is impossible for me (or anyone working full

time) to support the membership appropriately without a team thatis able to focus on specific functions. That is where the

Organizational Chart was developed. If the proposed Bylaws are passedat the AGM, the Team structure will be looked at and developed. At the Unitmembership level, essentially it is business as usual.

Essentially, things went as well as could be expected given the following differ-ences from previous years: We now have more Bobbies out there. They havebeen active and they have been a great hit in the schools, now schedules needto be developed and sharing of the resource is possible; The Office of BoatingSafety has moved from Canadian Coast Guard to Transport Canada. Theimpact was that development and implementation of PCCC courses was a littlebit curtailed.

I urge everyone to make their informed vote at the AGM, either in person or byProxy.

121.5 Beacon Monitoring to Cease

Cospas-Sarsat has announced that 121.5mHz distress beacons will nolonger be monitored after February 2009. Supporting societies andCCGA owner operators should be made aware that when it comes timeto change the batteries in their existing 121.5 beacons or purchasing anew vessel, they should consider upgrading to a 406 EPIRB.

The alert time for 121.5 EPIRBS is 45 minutes with an accu-racy of 20 kilometers. The 406 EPIRB alert time is 5 minutesand is resolved at the first pass of a satellite with an accura-cy of 5 kilometers. If the 406 beacon is carrying a GPS, theaccuracy improves to 100 meters.

Benefits of the 406 include a unique ID (hex code) withencoded message, which will link your beacon to your ves-sel at the Mission Control Centre in Trenton. This reducesfalse alerts and gives the JRCC an opportunity to immedi-ately contact the registered owner to determine ifassistanceis required.

406 beacons are now available for under $1000. Supportingsociety and owner operators should consider the benefits of

replacing their 121.5 beacons at the next scheduled battery replace-ment, which is typically every 5 years. Societies purchasing new ves-sels or refitting should consider the addition of this valuable piece ofsafety equipment.

CCGA-P sent five members to ISAR 2004; Dave Marsden, Ken Morrice,Duane Currie and Sigfred Kristensen from Unit #05 (Crescent Beach), plusKim Pearce from Unit #12 (Halfmoon Bay). Once at the competition,Kristensen was selected to compete on a Can-Am team, (Ironically, comprisedonly of Canadians). Pearce served on Team Canada, and Marsden, Morriceand Currie carried the Pacific Region team banner. This was the first ISARcompetition for each of the west coast auxiliarists, whose individual CCGAservice ranged from one to seven years.

Months before the big event, the Pacific team took on a vari-ety of supplementary training focusing on navigation, boat andequipment handling, and SAR planning - even training at thehovercraft base for further instruction on survival suits, liferafts and fire hoses. According to Currie, "We practiced as ateam an extra day each week, in addition to the regular week-ly unit sessions." To sharpen the adaptation skills needed forcompeting in the unfamiliar areas and conditions awaitingthem at ISAR, the team conducted an exercise outside of itshome area. Some preparations even concentrated on theiropponents' methods, according to Morrice. "We studied a

copy of the US Coast Guard Auxiliary manual and became familiar with theirprocedures and standards."

Motivation to make such a huge time commitment differed for each team mem-ber, but included the enjoyment of keen competition and a desire to improvepersonal skills. "Intense competition looked like a good way to get lots of validtraining," said Marsden.

Pearce, one of only three females competing at ISAR (and the only Canadianfemale) narrowly missed fulfilling her hope of taking an all-female crew toISAR, when her team from Unit #35 (Victoria) placed second in the PacificRegion finals from which the ISAR team was selected.

After months of preparation and anticipation, the actual contest wasn't all thatstressful according to Morrice. "We took the approach that we know how to dothis, so we did our best and enjoyed it. It either worked or it didn't, and we justtook one day, one event at a time. But, having to use imperial measuresinstead of metric on charts was a bit of an adjustment."

For two westcoasters, their biggest challenge was just communicating withtheir teammates. Both Kristensen's Can-Am crew, and Pearce's Team Canadacomprised French and English-speaking auxiliarists, who didn't speak each

other's language. "We used a lots of hand gestures," said Kristensen, "It wasa riot." Since Pearce is bilingual, she had the extra work of interpreting every-thing for her crew - which also was an advantage. "I got to hear the instructionstwice."

Fun balanced the hard work. "We met some realcharacters - Newfoundlanders and Americans - andthe après-event party was great," said Morrice. Whilechallenging, some of the events were fun to do,according to Kristensen. "The boat-building eventwas the most entertaining. We were given cardboardand glue, then were allowed three hours to design,build and race a boat. Ours was the only boat thatfloated and finished the race - before 300 enthusias-tic spectators."

At least one event inflated, then ruptured, egosaccording to Marsden. "We were given a box of assorted patching supplies,and had to repair a badly cut waterline sufficient to hold water under pressurewithout leaking - against the clock. We were diligent and did a fantastic job.The repair looked beautiful. Ours was the only patch that held water withoutleakage. But, we didn't place well because we took twice as long as everyoneelse."

Besides bragging rights and cross-border camaraderie, ISAR yields ongoingbenefits back at the unit level, where skills honed for competition improveresponse to actual incidents. Through ardent contests the importance of team-work is vividly displayed, and confidence in on-the-water abilities is boosted.According to Kristensen there was an additional bonus from participating inISAR 2004. "My French is better now than before I went."

If it's true that there are only two kinds of mariners - those who have been res-cued, and, those who have not yet had their distress - it's comforting to knowthat our red and white team's record is 5 and 0.

TRAINING: NOW AND INTO THE FUTURE

We all know that "TRAINING = SAVING LIVES". Over the past couple of yearsTraining has exploded in CCGA - P. Although, prior to this recent explosion there wasgood training being conducted, but it was very local and very specific to the immedi-ate needs of a few independent units.

Now, our training is focused and coordinated over the whole region for the benefit ofall members of Pacific Region. Everybody knows the better trained our members arethe safer they are, which benefits the people we rescue. Our combined centralizedand de-centralized approach has been very successful.

Our training is the backbone of CCGA-P. It allows us to do operations and "Save Liveson the Water", in an efficient and safe manner that ensures our crews return home atthe end of each mission. It also gives us the trust, credibility and professionalism tocarry out our Boating Safety education, as well as being recognized as a leader inMarine Search and Rescue.

It is said that the future is sometimes cloudy and unsure - Not So! As our Board ofDirectors moves toward a new and exciting form of governance, which will help us bemore efficient and responsive to our members and the public, I can PROMISE youthat training will continue to be at the fore front, WE WILL CONTINUE TO:

- develop our 6 Step Training Model, based on our training principles and mandate;

- develop our Coxswain and Advance training standard;- blend training profiles to include DRV/SAR units, Owner Operator Units,

Co-Crewed Units and Boating Safety Units;

De-centralized training approach:

-Unit Leaders to take responsibility andaccountability for training,orientation andcrew level,-recruitment and retention at the unitlevel,-primary focus is the unit training plan.

Centralized training approach:

-concentrates on a regional approach, -provides Unit Assistance Visits,Instructor/Trainer courses by theAdvance Rescue Trainer/Evaluator(ARTE) team.

- investigate specialty courses that will enhance our level of training;- compare our training in order to provide outside accreditation and

qualification whenever possible;- participate in national and international level competitions, and exercises

with a broad exchange of training information and approaches;- develop our training support in the form of dedicated training vessels, a train-

ing library and training material;- conduct Instructor/Trainer courses and Unit Assistance

Visits;- expand our Advance Rescue Trainer/Evaluator (ARTE)

team, so as to enhance the regional approach to training and be able to response to the needs of all units; and,

- develop new ways of delivering training such as the inno-vative Training Simulator Project, which will assist us in delivering basic and advance training to our members.

Of course this will be in addition to our regularly unit funded trainingactivities such as Training Hour allocations, First Aid training, CrewLevel manuals, Crew Training Log Books, RHIOT courses and SARcompetitions and exercises.

Our approach to training has been very systematic and logical overthe past few years, always aimed at the safety of our crews and at "Saving Lives on theWater". CCGA-P has established itself as having a very dynamic approach to MarineSAR training. In order to fulfill our "vision" of becoming a world leader in volunteermarine SAR, we must continue to interact with other agencies that can support or pro-vide positive impact on our training approach and initiatives.

As the future approaches, we will continue to work on our lines of communication with-in the organization. It is essential that our training messages get to each of our mem-bers and that they understand the reason and benefit of our training approach. Trainingis essential, but we must ensure it remains flexible and responsive to our operationalneeds and the goals laid out for Pacific Region in our mission statement.

Photo ID Update

The CCGA-P has developed a new photo ID card for recognition of membershipwithin our organization. As with the existing membership card, the ID printing sys-tem will continue to be housed and operated at the CCGA-P head office in Victoria.

What information will the card contain?The new membership card will contain the same information as the existing iden-tification, but with an updated layout and the addition of a photograph. The photoID card will be provided to the same members who currently have a card, and tonew members as they join the organization.

When will current/existing members get their new card?Creation and distribution of the new photo ID cards will be done on a unit by unitbasis until all existing cards are replaced. This phased approach is being used to

ensure that cards are replaced in a quick and orderly manner.

The replacement of cards will start just after the AGM held onFebruary 24-27, 2005. Unit Leaders will be contacted individ-ually with more details as to how to send in photos of theirexisting members. It is suggested that Unit Leaders assign oneperson in their unit to act as a liaison person to assist unitmembers in sending photographs.

How will photographs of existing members be obtained?The CCGA-P website will have a link added to allow members

to quickly and easily send in their digital photograph for addition to their member-ship card. For those people who are not able to use the website link, hardcopyphotographs can also be sent, which will be scanned and added to the card.Further details about how to send in the photographs will be provided to UnitLeaders.

What about new members?New members will be asked to provide a photograph of themselves with their appli-cation package starting March 1, 2005. In this way, new members will receive aphoto ID with their confirmation of membership package.

Resource Allocation Plan Project Update

A major task identified in the CCGA-P Business Plan is the completion of a ResourceAllocation Plan. The last time such a plan was completed was in 1997, when theReview of the Canadian Coast Guard Auxiliary (McNish Report) was finalized. Muchhas changed since that time. Our President, Malcolm Dunderdale, has tasked mewith the responsibility of completing an up-to-date plan.

The objectives of the Resource Allocation Plan Project are to:

- Determine the present level of CCGA-P SAR capability;- Confirm the role of the CCGA;- Identify areas where additional/replacement resources could be advantageous;- Determine community capabilities to support operations; and - Develop resource allocation recommendations for the CCGA-P Board of Directors to

consider.

In order to assess current resource allocation requirements for CCGA-P SAR andBoating Safety, data collection from a variety of sources, such as the Royal NationalLifeboat Institute and the Canadian Coast Guard has been undertaken. As well, manyAuxiliarists and Coast Guard employees will be involved in the completion of theplan. For example, all Zone Directors have been asked to work with all Unit Leadersin their respective zones to complete questionnaires relating to their local SAR andBoating Safety activities and needs. The completed surveys will provide us withbaseline information to build upon in order to make recommendations to CCGA-Pdecision makers.

Once the completed questionnaires have been submitted and reviewed, meetings willbe set up to discuss specific needs and expected future trends in local areas. It isanticipated that the plan will be complete with recommendations to the Board by earlysummer.

After reading a newspaper article on the Harbour Watch Program in Nanaimo, a Parksvillecouple donated funds to the program. In doing so they were introduced to Constable BillDornan, a local RCMP Officer and his son, both avid Auxiliarists. They chatted about theCCGA-P, and were surprised to learn the CCGA-P is a non-profit organization.

The couple decided to donate funds to purchase SAR Duffel Bags. These bags are usedby the volunteers of search and rescue volunteers to hold the equipment neededwhen out on the water, in short - grab bags.

These were given out to competitors at the Search and Rescue RegionalCompetition in Nanaimo, May 2004. The couple came to watch the competitionand joined us at the awards dinner. The couple stated, "We were impressed byhow highly trained CCGA-P crews were and that the volunteers were willing torisk their lives in very unpleasant conditions to help boaters in distress."

The couple has been cruising local waters for about 10 years. They currently own aCatalina 32 and hope to expand on their cruising grounds beyond Desolation and furtherinto U.S. waters. They have witnessed firsthand some of the difficulties people can run into;everything from boats sinking, running aground, to fires on board. It is their opinion thatevery person out on the water should have a mandatory license and each boater shouldcontribute at least $10.00/year to their local Coast Guard Auxiliary.

Donating the SAR Duffel Bags was this couples way of saying that they appreciated ourefforts. They feel that the Auxiliary is an integral part of safety on the water and more peo-ple need to realize that CCGA-P is a non-profit organization that has to constantly raise-funds to provide SAR services, equipment, and vessels.

SAREX - Zone 1Search and Rescue Exercise CCGA Pacific Region Zone 1November 20, 2004

A logging crew is on their way home for the weekend. Their Bell Helicopter has almostreached Vancouver International Airport, when something goes very wrong and the aircraftcrashes onto a small island just off Garry Point Park in Steveston. Meanwhile theSteveston pilot vessel is returning from escorting a container ship downriver to Sandheads,the captain spots smoke billowing from the crash site and a Mayday call goes out.

While this scenario could very well happen in Richmond, today it has been staged as atraining exercise for 7 CCGA-P units from all over the Lower Mainland. It is meant to chal-lenge them, enhance their skills and prepare them for the real thing.

The day started at 0900 hrs. with a briefing. While the participantshad no idea what the day would bring, some secrets had to begiven away, like handling a helicopter lift - to ensure safety foreveryone, but nothing could prepare them for the scenario theSAREX team had planned.

The morning consisted of several smaller scenarios in the har-bour; a diver has gone missing while cleaning the hull of a fishingvessel, a search is conducted, a kayaker gets in trouble and needsto be rescued. Just after lunch, an aircraft down Mayday callcomes in and eight rescue boats from seven Zone 1 Units springinto action. Garry Point Park responds just minutes after theMayday was called and is the first rescue vessels to arrive on

scene. This was the time to remember "SAP", even though the urge to rush in to help wasoverwhelming.

As the crews approach the crash site, the realism of the scene is shocking. There are casu-alties inside and around the helicopter. We are faced with multiple injuries; from majorcompound fractures to severe burns, head trauma, cuts and bruises. While the variousinjuries are being assessed and victims are being packaged into stretchers, the CoastGuard Hovercraft Siyay arrives on the scene. Some casualties are transported via hover-craft to the gravel parking lot near the Garry Point Park entrance, where, BC Ambulancehad set up a triage point to assess the severities of injuries.

While the whole exercise provided excellent training for CCGA-P volunteers, members ofthe Hovercraft Base, BC Ambulance and many others; it also gave the viewing public a newappreciation of the work that the CCGA-P does. The entire event would not have been pos-sible without the help of the many supporters and sponsors that lent their help. A DVD doc-umenting the event has been made available to Victoria and Unit leaders. To conclude -everyone involved came away with a whole new appreciation and refreshed skills, and lastbut not least... Fun was had by everyone.

Eye on the Dragon: Victoria Auxiliarists Keep Paddlers Safe

With team names like the Gorging Dragons, the Scales of Justice, or the Dragamuffins,hundreds of paddlers churned the water of Victoria's InnerHarbour during the 2004 Victoria Dragon Boat Festival on theAugust 13th -15th weekend.

Unit 35 (Victoria) rescue vessel was at the finish line through-out the festival, acting as a safety boat during races andbetween events, escorting visiting yachts through the maze oflong, colourful dragon boats.

Warm weather brought thousands of onlookers to the InnerHarbour causeway to cheer on the paddlers. The high-profilefestival also attracted radio, TV and newspaper coverage.

"It was a great opportunity for the Auxiliary to show the flag and participate in this com-munity on-water event," said Coxswain Simon Pearce, who volunteered for a 10-hourshift at the festival. "The festival organizers recognized the valuable service we pro-vided."

"In between races, we even managed to get in some training, like heaving line practiceand slow maneuvering. It was a great way to spend a day on the water!" statedcrewmember Manoela Miranda.

The Dragon Boat Festival capped a busy summer season of community involvement forUnit 35, including the Coast Capital Insurance Family Safety Fair, Esquimalt'sBuccaneer Days Parade, the 14th Annual Floating Boat Show, and the Victoria Boat andOutdoor Show. The unit is committed to participating in many Victoria-area events asa way to promote boating safety and raise awareness of the Canadian Coast GuardAuxiliary-Pacific Region.

"Learning the Ropes" - Police and Coast Guard Rescue Boats Conduct Exercise with 443 MH Squadron Helo

Onlookers received a rare visual treat over the waters off Esquimalt LagoonNovember 12 as marine rescue boats and a military helicopter practiced a rescueand medical evacuation.

It was the first time a Sea King and crew from 443 Maritime Helicopter Squadrontrained with Victoria and Oak Bay Coast Guard Auxiliary Sea Rescue Units, and theVictoria Police Marine Response Unit. The exercise simulated rescuing someonefrom the water then hoisting them into the helicopter for an airlift to hospital. "This training exerciseprovided 443 Squadronwith an excellent oppor-tunity to work with twoother governmentdepartments and honethe skills necessary towork well together in arescue situation," saidCapt Allison Dymond,the 443 MH Squadronpilot who liaised with theVictoria Police andCoast Guard Auxiliary during the preparatory phase of the exercise.

At the start of the exercise, three rigid-hulled inflatable boats from each agency sim-ulated the rescue of an injured person from the waters around Esquimalt Lagoon. Itwas determined the injured person required immediate medical evacuation.

After flying to the location of the boats, the helicopter hovered 40 feet above water.Because the boats were small - ranging from 20 to 27 feet in length - they could notbe seen by the pilots when underneath the aircraft, and were instructed to maintainstation on the hovering helicopter.

An aircrew member strapped into a double-lift harness was hoisted down to themoving boat below. "Boat handling while operating close-in with a helicopter hover-ing at 40 feet seemed to be the greatest challenge experienced during the exer-cise," says Capt Garry Hof, the first to be lowered to the deck of the RHIB. "It's hardto drive when you're looking straight up." "The rotor wash was also a challenge forthe smaller boats," adds Capt Hof. "From our position at the open cargo door, we

could see the boats being bumped out by the wash - and they would have to correctand try to get back into position." They also found the boats have stanchions, postsand lights that could potentially catch their hoist cable. This could lead to injury ofthe person on the hoist.

After lowering the aircrew member, the helicopter low-ered a Stokes Litter to the boat. A guide line was low-ered to the boat operators and they maintain tension onthe line so the rotor wash and other factors did notsend the litter spinning. After placing "Oscar," a rescuedummy, into the Stokes Litter, the litter was hoistedback into the helicopter.

The final phase of the exercise involved lowering ahorse collar to the boat, then raising the double-lift har-ness person - who was riding in the boat during theexercise to provide the boat crews with advice about how to work with the helicopter- with a police rescue diver hooked on.

Once the diver was on board and had been given a brief flight around the operatingarea, he jumped from the hovering helicopter into the water below and was pickedup the police rescue boat.

Coxswain Profile

Few auxiliary units have the luxury of operating where incident distances are short,and back-up is readily available. Far from the southern concentration of multipleagencies, resources and services, units generally are alone and have only theirequipment and skill to rely upon. Aiding a stricken mariner can easily consume manyhours over long distances, where no fuel or settlements exist in between.

Such is life for CCGA-P Unit #45 (aka Massett Marine Rescue Society). The unit isthe only dedicated marine SAR organization within a large and remote area, whichincludes Dixon Entrance (between Canada & Alaska), Hecate Strait (between theBC mainland and Queen Charlotte Islands) and the rugged Pacific Ocean aroundLangara Island.

Unit #45 comprises some 18 active volunteers from both the native and non-nativecommunities of Old Massett Village and the Village of Masset, who aid distressedmariners from their home ports on the northern shores of the Queen CharlotteIslands. Bart DeFreitas, a 31 year-old marine biologist from Guyana, South America,presently serves as the Unit's Leader. During four of the six years he has lived inMasset, DeFreitas has become increasingly involved with marine SAR matters in hiscommunity, including helping revive its previously-dissolved marine rescue society.

The unit handles about ten incidents per year - mostly May to October - and wasoften not tasked in the past because it couldn't safely respond with the equipment ithad. Helicopters from CFB Comox were frequently used due to the distancesinvolved, which strained the capabilities of the unit's former vessel, and because thenearest major hospital is in Prince Rupert. According to DeFreitas, "We're likely tobe called out more in the future due to the increased capabilities of our new unitboat."

The incidents are varied - some fatalities, groundings, a few commercial vessels introuble, overdue boats, and oil spill containment, but no med-evacs. The composi-tion of the unit's potential customers is changing. There are fewer commercial fish-ing vessels. Now, there are more cruising yachts, and lots of smaller sport fishingboats due to the proliferation of high-end lodges around the area.

In bygone times, Unit #45 vessels were owner-operated commercial fishboats, butthey diminished as their owners retired. For some time the unit employed a Mark Vinflatable on loan from CCGA-P. Unfortunately, due to its fuel capacity it couldbarely reach the farthest parts of the unit's territory. Presently, the unit relies on theHurricane 733 on loan from CCGA-P. Although it doesn't quite satisfy theregion's needs. According to DeFreitas, "We're still limited in our capabilitiesbecause the boat is ill-suited to safely navigate in extreme weather conditions." The

unit just got funding to buy its own boat to replace the 733 and plans to get some-thing bigger, better equipped, and with more crew shelter. Regardless of the type ofvessel, maintaining the unit craft is always a challenge. To quote Bart Defreitas"Masset doesn't have an engine service centre, so we rely on fishing lodge mechan-ics, or Coast Guard in Victoria. Everyone has done an amazing job maintaining ourequipment."

Besides the unit's equipment and potential customers, its members are also chang-ing. Observes DeFreitas, "Our members are long-serving, with little turnover - and wedon't recruit transients. New unit members are now younger, as the older ones aren'tas able or willing to take the beating you get in open fast-response boats."

Operating conditions are challenging. There are no cell phone or pager services. Justgetting underway to an incident can be harrowing, as Masset Inlet is a large water-way with an eight-knot current. DeFreitas commented "As we often have 20’ - 30’waves, we must get three miles offshore to get normal wave patterns andgroundswell. It's windy everywhere. There are steep standing waves and whirlpoolsat the junction with Dixon Entrance, even in good weather conditions”.

Finding funds to operate the unit is also taxing. Many communities can only supporttheir unit in spirit due to locally grim economic conditions, found in Unit #45's con-stituency of 1,100 residents. "It's hard to raise money since we have 80% unem-ployment, due largely to the decline in commercial fishing and the closure ofour military base."

Most community support is of the "in-kind" variety, and some cash dona-tions. The unit receives free boat storage, among many other things. Thearea sport fishing lodges give material and financial donations, and OldMassett Village outfitted their fire command vehicle with a trailer hitch tolaunch the unit's boat. The unit is looking forward to completing a joint-venture with the Village of Masset to develop a permanent rescue base atthe new small craft marina.

Perhaps it is outside-the-boat thinking that has so far significantly buoyed unit cof-fers, according to DeFreitas, "We took over running the annual Fathers' Day FishingDerby. It raises about 50% of our unit operating expenses."

"In its early years, a voluntary organization may simply be a group of people whocome together to accomplish some shared purpose or benefit to the community."However, over time some organizations find that a transition "from an informalapproach to governance or 'jeans' towards one that is more systematic or formal -'jackets' is necessary. This metaphor captures, to some degree, the change froman easy-going way of doing things to one where there is more structure."*

In consideration of Membership input into the CCGA-P Management StructuralReview, in January 2004, the CCGA-P accepted and adopted moving towards anew operational model. Specifically, the Auxiliary plans to implement aGovernance System, where "A Board provides governance not management to anon-profit organization and is given the authority to make binding decisions onbehalf or the organization and in return must be accountable for those decisions."

Shifting from a management to governance system will result in several benefits forthe CCGA-P. Under a governance structure, the Board will be an independent gov-erning body, thus reducing liability for the individual Board members and providingmembers with a more accountable governing body, whose focus is major issuesand the future growth of the organization. The Board will now include both Auxiliarymembers and professionals from outside of the organization, therefore diversifyingthe knowledge base and capabilities of the Board and enhancing its decision mak-ing capability.

The adoption of a governance model will also create clear authority and accounta-bility within the organization, which will result in improved service to Members andthe general public. Specifically, the people responsible for creating policy andbudget will no longer be the ones implementing them.

Furthermore, under the new model there will be a Management Team. These indi-viduals will have expertise in the areas of Training, Boating Safety, HumanResources and Search and Rescue. The Management Team will provide moredirect services to individual Members and Units and allow each area to have morecontrol over their individual and unique administration and training needs. This willrelieve the obstacles to clear communications and promote the consistency proce-dures throughout the Region.

It is the assurance of the Board that the proposed restructuring will allow for a moreefficient, effective and accountable organization. It is with great enthusiasm thatthe Board anticipates sharing in this new and exciting future.

Answer: Yes, CCGA vessels areinsured while participating in oilspill response activities. Butcleaning of the hulls resultingfrom participation in the activityis not covered. The polluterwould be responsible for thecosts associated with cleaningthe vessels.

8. Are CCGA vehicles ownedby the CCGA Association cov-ered by the CCGA insurancepolicies?

Answer: Yes in Quebec,Newfoundland, New Brunswickand Nova Scotia CCGA vehiclesowned by the CCGAAssociation are covered by theCCGA insurance policies. Anyadditional vehicles should bereported to your insurance bro-ker.

9. Are Coast Guard loanedvessels insured while theyare secured at the dock?

Answer: Yes, Coast Guardloaned vessels are insuredwhile they are secured at thedock. However, Canadian CoastGuard (CCG) policy is to nolonger loan Coast Guard ves-sels to the CCGA and is onlydone in exceptional circum-stances.

Auxiliaryinsurance coverage would notextend to Auxiliary membersserving on another organiza-tion's board of directors. It wouldbe up to that organization toinsure its own board members.

12. Is the board covered fordue diligence if a member istasked and it is discoveredthat a problem of liability hasoccurred and it is later provedthat the member is negligentbecause of lack of training?

Answer: Yes, the CCGA insur-ance policy for Directors andOfficers would respond in anincident of this nature to defend

Board Members. This policy isfor financial loss and excludesbodily injury and property dam-age.

13. If a member is retired howis compensation covered if itcan't be tied to earnings?

Answer: For retired or unem-ployed members, a flat benefitof $250.00 per week will be paidif a member is disabled becauseof an accident, and is unable toperform all activities of daily liv-ing. Note: Persons receivingemployment insurance benefitsare considered unemployed.

14. Would a member have touse their sick days first fromtheir employer provided bene-fits, before CCGA insurancekicks in?

Answer: No.

15. If I have to drop my nets(fish catch) to proceed to aSAR case will I be reimbursedfor my loss under the CCGAinsurance coverage?

Answer: No, there is no cover-age for this type of occurrence.This type of insurance is notavailable.

16. Whose responsibility is itto report damage to a CCGAvessel as a result of a SARtasking and when?

Answer: It is up to the CCGAowner/operator to report anydamage or suspected damageto your regional Coast Guardrepresentative immediately fol-lowing the conclusion of theSAR case. In addition, if dam-age occurs during a SAR caseevery effort should be made tonotify JRCC or MRSC of thedamage, especially if the dam-age might jeopardize the safetyof the CCGA vessel and itscrew. JRCC or MRSC must benotified so that they can monitorthe progress of the CCGA ves-sel to ensure it reaches portsafely.

17. Are CCGA members' ves-sels and trailers covered bythe CCGA insurance policieswhile towing with their ownvehicle during an authorizedactivity?

Answer: CCGA members' ves-sels are covered by the CCGAinsurance policies while towingwith their own vehicle during anauthorized activity. However, thevehicle and trailer are not cov-ered.

18. Are CCGA members' per-sonal vehicles covered whiletowing a CCGA vessel duringan authorized activity?

Answer: No, CCGA members'vehicles are not covered by theCCGA insurance policies whiletowing a CCGA vessel during anauthorized activity. Membersare required to have their ownpersonal vehicle insurance. Atno time are CCGA members'personal vehicles or personaltrailers covered by the CCGAinsurance policies.

19. During an authorizedactivity a CCGA vessel and/ortrailer while being towedstrikes another vehicle, build-ing, etc. Is this covered by theCCGA insurance policies?

Answer: No, (1) damage to abuilding - the liability rests withthe owner of the vehicle that istowing the trailer. However, ifthe vehicle were owned by theCCGA, the CCGA automobilepolicy would respond to thisclaim, otherwise it would be thepolicy of the owner of the vehi-cle. (2) damage to another vehi-cle, CCGA member is at fault -depending on the provincewhere the accident occurred theinsurance policy of the owner ofthe damaged vehicle willrespond but no deductible would

be imposed on the settlement ofthe claim (QC and ON).

20. Does insurance coverageinclude recreational fishingvessels or all vesselsengaged in fishing?

Answer: CCGA insurance cov-erage extends to CCGA com-mercial vessels only. It is notextended to CCGA recreationalfishing vessels.

21. Are CCGA membersinsured to fire pyrotechnicdistress flares during flaredemonstrations?

Answer: No, CCGA membersare not insured to fire pyrotech-nic distress flares during flaredemonstrations. However,CCGA members may assistCanadian Coast Guard person-nel with flare demonstrations,but the CCGA's involvement islimited to logistical support suchas crowd control, literature dis-tribution, etc.

22. Are CCGA members cov-ered to use night illuminationflares during a SAR incident?

Answer: Yes. The use of nightillumination flares is a necessarytool for use during SAR inci-dents therefore CCGA membersare covered to use them.

23. How many fingers are cov-ered by the Group Accidentinsurance policies?

Answer: The plan will pay 1/3 ofthe principal sum for the loss ofthe thumb and index finger ofthe same hand. The plan willpay 1/3 of the principal sum forthe loss of 4 fingers of the samehand.The plan will pay 1/8 of the prin-cipal sum for the loss of all toesof one foot.

24. Is equipment such asnight vision goggles, person-al floatation devices, pumps,etc., purchased through theNew SAR Initiatives Fund,insured for fire, theft or loss?

Answer: There is no insurancecoverage at this time.

25. When does a member'sinsurance begin?

Answer: A CCGA member'sinsurance begins once themember has been enrolled andaccepted as a member of anAuxiliary association and hassigned the Memorandum ofUnderstanding between theCCGA and the CCGA member.

Answer: A CCGA owner opera-tor's insurance begins once thevessel has been enrolled andaccepted by the CanadianCoast Guard as a vessel of anAuxiliary association and theowner/operator has beenenrolled and accepted as amember of an Auxiliary associa-tion and has signed theMemorandum of Understandingbetween the CCGA and theCCGA member.

27. How often is it necessaryto renew vessel insurance,and how is this done?

Answer: Coverage is continuouswith an anniversary date of April1st. CCGA vessels may be sub-jected to reexamination on aperiodic basis that should notexceed twenty-four months. Theexamination may be subject toverification by an authorizedCCG officer. It is up to the indi-vidual Auxiliary member toadvise the appropriate CoastGuard representative of anyadditions and/or alterations totheir vessel that may affect thevalue of the CCGA vessel.

28. Are CCGA membersinsured whilst traveling toand from "AuthorizedActivities or Taskings "in theirown personal vehicles?

Answer: Yes CCGA membersare covered while traveling toand from Authorized activities intheir personal vehicles.However, the vehicle is notinsured.

29. Does the underwritercover replacement or depreci-ated value in case of a totalloss?

Answer: This policy covers fairmarket value.

30. Does the underwritercover replacement or depreci-ated value in cases of damageor equipment loss?

Answer: This policy covers fairmarket value.

31. What limits are on perma-nent and long-term disabilityin case of personal injury?

Answer: The Permanent TotalDisability benefit will pay up to$500,000, if, because of acci-dental bodily injuries, a memberis prevented from performing allsubstantial and material dutiesof their occupation; and, thecondition is continuous and ofindefinite duration; and, requiresthe continuous care of a physi-cian, unless the insured hasreached his/her maximum pointof recovery; and, prevents the

insured person from engaging inany gainful occupation for whichthe insured person is qualified,or could be qualified, by reasonof education, training, experi-ence, or skill. The elimination(waiting) period is 104 weeks.

32. Is the underwriter able tomake available a standardport insurance policy for ourDedicated Respons Vessel's?

Answer: The costs of purchas-ing port risk insurance forDedicated Response Vessels isagainst CCG and CCGA policyon insuring CCGA vessels.

33. Is the underwriter able tomake available an insurancepackage for owner operatorsfor their personal use?

Answer: At this time no programis available, the brokers willadvise should somethingbecome available.

34. Can the insurance brokersdescribe the navigation limitson their policy for the WestCoast CCGA coverage?

Answer: The policy reads as fol-lows for the West Coast: 1)Warranted no navigation Northof 55 degrees North latitude,except for Western Canadawhere navigation is permitted to

35. Are CCGA members cov-ered by the insurance policeswhile co-crewing onboardCanadian Coast Guard ves-sels?

Answer: Since co-crewingonboard a CCG vessel is anauthorized activity CCGA mem-bers are covered by the insur-ance policies.

36. Are guests of the CCGAcovered for personal injurywhile on board CCGA ves-sels?

Answer: Guests such as mediapersonnel are covered for per-sonal injury while on boardCCGA vessels only if they areinvited and the activity is author-ized. Guests are not coveredwhile traveling to and from anauthorized activity. The limit ofcoverage for accidental death ordismemberment for guests is$500,000. It is important to notethat guests are not to be con-fused with persons who volun-teer to crew for an authorizedactivity if a CCGA vessel is shortof crewmembers.

37. What is the coverage onboth the office space and thestorage?

Answer: As indicated above,

coverage for Quebec, Maritimesand Pacific is only on a "all risk"basis (including theft) subject topolicy exclusions anddeductible.

38. What is the coverage onthe equipment and supplies?

Answer: Currently the CCGAdoes not have an insurance pol-icy for equipment in office andstorage spaces, this is beinginvestigated.

39. Currently the CCGA (C&A)has rental storage. What isthe coverage on the unit andits contents? (including liabil-ity)

Answer: Currently the CCGAdoes not have an insurance pol-icy for Central & Arctic becauseno property, equipment list, etcwas submitted for coverage tothe insurance brokers. However,commercial general liabilityextends to those premises.

40. What is the coverage forCCGA volunteers who arecharged/tasked with invento-ry, stocking, cleaning, ship-ping, receiving, etc.?

Answer: If it is an authorizedactivity then the CCGA memberis covered by the insurance poli-cies.

41. Is it possible to purchaseinsurance coverage for mem-bers personal vehicles whilsttraveling on authorized CCGAbusiness?

Answer: No it is not. This type ofcoverage is not normally pur-chased by volunteer organiza-tions.

42. Could you check the avail-ability of insurance coveragefor distress flares demonstra-tion to our members of CCGAand to the public? (If thisinsurance is expensive foryearly coverage, could we getsome coverage on a per timebasis and make this expenseas part of our operating costsper training session. The per-son giving this demonstrationis certified and licensed as aPyrotechnician as per therequirements of ExplosivesRegulatory Division of NaturalResources Canada).

Answer: Insurance coverage forthe firing of pyrotechnic distressflares during flare demonstra-tions is available for purchase.However, current CCGA policydoes not include the firing ofpyrotechnic distress flares dur-ing flare demonstrations as anauthorized activity. It was unani-mously agreed at past NationalCouncil meetings not to author-

43. What is the insurance cov-erage if a CCGA member isauthorized to participate in aSAR tasking or Preventionactivity and tows a CCGAowned vessel with his ownpersonal trailer and own per-sonal vehicle?

Answer: The liability for theactivity where the CCGA mem-ber is involved is covered. TheCCGA owned vessel is insured.The liability from the operationof the member's own vehicleand trailer as well as damagesto the vehicle and trailer are notinsured by CCGA and are theresponsibility of the member.

44. What is the insurance cov-erage if a CCGA member isauthorized to participate in aSAR tasking or Preventionactivity and tows his ownCCGA vessel with his ownpersonal trailer and own per-sonal vehicle?

Answer: The liability for theactivity where the CCGA mem-ber is involved is covered. Themember's enrolled personalvessel is insured. The liabilityfrom the operation of the mem-ber's own vehicle and trailer aswell as damages to the vehicle

and trailer are not insured byCCGA and are the responsibilityof the member.

45. If a CCGA member offershis services to JRCC or MRSCbut is not officially tasked tothe SAR incident is the vesseland the CCGA member'sonboard insured?

Answer: No insurance coverageis in place for the vessel or themembers since there is noauthorized activity.

46. During an authorized SARtasking are passengersonboard a CCGA vesselinsured if JRCC or MRSC isadvised?

Answer: Normally, JRCC orMRSC would not task a CCGAvessel to a SAR tasking if pas-sengers are on board. If anexceptional circumstanceoccurs and the passenger vol-unteers to assist if the vessel isshort of crewmembers then theirliability would be covered.

47. What is the coverage if Ihave a heart attack during anauthorized activity?

Answer: The Heart orCirculatory Malfunction cover-age applies only if the followingconditions are met:

1) The Heart or CirculatoryMalfunction of the InsuredPerson occurs within twenty-four (24) hours of participating ina tasking authorized by thePolicy Holder; and

2) The Insured Person is undersixty-five (65) years of age onthe date of such Heart orCirculatory Malfunction; and

3) The first symptom of Heart orCirculatory Malfunction is med-ically diagnosed within twenty-four (24) hours of such partici-pation; and

4) Within two (2) years prior tothe date of such participation,the Insured Person:

(i) Has not been medically diag-nosed with a Heart orCirculatory Malfunction; or(ii) Has not been receiving anymedication or treatment for aHeart or Circulatory Malfunction.

This coverage applies to Class Ionly - All Members, Volunteersand Volunteer Members of theCCGA.

48. What is the PermanentTotal Disability Lump SumCoverage?

Answer: Permanent TotalDisability means that the

1) Prevent the Insured Personfrom performing all the substan-tial and material duties of theInsured Person's occupation;and

2) Cause a condition which ismedically determined, by aPhysician approved by theCompany, to be of continuousand indefinite duration; and

3) Require the continuous careof a Physician, unless theInsured Person has reachedhis/her maximum point of recov-ery; and

4) Prevent the Insured Personfrom engaging in any gainfuloccupation for which the InsuredPerson is qualified, or could bequalified, by reason of educa-tion, training, experience, or skillduring and immediately after theElimination Period.

This insurance does not apply topersons age seventy (70) orolder.

Benefit Amount $1,000,000Elimination Period 104 Weeks

The insurer will pay the lumpsum Benefit Amount less any

Benefit Amount paid or payabledue to the same Accident. If theInsured person has multiplelosses as a result of oneAccident, they will pay only thesingle largest Benefits Amountapplicable to the Losses suf-fered. What this means is thatCCGA members age 70 or olderare not covered by thePermanent Total Disability ben-efit if they become totally andpermanently disabled during anauthorized CCGA activity.CCGA members must take thisinto consideration beforeresponding to any authorizedactivity including SAROperations.

It is also important to note thatthese two age exclusions areonly for these two benefits andthat all members regardless ofage are insured by the otherCCGA insurance coverage's.

49. Are CCGA employees cov-ered by the insurance if theyparticipate in a SAR tasking?

Answer: Yes, the employeewould be covered.

50. Are CCGA membersinsured as occasional driversif they drive CCGA owned orleased vehicles?

Answer: Yes, CCGA members

are insured as occasional driv-ers as long as they have a validdrivers license (not suspendedetc.).

51. Are there any restrictionson CCGA owned or leasedvehicles when carryingpyrotechnic distress flares?

Answer: There are no restric-tions on the automobile and theComprehensive GeneralLiability for the storage or trans-portation of flares.

52. Are CCGA members cov-ered by the group accidentpolicies as spotters on air-craft?

Answer: Yes CCGA membersare covered as spotters on air-craft, but NOT as pilot(s) orcrew.

53. What is insured if a mem-ber is hauling a CCGA vesseland trailer with their personalauto, and the particularitywith the Québec experiencewith auto insurance?

Answer: Only the vessel is cov-ered once tasked.

54. What is the time limit tosubmit a claim?

If someone isbeing sued for something he orshe did while doing an activityfor CCGA, then it is as soon asthey become aware of thepotential claim the insurershould be put on notice.

55. If a member is a trainer,and has his own equipment,or CCGA borrowed equipmentand it is lost. Is there cover-age?

Answer: Currently there is no

other coverage afforded byCCGA on property, equipmentand assets. There is howeverlimited coverage provided underthe Hull & Machinery policy forpersonal effects, but there mustbe a claim on the vessel itselfbefore coverage is provided forpersonal effects.

56. Are CCGA membersinsured for diving activitiesduring SAR Operations?

Answer: No. CCGA membersare not insured for any divingactivities.

57. Can we define personaleffects?

Answer: Personal effects are

not defined in the Hull &Machinery policy, however thepolicy but would normally referto the belongings of a member.

58. Are CCGA membersinsured while driving Crownowned vehicles on authorizedCCGA activity?

Answer: CCGA members arecovered while driving crownvehicles as long as the activity isauthorized. Third party liabilitycoverage is also in place.Please note that the vehiclesare NOT covered. Also pleasenote that CCGA members arenot permitted to use governmentof Canada credit cards.

NAUTICAL BACKGROUND

I'm a single-handed sailor with two hands - both captain and crewaboard my little saltwater sloop in all seasons, including the threerainy ones. I've been boating since first able to see over the gun-wale. Military and corporate pursuits provided a diverse life edu-cation.

My nautical obsession began on Ontario's Lake St. Clair, launchingfive decades afloat, which include single-handed sailing, living-aboard, and extensive year-round coastal cruising. I learned to sail on a46-foot ferrocement, gaff-rigged ketch; have owned powerboats from 14' - 36'; andoften earn my living from the deck of my Cal25 sloop "Ceilidh".

My marine credentials include the Canadian Power Squadron course, RestrictedRadio Operator Certificate, and Pleasure Boat Operator Card. During the 1980s,my Coast Guard Auxiliary service on the West Coast included co-crewing CG ves-sels and an owner/operator on SAR assignments; as well as being Unit Leader(Delta) and Zone Director (Zone 2).

I'm a graduate of the New York Institute of Photography, and work as a freelancejournalist featuring (not surprisingly) nautical subjects. My publication creditsinclude countless feature articles, with supporting photography, in numerous met-ropolitan newspapers, major recreational and trade magazines - among otherCanadian and American periodicals.

When forced to be ashore, I live with my spouse and three cats in Victoria, BritishColumbia.
