Enclosed for your information is the Diablo Canyon Power Plant (DCPP) Units 1

and 2 Inservice Testing Program Plan, Revision 12. Submittal of the ISTProgram Plan is in accordance with the guidance provided in NUREG-1482,Question Group 61.

The Safety Evaluation dated June 24, 1997, denied two relief requests, P-RR1and V-RR12. These relief requests were submitted with the IST Program-Second Ten-Year Testing Interval, dated December 29, 1995. Both ReliefRequests P-RR1 and V-RR12 were removed in Revision 12 of the Program

Listed below are the significant revisions to the IST Program Plan forrevision 12.

A. Introduction1. Added "HOT STANDBY AS THE SAFE SHUTDOWN CONDITION" statement to theintroduction.

B. Pumps

1. Added relief request number 3 for Centrifugal Charging Pumps.This relief request asks for relief from measuring total pump flowduring the quarterly pump surveillance test, in that the pumpminiflow recirculation flow would not be measured but normalcharging flow would be measured. On a refueling frequency, the pumpwould be tested at full or substantial flow conditions using a secondset of reference values.

2. Deleted relief request number 1 for all pumps. This relief requesthad asked for relief on digital gauge ranges. NRR has denied thisrequest .

C. Pump Relief Requests

1. Added pump relief request P-RR3 for Centrifugal Charging Pumps.

2. Deleted pump relief request P-RRl because NRR has rejected thisrelief request as part of their review of revision 11 to the ISTProgram Plan.

Valves

The following manual valves have been added as a result of theirinclusion in FSAR Table 3.9-9 "List of Active Valves" and thatthese valves are credited in the safety analysis for being capableof being repositioned to mitigated the consequences of anaccident.

a. System 14 Component Cooling Water System. These valves will befull stroke tested on a quarterly frequency except for CCW-4 andCCW-5 which will be full stroke tested on a refueling outagefrequency and partially stroke tested on a quarterly frequency.

Added position indication test for RHR-HCV-637 and RHR-HCV-638RHR Heat Exchanger Outlet Valves because the monitor lights areused to stroke time test the valves. This is per guidance inNUREG-1482 section 4.2.6.

Added position indication test for steam generator feedwaterregulating valves FW-FCV-510, -520, -530, -540, and steamgenerator feed regulator bypass valves FW-FCV-1510, -1520, -1530,and 1540 because the monitor lights are used to stroke time testthe valves. This is per guidance in NUREG-1482 section 4.2.6.

Corrected valve types from "GATE" to "GLOBE" for the followingsystem 04 valves: Steam Generator Sample Isolation Valves FCV-244, -246, -248, -250 and Steam Generator Blowdown IsolationValves FCV-760, -761, -762, and -763.

Corrected valve types from "DIAPHRAGM" to "BALL" for system 07valve RCS-8029.

Deleted partial stroke test for system 09 Accumulator Outlet CheckValves SI-8956A,B,C and D. Zn revision 10 of the ZST programplan, 8956A-D full stroke test was changed from disassemble andinspect to "Non-Intrusive Test" which fully strokes the valve.If disassembly is required, technical justification exists.toverify full stroke prior to reassembly.

Deleted manual stroke test for system 10 RCS Loop 4 to RHRisolation valves RHR-8701 and RHR-8702 and added power operatedvalve stroke time test. The valves will be stroke timed in bothdirections with maximum stroke time of 160 seconds. See ColdShutdown justification V-CS31.

Changed frequency for stroke test of CVCS-8440 from Cold Shutdownto Refueling Outage. This check valve is the Volume Control Tankoutlet and is stroke tested in the closed direction. SeeRefueling Outage justification ROll.

Changed stroke test frequency for Containment Purge Supply valvesVAC-FCV-660 and -661 and Containment Purge Exhaust valves VAC-RCV-11 and -12 from Refueling Outage to Cold Shutdown. Also changedstroke test procedure number to STP V-3T7 ~ See Cold Shutdownjustification V-CS29.

Changed stroke test frequency for Containment ExcessPressure/Vacuum Relief valve VAC-FCV-662, Containment ExcessPressure Relief Valve VAC-FCV-663 and Containment Vacuum Reliefvalve VAC-FCV-664 Refueling Outage to Quarterly. Deleted thesevalves from old refueling outage justification V-R011.

17. Changed System 17 check valves SW-34, SW-170, SW-301 and SW-303procedure number from PM to STP V-18. STP V-18 is a procedure todisassemble and inspect the valves on a refueling outagefrequency.

18. Changed System 07 check valves RCS-508 and RCS-8028 test procedurenumber for exercising the check valves to STP V-18. The valveswill be disassembled and mechanically exercised on a refuelingoutage frequency. Changed the test frequency from OM Parti torefueling outage and change procedure requirement to disassemblyand manual exercise of check valve from partial stroke.

Cold Shutdown Justification Statements

Added Cold Shutdown Justification V-CS29 for Containment PurgeSupply Isolation valves FCV-660 and FCV-661 and ContainmentExhaust Isolation valves RCV-11 and RCV-12. V-CS29 replacesRefueling Outage Justification V-R011 for these valves. Thisjustification is required because the stroke time frequency forthese valves has been changed from Refueling Outage to ColdShutdown.

Deleted Cold Shutdown Justification V-CS29 for CVCS Volume ControlTank outlet check valve 8440. The old V-CS29 is replaced byRefueling Outage Justification V-R011 for this valve. Thisjustification is required because the stroke time frequency forthese valves has been changed to Refueling Outage from ColdShutdown.

Added Cold Shutdown Justification V-CS31 for RCS Loop 4 to RHRsystem isolation valves RHR-8701 and RHR-8702. This justificationis required because of addition of power operated stroke time testof valves per STP V-3M5.

Added Cold Shutdown Justification V-CS32 for normal and alternatecharging valves 8146, 8147, 8378A,B,C and 8379A and B. Thesevalves are all stroke tested using STP V-3K5 which switches fromnormal charging to alternate charging and.back to normal. In theprocess, power operated valves 8146 and 8147 are full stroked andcheck valve 8378A,B,C and 8379A and B are stroked open.Westinghouse Infogram (WIG) 90-025 recommends not switching fromnormal to alternate charging during power operations because ofthe thermal transient induced on the alternate charging nozzle.See AR A0413166 for engineering response to WIG 90-025.

Added Refueling Outage Justification V-R012 for RHR to Hot Legs 1and 2 Check Valves RHR-8740A and RHR-8740B. This replaces Requestfor Relief V-RR7 because the valves will now be full stroke testedand verified using Non-Intrusive test on a refueling outagefrequency.

Added Refueling Outage Justification V-R013 for System 09 valvesSI-8818A, -8818B, -8818C and -8818D. This replaces Request forRelief V-RR9 because the valves will now be full stroke tested andverified using Non-Intrusive test on a refueling outage frequency.

Added Refueling Outage Justification V-R014 for System 07 valvesRCS-8028 and RCS-508. These check valves are in the combined ECCSrelief valve discharge header to the PRT. Revision 11 called fora partial stroke test per local leak rate test STP V-671 on an OMPart 1 frequency. These valves will now be partially stroked openand verified using Non-Intrusive test on a refueling outagefrequency.

Added Refueling Outage Justification V-R015 for System 08 and 14containment penetration bypass check valves CCW-581, CCW-670 andCVCS-8109. These check valves provide over pressure protectionfor containment penetrations 20, 21 and 45 when the penetrationsare isolated. These valves will be stroked open and flow verifiedthrough the valve to verify valve opening.

Added Refueling Outage Justification V-R016 for System 14 manualvalves CCW-4 and CCW-5 which are used for CCW suction header trainseperation. These valves will be partially stroke tested on aquart'erly frequency and full stroke tested on a refueling outagefrequency.

Added Refueling Outage Justification V-R017 for System 08 ChargingFlow to Cold Legs bypass check valve 8483. This valve will bestroked open on a refueling outage frequency so that the valve'ssafety function, opening to provide pressure relief can beassured.

Deleted Relief Request No. V-RR12 because NRR has rejected itbased on their review of revision 11 of the ZST PP. No changes tothe valves testing program (Table 2.0) were required because thisrelief request had not been used.
