    INTRODUCTION

    1. In order to meet the needs for government administration, academic research and socio-economic development, the Ministry of the Interior tabulates and compiles the population data produced from household registration into two kinds of publications with Chinese-English version according to their different contents. The first publication is named as “Demography Quarterly”. Its contents comprise the annually analytical data of vital statistics and the monthly data of birth, death, marriage and divorce as well as the quarterly data of international migration. The second is entitled “Demographic Fact Book”, which is published annually. It contains absolute figures of both static and dynamic population data as well as relative rates or ratios calculated in accordance with the international standards.

    2. The Demographic Fact Book was originally named as “Taiwan Demographic Fact Book”. Due to suggestions from the related organizations, “The Statistical Report on Household Registration for Taiwan-Fuchien Area” has been combined into the “Taiwan Demographic Fact Book”, and it has been entitled “Taiwan-Fuchien Demography Fact Book” since 1974. It has been entitled “Demography Fact Book” since 2006.

    3. This Fact Book presents mainly the various data of population composition and vital statistics in 2018. Some serials of demographic data for the last decade are also tabulated for the convenience of comparison and reference.

    4. The characteristics of population data and methods of calculation for rates or ratios are described in “Technical Notes on the Statistical Tables”.

    5. In the table of this Fact Book, “Person” is taken as a statistical unit for the integral number, the symbol “ ” stands for “none”; “0” for less than “0.5” per 100 or 1,000 population, “0.0” for

less than “0.05” per 100 or 1,000 population and “0.00” for less than “0.005” per 100 or 1,000 population in calculating rates or ratios; and “ ” for the aboriginal township.

    6. The administrative district refers to New Taipei, Taipei, Taoyuan, Taichung, Tainan, Kaohsiung cities, Taiwan and Fuchien Province. The “township”, “city” and “district” are classified according to the definition of current administrative district.

    7. The Abridged Life Tables for Taiwan Area published in previous issues of the Fact Book have been suspended from 1985 edition. For the convenience of users, the death rates for ages 0 and 1-4 calculated on the basis of registered deaths and those adjusted for under reporting of the same ages are tabulated together in Table 39.

    8. We acknowledge with profound thanks to the departments of civil affairs of the municipality, county and city governments, and the household registration offices on township (city or

    3

district) level for the submitting of demographic data for this publication.

TECHNICAL NOTES ON THE STATISTICAL TABLES

    . INTRODUCTION

There is a sound household registration system in Taiwan. Records of highly accurate and complete population and vital statistics have been continuously produced which make reliable demographic data to be available since 1905. After the retrocession of Taiwan to the Republic of China, the Household Registration Statistics of Taiwan have been serially published. Since then, research on population has been considered as an important task. Thus, the Taiwan Demographic Fact Book has come out. Starting 1961, except 1962, 57 volumes have been issued. In recent years, due to the rapid industrialization and socio-economic development, it is important to meet the actual demands of government and private users for demographic data. Therefore, the Ministry of the Interior promulgated a regulation of THE PROCEDURES ON HOUSEHOLD REGISTRATION STATISTICS in 1973. According to this regulation both the statistical tables and procedures of data collection have been revised, and the contents of household registration statistics are also enriched.

For the purpose of executing extensively the above regulation, the Ministry of the Interior has undertaken a centralized tabulation program since 1975. Under this program, the computer facilities have been used to deal with the data processing for such vital statistics as natality, mortality, marriage and divorce for all Taiwan Area. As regards the data of the above vital statistics for Kinmen and Lienchiang counties of Fuchien Province have also been merged into the centralized tabulation program since 1991.

In order to improve administrative reformation, promote administrative efficiency and strengthen service for the people, the Ministry of the Interior actively commenced drawing up the Household Registration Information System from 1989, and it has been set up in all the household registration authorities at various levels since 1997. Under this system, all the kinds of affairs of household registration, including the compilation and tabulation of all the static and dynamic population data, have been undertaken by means of the use of computer.

For the better understanding of readers to the data in the Fact Book, the definitions of statistical events, the principles of data tabulation, the meanings of rates and their methods of computations, and the characteristics of data are described as follows:

. CONTENTS OF THE DEMOGRAPHIC DATA

There are 82 statistical tables in this issue. The demographic data can be divided into two kinds, i. e., year-end static population data and year-round dynamic population data. The static data are defined as those collected during a particular reference period of time; those collected by continuous registration are called dynamic data. Thus, the former includes such population data as household, age-sex composition, education, marital status, and population density; the latter comprises data of birth, death, marriage, divorce and migration.

. THE PROCEDURES OF DATA COLLECTION AND STATISTICS

    15

The static population data in this issue are conducted from the outcome of household registration. The standard day of the statistics is on December 31, and the standard time of the statistics is at 12:00 p.m. of December 31. The population data included household, age-sex composition, and marital status are based on the population registration data on December 31, as for the characteristics of education and aboriginal are based on the remarks of household registration data on December 31. The statistics of static population data are computerized as following procedures:

    (1) Every household registration office should transfer household registration data into computer file of year-end static population data after the end of office hour on December 31. Besides, for assuring the consistence of statistical basis as the data of household registration in the standard time, all of year-end static population data have to be transferred completely before the beginning of office hour on January 2 in the following year.

    (2) In order to maintain the accuracy of the data, every household registration office should check and correct year-end static population data which are not reasonable.

    (3) As for those year-end data which have population of age over 15 and lack of educational remarks, all household registration offices should allocate educational level by the proportion of distribution in all age group of townships, cities, and districts to assure the completion of the statistics.

    (4) After the educational data has been transferred, all household registration offices should print out all kinds of the year-end static population statistical tables and transmit them to the Ministry of the Interior.

For vital statistics of birth, death, marriage and divorce in this issue are calculated in accordance with the records of the application forms of those vital events. (Birth data also include the Health Promotion Administration, Ministry of Health and Welfare informed the birth data.) The standard period of the statistics is from January 1 to December 31 in the year. Those data are also undertaken by computer. Every household registration office should transfer the records of those application forms into computer files of the year-round dynamic population data after off duty on March 31 in the following year, and then should print out all the kinds of the dynamic population statistical tables and transmit them to the Ministry of the Interior. However, data on internal migration are calculated according to the migration data submitted monthly by the household registration offices.

    . PRINCIPLES OF STATISTICAL TABULATION

The principle of tabulation in space is by residence place of household registration rather than by place of occurrence. For vital statistics, the principle of tabulation in time is both by dates of registration and occurrence this year. TABULATION BY DATE OF REGISTRATION MEANS THAT ALL REGISTERED VITAL CASES DURING JANUARY TO DECEMBER ARE USED FOR TABULATION; TABULATION BY DATE OF OCCURRENCE MEANS THAT THE TABULATION TAKES INTO ACCOUNT ONLY THE VITAL EVENTS OCCURRED FROM JANUARY THROUGH DECEMBER AMONG TOTAL NUMBER OF REGISTERED CASES FROM JANUARY IN THE CURRENT YEAR TO MARCH IN THE NEXT YEAR. However, the data of birth based on date of occurrence, since 2012, replaced by the Birth data also include the Health Promotion Administration, Ministry of Health and Welfare informed the birth data informed the birth data, cross over reviewed of the household registration office received an application for registration of the birth data, tabulated contain informed has been registered,

unregistered and the registered data are not informed. Most of the statistical tables in this issue are tabulated for counties, cities, townships and districts, and

a few are only for provinces and cities. For the convenience of comparison among geographical differences in population characteristics, demographic data are further tabulated by five categories of administrative districts, i.e., districts in the seven big cities, cities, townships in plains and aboriginal townships. The numbers of administrative districts by categories are shown below:

    . DESCRIPTION OF TABLES

    1. Tables 1, 2, 4, 5, 62, 63, 77 and 78

Tables 1, 2, 4, 5, 62 and 63 give year-end and mid-year populations by sex and single year of age or quinquennial years of age group, while Tables 81 and 82 give successive year-end total populations in the past years. The population in these tables refers to Chinese who have applied for household registration. No matter whether they are in residence or not, they are all considered as the population of the registered place, so long as they do not apply for out-migration registration. However, the total population excludes Chinese students who are studying abroad and diplomatic personnel serving in foreign countries two years and over. Since 1969, it has included all the professional soldiers, recruits and prisoners who have been excluded from the statistics before then.

The age for the year-end population is calculated from the interval between the date of birth and the standard day of statistics on December 31 and is expressed by a full year. Owing to the fact that the date of birth of any person is reckoned as coming before or on December 31, it is easy to figure out the age of any one by subtracting the year of birth from the year of statistics. For simplicity, the age is calculated according to the year of birth, that is, zero year of age applies to one who is born in the current year; one year of age, to one born in the preceding year; two years of age, to one born two years ago, etc. Therefore, the accuracy of data on age of the year-end population is very high. The midyear population is estimated from the mean of

    17

year-end populations of two successive years.

    2. Tables 3 and 61

These tables show data on percent distribution of the age structure by broad age group and dependency ratio. The age structure is divided into three categories, i.e., ages 0-14, 15-64, and 65 and over. The working age population refers to age group 15-64, nonproductive age population to the other two groups. The proportion of the population in the nonproductive age to that of working age is called dependency ratio, which is a crude measure of the burden of those who produce no income upon the shoulders of income producers. In brief, the ratio is the number of persons not in the labor force per 100 persons of labor force. It also provides and index of age-induced economic drain on manpower resources. As it affects the labor force participation rate and the productive potential, and is tied in with the investment, savings and government expenditure of a country, the weight of the dependency load is not only a matter of the number of dependents but also the effect on age-sex distribution of a population. Even more important, it provides an index of those in need of education, raising of children, and social welfare for the elderly.

    3. Table 6

Table 6 presents educational data of the population aged 15 and over. Educational attainment is defined as the highest level of instruction which the individual has attained in the regular educational system, or its equivalent for one not having formal education but passing the test recognized by the rules of examination. Those aged 15 and over who can read a newspaper and write a simple letter are classified into self-taught group, or into illiterate group, if they can not. Each level of education can be further divided into two subgroups, i.e., graduated and ungraduated. Since the educational organization can provide more accurate data of school-attending students, the group of school-attending has been combined into that of ungraduated. To cooperate with the revision of Household Registration Law, the educational data have been calculated for the population aged 15 and over only since 1997. In addition, we establish educational report system to help the registration offices collect the name list of graduates from school, and to remark education related data for increasing the accuracy of population data which concern educational level.

    4. Table 7

Table 7 concerns data on marital status of the population. The status normally subsumes the following four categories: (1) Single (or Never Married), (2) Currently Married, (3) Divorced and (4) Widowed. These data are collected on the basis of the records of household register.

    5. Tables 8 and 66

Tables 8 and 66 present the midyear number and percentage of the currently married women by age in the total number of women at childbearing age. The midyear figures are also the mean of two successive year-end currently married women. The age is calculated by the same method as that mentioned in Paragraph 1. These data are important in the study of fertility.

    6. Tables 9, 10 and 64

  • 18

These are data on population density which is defined as the number of persons per square kilometer of total area for year-end total population of the same area. Here, two area figures with administrative boundary and cultivated land, that have been obtained from The statistical Yearbook by each local Government and Statistics on agricultural land area by Agriculture and Food Agency, Council of Agriculture, Executive Yuan respectively, are used as the basis for density computation.

    7. Tables 11, 12, 15, 32, 67 and 70

Tables 11, 12, 15, 32, 67 and 70 give data on live birth statistics. Live birth, according to the U.N. definition, is the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy, which, after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord or definite movement of a voluntary muscle, whether or not the umbilical cord has been cut or the placenta is attached. Each product of such a birth is considered as live birth. All live-born infants are registered as such irrespective of gestation or whether alive or dead at the time of registration, and if they die at any time following birth, they are also registered and counted as deaths. The age of a mother at birth of a child is calculated by the interval between birth dates of the mother and the child taking the dates of day, month and year into consideration. With reference to the method of age calculation, the age can be derived by subtracting the birth year of the mother from that of the child if the birth date of the child is the same as or after that of the mother, and by deducting one year from the difference between the birth years of the two, if the birth date of the child is prior to that of the mother. The age of mother in a childbearing span is divided into seven groups beginning with 15 up to 49 through quinquennial age group continuously. However, the births to women under 15 or 50 years old and over are included into groups 15-19 and 45-49 respectively. In general, one mother corresponds to one birth while two mothers may refer to twin births and three mothers, to triplet births in the live birth statistics. Those births to mothers of unknown age have been proportionately distributed among age groups. Data of live births by age of mother are requisite in computing age-specific fertility rates and in the research of human fertility.

    8. Tables 13 to 19 and 26 to 29

These tables present data on births and birth rates by age, birth order and/or education of mother and/or father. Those births to mothers and/or fathers of unknown information are also proportionately distributed among those of known information. The order of birth refers to the number of children born alive to mother including the present child. The order-specific fertility rates by age ( a if ) are calculated from the following formula:

    a if a iB a fP 1,000

Where a iB represents births of a given order i of a given age group a, and a fP relates all women in the same age group without regard to the number of children they have had; whereas, the age-order-education-specific fertility rates are calculated from the formula below:

    E a if E a iB E a fP 1,000

Where E stands for the level of education. Due to the lack of data on currently married women by age and education, these fertility rates in terms of currently married women can not be further produced.

    19

    9. Tables 15 and 67

Live births by age of father are presented in Tables 15 and 67. The study of fertility is generally undertaken on the basis of female population. This is probably due to the fact that the reproductive behavior is directly connected with women and her childbearing age span is limited to a period of time. However, fertility is not the product of the action of one sex. The male is of equal importance as decision maker in the reproductive behavior. The computation method for father’s age at birth of child is the same as that for mother. The age classification begins with 15 years old through quinquennial age group up to 49 years old for Table 69, and up to 55 years old and over for Table 15, respectively. Accordingly, the births of age group 45-49 in Table 69 refer to those born to fathers aged 45 years old and over. Births to father’s ages unknown include unrecognized, posthumous and abandoned births. They have also been proportionately distributed among age groups.

    10. Tables 16 and 17

Tables 16 and 17 detail the number of births by education of mother and father respectively. Educational attainment can be divided into five sub-levels. They are shown below:

    (1) University of college graduated and over : Graduate school graduated and ungraduated, and university (college) graduated.

    (2) Junior college graduated : Junior college of three-years system graduated, junior college of two-year system graduated and junior college of five-year system graduated.

    (3) Senior graduated : University (college) ungraduated, junior college of three-year system ungraduated, junior college of two-year system ungraduated, junior college of five-year system in the final two years ungraduated, senior high school graduated and senior vocational school graduated.

    (4) Junior graduated : Senior high school ungraduated, senior vocational school ungraduated, junior high school graduated and junior vocational school graduated.

    (5) Primary graduated and under : Junior high school ungraduated, junior vocational school ungraduated, primary school graduated and ungraduated, self-taught and illiterate.

    11. Tables 20, 25, 30, 33, 34, 69, 71, 77 and 78

Data on crude birth rate, and general fertility, age-specific fertility and total fertility rates of childbearing age women are shown in Tables 20, 25, 30, 33, 34, 69, 71, 77 and 78. The crude birth rate is the number of births registered during one year per 1,000 of the corresponding midyear population. This kind of rate is the simplest and most widely used measurement of fertility. However, it only shows the frequency of birth events throughout the entire population without regard to other factors in smaller groups of the population that are sometimes used for better observation. Moreover, it can be considerably affected by variations in age-sex composition of the population. Therefore, it is burdened with some vagueness and confusion in measuring the level of fertility, and should not be used alone to compare the levels of two populations.

The general fertility rate is a ratio of registered total births of one year to the corresponding midyear female population of childbearing age and is expressed in the number of births per 1,000 women of childbearing age. The rate based on the population which is more close to the group exposed to the risk of childbearing is more helpful in measuring the level of fertility. The childbearing age span of women is

  • 20

limited to ages 15 through 49. The age-specific fertility rate is the number of births during the period of one year in a specific age

group per 1,000 midyear female population in the same age group. This is the rate which has taken the age-sex composition of population into consideration though the factor of marital status has not yet been eliminated. The births to mothers of unknown age are proportionately distributed among births to mothers of known age in the rate computation.

The total fertility rate is the average number of births that would occur to 1,000 women experiencing no mortality throughout the childbearing period. It is subject to the age-specific fertility rates of the year from which the rate is calculated. The rate is computed by summing the age-specific fertility rates and multiplying 5, if the age-specific fertility rates are derived from quinquennial age group. In this calculation, the births to mothers of unknown age are also proportionately distributed among births to mothers of known age.

The meaning of the midyear female population of childbearing age is who registered in household registry, besides appendix present the foreign spouses who will reside in Taiwan but they have not yet registered in household registry are also including in the number of childbearing age and integrate them with computing its birth rate.

    12. Tables 21, 31, 35, 69 and 72

General fertility, age-specific fertility and total fertility rates of currently married women are presented in the above mentioned tables. The meanings and the computation methods of the rates are the same as the foregoing. However, the denominators refer to the currently married women. Among of the numerator is including illegitimate infant the denominators is the midyear married women, besides appendix is not including the numerator of the illegitimate infant. The foreign spouses who will reside in Taiwan but they have not yet registered in household registry and integrate them with computing its birth rate. The births to mothers of unknown age are also proportionately distributed among age groups for computing age-specific fertility and total fertility rates.

    13. Tables 22 and 65

Tables 22 and 65 present data on general fertility, age-specific fertility and total fertility rates of males. In the computation of fertility rate, the denominator is limited to the midyear male population aged 15-59. In addition, the number of births which contributes to the numerator in the fertility rate for age group 55-59 has also included all the births to fathers aged 60 and above. As regards in the computation of fertility rate of currently married males, the denominators only refer to the currently married males. In this calculation, all the births to fathers whose ages are unknown are proportionately distributed among those to fathers of known age in calculating age-specific fertility rates.

    14. Tables 23 and 24

These are data on fertility rates by age and education. The age-education fertility rate is defined as the number of births of a specified age and educational group per 1,000 midyear childbearing age women (or males) of the same age group. Those births to mothers (or fathers) of unknown age and/or education have been proportionately distributed among those of known age and/or education.

    21

    15. Tables 36 to 38, 41, 42, 73, 77 and 78

Being death statistics, they include deaths by age and sex. The definition of death is the permanent disappearance of all evidence of life at any time after live birth has taken place. This definition, therefore, excludes foetal deaths.

Age is calculated by the interval between dates of birth and death of the decedent, and is expressed in complete unit of year. It can be derived by subtracting birth year from death year of the decedent if the date of death (day and month) is the same as or after that of birth, and by deducting one year from the difference between the years of the two if the date of death is prior to that of birth. The marital status of the decedent are based on the data in the application form for death registration.

Death statistics presented in this issue do not include those of professional soldiers before 1969 but since then the statistics cover the entire population. Those deaths of unknown age have been proportionately distributed among age groups.

    16. Tables 39 to 42, 73, 77 and 78

These tables give data on death rates by age and sex. The crude death rate is the number of deaths registered during one year per 1,000 population at the midpoint of the year. Since the rate is affected by the age-sex composition of population, it is not strictly comparable from area to area or time to time for a specified area. For the purpose of comparison, the crude death rate should be standardized. The age-specific death rate is the number of deaths registered in a specified age group during the period of one year per 1,000 midyear population of the same age group in the same year. This kind of rate obviates the variables of age-sex composition of population. Therefore, it can be comparable from one place to another or one time of period to another. It also supplies the essential component required for the construction of life tables.

This age-specific mortality rate is a central rate, i.e., the number of deaths in one age group during one year per 1,000 midyear population of the same age group. This rate of zero age group is somewhat different from infant mortality rate because some deaths in the numerator are not included in the denominator in the rate computation.

The adjusted death rates of ages 0 and 1-4 presented in Table 39 are estimated by interpolation the mortality level of registered deaths for age group 5-9, if the death rate of this age group is none, the figure of the next age group is used to estimate according to the “New Regional Model Life Tables at Very Low Levels of Mortality-West Tables” by Ansley J. Coale and Guang Guo, 1989.

Table 40 displays data on death rates by age, sex and marital status. This kind of rate has been eliminated the variable of composition of marital status, therefore, the fair comparision of death level in different marital status is more easily to be achieved.

    17. Tables 43 to 55, 68 and 74

These tables give data on marriage and divorce statistics. Marriage is defined as the legal union of two opposite sex persons irrespective of the type of marriage so long as it is recognized by law. Divorce is the final legal dissolution of a marriage irrespective of its type either by mutual agreement or judicial decree. The statutory period of registration is 30 days for these vital events.

The crude marriage (divorce) rate is the number of couples married (divorced) and registered during one year per 1,000 of the corresponding midyear population. The crude marriage rate is not a probability

  • 22

index because it does not take account of the age-sex structure and marital status of the population. Nevertheless, it does measure level and change in marriage frequency. The crude rate of divorce is also not a probability index. It is rather the index of a gross addition to the marriageable population and deletion from the married population.

By adding an additional modification to allow the age-sex-marital status composition of the population to be more accurate, we have the first marriage rate, remarriage rate and divorce rate for the currently married population. The first marriage rate is the number of males (females) of first marriage registered during one year per 1,000 single marriageable males (females) at the midpoint of the same year. The remarriage rate is the number of males (females) of remarriage per 1,000 divorced and widowed males (females). The divorce rate for currently married males (females) is the number of divorces (divorcees) registered during one year per 1,000 currently married males (females) at the midpoint of the same year.

Table 43 gives data on marriages by ages of couples married. Age is defined as the complete year from day, month and year of birth to those of marriage. However, it can be derived by subtracting the year of birth from the year of marriage if the date of marriage is the same as or after that of birth, and by deducting one year from the difference of years of the two if the date of marriage is prior to that of birth. For those marriages of unknown age, the data have been calculated in age group 65 and over; however, those unknown data have been proportionately distributed among age groups since 1998.

Age at divorce is defined as the complete year from day, month and year of birth to those of divorce. The derivation method for the age at divorce is the same as that for the age at marriage.

Table 53 concerns data on age-specific divorce rates. Those divorces (divorcees) of unknown age have been calculated in age group 65 and over; however, those unknown data have been proportionately distributed among age groups since 1998.

    18. Tables 56, 57 and 75

They set for the data on internal migration. An internal migrant is defined as a person who enters into (departs from) a township (city or district) from (to) another with a change of residence and stays at the new address at least one month. This definition, therefore, excludes transients. According to the Household Registration Law, the application for out-migration should be done prior to the case happened, and any in-migration should be reported for registration within 15 days after the in-migration has been completed. Since May 21, 1997, those who are internal migrants and stay at the new address at least three months should apply for household out-migration and in-migration registration within 30 days after the in-migration has been completed.

The internal migration statistics is defined as one year. There are three migration streams, that is, (1) between counties or cities, (2) between townships, cities or districts in a county or city, and (3) between townships, cities or districts. Migrants who move between townships, cities or districts are equal to the total of those who move between counties (cities) and those who move between townships, cities or districts within the same county (city). Net-migrants refer to the balance of in-migrants to out-migrants. The total number of movements is the sum of in-migrants and out-migrants who move between townships, cities or districts plus two times of those who change residences within the same township, city or district.

The in-(out-)migration rate is the number of in-(out-)migrants registered during one year per 1,000 midyear population in the same year. The net-migration rate is the number of net-migrants per 1,000 midyear

    23

population. The total movement rate is the total number of movements per 1,000 midyear population.

    19. Table 58

Table 58 presents data on numbers of civil divisions, households and population, mean size of household and sex ratio, end of 2013. The mean size of household is defined as the number of persons per household. The sex ratio is the number of males per hundred females.

    20. Table 59

Table 59 presents data on numbers of household and indigenous people, end of 2013. The aboriginal people are divided into aboriginal people in the plain and aboriginal people in mountainous region. The former is defined as who has registered in plain administrative district and has marked aboriginal people in the plain in his household register. The latter is defined as who has registered in mountainous administrative district and has marked aboriginal people in mountainous region in his household register.

    21. Tables 60, 77 and 78

Tables 60, 77 and 78 concern data on rates of population growth. A change in the size of a population is defined as population growth which is induced only from three sources, i.e., births, deaths and migration. The annual growth rate is defined as a ratio of the increased number of persons in a given year to the total population at the end of the preceding year, which is multiplied by 1,000.

The natural increase rate is the gap between the crude birth rate and the crude death rate. The gross reproduction rate is similar to the total fertility rate, which is the sum of age-specific fertility rates, except that the rate includes only female births in numerator. The net reproduction rate is a measure of the number of daughters that will be born to a hypothetical cohort of 1,000 women, taking into account the mortality of the 1,000 women from the time of their births. Hence, the net reproduction rate estimates what is the average number of daughters who will replace 1,000 female infants by the time the cohort of 1,000 has been subjected to the risk of mortality from age 0 to 49.

If the age-specific fertility rates and mortality rates remain constant with no migration for a sufficient length of time and the net reproduction rate is above 1,000, the population would increase. If the net reproduction rate is below 1,000 or just 1,000, the population would decrease or remain constant. Since the number of female live births by age of mother is unknown, the female proportion of all births is used as a constant multiplier for the age-specific fertility rates to obtain the gross and net reproduction rates.

    22. Table 76

Table 78 shows data on international migration. An international migrant is defined as one who has his household registered in Taiwan leaves for another country with a legal passport for at least one month or reenters with it. In general, the National Immigration Agency, M.O.I. will send the emigrational cases to the Department Household Registration Affairs, M.O.I which in turn will notify the township (city or district) household registration office concerned to register the emigration accordingly. However, the immigrant should apply for a registration as such within 15 days after he has entered to Taiwan. Since November 1974, according to the new regulations, emigrants will be registered as emigrated only when they have been away in foreign countries for six months and over. Accordingly, those who stay in foreign countries less than six

  • 24

months are exempted from registration of both emigration and immigration. Since May 21, 1997, only those who stay in foreign countries over two years need to register for household emigration.

    23. Appendixes I, , and IV

Appendixes I, II, IV present fertilities are generated by including foreign spouses, who got married to nationals and have not yet gotten permanent resident and registered in household registry in Taiwan Area, in the number of childbearing age women, besides appendix II, IV is not including the numerator of the illegitimate infant. Appendixes III, IV present data are generated only for national currently married women’s fertilities as well by excluding the number of births, whose mother are foreigners, from live births.
