The truth is that my mind shoots out in a million directions, supernova-ing before my eyes, and I am lost in the kaleidoscope of possibility, opportunity and sheer dream.

And the facets of each fragment turn and spin before. As I turn one in my hand, examining it, another flares up and burns brightly.

Sometimes I am lost in the beauty of all that could and might never be. And amidst it all, I must choose one to take into my hands and craft into reality.

And at night, when I finally lay down, the listless pieces float back to the Earth, cascading all around me.

Again I see the times and pseudo-memories of potentiality already fading farther from this reality. Perhaps it will find its realization somewhere else.

Or perhaps there really is nowhere but here. Amidst the bombardment of falling ideas I eventually find sleep and dream of other worlds, possibilities, past and future all meshed and fragmented into amalgams that only the Aeons might truly understand.

And from these flashes of insight, the visions from beyond I find waking world once again.

Nous vous remercions de parcourir ce site et de vous intéresser aux conditions de vie du peuple centrafricain en général et aux enfants en particulier.Dans ce pays, nous avons rencontré des parents ne pouvant nourrir quotidiennement leur famille.Nous avons vu des orphelins totalement livrés à eux-mêmes, dans des conditions si précaires que nous ne pourrions les supporter ici; aucun accompagnement pour eux, pas de nourriture ni de soins. En quelques semaines 2 enfants ont succombé à la maladie et nous avons assisté à l’impuissance de leurs parents.

Nous sommes convaincus que nous pouvons tous agir, chacun à notre manière et contribuer ainsi à l’amélioration de leur quotidien.

Voici donc l’Association Humanitaire Monti Doamadi, association française d’aide au peuple centrafricain, dont l’objectif premier est l’ouverture d’un orphelinat (maison d’enfants) en Centrafrique afin qu’ils soient à l’abri, qu’ils puissent dormir, manger, être soignés et aller à l’école en paix.

Nous remercions toutes les personnes rencontrées tout au long de l’élaboration et de la mise en place de ce projet: le personnel administratif français, les bénévoles, les parents, les parrains et marraines investis, les donateurs occasionnels, les jeunes volontaires inscrits dans

Thank you to browse this site and get interested in the lives of the people of Central Africa in general and children in particular.In this country, we met with parents unable to feed their families every day.We saw orphans to fend for themselves in precarious conditions so that we could support them here, no support for them, no food or care. Within weeks 2 children succumbed to the disease and we have seen the powerlessness of their parents.

We are confident that we can all act in our own way and contribute to improving their lives.

Here is the Humanitarian Association Doamadi Monti, a French aid to the Central African people, whose primary objective is to open an orphanage (children's home) in Central Africa so that they are protected, that if they can sleep, eat, be careful and go to school in peace.

We thank all the people we met throughout the development and implementation of this project: the French administrative staff, volunteers, parents, godparents invested occasional donors, young volunteers enrolled in the project and prepared to conduct humanitarian activities through the association.

MON PARCOURSQuand et comment j’ai appris la musique :A Bangui -Sur le genoux de mon père Théophile Marius Diouf qui jouait de la guitare classique, et qui avec la phono et les 45 tours entre autre de l'édition "Ngoma” me baignait dans une ambiance très éclectique, ma mère qui chantait à l’église et els fêtes de village .

Grâce à Mon Maître à l'école primaire de Fatima et par dessus tout mon Oncle Jean Magalé dit Jean Troué de Fatima auteur, compositeur, guitariste, organiste, créateur du premier ballet national de danses traditionnelles, du premier journal parlé en sangö avec Placide Lamine et Wilibiro Passi. Beaucoup de ses compositions sont toujours célèbres :”Ga nzoni”...et des refrains devenus internationaux dans le milieu des scouts des années 50 comme “Tchél Mbi bala mo “.

J'avais la réputation d'avoir appris à jouer tout seul en observant ce pionnier et j'ai fait mon premier concert de guitare au CM2 pour la fête de fin d'année.à l'école primaire de kolongo.

Au collège et au Lycée Saint paul des Rapides, chez les frères Maristes, je n'ai eu droit à mon grand regret qu'à un seul cours de solfège . A l'internat j'ai monté le groupe Crapeaud Jazz et au quartier Sica les '3 P' :Patrice malhéombo Pierre Bikanda et moi Pierre Diouf. On apprenait les accords en écoutant la radio, et les tournes disques et autres méthodes de guitare.

Au quartier Fatima mon oncle Jean magalé formait des musiciens, danseurs, dans sa lignée. J'apprenais à qui le voulait tout ce que je découvrais sur la seule guitare du quartier pendant longtemps. Je me suis mis à composer des morceaux suivant son exemple avec Tita Samba Solé alias Tino un autre élève de mon oncle, Jean Claude Biakoa , Kanissa, Jacob, nous formions le groupe NZAMBEWA , d'où émane le groupe Bazoumbi avec Bovick, Jimmy Assossa, Kochembok et beaucoup d'autres. Nous avons été les premiers à remplacer l'orgue par un trio de guitares à l'église de Fatima qui nous a fourni deux guitares.

En Europe, après le Bac à Liège en Belgique, ce fut la rencontre avec Los Nickélos, l'Orchestre des étudiants ZAÏROIS des années 70. J'ai été appelé pour remplacer le guitariste soliste rentré au Zaïre après ses études. Le 45 tours Bolingo ya téléphone était en Afrique Centrale

un des tubes de ce groupe . A Bruxelles, j'ai été bassiste remplaçant dans l'orchestre de la discothèque les ANGES NOIRS.

A Toulouse, j’étais guitariste rythmique, puis bassiste et guitariste soliste dans le groupe Antillais New Stardust et Stardust Afro antillais qui a fait plusieurs fois la première partie de Tabou Combo en tournée en France; guitariste soliste du groupe congolais Africa Mélodia de James GOWANI avec la réalisation d'un 33 tours.

Parrallèlement à mes études, j’étais animateur de radio libre à Radio Tam tam avec des émissions consacrées à la musique tropicale africaine caraïbéenne. J'ai aussi été responsable des programmes de radio Tam Tam. |

On peut dire qu’à la base, je suis autodidacte et pour combler mon manque de formation en solfège, j’ai suivi pendant 5 années des cours au conservatoire national de Toulouse. J’ai travaillé ma formation vocale en chantant comme baryton dans la chorale et l'orchestre de l'université de Toulouse. Je me suis formé à la composition musicale assisté par ordinateur.|

Jusque là, je ne chantais pas en lead vocal dans tous les groupes. Après la dislocation des groupes, j'ai mis au point mes répertoires de compositions personnelles et originales dans les styles afro antillais et reggae sous le nom PILIPILI dans les cafés concerts, festivals et je suis devenu chanteur interprète et j’ai participé à la réalisation du CD de compilations “Bal piment “avec le titre “Malembé”.

Avec le groupe Baroco, j’ai participé à l’autoproduction du CD intitulé “Wali Bangui” comme lead vocal, guitariste.

La rencontre avec la guitariste flamenca et chanteuse : "Cécilia" Cécile Briavoine, qui se produit seule avec une virtuosité et une énergie impressionnante, m'a ramené à la guitare sèche et faire un répertoire pour solo duo ou petite formation ainsi Cécilia et pilipili ont crée Sol'ingo duo 2 guitares acoustiques chant autour de la rencontre des Rumba : La rumba cubaine, gitane, colombiana, catalana, africana, congolaise. Une résidence d'artiste a abouti à l'enregistrement de 6 titres.

J'ai été invité comme guitariste sur les disques de Yed Yedes, Jean Marie Thiam, deTim et Fotty Faustin Coco comme co auteur chanteur, pour la chanson cancion de Serge Lopez et en live au zénith de Toulouse par Claude Sicre, comme invité pour la vidéo en live de Bernardo Sandoval avec ma Sanza à la halle au grain.

Avec le groupe Afrikaraïb de Toulouse, (musique tropicale variée afro.Soukous-Kompas-Zouk-Reggae-Rumba-Dombolo)je suis chanteur, guitariste. Nous avons animés concerts, fêtes, festivals dans la région et en espagne.

Je vis à Toulouse où je m'investis dans des actions culturelles de proximité avec l'association Dounia comme artiste et médiateur, et des actions pour la santé communautaire par la lutte contre le Sida comme volontaire, formateur puis président de la délégation Haute Garonne de Aides en 2004.

Je joue aussi de la Sanza, je chante en solo ou en groupes. J’accompagne aussi des stages de danses africaines et je participe à l’organisation d’événements avec les associations Dounia, La Gargouille, Fraternité Boganda.

En 2009 avec Thierry N’ Vié et le concours de plusieurs amis musiciens, j’ai décidé de finaliser le projet de production d’un album 11 titres intitulé “Zokoyé ka boganda”, qui sortira courant 2011et dont 3 titres sont sortis en maxi single en août 2010.

En décembre, un titre en duo a été réalisé et chanté avec Princesse Léoni Kanagala de centrafrique.

PROJETS En 2011 réalisation de vidéos, d’outils de communication pour la promotion et la diffusion du CD.Je participe à la première semaine centrafricaine à Toulouse du 25 au 31 avril dans le cadre de l’année du centenaire de Barthélémy Boganda. Je suis programmé dans la première semaine du mois d’août à la Cave Poésie.

Auteur Compositeur né à Bangui en Centrafrique, Je joue de la guitare, et la Sanza et je chante mes chansons en solo ou en groupe. Pour 2011 je prépare un Album. MY JOURNEYWhen and how I learned music:In Bangui, on the knees of my father Theophilus Marius Diouf who played classical guitar, and with the phonograph and 45 rpm, among other editing "Ngoma" I bathed in a very eclectic in my mother singing els the church and village festivals.

In December, a duet was performed and sung with Princess Leoni Kanagala of Central Africa.

Part of her artworks are focused on memories, conceptually and poetically depicting her childhood through matter.

Art enables her to repaint – with her brushstrokes and her colours – a world that she finds too “dirty”.

Her introspection has deepened through her artworks, making her feel the need to tell the world her own emotions; her alien alter ego, Teoremino, works with her on the “Progetto Spaziale” (“Space Project”), ending in 2006 with the creation of more than 280 paintings.

Later on, she focuses on her “La Passione” (“The Passion”) and “La terapia del colore” (“The Colour Therapy”), conceiving the so-called “Segnoterapia®” (“Signtherapy®”).

Ha ricevuto premi e riconoscimenti a livello internazionale; attualmente vanta un gran numero di mostre, tra personali e collettive, la sua prima mostra risale al 1986,ospite di importanti trasmissioni televisive, un artista capace di provocare quanto incantare, spaziando da progetti onirici a messaggi provocatori.

L’artista ha dedicato parte delle sue opere ai ricordi di infanzia, facendone titolo a tutti gli effetti, realizzando in chiave poetica e concettuale, attraverso la materia, i segni di quella che è stata la sua prima infanzia, lavora con ogni mezzo creativo, utilizzando anche il riciclaggio per contemplare alcune sue opere.

L’arte diviene terapia di un mondo come lei definisce un po’ troppo “sporco” e con i segni e i suoi colori prova a ridipingerlo.

L’artista svolge un’introspezione che si amplia sempre più attraverso le sue opere sino a raggiungere il desiderio di raccontare al mondo ciò che le accade dentro; nasce quindi il piccolo Teoremino un alter ego fanciullesco alieno dell’artista, che interpreta indossando una maschera aliena, e con lui il “Progetto Spaziale” che termina nel 2006 con la realizzazione di oltre 350 opere.

A seguire si dedica a titoli come la “Passione” e “La terapia del colore” ideando quella che lei definisce “Segnoterapia®”.

Si è addentrata anche nello studio della cromoterapia e si presenta oggi a noi come artista completa realizzando quadri, sculture, installazioni, scenografie, video, performance

Attualmente è impegnata con il progetto Arlecchino. e le sue sculture di solo colore dedicate alla leggenda del "RE MIDA" e un prossimo libro autobiografico dal titolo " Processo ad un artista di strada".

It is bordered by Côte d'Ivoire (Ivory Coast) to the west, Burkina Faso to the north, Togo to the east, and the Gulf of Guinea to the south. The word Ghana means "Warrior King"[6] and is derived from the ancient Ghana Empire.

Ghana was inhabited in pre-colonial times by a number of ancient predominantly Akan kingdoms, including the inland Ashanti Empire, the Akwamu, the Akyem, the Bonoman, the Denkyira, and the Fante among others. Non-Akan states created by the Ga and Ewe also existed as did states by the Gonja, Dagomba and others. Prior to contact with Europeans trade between the Akan and various African states flourished due to Akan's gold wealth. saving coalition government; meanwhile, the country’s official rate of inflation has topped 11m%, with the unofficial rate put at more than 531 billion%. The president of Sudan, Africa’s largest country, has officially been accused of genocide and war crimes by the International Criminal Court. In Somalia, the tragedy of a lawless and ungoverned country only gets worse. Even in South Africa, the continent’s biggest economy, political uncertainty has set in after the ousting of the former president, Thabo Mbeki, in a bitter political feud.

Yet all this has been accompanied by a steady drumbeat of optimism about the continent, and confidence in its prospects. Despite the litany of problems, the 48 countries of sub-Saharan Africa (hereafter referred to as plain Africa) are, by several measures, enjoying a period of unparalleled economic success. And despite the turmoil in the world’s financial markets, international investors still think they can make money there.

In 1990-94 annual GDP growth was a weak 0.9%; since then, growth has averaged closer to 5% (see chart 1). Before this autumn’s financial meltdown, the IMF was predicting GDP growth of 6.6% this year; now it is predicting only a slightly lower rate. Annual GDP growth per person was 1.1% in the late 1990s; from 2004 to 2006 it was around 4%. In 1990 47% of Africans lived in poverty; in 2004 41% did and, if present trends continue, only 37% will by 2015. Zimbabwe apart, most African countries have been bringing inflation down, even if the trend is now creeping up again, in line with the rest of the world.

Many countries have been helped by better macro-economic management and big inflows of Western aid, investment and debt relief—as well as by more unquantifiable investments from Asia, particularly China, and the Middle East. The surplus petrodollars of the Gulf states have been flowing into east Africa. The IMF estimates that foreign investment and loans to Africa rose from $11 billion in 2000 to $53 billion in 2007. Much of this has stemmed from the commodities boom. Oil-producing countries such as Angola and Nigeria, and even war-torn Sudan, have supplied the soaring growth figures, and much of the foreign investment has gone into extractive industries.

Moreover, there is a reasonable chance that Africa may survive the current world financial crisis less bruised and battered than some other parts of the world. The very factors that damaged the continent in the past may now be working in its favour.

Take the banking sector. Businessmen and budding entrepreneurs have always moaned about the excessive regulations and conservatism of African banks. Controls on foreign exchange often prevent them raising more money by investing in exciting financial instruments in the West. Foreign ownership of banks is unusually limited (to less than 5% in Nigeria and South Africa). Now, however, this very de-linkage from the Western financial system has turned out to Africa’s advantage. Its banks have almost no exposure to the subprime market causing such havoc elsewhere in the world. Benedicte Christensen, deputy director of the IMF’s African Department, says confidently that there is “no systemic risk that we can see in any African country in terms of banking.”

Andrew Williams Jr No one doubts that Africa will feel the effects of the crisis eventually. As world trade contracts, so will the demand for Africa’s oil and minerals, the main commodities behind its current boom. Oil prices dipped under $90 a barrel this week, down about 40% from earlier in the year; that will dramatically hobble the development of a country like Angola. The price of copper has been tumbling, which will sharply affect the futures of Zambia and Congo. And the foreign capital that African countries have relied on so much for their development will be in shorter supply; in the West, investors will have a decidedly smaller appetite for risk. The supply of aid money, too, will probably decline. But African leaders hope that these effects will be softened by other factors.

Courted by the world: China and the Gulf states have been fascinated for some time by Africa, and there is no reason why this should end. Indeed, Africa’s leaders still like to think of their continent as a gorgeous bride, with a glittering dowry of oil and minerals, to be courted by a swooning world. It is, after all, not just the Chinese who have been queuing to pay over the odds for those enticing minerals (copper, iron and cobalt) and hydrocarbons. Scarcely a month goes by without some country or group playing host to African leaders to win their favour, all copying the Chinese-African jamboree in Beijing in November 2006. Last December it was the turn of the European Union in Lisbon; in March the Indians held an African summit in Delhi; in May the Japanese laid on a welcome in Tokyo.

China is the most prominent of the new deal-makers, but in some African countries, including Kenya and Sudan, India is not far behind. Malaysia has been investing, too. And the rising ambitions of these eastern nations in Africa have spurred the Americans into action, anxious not to be outdone in a continent which they feel should be in their orbit. The United States wants to get as much as a quarter of its oil imports from Africa within a decade, to lessen its dependence on the Middle East. Though the Americans have been focusing on the Gulf of Guinea, particularly Nigeria, they are also heavily involved in Angola, which is likely to become Africa’s largest producer.

America’s interest in Africa has also been revived by the administration’s “war on terror”. It has been offering money and military deals to many governments, especially across the Sahara and in the Sahel (the fringe just south of the great desert), to combat the threat of militant Islamists. To benefit from this military and diplomatic windfall, several African countries have accepted the role of front-line states in America’s war. Ethiopia and Kenya, both sharing long borders with Somalia (where the Islamist threat is real), have gained in this way; so have Mali and Nigeria, where the threat is less apparent.

All this attention and investment are not an automatic blessing. The men who make the deals are enjoying a sweeter life than ever before; but for most people the riches have trickled down slowly, and sometimes not at all. Africa’s record of governance remains, on the whole, poor and its respect for human rights patchy (see map). These are still the main reasons for the continent’s failure to march steadily towards prosperity.

Because aggregate growth has depended hugely on the worldwide commodities boom of the past decade or so, the overall economic improvement also masks deep inequalities. A recent World Bank paper illustrates the difference in economic well-being between countries with

minerals and oil and those without. Landlocked countries without resources grew by an annual average rate of just 3.6% from 1995 to 2006, whereas oil-exporting ones grew by 9.1%. Although some of the poorest countries did well in 2007 (Sierra Leone, for instance, grew by 11.6%) the base was low. Ethiopia grew by 6.2%, and has had more than seven years of peace, but it is still threatened by famine. And the 14 African countries that the World Bank classifies as “fragile” have grown by only 2.5% a year over the past decade.

A lot of hot private capital has been attracted to a very few countries, such as Nigeria, where fund managers have been impressed by reforms in the banking sector as well as by its healthier economic state. Mobile-telephone companies have been doing extremely well almost everywhere. The IMF says that a select group of countries—Botswana, Ghana, Kenya, Mozambique, Nigeria, Tanzania, Uganda and Zambia—are now stable enough to rank as emerging markets. But the World Bank paper is sceptical of claims that Africa’s economic fundamentals—savings, investment, productivity and export diversification—have improved enough in the good times to keep the recovery going when commodity prices fall. That scepticism will now be put to the test.

Angry young men: The bad news is that, even in some of Africa’s bigger and beefier countries, the benefits of growth have been balanced by soaring increases in population (see chart 2). In short, even the more successful countries have not managed to provide anything like enough formal jobs, above all for the young. So there are millions of frustrated, bored and angry young men in Africa’s burgeoning slums and shanty towns. With few prospects, they are ready to explode, as they have done ever more frequently in the past year or so.

Take Kenya, which boasts east Africa’s wealthiest economy. In rich countries, the average woman has 1.6 children in her lifetime. In Kenya, she has nearly five. The population has grown sixfold since 1950, to 37m, with a bulge in the cohort of young men aged 15-24; most will be, at best, under-employed. All it needed was a spark, after the country’s rigged election on December 27th, to ignite a collective rage.

Or look at Ethiopia, its neighbour. Here the population, now 85m, is growing by about 2m a year, one of Africa’s fastest rates. Despite recent economic successes (exporting flowers, for example), poverty remains endemic. Some reckon that 70% of young Ethiopians are jobless. In Nigeria, with 149m people, the problem is extreme. Many young men in the oil-rich Delta region have given up all hope of work. Instead they have joined an insurgency, kidnapping and stealing oil to earn a living.

This economic and political frustration is a lethal mix in what are supposed to be Africa’s more hopeful countries. It cuts across ethnic, tribal and religious lines. Crooked elections, as in Kenya, often ignite the violence. Young people, their expectations raised, believe that their votes will produce politicians who will address their grievances and bring some economic and social justice. As such hopes are repeatedly dashed, a youthful rage has built up across the continent.

The high cost of staples has led to riots in nine African countries this year, including relatively peaceful ones, such as Senegal. It is also stoking inflation.

friends, the Chinese. China is welcomed for its much needed investment and its building of roads, pipelines and ports. But the Chinese may also be encouraging governments and politicians to ignore their people’s demands for more democracy and cleaner government. Kenya’s opposition was much irritated by an editorial in January in the People’s Daily, the official newspaper of the Chinese Communist Party: “Western-style democratic theory is just not suited to African conditions. Rather, it carries with it the roots of disaster. Kenya’s election crisis is just one example.” Words like this seemed almost to approve Mr Kibaki’s disastrous rigging of the election.

Good-news countries: Several of the African countries making the most promising strides are those with very few natural resources. Poor, landlocked Mali is combining slow but steady economic improvement with political stability. Mozambique, recovered from war and rich in minerals, is also progressing slowly in the right direction.

Ghana, at independence in 1957 one of Africa’s richest countries per head of population but subsequently ruined by dictators and mismanagement, is also making a comeback. In December 2006 it floated a five-year bond for the first time. The issue was oversubscribed. Last year Ghana struck oil for the first time off its coast. But the Ghanaians, wiser after their descent from high hopes to kleptocracy, kept their celebrations muted and are now inviting the Norwegians in to advise them on how to exploit their windfall sensibly. Ghana’s elections, due in December, will provide a test of whether the country can avoid the violence and fraud that stalked the ballots in Kenya and Zimbabwe.

The emphasis in these good-news countries is on boosting the private sector, reducing corruption and getting the politics right. Their efforts are allowing them to qualify for America’s Millennium Challenge Account, worth hundreds of millions of dollars in aid. Even though the underlying problems remain daunting, and even in the midst of the world financial crash, sub-Saharan Africa has a chance to build itself anew.

The IMF has offered its backing for the G7's plans to tackle the deepening crisis.

The International Monetary Fund has said that the world's financial system is near meltdown.

The warning came hours before European leaders began a meeting in the French capital to tackle the deepening financial crisis.

"Intensifying solvency concerns about a number of the largest US-based and European financial institutions have pushed the global financial system to the brink of systemic meltdown," Dominique Strauss-Kahn, the IMF chief, said on Sunday.

Strauss-Kahn expressed hope that government actions would prove powerful enough to persuade banks to resume lending and bring an end to a spreading credit crunch.

"In the coming days ... what I expect is that the reaction by the different institutions will be positive enough to unfreeze the different markets and to restore the necessary funding," he said.

Later on Sunday, Nicolas Sarkozy, the French president, welcomed European leaders to the summit in Paris, saying he expected "an ambitious, co-ordinated plan" to contain the financial crisis.

Representatives from 15 countries in the Euro-zone will be hearing from Gordon Brown, the British prime minister.

He is expected to urge them to adopt a programme similar to that in the UK - in which governments take out large stakes in their country's banks.

Meanwhile, The Sunday Times newspaper in London said Britain would launch its biggest retail bank rescue on Monday when the four largest banks - HBOS, Royal Bank of Scotland, Lloyds TSB and Barclays - ask for a combined $60.5bn lifeline.

The unprecedented move would make the government the biggest shareholder in at least two banks, HBOS and Royal Bank of Scotland, the newspaper said on its website. It did not give a named source for its information.

No government officials or representatives from the four banks were immediately available to comment on the report.

Australia also announced that it would guarantee all bank deposits for three years and guarantee wholesale funding to Australian banks in an attempt to combat the credit crisis.

Australia would also make $2.6bn available for mortgage-backed securities to help maintain liquidity for non-bank lenders, Kevin Rudd, the prime minister, told reporters.

Amid the financial turmoil, markets in the Middle East continued to spiral downward on Sunday, the first day of the business week for most countries in the region.

The Qatar Index fell 7.18 per cent by the close. In Saudi Arabia they have continued to fall after Saturday's four-year low - this time by 2.59 per cent.

In Dubai, stocks were also down by 5.41 per cent, and in Egypt, they have dropped by 5.39 per cent.

“[T]echnology alone cannot generate development,” Cheick Modibo Diarra, Africa chairman for Microsoft Corp., writes in an article for CNN’s website. “Resources must be matched with resourcefulness – combined with initiatives by local leaders, educators and entrepreneurs to achieve individual and institutional objectives. And we can only do this if, together, we in Africa create the right policy environment, invest in the necessary infrastructure and act decisively and in a timely manner.”

Africans don’t reap the full benefits of information and communication technology due to environmental and infrastructural obstacles, as well as the prohibitive cost of technology, Diarra writes. He says tapping public-private partnerships can help to address this digital gap in the continent.

But to encourage private sector participation in technological investments, an enabling policy environment must be fostered, Diarra explains. Appropriate financial infrastructure, intellectual property, piracy, bandwidth, interoperability, security and child safety can help to attract more investors.

“The fuel that feeds every flourishing economy is jobs and business development, and expanding educational opportunities and digital literacy in communities is critical to broadening social and economic opportunity,” Diarra notes.

He adds: “Without this holistic approach, access to technology will do little to alleviate Africa’s challenges or improve the lives of underserved communities as they will not have the knowledge to harness the opportunities that ICT offers.”

The Museum of History in Granite in Felicity, Calif., will be presenting a 100-foot, double-sided granite monument depicting the state's history at a dedication ceremony on Sunday, Feb. 14, at 4 p.m.The gift comes from the trustees board of the Hall of Fame of Parachuting, which runs the museum at the World Commemorative Center featuring several granite monuments, the most notable a multiple-panel monument listing highlights of humanity's history.

Felicity, located west of Yuma along Interstate 8, is the site of a popular tourist attraction known as the Center of the World.After the deed is turned over to Arizona officials at the ceremony, visitors touching the monument "will be standing in California but touching Arizona," noted Jacques-Andre Istel, 80, chairman of the trustees board and creator of the Center of the World.The gift will include 100 years of maintenance "after which nobody will remember anything," Istel joked.

The planned program, which had not been finalized by press time, will start with a salute by the Pioneers of Parachuting, the national anthem by the U.S. Marine Corps, color march by the USMC Color Guard and introductions by Istel, in his role as mayor of Felicity.Several special events will mark the program, including a naturalization ceremony and an

award presentation to Imperial County, Calif., Sheriff Oren Fox.

Greetings will be given by Yuma Mayor Alan L. Krieger and Deputy Mayor Paul B. Johnson and the original inhabitants of the property via Quechan Indian Tribe President Mike Jackson and Brian Golding Sr., director of the tribe's Economic Development Administration.Guests will also receive New Year's Day greetings from China. Istel notes Felicity is the first American town to be named after a Chinese woman, his wife Felicia. A greeting is also expected from the United Nations through Ambassador Jean-Marie Daillet.

And in a testament to the worldwide interest in the museum, a delegation from the Bahamas, including poet and historian Ashley Saunders, will also be attending the ceremony.

The program will end with a brief reading from the granite History of Arizona and the Yuma Choir's rendition of "America the Beautiful." Birthday cake will then be served.

The monument commemorates a lot of state "firsts" with highlights ranging from the Gadsden Purchase and the road to statehood to the Indian wars and frontier days, including a nod to the "art of cattle rustling." The monument also features notable literature, arts, music, railroad, water issues, Arizona trails, Route 66 and even famous "scoundrels."

The museum has attracted a lot of artists, some coming from as far as Ireland and France to volunteer at the site. Seamus Nee of Ireland did a lot of the stonework inside the hilltop church and is now doing stonework around the monument.

From Brittany, France, artist Hervé Saliou, 77, a winner of France's gold medal in arts, is volunteering 2-1/2 months to the museum. He did a lot of the etchings in the Arizona monument.

"It's an exceptional site. There are no two like it in the world," the French-speaking Saliou told the Yuma Sun, with interpretation by Istel. "My art will endure. I wanted to participated in the History of Humanity. Figuratively, the world is a monument and I want to bring a stone as part of the edifice."

"He's a nice guy," Istel said. "Saliou has done a lot for Arizona."Istel, a native Frenchman, said he met Saliou through a French general who attended the dedication of the Monument of Aviation. After contacting Saliou by phone, the two became friends.Artist Gene Britton, 31, has done a lot of the engraving on the granite monuments, first working on the site about 14 years ago.Istel said the museum will eventually depict the individual histories of every state. He expects hundreds to be built, all for a "noble" purpose.The town is "dedicated to remembrance," he said, with memories engraved in granite. The public is welcome to add their own "memories," including births, baptisms, graduations, weddings, anniversaries, retirement and deaths.

After purchasing the 2,800-acres property in 1959, Istel said, he and his wife wanted to do something "spectacular" and decided to build a pyramid. Eventually came other monuments,

such as Michelangelo's arm of God on a sundial pointing to the church.

The museum began with the USMC Korean War Memorial dedicated in 1998. However, Istel said he "usually runs away from museums" and never planned to build one this one came about unexpectedly."I wanted to remember friends and family. We decided to build a monument for my friends who died in the Korean War. Then we decided to do others for aviation (called Quest for the Sky), then the Foreign Legion."

The most ambitious monument is probably the History of Humanity, which aspires to record the entire history of mankind, from the origins of language, timekeeping, early medicine, ancient civilizations, philosophies, Biblical stories and even includes jokes hidden among the panels.

In the center, a "Rosetta Stone for the future" is being built. Istel hopes it will help future archaeologists understand present-day languages.

"Who will be able to speak English or Spanish in three, four thousand years?" Istel asked rhetorically.

To reach Felicity from Yuma, take Interstate 8 heading toward San Diego. Felicity is located eight miles west of the California state line. Take Exit 164 (Sidewinder Road), then almost immediately turn left onto Center of the World Drive (frontage road). Pass the California Highway Patrol station on the left and arrive at the entrance to Felicity.
