SHORT-TERMSTUDYABROADPROGRAMSDefinitionAshort-termstudyabroadprogramisdefinedasaprogramofeightweeksorlessinduration(InstituteofInternationalEducation,2015).Donnelly-Smith(2009)explainedthat“short-termprogramscanrangefromweeklongprogramsconductedduringspringbreakinconjunctionwithasinglecourse,tothree-orfour-weekprogramsconductedduringJanuarytermorinthesummer,tolongerprogramsofuptoeightweeksthatcaninvolvehomestays,traveltomultiplesites,andserviceorresearchexperience”(p.12).GlobalSeminarsShort-term,faculty-ledstudyabroadprogramsatSt.NorbertCollegearecalledGlobalSeminars.Youmayselectoneofthreeprogramtypes:

• 4-creditJ-TermorSummerProgram:TheentirecourseisofferedduringtheJ-Termorsummer.StudentsearnallfourcreditsduringtheJ-Termorsummer.

• 2+2programProgram:ThecourseisofferedasafallplusJ-Termcourseorasaspringplussummercourse.Studentsearntwocreditsduringthefall/springandtwocreditsduringtheJ-Term/summer.

• EmbeddedProgram:A4-creditcourseisofferedduringthefallorspringsemester.StudentsmuststudyabroadduringtheJ-Termorsummerasarequirementforthecourse.

Pleaseseethe“FinancialModels”sectionofthishandbookforamoredetailedoverviewoftheprogramtypes.BenefitsMoreU.S.postsecondarystudentsparticipateinshort-termprograms(62%)thaninmid-length/semester-long(35%)orlong-term/year-longprograms(3%;InstituteofInternationalEducation,2015).Therecentgrowthinparticipationinshort-termstudyabroadprogramshaspromptedsomeresearcherstoexplorethedifferencesinstudentoutcomesbetweenshort-termandsemester-longstudyabroadparticipants.Dwyer(2004)pointedoutthattheconventionalwisdominthestudyabroadfieldisthat“thelongerstudentsstudyabroadthemoresignificanttheacademic,culturaldevelopmentandpersonalgrowthbenefitsthataccrue”(p.151).UsingdatafromalongitudinalstudyofalumniofstudyabroadprogramsofferedbytheInstitutefortheInternationalEducationofStudents(n=3,723),Dwyerfoundthatalthoughstudentswhoparticipatedonayear-orsemester-longprogramsawgreatergainsacrossoutcomecategories(e.g.,learningmoreaboutanotherculture,learninganotherlanguage,developingagreaterunderstandingofone’sownculturalvaluesandbiases),participationashort-termprogramsalsosignificantlyimpactedstudents.ChieffoandGriffiths(2004)concurredthatshort-termprograms“areworthwhileeducationalendeavorsthathavesignificantself-perceivedimpactsonstudents’intellectualandpersonal

lives”(p.174).Nam(2012)alsofoundthatashort-termstudyabroadprogramcanhaveapositiveeffectonstudents’personalandprofessionaldevelopment,includingcareergoals,educationalaspirations,self-awareness,worldviewandperspectivechange,globalengagement,criticalthinkingskills,andmotivationrelatedtointernationalaffairs.Anderson,Lawton,Rexeisen,andHubbard(2006)agreedthatshort-termprogramscanhaveapositiveeffectonstudents’interculturalsensitivity.Similarly,Mapp’s(2012)findingsindicatedthatshort-termprogramscanproduceachangeinculturaladaptability.

ProgramAssistantResponsibilities:AProgramAssistantisrequiredforallGlobalSeminars.SincetheProgramAssistantisnotprimarilyresponsibleforcoursecontentorinstruction,thisindividualwillnotreceiveteachingcreditfordeliveryofafullorpartialcourseunit.TheFacultyDirectorisresponsibleforselectingoneProgramAssistantinconsultationwiththeCenterforGlobalEngagement.TheFacultyDirectormustselecttheProgramAssistantbythetimethattheproposalissubmittedtotheCenterforGlobalEngagement.TheProgramAssistantmust:

FINANCESANDBUDGETING

BudgetTemplateAspartofyourproposal,youwillsubmitaproposedbudget.FollowingyourmeetingwiththeCenterforGlobalEngagement,youwillfinalizeyourprogrambudgetandidentifyaper-studentcost.Oncefinalized,thebudgetforyourGlobalSeminarcannotbechanged.Programexpensesaredefinedaseitherfixedorvariablecosts.Fixedcostsdonotchangebasedonthenumberofparticipants(e.g.,flightfortheFacultyDirector).Variablecostsaredependentonthenumberofparticipants(e.g.,roomcosts).Asyouexplorethebudgettemplate,pleasepayattentiontothefollowingnotesandtips:

• Groupsize:Asthenumberofparticipantsincreases,thecostperstudentdecreases.• Foreigncurrency:Listanticipatedcostsinthelocalcurrency.• Mealreimbursement:TogetherwiththeCenterforGlobalEngagement,areasonable

per-daycostformealreimbursementwillbedetermined.GiventhenatureofGlobalSeminars,thismaynotalignwiththeFinanceDepartment’sTravelandExpenseReimbursementPolicy.

• U.S.Airport:TheFacultyDirectorwillworkwiththeCenterforGlobalEngagementtobudgetanappropriateamountforinternationalairfare.Thereisnopolicythatdictatesfromwhichairportyoumustdepart.Instead,thepriceforyourairfaremustadheretothepre-determinedbudget.

• Insurance:TheFacultyDirectorandProgramAssistantwillbeenrolledinaninternationalhealthinsuranceplan.

• StudentMeals:TheCenterforGlobalEngagementencouragesfacultytobudgetforandarrangewelcomeandfarewellmeals.Typically,otherstudentmealsareanoff-budgetexpense.

• Excursions:TheFacultyDirectorisresponsiblefordeterminingifgroupexcursions(e.g.,museumvisits,culturalactivities)shouldbebuiltintotheprogramfeeorincludedasanoff-budgetexpenseforstudents.Unlessthebudgetallows,noexcursionsmaybeaddedafterthebudgethasbeenfinalized.

• CrisisContingencies:TheFacultyDirectorwillreceive$100perstudentforcrisiscontingencies(e.g.,taxifaretoahospital).TheFacultyDirectorshouldcompletethecashadvanceformandsubmittheformtotheadministrativeassistantintheCenterforGlobalEngagementatleasttwomonthsbeforethedeparturedate.IfastudentisenrolledintwoclassesaspartofoneGlobalSeminar,only$100isallottedforthestudent.

• CenterforGlobalEngagementAdministrativeFee:Theadministrativefeeis$150perstudent.Noadjustmentscanbemadetothisfee.

• Off-BudgetStudentCosts:Typicalcostsincludetuition,meals,studentairfare,requiredvaccinations,passportand/orvisa,localtransitpasses,books,andpersonalexpenses.

BudgetPolicies

• AllGlobalSeminarsmustbefinanciallyself-supporting,meaningthatallcostsoftheprogramaremetbychargingstudentsthenecessaryfee.

• Oncefinalized,thebudgetforyourGlobalSeminarcannotbechanged.AnyexpensesincurredbytheFacultyDirectorandProgramAssistantoutsideofthefinalizedprogrambudgetwillnotbereimbursed.

• StudentscannotapplytheirregularfinancialaidpackagetothecostsassociatedwithGlobalSeminars.Asyoubuildyourprogrambudget,pleasebemindfulthatcostisoftenoneofthetopbarrierstostudentparticipationinstudyabroad.DesignaGlobalSeminarthatisaccessibletostudentsfromdiversesocioeconomicbackgrounds.

• EachcoursehasitsownbudgetlineintheSt.NorbertCollegeBanneraccountingsystem.TheCenterforGlobalEngagementwillcreateandmanagethebudgetline.

• AtleastsixstudentsmustbeenrolledinyourGlobalSeminarbytheapplicationdeadline.

• TheFacultyDirector’sandtheProgramAssistant’scostswillbecoveredbythestudents’fees,including:housing,meals,airfare,transportationto/fromaU.S.airport,on-sitetransportation,andenrollmentinaninternationalhealthinsuranceplan.ImmunizationsandvaccinationsarenotcoveredbytheCenterforGlobalEngagement.

• St.NorbertCollegeortheCenterforGlobalEngagementwillnotpayforexpensesthatyouincuroutsideoftheprogramdates.Ifyouelecttoarrivebeforetheprogramstartdateorstayaftertheprogramenddate,youareresponsibleforallcostsoutsideoftheprogramdates.

• Thecollegeandoutsideauditorsrequestthatwemakeasmanypaymentsaspossiblepriortodeparturetominimizethenumberandamountofcashtransactionsthatareconductedduringthetravelsegmentofthecourse.

• TheFacultyDirectorandProgramAssistantshouldnotcollectfeesfromanystudents.Pleasesee“StudentPayments”below.

TrackingExpensesAfteryourbudgethasbeenfinalizedandtheprogrampriceforparticipantshasbeendetermined,nofurtheradjustmentscanbemadetoyourbudget.Youareresponsibleforadheringtoyourprogrambudget.TheadministrativeassistantintheCenterforGlobalEngagementprovidesFacultyDirectorswithaTravelExpenseLedgerSheetandTravelLedgerCategoryKey.FacultyDirectorsshouldutilizetheTravelExpenseLedgerSheettotrackanddocumenteachdailyexpenseincurredduringtheGlobalSeminar.TheTravelLedgerCategoryKeyisprovidedtodefineeachofthecategoriesontheTravelLedgerExpenseSheetandtoassistinappropriatedocumentationofexpenses.OriginalreceiptsarerequiredtodocumenteachoftheexpensesincurredaspartoftheGlobalSeminar.Eachofthereceiptsshouldincludethedateandspecifywhatthepurposeoftheexpenseisonthereceipt(e.g.,lunch,groceries,taxi).TheTravelExpenseLedgerSheetmustbecompletedandreturnedtotheCGEadministrativeassistantwithintwoweeksafteryourreturntotheUnitedStates.Allreceiptsmustbeinchronologicalorder.Theadministrativeassistantwillsubmitthenecessarypaperwork(i.e.,receipts,TravelExpenseLedgerSheet,ExpenseReimbursement/AdvanceReconciliationWorksheet)totheFinanceDepartment.TheCGEadministrativeassistantwelcomesmeetingswithFacultyDirectors(andProgramAssistants)toreviewprocessesandprocedurespriortotheGlobalSeminar.CashAdvanceRequestsforacashadvancemustbeapprovedbytheAssociateAcademicDeanforGlobalAffairs(e.g.,foremergencycontingencyfunds).AllexpensesusedforthecashadvancemustbedocumentedusingtheTravelExpenseLedgerSheet,anddetailedreceiptsmustbeprovided.FundsthatwerenotutilizedmustbereturnedtotheCGEadministrativeassistant.

LOGISTICALARRANGEMENTS

FlightsTogetherwiththeCenterforGlobalEngagement,theFacultyDirectorwilldeterminetheamountthatshouldbebudgetedforround-tripairfarefortheFacultyDirectorandtheProgramAssistant.Therearetwooptionsforbookingflights.First,youmaybooktheirownflights.TheCenterforGlobalEngagementmustapprovethepriceanditinerarypriortothebooking.CGEwillreimburseyouaftertheflightshavebeenbooked.Second,CGEstaffwillcoordinatethebookingofyourflightswithourtravelagent.TheFacultyDirectorandProgramAssistantmustarrangeflightsthatadheretothebudget.Ifyouelecttoarrivebeforeordepartaftertheprogramdates,youareresponsibleforalladditionalcostsandlogisticalarrangements.Similartosemester-longstudyabroadandoff-campusprograms,studentsareresponsibleforarrangingtheirownround-tripflights.Tosupportstudents,theCenterforGlobalEngagementcoordinateswithourtravelagenttoarrangeanoptionalgroupflight.Studentsmaybooktheirflightsindependentlyorbookflightsviathegroupflight.Eitherway,youmustprovidecleardetailstostudentsaboutthearrivalanddeparturedates,times,locations,andmeetingpoints.AirportTransportationintheU.S.TheCenterforGlobalEngagementwillcoverupto$200forcostsassociatedwithyourtransportationtoandfromyourU.S.airport.YouareresponsibleforbuildingtheappropriateamountforyourProgramAssistantandyouinthebudget.Themaximumamountallottedforflyingto/fromGRBis$50perperson.FacultyDirectorsandProgramAssistantsshoulduseataxi(insteadofdrivingandparking)whenflyingin/outofGRB.Aswithflights,studentsareresponsibleforarrangingtheirowntransportationtoandfromtheirU.S.airport.TransportationAbroadTransportationneedsoftenincludeairportpickupanddropoff,guidedtours,andtraveltoandfromcurricularandco-curricularsitevisits.Ahighdegreeoftravelhasthepotentialtosignificantlyincreasetheprogramcostforstudents.Pleasebethoughtfulwhendesigningyouritinerary.Ifpossible,youshouldrequestaninvoicefortransportationduringthedesignphasesothatyoudonothavetopayfortransportationcostsonsite.Forhigh-andmedium-supportmodels,theCenterforGlobalEngagementwillcoordinatethetransportationforyourGlobalSeminar.Forthelow-supportmodel,althoughtheCenterforGlobalEngagementcanproviderecommendationsforFacultyDirectors,youareultimatelyresponsibleforcoordinatingalltransportationabroad.

HousingAbroadHousingoptionsincludeyouthhostels,universityresidencehalls,hotels,guesthouses,bedandbreakfastaccommodations,short-termapartments,andhostfamilies.Fromalogisticalperspective,itiseasiesttokeepstudentshousedinasfewaccommodationsaspossible.Itismostimportanttoprovideaccommodationsthataresafeandprovideappropriatecontactwiththehostculture(s).Ifpossible,youshouldrequestaninvoiceforaccommodationsduringthedesignphasesothatyoudonothavetopayforhousingonsite.Forhigh-andmedium-supportmodels,theCenterforGlobalEngagementwillcoordinatetheaccommodationsforyourGlobalSeminar.Forthelow-supportmodel,althoughtheCenterforGlobalEngagementcanproviderecommendationsforFacultyDirectors,youareultimatelyresponsibleforcoordinatingallaccommodationsabroad.MealsAbroadTogetherwiththeCenterforGlobalEngagement,youwilldetermineanappropriateamountofmoneytobudgetforyourmealsgiventhedurationandlocation(s)ofyourGlobalSeminar.GiventhenatureofGlobalSeminars,thebudgetedamountmaynotalignwiththeFinanceDepartment’sTravelandExpenseReimbursementPolicy.TheCenterforGlobalEngagementencouragesyoutoincludewelcomeandfarewellmealsintothebudgetanddesignofyourGlobalSeminar.Formalandinformalmealshavethepotentialtoserveasaspaceforreflectionanddiscussion.Someaccommodations(e.g.,hostfamilies)mayincludebreakfast,lunch,and/ordinnerinthecostsforaccommodations.Apartfromtheseincludedmealsandcommongroupmeals,additionalmealsshouldbeincludedasanoff-budgetexpenseforstudents.Youshouldbemindfulofprovidingrecommendationsforstudentsandpaycloseattentiontoyourparticipants’dietaryrestrictions.MobilePhoneTheCenterforGlobalEngagementdoesnotprovidemobilephonesforFacultyDirectors,ProgramAssistants,orstudentstoutilizeduringGlobalSeminars.YouareadvisedtouseappssuchasWhatsApp,FacebookMessenger,iMessage,Viber,Kik,andGoogleHangouts.TheCenterforGlobalEngagementwillnotreimbursefacultymembersforanyfeesrelatedtomobilephoneuse.

STUDENTENROLLMENT

• Irritability:Duringthisphase,individualstakeamoreactiveroleintheirnewsurroundings.Thisproducesfrustrationbecauseofthedifficultiesencounteredindealingwitheventhemostbasicaspectsofeverydaylife.Sometimesinsignificantproblemscangetblownoutofproportion.

• GradualAdjustment:Theculturegraduallybecomesfamiliarandindividualsbegintoorientthemselvesandinterprettheculturearoundthem.

• Adaptation:Theabilitytofunctionintwocultureswithfullconfidenceischaracteristicofthisstage.Theacutesenseof“foreignness”nolongerexists.

• Re-entryPhase:Returninghomeisthelaststageofculturaladjustment.Forsomeindividualsthiscanbethemostdifficultphaseofall.

Althoughmostparticipantswillnotbeabroadlongenoughtofullyexperienceallofthesephases,itislikelythatsomeofthethoughtsandemotionsthatyourstudentsexperiencewillberelatedtospecificstagesofculturaladaptation.Respondingtothecognitiveandemotionaladjustmentproblemsthatsomestudentsdevelopcanbechallenging.Thefollowingsuggestionsmayhelpyouminimizetheproblemsexperiencedbyyourstudents:

MultipleandIntersectingIdentitiesDuringthemandatorypre-departureorientation,theCenterforGlobalEngagementstaffdiscussesthepostcolonialperspectiveandhowstudents’multipleandintersectingidentitiesmaybeperceivedabroad.Weencourageyoutocontinuethesediscussions.AstheFacultyDirector,studentswillseeyounotonlyasateacher,butalsoasthemostknowledgeablepersononhowtosuccessfullynavigateanencounterwiththehostculture.Makeyourselfasaccessibleaspossibletostudentsastheyexperienceintrapersonalgrowth.LiabilitySt.NorbertCollegehasinsurancepoliciesthatwillcoverfacultyandstaffforgeneralliability,automobileliability,physicaldamage,excessliability,workers’compensation,andeducators’legalliability.Thesepoliciesarethesamethatcoverfacultyandstaffoncampus.PolicysummariesareavailablethroughHumanResources.Asisthecasewiththeinsuranceindustryasawhole,therearelimitationsonthesepolicies.Thefollowingactswouldnotbecoveredbyaninsurancepolicy:
