Superintendent Lounsbury introduced Ben Hazzard, Principal at A. A. Wright Public School in Wallaceburg. Principal Hazzard thanked the Trustees for the opportunity to share information about the exciting things going on at A.A. Wright Public School. He introduced Matt Mikhaila a Grade 4/5 Teacher and the Leaming Commons Teacher at the school. Principal Hazzard referenced A.A. Wright's involvement in the reconfiguration of the Wallaceburg schools and the increase in the number of students at the school. Everyone involved is working to build unity and belonging for students, staff and the community. Matt shared pictures of the library before and after the transformation noting that little changes make a big difference to the learning space. He explained that all the furniture is moveable to adapt the space to the needs of the group. A video of students commenting and sharing their views of being part of the A.A. Wright School community was shared. Principal Hazzard referred to the Board's Engagement Model and the community involvement in the project through the Sue Talach Memorial Book Fund and Union Gas Helping Hands program. The key components of the Learning Commons are the flexible physical space, virtual space, equitable access for all segments of the community and learning partnerships. The relationship with the Chatham Kent Library, Wallaceburg Branch was explained .

They explained that teachers are intentionally using technology in the learning process, not just for entertainment but for engagement. They talked about collaborating with staff and students to impact learning. They mentioned the success of the monthly Maker Nights and the fact that other school boards have visited A.A. Wright Public School to learn from them . Principal Hazzard spoke to the smooth amalgamation of all the students into A.A. Wright Public School. The Learning Commons is used all the time including lunch time. Staff engagement has been significant through the process. Director Costello congratulated Ben and Matt on changing the nature of the teacher/student relationship at the school. Acting Chair Hudie thanked Ben and Matt for their presentation noting the examples of collaboration and engagement.

Trustee Hudie reported on the Special Education Advisory Committee Meeting held on January 15, 2015 via videoconference from both Education Offices. Representatives from St. Clair College and Lambton College attended the meeting to share information on post-secondary supports available at their campuses for students with disabilities. SEAC members were asked to review the Board's Accessibility Plan and bring forward any items/sections that they feel should be reviewed . Members of the Special Education Department will be reviewing proposed school facility upgrades related to accessibility. The new SEAC Committee membership appointments were discussed. SEAC members continued the review of the Board's Special Education Report.

Trustee Fletcher presented a detailed report summarizing the events and activities of OPSBA's Public Education Symposium held from January 29 to 31, 2015. Trustees Murphy, McGregor, Douglas, Sasseville, Fletcher and McKinlay attended the Symposium. Doug Prately, Trustee with the Avon Maitland District School Board, was elected as Vice-President and Chair of the Western Region. The next Western Region Meeting is scheduled for Saturday, April 11 . 2015 with the location to be determined . Trustee Fletcher shared feedback on the panel presentations and the engaging speakers.

Director Costello reported on the PIC Meeting held on February 9, 2015. Time was spent planning the April 15, 2015 evening event for school councils/parents eAaifs from across the district. Psychotherapist Sherry Campbell is the guest speaker and her topic will be Raising Resilient Children . The event will be held at LKCS in Dresden or LCCVI in Petrolia. The Director shared information with PIC members on the new Ministry ARC guidelines to be released in February and gave them an update on the Board's Technology Enriched Learning Plan (TELP) . Administration is planning to host parent and student information nights for current Grade 6 students prior to them receiving iPads when they enter Grade 7 next September. They discussed the anticipated revised Ministry Physical and Health Education curriculum and were consulted on the 2015/2016 school year calendar.

In response to Trustee Hudie's question, Director Costello explained that the Board has Inclement Weather policy, regulations and administrative procedures that are followed on snow days. The documents are available on the Board's website . He advised that the Bus Operators make the decision on whether the buses run or not in inclement weather. The Director makes the decision to close schools and Board Offices. On February 2, Director Costello, Superintendent Andruchow, Communications Officer Johnston, Transportation Manager Orr and representatives from the SCCDSB participated in a teleconference at 5:30 a.m. to determine if it was necessary to close any schools or offices due to the hazardous snow conditions. In the interest of safety it was decided to close all schools and

offices for the day. The decision was not made lightly and it is rare for schools and offices to be closed. Administration is working with municipalities to obtain more information early in the morning. The closure information was posted on the Transportation website , the Board 's website, on the LKDSB mobile app, Facebook page and Twitter account. In response to Student Trustee Garapick's question about an independent Transportation Twitter account, Director Costello clarified that it is not associated with the Board or the Transportation Department and in fact the individual posted incorrect information last year.

The next Regular Board Meeting will be held on Tuesday, February 24, 2015, 7:00 p.m. at the Sarnia Education Centre.

There being no further business, Acting Chair Hudie declared the meeting adjourned 7:59 at p.m.

SUBJECT: Occupational Health and Safety

The Lambton Kent District School Board recognizes that health and safety is a corporate value and is of paramount importance and is committed to the protection of its employees from workplace injury and occupational disease. The Board strives to achieve continual improvement in health and safety and expects that employees at all levels within the organization will share in this goal.

As the employer, the Board acknowledges that it is responsible for worker health and safety. Although the Occupational Health and Safety Act only pertains to workers, the Board believes that health and safety is a shared responsibility and expects that all staff, students and visitors will behave in a safe and responsible manner while on School Board Property or while participating in School Board functions.

It is the policy of the Board to strive to comply with the Occupational Health and Safety Act, and all other applicable health and safety legislation, to protect staff, students and visitors and reduce workplace injury and illness by providing a safe and healthy environment.

REGULATIONS

SUBJECT: Occupational Health and Safety

1. The Lambton Kent District School Board takes responsibility as the employer for the health and safety of its employees.

2. Supervisors will be trained on a continual basis as appropriate and will be held accountable for the health and safety of workers under their supervision.

3. Supervisors will ensure that equipment, materials and protective devices provided by the Board are maintained in good condition, and that workers work in compliance with established safe work practices, procedures and applicable legislation.

4. Supervisors will ensure that workers receive adequate training on a continual basis as appropriate in their specific work tasks to protect their health and safety.

5. Every worker will support the Board's health and safety initiative and protect her or his own health and safety by working in compliance with the law and with safe work practices and procedures established by the Board.

6. Each worker will report to their supervisor, as soon as possible, any hazardous conditions, injury, accident or illness related to the workplace that they have knowledge of.

7. Senior Management will evaluate on an annual basis in order to measure the effectiveness of the health and safety management system, identify any improvements needed, and communicate to employees and to appropriate groups when appropriate (i.e. Parent Council etc.) the results of the evaluation and resulting plan for improvements.

8. The Board reserves the right to establish and enforce more stringent standards as may be considered appropriate.

REGULATIONS

I SUBJECT: Surplus Sites Committee

REGULATIONS NO: P-

1. The Surplus Sites Committee will be comprised of the Chair of the Board, Vice­Chair of the Board, Director of Education and Superintendent of Business.

2. Prior to listing Board properties on the open market, the Board must pass a Motion to declare the property surplus to the Board's needs and have the property appraised.

3. The Board must follow Ontario Regulation 444 Disposition of Surplus Real Property. The Regulation requires the Board to offer in writing to sell the property to the local school boards, colleges, universities, municipality and the Crown. The bodies have ninety days in which to respond to the Board. If there is no interest from any body the Board may proceed to place the property for sale on the open market.

4. The Surplus Sites Committee will review offers to purchase for Board properties.

5. When the Surplus Sites Committee has negotiated the sale of a surplus site where the Accepted Offer is greater than or equal to 70% of the Appraised Value the Surplus Sites Committee shall have the authority to accept and approve the purchase contract with the potential buyer on behalf of the Board.

6. When the Surplus Sites Committee has negotiated the sale of a surplus site where the "Accepted Offer is less than 70% of the Appraised Value" the Surplus Sites Committee shall recommend the acceptance of the offer to purchase to the Board for approval of the purchase contract with the potential buyer. This usually occurs at a Board Meeting in Private Session.

7. If there is urgency to the situation, approval of the Board may be obtained by contacting Board members by phone or email to obtain individual trustee approval of the offer to purchase. A majority vote in favour of accepting the offer shall be sufficient to authorize the Surplus Sites Committee to conclude the purchase contract with the buyer.

SUBJECT: Board Regulations on Concussion Protocol

REPORT NO: B-15-29

As per Ministry of Education Policy/Program Memorandum No. 158 requires all school boards in Ontario to develop and maintain a policy on concussion by January 30, 2015. The Board approved the Concussion Protocol policy on January 27, 2015. Regulations have been developed to accompany the Board policy. Secondary program staff have also developed a detailed concussion protocol resource binder for all schools. Principals, Vice-Principals, Union Representatives and staff are being educated on the requirements of the protocol. Meetings with local Health Units have taken place as well.

REGULATIONS

I SUBJECT: Concussion Protocol

All partners in education , including the Ministry of Education, other Ontario ministries, school boards, administrators, educators, school staff, students , parents, school volunteers, and community-based organizations, have important roles to play in promoting student health and safety and in fostering and maintaining healthy and safe environments in which students can learn.

A concussion is defined as follows: • a brain injury that causes changes in the way in which the brain functions and that can lead to

symptoms that can be physical (e.g., headache, dizziness}, cognitive (e.g. , difficulty in concentrating or remembering} , emotional/behavioural (e.g., depression, irritability} , and/or related to sleep (e.g., drowsiness, difficulty in falling asleep).

• may be caused either by a direct blow to the head, face , or neck or by a blow to the body that transmits a force to the head that causes the brain to move rapidly within the skull.

• can occur even if there has been no loss of consciousness (in fact most concussions occur without a loss of consciousness).

• cannot normally be seen by means of medical imaging tests, such as X-ray standard computed tomography (CT) scans, or magnetic resonance imaging (MRI) scans.

A concussion can have a significant impact on a student - cognitively, physically, emotionally, and socially. It is very important to students' long-term health and academic success that individuals in schools have information on appropriate strategies to minimized risk of concussion , steps to follow if they suspect that a student may have a concussion , and effective management procedures to guide students' return to learning and physical activity after a diagnosed concussion.

Responsibilities of the Lambton Kent District School Board 1. The Board will implement and maintain concussion management strategies that include

awareness initiatives, prevention strategies, identification of concussion process, diagnosed concussion management and training .

2 . The Board will provide annual training for staff, coaches, volunteers, parents/guardians and students on the concussion management strategies.

3. The members of the program department will provide curriculum links for staff. 4 . Board will endeavor to meet the educational needs of the student while the student is recovering

from a head injury or concussion.

5. The principal will ensure that the proper documentation is completed and returned to the school I a by the parent/guardian, doctors and/or nurse practitioners.

6. The school principal should appoint staff members to monitor and ensure adequate communication and coordination to meet the student's academic needs.

7. The school principal will also be responsible for approving any adjustments to the student's schedule.

8. The school principal will share information contained in Concussion Protocol Resource Binder on dealing with students who have had a concussion.

9. In some circumstances, the In-School Team under the direction of the school principal may find it necessary to develop an Individual Education Plan (IEP) for the student. This will facilitate the collaborative problem solving, decision making and planning for students who are experiencing difficulty in their learning environment as a result of a concussion.

Responsibilities of the teaching and other LKDSB staff 1. Teaching staff will help observe changes in a student. 2. Teachers are also in a position to interact regularly with the student's parents, thereby providing a

channel to obtain and share information with them about the student's progress and challenges. 3. School coaching staff with responsibility for a student after-school hours can assist in monitoring

participation in after-school activities and observing any changes in symptoms.

Responsibilities of the parents/guardians 1. Parents/guardians must understand:

o what a concussion is o that medical attention is required o that most students will get better o the potential effects on school learning and performance o the importance of following guidance from their student's health care provider in order to

ensure the most rapid and complete recovery possible o that a student who suffers a second concussion before he or she is symptom free from the first

concussion is susceptible to a prolonged period of recovery , and possible Second Impact Syndrome.

2. Parents will ensure that the proper documentation is completed and returned to the school by the parent/guardian , doctors and/or nurse practitioners.

Responsibilities of the student 1. Students will inform principal/teacher/coach of any suspected or confirmed head injury. 2. The affected student will be encouraged to share his/her thoughts about how things are going,

and symptoms he or she is experiencing . 3. The student will receive feedback from monitoring staff that is appropriate to his/her age, level of

understanding, and emotional status.

SUBJECT: Elementary Teacher/Board Communications Committee Report

The Elementary Teacher/Board Communications Committee met on February 10, 2015.

Committee members reviewed the terms of reference for the Elementary Teacher/Board Communications Committee.

Members discussed the rollout of the Board's concussion protocol, provided feedback on the report card writing day, discussed student safety plans and risk awareness, Twitter accounts, iPads, the Pathways initiative and provided feedback on KinderSTART. They were informed that the school year calendar for 2015/2016 was being developed.
