Dear Fire Safety Colleagues,

It is truly a pleasure to welcome everyone back to the Fall 2009 semester of the New JerseyFire Safety Training Program. The New Jersey Division of Fire Safety and Kean University arecommitted to providing you with top-notch training and educational opportunities toenhance your current fire safety expertise.

With the Fall 2009 semester comes the opportunity to attend several of our successful training programs and educational courses. In addition, we will be offering a number of newadministrative, technical, Train the Trainer and general courses of interest to enhance thelearning experience for all. We have carefully selected these courses to provide the fire service with a wide variety of choices to ensure that the continuing education process is asmooth one.

There are several upcoming events for the Fire Service this Fall semester that will showcase several of the new course offerings.I look forward to seeing everyone at these events. We have included registration information for the New Jersey Fireman’sAssociation Pre-Convention seminars in Wildwood, Fire Official and Fire Inspector Retreat and the 7th Annual JuvenileFiresetter Conference in this brochure to assist you in the registration process, see Page 29 for complete event details.

In order to better serve the Fire Service, Kean University has updated its website to provide increased access to event registration and course information, upcoming events, useful links to fire service organizations and much more. You can find allthe information by visiting www.keanfiresafety.com. Please remember that online course registration will only be available onthe Division of Fire Safety website at www.state.nj.us/dca/dfs .

As always, please provide feedback throughout the semester and offer suggestions for additional educational opportunities.We also encourage the submission of course proposals for future consideration (see Page 10)

There are two methods to register for courses – by phone or with the Web-based Course Registration Process. To register for courses using the Internet, go to the Fire Safety home page(www.state.nj.us/dca/dfs) and click away! Log-on instructions are in this brochure. If you prefer, you can register by telephone at 609-324-7563.

REGISTRATION PERIODS

FIRST REGISTRATION - The first registration period begins Monday, August 24, 2009,and will continue through Friday, August 28, 2009. This period is reserved for appointed(working) fire officials, fire inspectors and fire service instructors. Registration will be limitedto two courses.

SECOND REGISTRATION - The second registration period, from Monday, August 31,2009, through Friday, September 4, 2009, is for appointed and non-appointed personnelto register. If you have already registered for two courses during the first registration period,you must wait until the open registration period to register for additional courses. A maximum of two registrations will be permitted before September 8, 2009.

OPEN REGISTRATION - The open registration period begins on Tuesday, September 8,2009, and continues through the semester. You may register for additional courses at thistime. Initially, registration is limited to a maximum of six courses during the semester.However, registration will be permitted for additional courses on a space-available basis.Credit will not be issued for repeated courses which have already been completed withinyour active certification cycle. The Division of Fire Safety reserves the right to limit the number of enrollments per person.

TELEPHONE REGISTRATION - Please select the seminar you wish to attend and call inyour choice to DFS at 609-324-7563 between the hours of 9 a.m. and 3 p.m., Mondaythrough Friday. Be prepared to register for alternate courses if your first choice is filled.When you call in your registration, be sure to have your six-digit Fire Service IdentificationNumber (1xxxxx). A reminder notice will be mailed to you prior to the scheduled coursedate. IF YOU DO NOT RECEIVE A REMINDER WITHIN TWO DAYS OF THE COURSE DATE,PLEASE CALL THE DIVISION OF FIRE SAFETY TO VERIFY YOUR REGISTRATION.You may call the Division of Fire Safety to verify or change your address at any time.

MULTIPLE DWELLING INSPECTOR INFORMATION - UCC Fire Inspectors/Officials whoalso hold a Multiple Dwelling Inspector license may use any ONE of the Code Enforcementcourses per three year license cycle for renewal of a multiple dwelling license. WEB-BASED REGISTRATION - New features added to the Division of Fire Safety websitegive fire personnel more control over the process of registering for courses. In addition, youwill be able to access and update your personal information, review and print your courseenrollment list, review and print your completed course list, obtain a certificate of attendancefor any course you have completed, review and print your current certification list, andreview and print your courses completed for certification. You can register for courses and/oraccess your records any time – day or night – from anywhere in the world. Before you canstart using the new system, you will need to establish your user ID and password. The following three-step procedure only needs to be performed once.STEP 1: AUTHENTICATION CODE - At the Division of Fire Safety home page(http://www.state.nj.us/dca/dfs), scroll down the page to Web-based Course Registration and click the arrow button to select “Get Authentication Code.” Follow the instructions onyour screen.STEP 2: USER ID AND PASSWORD - At the Division of Fire Safety home page(http://www.state.nj.us/dca/dfs), scroll down the page to Web-based Course Registration and click the arrow button to select “Logon to Portal” Follow the instructions on your screen.STEP 3: ENTER AUTHENTICATION CODE - At the Division of Fire Safety home page(http://www.state.nj.us/dca/dfs), scroll down the page to Web-based Course Registration andclick the arrow button to select “Enter Authentication Code.” Follow the instructions on yourscreen.

FOR ALL STUDENTS - If you are unable to attend a course, please call 609-324-7563 tocancel as soon as possible so that someone else may use your space. Failure to cancel willbe recorded and action may be taken. Do not call the academy where the course is beingheld to cancel. Credit will not be given for repeating a course within a three-year period.Although computer records are kept, you should keep a record of the courses you havecompleted. All courses begin promptly at 8:30 am and conclude at approximately 3:00 pm,unless otherwise indicated. In order to receive course credit, you must be present prior tothe start of class and in the classroom for the entire course. Credit may not be granted if you arrive late, return late from lunch and breaks, leave early, or if you are not in the classroom while the course is in session.

CONFIRMATION OF ATTENDANCE - Students can receive same-day confirmation of attendance at a course. If you are interested in receiving verification on the day you attend a course, you must bring your Confirmation Notice with you to class. After the class hasconcluded, the facilitator will stamp this notice as proof that you attended the course.

DRESS CODE - The Division of Fire Safety has instituted a dress code for attendance atcourses. Appropriate dress includes long pants, shirts with sleeves, and shoes. Facility representatives will enforce this dress code, and those who do not comply may be dismissed from the course and/or lose credit.

THE DIVISION OF FIRE SAFETY RESERVES THE RIGHT TO CANCEL A COURSE FOR ANY REASON RELATED TO PROGRAM DELIVERY. FOR EXAMPLE, A COURSE

MAY BE CANCELED DUE TO LOW ENROLLMENT.

Originally opened in the 1970’s, the Burlington County Fire Academy, became theBurlington County Emergency Services Training Center in 2002. The 35,000 sq. ft. educationalbuilding opened in August 2004 and consists of a 149 seat auditorium, five classrooms, four bayapparatus room / practical area, an indoor SCBA confidence room and confined space trainingarea. Also included within the facility is a full cafeteria and administrative offices. The facility isalso home to the Division of Fire Investigations and Inspections.

The fire training grounds include a class “A” burn building, a five story training towerwith a Class “A” burn room, a SCBA confidence maze, above and below grade confined spacetraining areas, a vehicle extrication area, natural gas simulators, a flammable liquids trainingarea, a propane vehicle fire simulator, drafting pond and roof training simulator. Upgradescurrently under construction include a class “B” burn building and tower, and a flashoversimulator. Several additional upgrades to the existing facility are included in this project.

The ESTC offers basic and advanced Fire and EMS training to the First Responders ofBurlington County and beyond. Additional programs include NJ DFS certification programs forFire Inspector, Fire Official, Fire Officer, and Incident Management. Through an agreementbetween the ESTC and Burlington County College, the training center offers courses that earncredit toward an Associate in Applied Science Degree in Fire Science Technology.

NFA - JUVENILE FIRESETTER INTERVENTION SPECIALIST I Instructor: Captain Helge Nordtveit, Cranford Fire Department

Retired Assistant Fire Marshal Andy Braig

This leadership course was developed as a result of an emerging standard. The standard is the NFPA 1035Juvenile Firesetting Intervention Professional Standard, which is part of the Public Fire & Life SafetyEducator 1035 Standard. Students will address the skills essential for the Juvenile Firesetting InterventionSpecialist I which include: Identification; Intake; Interview; Determining Intervention Strategy; Fire & LifeSafety Education; Referral to Mental Health or Juvenile Justice and Evaluation. Attendees will be given aNational Fire Academy Certificate of Completion for this 2 day class as well as 1.0 Tech. CEU’s from theNew Jersey Division of Fire Safety. This course is an interactive presentation based upon 16 Life Saving Initiatives as developed by theNational Fallen Firefighter Foundation. This course is specifically designed for the New Jersey Fire Serviceand will examine statistics and causes of New Jersey Firefighter Line of Duty Deaths from 1984 to 2006.This course was specifically created to educate and enlighten all levels of New Jersey Fire Service. This isa cooperative effort between the National Fallen Firefighter Foundation, the New Jersey Society of FireService Instructors and the New Jersey Division of Fire Safety. SEPTEMBER 16.

TERRORISM AWARENESS FOR THE FIRE SERVICE & EMERGENCY MEDICAL SERVICES – TTT Instructors: Colleen Lucid, State of New Jersey Office of Homeland Security and Preparedness

The New Jersey Office of Homeland Security and Preparedness will be presenting a five (5) hour Train-the-Trainer program for "CERTIFIED Fire and EMS Instructors," on the "Terrorism Awareness &Prevention for Fire and Emergency Medical Services" course. This course is approved by the U. S.Department of Homeland Security and is designed to provide situational awareness to the Fire andEmergency Medical Services community of New Jersey. This course will provide a foundation for identifyingthe signs of terrorism and the important role of the first responder in preventing a future terrorist attack by passing on information that may have a connection to terrorist activity. The course will provide the firefighter and Emergency Medical Technician (EMT) with training resources on specific behaviors that mayindicate terrorist activity and how to report the information. SAFETY & SURVIVALInstructor: Firefighter Daniel DiRenzo, Camden County Fire Academy Safety & Survival Unit

An average of 100 firefighters every year is lost in the line of duty. All firefighters must be taught self-rescueskills to increase their chances of survival on the fire ground. This 8 hr. intensive hands-on training coursewill educate firefighters on the necessary skills to better prepare them for various fire ground emergenciesthey may encounter. Students will endure various skill stations focusing on SCBA confidence, MAYDAY procedures, situational awareness, entanglement hazards, emergency escape techniques, disorientationemergencies, etc. This class is intended for every firefighter from rookie to veteran so we can achieve ourultimate goal of everyone goes home!

FORCIBLE ENTRYInstructor: Firefighter Nate DeMarse, FDNY/Brotherhood Instructors

The days of “kicking down doors” are over. Forcible entry when performed by a trained member or teamcan mean the difference between a quick knock-down or complete loss. Utilizing attributes such as knowl-edge, skill and correct technique instead of simply brute strength will allow passage through today’s forcibleentry problems.

All students will have the opportunity to perform the following skills:• Conventionally force inward opening doors of varying difficulty• Conventionally force outward opening doors• Force a simulated door from the “hinged side”• Force padlocks using a Duck-bill lock breaker and the irons• Force a “Chinese” padlock with a screwdriver• Cut a padlock with a power saw• Perform 10 cuts with a power saw to simulate the removal of window bars• Cut a simulated American Series 2000 (hockey puck) lock with a power saw• Pull several lock cylinders using a “K-Tool”, “Rex Tool” and the “irons”• Receive ample hands-on time practicing “through-the-lock” techniques on hundreds of locks on display

NFPA Fire Analysis & Research report; Fire Service Fatalities in Structure Fires, indicated that a majorcause of firefighter injuries and death was lost inside structures and running out of air! This course lets youexperience search rope tactics for large area structures when searching for life, fire or a downed fire fighter.Learn how to conduct large area search operations inside a Big Box structure. Practice search rope tactics;learn how to expand the search with tag lines while staying oriented using a knotted rope system.Participants will learn how to track and manage search operations in a large area structure; including the"outside" tasks; air-time management and search team accountability.

REQUEST FOR COURSE PROPOSALS

The NJ Division of Fire Safety strives to provide its service professionals and volunteerswith access to timely, informative and effective training and education. To stay currentwith changing demands and requirements placed on all first responders, the Division, incooperation with Kean University, issues this Request for Course Proposals for upcomingsemesters from qualified professionals interested in teaching and training the FireService community.

Specifically, the Division of Fire Safety requests proposals for continuing education courses related to training, education and communications issues relevant to fire servicepersonnel throughout New Jersey. New proposals can cover a myriad of topics rangingfrom management and leadership skills to inspections and instructor specific courses.Current hot topics, including operations as well as fire service safety, also will be considered.

The Division encourages potential instructors to submit new ideas, teaching methods andprograms as part of this call for proposals. Ultimately, these proposals will be judged ontheir timeliness, effectiveness, quality and relevance to the fire service. All proposalsmust include a detailed fee structure for development and execution.

This Request for Course Proposals is detailed and comprehensive. To be reviewedand/or considered for an upcoming teaching assignment, please submit all materials outlined in the Course Proposal checklist attached to this notice. Submissions that do notinclude all items referenced on the checklist will not be reviewed.

Litigation (both criminal and civil) is a typical result of fires and other catastrophes. Fire officials andinspectors possess skills and knowledge that could make them important witnesses in the discoveryprocess leading up to the trial, and/or at the trial itself. This presentation tells the story of the tragic day that the New York City Fire Department suffered onJanuary 23, 2005 in the Bronx, NY. A total of 6 Firefighters were trapped above the fire floor in the rear of a tenement. To avoid getting caught in the flash over that was about to occur, the firefighters were forced to bail out windows without the help of ropes and fall 5 stories to the alley below. Two firefighterswere tragically killed with the four others critically injured. Along with another fatal fire in Brooklyn, NY, theday is now known throughout the fire service as the Black Sunday’s Bronx Fire. The presentation gives astep by step detailed experience of a fire that went from normal to unimaginable conditions in the blink ofan eye. Numerous lessons are shared from this day from two of the firefighters who survived to talk aboutit. The presentation includes audio of the radio transmissions that day along with video and photos of thebuilding.

FIRE RATED DOORS AND HARDWARE: CE748A GUIDE TO FIELD INSPECTIONInstructor: Foundation for the Advancement of Life Safety and Security

This course is based on the changes in the 2007 edition of NFPA 80 Standard for Fire Doors and OtherOpening Protectives. Due to these changes, fire rated doors must now be inspected on an annual basis. Ina perfect world, fire doors will contain fires and provide time for sprinkler systems to extinguish flames andoccupants to safely evacuate. But, doors are subject to wear and tear over time and will eventually need tobe repaired or replaced. Building owners and facilities management personnel may not fully understandtheir role in properly maintaining the fire door assemblies within their structures and may rely on code officials and inspectors to identify problems. The objective of the course is to teach the updated NFPA 80Standard, which includes the installation, operation, features, basic criteria, and maintenance of fire rateddoors.

The program will present material on means of egress requirements of the NJ Uniform Fire Code and the NJ Uniform Construction Code for special locking devices and door hardware. An understanding of how the installation of special locking devices and door hardware will provide the fire inspector with theunderstanding of how the devices shall be maintained to ensure the compliance with the requirements ofChapter 10 of the NJ IFC. ESFR sprinkler systems and residential sprinkler systems are systems which the fire inspector will encounter more frequently during inspections. The Chubb Services Corporation Loss Control Training Center is located in Warren, New Jersey. Thisfacility is equipped with state-of-the-art fire protection equipment including sprinkler systems, fire pumpsand fire detection systems. All courses at the Chubb training facility are hands-on.

MODULE 1 IS A PREREQUISITE FOR ALL OTHER CHUBB MODULES.

MODULE ONE: CE553WET PIPE AUTOMATIC SPRINKLER SYSTEMS AND WATER SUPPLIES

This hands-on class will cover the basics of automatic sprinkler systems including the wet pipe sprinkler system, the most common sprinkler system found in NJ. The components of the sprinklersystem will be reviewed including piping, sprinklers, fire department connections, alarm check valves, andsprinkler control valves. Testing requirements of the UFC and NFPA 25 will be demonstrated including valveinspection, testing of sprinklers, and the main drain test. Water supplies for sprinkler systems will beoverviewed including fire pumps, gravity tanks, and city water mains. A fire hydrant water flow test will beconducted by students and test results analyzed to determine adequacy for fire protection systems.

Annual fire door testing procedures required by the UFC will be reviewed including a demonstration of a rolling steel fire door drop test.

The Fire Service Instructor Safety courses are components of the New Jersey State Fire ServiceInstructor Certification Program. Information regarding the requirements for certification for InstructorLevel I, Instructor Level II, and Special Instructor Certificate for Drill Ground Instructor can beobtained from the New Jersey Division of Fire Safety, Office of Training and Certification at 609-324-7563. The newly developed Drill Ground Instructor safety program replaces the GeneralSafety, SCBA/Smokehouse and Live Burn Safety programs. Contact your local fire academies foradditional course offerings of the Drill Ground Instructor program.

Completion of a General Safety program or the Drill Ground Instructor program is a prerequisite foradmittance into the Fire Service Instructor Level I Certification Examination. It is strongly suggestedthat individuals first complete the educational methodology course prior to taking this examination.Turnout gear is not required for the Drill Ground Instructor program or the written examination.

The courses needed for Fire Service Instructor Certification are being offered to those interested incertification as a Fire Service Instructor Level I or Level II. There are two paths available to meet theeducational methodology criteria for credentialing; the first path includes the completion of a 16-hourInstructional Techniques for Company Officers or 40-hour Educational Methodology program ofinstruction which meets the educational methodology requirements for Instructor Level I and IIrespectively. The second path includes completion of a program of instruction that meets therequirements of NFPA 1041, Standard for Fire Service Instructor Professional Qualifications, 2002edition, utilizing the International Fire Service Training Association (IFSTA) publication titled “Fire andEmergency Services Instructor, 7th Edition. This publication is used for both the Level I and Level IIinstructional programs.

The Division of Fire Safety is pleased to announce that a "challenge" Fire Officer 1 WrittenExamination will be conducted during the Fall 2009 semester at specific regional fire academies.The Division of Fire Safety will accept the Fire Officer 1 Challenge Exam Completion Certificate tomeet the "Written Examination" credentialing requirements established for the issuance of the FireOfficer 1 Certification. Below are listed the exam dates and locations. The exam is three hours inlength. Each participant must show a photo ID to be admitted into the exam room. Registration ispermitted through the NJ Portal System, or by calling the Office of Training and Certification. A confirmation notice will be sent to all who register. This announcement is not endorsed by the NJDepartment of Personnel and will not substitute for their requirements. This examination will not be administered orally to a candidate. The exam questions have been validated by the Division of FireSafety and meet the requirements of the NFPA 1021 Standard.

The Incident Management System, having roots inthe Forest Fire Service, makes it logical that the Division of Fire Safetytap this resource. The New Jersey Forest Fire Service is an agency within the New Jersey Department ofEnvironmental Protection with the responsibility for the protection of life, property and naturalresources from wildfire.
