Under Canada`s new defence policy, Strong, Secure, Engaged, our military will benefit from substantial new investment. The Canadian Armed Forces will acquire the force size and equipment needed to succeed across the full spectrum of military operations, including disaster relief, humanitarian assistance, peace support operations, and combat. Annual defence spending will grow from $18.9 billion in 2016/17 to $32.7 billion in 2026/27—an increase of more than 70 percent. The Government has also adopted a new international assistance policy to promote gender equality and empower women and girls. By 2021-22, 95 percent of Canada’s international assistance investments will prioritize these goals. The new Women’s Voice and Leadership Program will advance women’s leadership and support projects that transform women’s living conditions. For Canada, this is the most effective approach to reducing poverty and building a more inclusive, peaceful, and prosperous world. In addition to strengthening our international assistance policy, the Government is working to reinforce Canada’s leadership in inclusive and sustainable trade and investment. On September 21, 2017, the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) entered into force. This deal is set to generate billions of dollars in bilateral trade and investment, lower prices for consumers, and create middle class jobs across many sectors. Canada, moreover, welcomes the opportunity to modernize NAFTA. In negotiations the Government will defend our national interest; placing priority on economic growth, middle class job creation, and the implementation of stronger environmental and labour protections. Finally, the fight against climate change calls for a renewed resolve. Dear Neighbours,

On Monday, September 18th, the House of Commons returned for the fall Parliamentary session. The Government of Canada will continue to work hard to build on accomplishments made throughout 2017. MP McKay attended the local launch of Tim Horton’s Smile Cookie Campaign on September 12 to raise funds for breakfast programs in Toronto.

The McKay family participated in the Highland Yard run at Minden Ontario during their "Mandatory Family Bonding" weekend. The event raised $15,000 for Places for People,

Serving those who served us Canada's men and women in uniform have served and continue to serve our country with bravery, honour, and dignity. That is why the

Government of Canada is assisting veterans in their post-military life and supporting active members of the Canadian Armed Forces by:

1. Exempting all active troops deployed on named international operations from federal income tax on their Armed Forces salaries;

2. Providing our veterans with assistance to pursue further education and training;

3. Reopening all nine Veterans Affairs offices that were closed by the previous government; and

4. Implementing a new non-taxable Caregiver Recognition Benefit that will support the caregivers & families who assist our veterans.

Wounded Warriors in Scarborough

The first annual Wounded Warriors Canada Golf Classic at Scarboro Golf & Country club was held on July 24. The tournament raised more than $70,000 for Canadian veterans and first responders. Wounded Warriors Canada raises funds to develop and deliver a wide range of innovative mental health programs and services that assist over 1800 veterans, first responders and their families annually.

Lieutenant-General (Retired) and Senator (Retired), the Honourable Romeo Dallaire delivered a passionate keynote speech where he delved into the kind of trauma that affects our veterans and first responders and the efforts that are needed to help them and their families.

$2.5 Million for Social Housing

The Government of Canada believes that all Canadians deserve housing that is safe, adequate and affordable. Co-Ops play an important role in delivering this type of housing to Canadians. In Budget 2016, the federal government announced a one-time investment of $77.6 million over two years to renovate and retrofit social housing units directly administered by Canadian Mortgage and Housing Corporation. I am pleased to announce over $2.5 million for renovations and retrofits in Scarborough-Guildwood: • Ann Marie Hill Housing Co-Op at 164-170 Galloway Road

will receive up to $1,294,105 for window replacement, elevator modernization and engineering fees

• Innisfree Housing Co-Op at 185 Galloway Road will receive up to $1,239,501 for siding and attic insulation upgrade and engineering fees

CMHC is working directly with Management at both Co-Ops to make arrangements to carry out the work and the disbursement of funds

There are 4 housing co-ops in Scarborough-Guildwood, with a total of 432 units. This includes 135 units at Ann Marie Hill Co-Op and 72 units at Innisfree Co-Op.

Youth Employment Funding The Youth Employment Strategy (YES) is the Government of Canada’s commitment to help youth, ages 15 to 30, gain the skills, job experience and abilities needed to make a successful transition to the workforce. In Scarborough-Guildwood, the Progress Career Planning Centre on Markham Road will receive funding to implement a Youth Path to Employment program for at-risk youth. Participants, half of whom are female, will be trained and placed in the financial service industry. The 33 month project will receive $1,942,828 through YES’s Skills Link program.

Skills Link is designed to help youth develop a broad range of skills and knowledge in order to participate in the current and future labour market and to overcome barriers to employment. These barriers include, but are not limited to, challenges faced by recent immigrant youth, youth with disabilities, single parents, youth who have not completed high school, and Indigenous youth.

Scarborough Women’s Centre

The Scarborough Women’s Centre promotes women’s empowerment and freedom from violence and abuse. Recently, the Hon. Maryam Monsef, Minister of Status of Women visited Scarborough to announce the Centre will receive $360,000 for a project to address barriers preventing women living with disabilities from accessing employment in sectors where earnings are superior.

KNOW DID YOU ? Canadians are travelling abroad in greater numbers and to more remote destinations. In 2015, Canadians made almost 55 million trips abroad. While most international trips are trouble-free, the Government of Canada is there to offer Canadian citizens information on safe travel and routine services, as well as to offer assistance should they find themselves in trouble abroad. In 2016, more than 266,450 case files were opened at Government of Canada points of service around the world.

• the nearest embassy or consulate

• the 24/7 Emergency Watch and Response Centre at +1-613-996-8885 (call collect where available)

Consular Services & You

Consular Services for Canadians abroad: • Replace lost, stolen, damaged or expired

passports;

• Help in a medical emergency by providing a list of local doctors and hospitals; arrange, but not finance, a necessary medical evacuation; and assist in liaising with insurance companies;

• Request timely and transparent investigations into suspicious circumstances in the event of an alleged or apparent crime or death;

• Provide a list of local lawyers & sources of information about local laws;

• Carry out prison visits;

• Seek clemency in death penalty cases;

• Assist families in cases of death abroad by providing a list of local funeral homes; liaising with the insurance company, funeral home and local authorities; and assisting with the repatriation of remains; and

• Transfer funds if urgent financial assistance is required or assist in obtaining funds through commercial money-transfer services.

The Government of Canada CANNOT:.

• Represent Canadians in legal matters; • Post bail or pay fines or legal fees; • Investigate a crime or death; or • Seek preferential treatment for

Canadians.

Prepare for Safe and Responsible Travel

• Consult travel.gc.ca when planning your trip and again just before departure;

• Ensure proper documentations: valid passport, consent letter or court order for minor children and appropriate visas;

• Sign up for the Registration of Canadians Abroad service

• Purchase adequate travel insurance; and • Ensure sufficient financial resources to

return home.

New Requirements for Dual Citizens Flying to Canada

Canadian citizens, including dual citizens, who are flying to Canada need a valid Canadian passport, temporary passport or emergency travel document to board their flight to Canada. Canadians can contact the nearest Government of Canada office to apply for a Canadian passport.

Confederation Park. Hundreds of

attendees enjoyed delicious food and

entertainment as we celebrated my 20th

year as Member of Parliament.

I also took the opportunity to present

20 outstanding volunteers with the

limited edited Sesquicentennial Pin. This

appreciation award honoured the service

of an individual who has gone the extra

mile, takes initiative, and serves as a

positive role model within our

Scarborough-Guildwood community.

WHY I USE THE INITIALS ‘P.C.’WHY I USE THE INITIALS ‘P.C.’ You may have noticed that, in addition to the letters ‘M.P.’ (Member of Parliament), I also use the letters ‘P.C.’ after my name. These initials indicate my membership in the Queen's Privy Council for Canada. The Privy Council is the group of cabinet ministers, former cabinet ministers and other prominent Canadians appointed to advise the Queen on issues of importance to the country, including issues of state and consti-tutional affairs. The Queen’s Privy Council for Canada was first established by the British North America Act, 1867 (later renamed the Constitution Act, 1867), and its heritage dates back several centuries, with the founding of the Privy Council for the United Kingdom. Membership on the Privy Council is for life, and each privy councillor is appointed by the Governor General of Canada on the advice of the Prime Minister. All Privy Councillors carry the title "Honourable" for life and use the initials ‘P.C.’ after their names. A Sneak-Peak into Scarborough-Guildwood

On July 19, I toured Centennial College with Kate Young, Parliamentary Secretary to the Minister of Science. We discussed cutting edge robotics and health care research with students and faculty. We also celebrated a May announcement that Centennial will receive $2.3 million to support projects focused on deploying the next generation of landing gear for energy efficient aircraft. More recently, when meeting with President Ann Buller on September 11, I took an opportunity to admire the campus’ new outdoor mural.

In Spring 2017, I had the opportunity to meet constituent Ishika Tiwari who was attending Forum for Young Canadians.

The 2017 North American Indigenous Games were held in the GTA from July 16-23.

On July 20, I participated in the medal presentation ceremonies for swimming events at University of Toronto Scarborough. Congratulations to all participating athletes!

On June 19, I had the opportunity to meet constituent Victor Lal on Parliament Hill. Victor was cycling from Scarborough to Cape Spear, Newfoundland—the eastern most point of Canada—to raise funds to sponsor a refugee family from Syria. Working with the Islamic Foundation of Toronto, Victor will be welcoming the Beshmaf Family of five to Canada.
