"For example, as my colleague just mentioned, this legislation suggests minimum penalties for certain drug crimes that are harsher than those for certain sexually driven crimes involving children. We have to look at both of those and try to see where there is a balance. I would suspect that any crime involving children and sexual activity would have the harshest of penalties applied. Instead there seems to be a difference in how that would be applied. We do not support the idea of someone growing marijuana plants either, but it certainly should not have a stricter penalty, or at least both of them should be at the appropriate level. If we are truly talking about protecting the vulnerable, we have to do far more than what is written in Bill C-10."September 27th, 2011 / 5:25 p.m. “Safe Streets and Communities Act: Government Orders”OpenParliament.cahttp://openparliament.ca/debates/2011/9/27/judy-sgro-5/

When posed the question, Bonavista-Gander-Grand Falls-Windsor Liberal MP Scott Simms didn't hesitate in admitting he has smoked marijuana.“Yes, I've done it, and guess what? I inhaled too,” Simms said (making reference to the Bill Clinton admission that he had smoked but “never inhaled.”)When asked if he had smoked as a sitting member of parliament, however, Simms said he had no comment.“I've never performed my job high or drunk, as for outside of my job, that's for me,” Simms said. “I didn't get into office personally to talk about my Friday nights with friends and what exactly I do.”September 04, 2013 “Simms calls for mature debate on pot issue: Liberal MP admits to using marijuana, comes out in favour of legalization”Andrea Gunn gfwadvertiser.cahttp://www.gfwadvertiser.ca/News/Regional/2013-09-04/article-3374801/Simms-calls-for-mature-debate-on-pot-issue/1 Official Party Stance: Liberals understand the need to consider ending the prohibition of marijuana and addressing the root causes of crime to see real results.http://www.liberal.ca/getting-smart-on-crime-and-cannabis/

Dear Sam, Thanks for your e-mail regarding the NDP’s position on marijuana. In regards to the NDP, we were the first party to support decriminalization in 1999. At our convention in 2011 a more updated resolution was passed (see below). Although the resolution begins with a position on InSite, it ends with a clear direction for a non-criminal, regulatory approach. I have consistently opposed prohibition drug policies as harmful and archaic, and supported the need for drug policy reform. I will continue to work for this. Thanks for writing.Wed, Jun 11, 2014 at 12:12 PM “Email“<[email protected]> wrote:http://unschedulecannabis.blogspot.ca/2014/02/rathika-sitsabaiesan-mp-scarborough.html Official Party Stance: 3.1h Adopting a harm reduction approach to substance abuse and permitting the use of marijuana for medicinal purposes. 3.9i Decriminalizing marijuana possession with the goal of removing it’s production and distribution from the control of organized crime. http://xfer.ndp.ca/2012/2012-12-17-Email-Convention/Mtl2013_PolicyBook_E.pdf ‘Montreal 2013 NDP Policy

Were the parents of the students at Sioux Valley first nation school, in Manitoba, told that the Liberal leader was going to promote marijuana legalization in front of their young children? "Our efforts in the area of prevention will focus on youth. As well as a public awareness campaign, this will include community based drug use and crime prevention initiatives. We could spend our entire time speaking about the opportunities that we have in prevention, but the drug strategy does more than that. It also will target the production of drugs in Canada, including marijuana grow ops and clandestine labs. We will target those organized criminals who exploit for profit and attack our youth and other vulnerable citizens through drug dependency."November 14th, 2007 / 6:55 p.m. “Youth Criminal Justice Act: Private Members' Business”OpenParliament.cahttp://openparliament.ca/debates/2007/11/14/kevin-sorenson-2/

Bruce Stanton: I oppose legalization of marijuana or decriminalization. I support measures to make insignificant/recreational use of cannabis subject to fines instead of imprisonment - per Chiefs of Police proposals.Sam Vekemans: Thanks for your response. It will be publicly noted, and shared so others won't have to ask you again.Cannabis is not as dangerous as one might think. What is 'insignificant' when the raw plant is not taken into consideration? Juicing the raw plant leaves, or making the plant into an Oil, has great benefits, but not considered. It is unethical to prohibit a plant that was criminalized based on lies and propaganda.http://www.cnn.com/.../gupta-medical-marijuana/index.htmlBruce Stanton: Interesting. I would hope uses of the plant that don't involve intoxication could not be considered "criminal". However, it raises issues of control on how one would enforce these other uses. Thank you for bringing this to my attention.March 6, 2014 at 10:57am “Facebook question for clarification of the consultation document http://www.brucestanton.ca/media/Public-Pre-03-12-12.pdf”https://www.facebook.com/permalink.php?story_fbid=10153951325210121&id=6236822310&comment_id=47461934&offset=0&total_comments=5 Official Party Stance: Possession and Sales of Marijuana is a Criminal Offense.

"Hi Sam, cannabis use is a personal choice, and I do not believe that anyone should be criminalized for using it. Our Party leader, Tom Mulcair, is currently involved in discussions with the Canadian Medical Association on how to best prescribe cannabis (currently, there are no established guidelines, and the medical community has expressed that it needs time before moving to legalization to work out best practices). We believe this issue is too important to too many Canadians to not do it properly - so we are eager to continue our policy discussions around cannabis with experts and other groups. Let me know if I can provide further info. Best wishes, Kennedy"30 September 2014 “Facebook Message“http://unschedulecannabis.blogspot.ca/2014/02/kennedy-stewart-mp-burnaby-douglas.html

Its intention was to provide for minimum penalties for serious drug offences, such as dealing drugs for organized crime purposes or when a weapon or violence is involved. Mr. Speaker, the point of places like InSite is that, regardless of whether the purchase of heroin is legal, it will be consumed by some individuals because there is a thriving trade in drugs that we do not accept, and none of us like it, but it is there. Just as there is a trade in marijuana and a trade in crack cocaine, there is a trade in heroin, and the problem with the trade in heroin is that with it come some very unacceptable consequences of disease and death and the exposure of small children to very dangerous things. That is the type of thing that InSite is attempting to prevent, and that is the kind of thing for which these places need to exist.January 27th, 2014 / 3:50 p.m. “Respect for Communities Act Government Orders“Openparliament.cahttp://openparliament.ca/debates/2014/1/27/mike-sullivan-3/

Canada presently has the legalized medical use of marijuana, but I must point out that we also have a number of young people using it and they were now suffering from psychosis disorders and some have lost the good functioning of their brains from it. Specialists and clinics have been opened to work with these young people some who have gone into schizophrenia, bi-polar disorder and other psychotic diseases.Thursday, 9 August 2007 “David Sweet, M.P. They are slowly removing all avenues for Canadians to safely address their addictions at safe injection sites and to access medical marijuana for therapeutic needs.”November 28th, 2013 / 10:30 a.m. “Respect for Communities Act: Government Orders”OpenParliament.cahttp://openparliament.ca/debates/2013/11/28/glenn-thibeault-1/ Official Party Stance: 3.1h Adopting a harm reduction approach to substance abuse and permitting the use of marijuana for medicinal purposes. 3.9i Decriminalizing marijuana possession with the goal of removing it’s production and distribution from the control of organized crime. http://xfer.ndp.ca/2012/2012-12-17-Email-Convention/Mtl2013_PolicyBook_E.pdf ‘Montreal 2013 NDP Policy

“What matters now, is ending a marijuana prohibition policy that he says costs law enforcement $500-million a year and has left 475,000 people with criminal records since the Conservatives took office in 2006.”
