EXPLAINING THE QUALITY SCORE INDEX

The Gleaner, in conjunction with Johnson Survey Research developed the CSEC Quality Scores, which indicate the different values and levels of mastery pertaining to the three passing grades offered on the exam. The total average Quality Scores for each type of school, of a possible 4000 – and the QSI (Quality Score Index) out of a possible 100, for ‘Traditional’, ‘Upgraded’, ‘Technical’ and ‘New’ high schools are below. As we can see, QSIs for all ‘Traditional’ secondary schools have improved significantly since 2012, whereas the QSIs for ‘Upgraded’ and ‘Technical’ schools have remained basically the same.

Noticeably, traditional secondary schools received higher Quality Scores than their “upgraded”, “technical”, or “new” counterparts. This is laudable, however it may go without saying that those are the same schools that usually enroll students who scored highest on the GSAT exams…ergo, while justifiably being recognized for the high-caliber students they produce, these schools seem merely to perpetuate the academic track that many of these students were already embarked upon.

Or, as written by Dr. Alfred Sangster (The Gleaner June 2, 2013) “By default, the upgraded high schools, with fewer resources, have the Herculean task of dealing with poor performances, and their scores record this reality…[whereas] technical high schools suffer from a disadvantage in the school placement system.” Bearing in mind the exclusivity of each type of schools’ eidos, as highlighted by Dr. Sangster, this latest report also incorporates a segmented grading system, broken down by type of school. ‘Traditional’, ‘Upgraded’, ‘Technical’, and ‘New’ secondary schools were delineated into quintiles on the basis of the three-year average for this quality scores, and each quintile was afforded a grade of either A, B, C, D, or UG (ungraded).

An Analysis of the 2013 CSEC English & Math Results

The 2013 CSEC test results for English and Mathematics demonstrate significant improvement over last year. As reported by the Ministry of Education, 63.7% of students who took the English exam, and 42.2% of those who took the Mathematics exam, received passing grades; this compared to the 52% and 37% (respectively) who passed these tests last year.

In light of pass-rates for the test administered in 2012, this is doubtlessly fortuitous news…but, we should be careful not to mistake the fire blowing at our backs for a cool breeze: The historic disparity in pass-rates between the various types of schools still stands; The severity of this discrepancy, in turn, may be somewhat obfuscated by pass-rates typically being reported as a proportion of those who sat for the exam, rather than being derived from the total grade-11 cohort that was ostensibly eligible for the exam.

That’s not so much to say that there isn’t value in measuring success on the basis of those who sat for the exam, as it is to suggest that there is “more than one way to skin a cat”. Indeed, considering the broad applicability of the disciplines of Mathematics and English, that just over half of all students who were eligible to sit for these exams actually did, seems to be a cause for concern. (The grade-11 cohort taking the 2013 CSECs had 42,061 students. Of that, almost 23,000 sat for Math, and approximately 26,500 sat for English.)

The annually released Gleaner Quality Scores report is in constant development; This year, we have incorporated some of the insights of Dr. Alfred Sangster, (Educator, founder of UTech Foundation, and former president of CAST/UTech) whose feedback regarding the history of the schools, as well as the exigency of accounting for such history in the Quality Scores, is much appreciated.

The following results are determined using the Ministry of Education’s method of describing pass-rates as a proportion of those students who sat for the exams, from 2010 to 2013:

Notably, these figures don’t differentiate between the various kinds of secondary schools in Jamaica. Dr. Ralph Thompson (the education activist) suggested that by failing to disaggregate pass-data on the basis of the type of secondary school, one engenders the possibility of mistaking the actual state of education in Jamaica.

Doing so allows one to notice that, historically, Upgraded and Technical high schools provide substantially fewer passing CSEC scores than their Traditional high school counterparts.

Dr. Ralph Thompson also advised that pass-rates be derived from the total grade-11 cohort, rather than the total number of students who sat for the exam. By way of context, 54% of students in the grade-11 cohort last year sat for Mathematics, and 63% sat for English (these proportions being basically stable over the last three years).

If one factors the number of students who did not take the test but who should have been eligible, one will receive a different perspective on the success of this years’ grade-11 student body.

If we compare the two metrics’ depictions of passing, we observe that the Ministry of Education’s method of measuring passes suggests a larger improvement than Thompson’s.

Dr. Thompson and his supporters note that while factoring the size of the cohort provides more comprehensive understanding, it still glosses over the vastly disparate rates of passing between the various classifications of school.

stark divide between types of high school has its genesis in the historically differential allocation of material resources between these schools, as well as their varying dates of founding.

The Comparative Value Added Rankings

Each year there is a hue and cry among many when the Gleaner publishes its CSEC English and Math "Quality Score" rankings. The argument in effect is that certain schools are at the top of the list because they tend to attract the students with the highest GSAT scores and therefore, it's only to be expected that these students would score the highest on the CSEC exams five years later. Many have suggested that there should be a method of measuring the "value added" that each school imparts to its students, a measure that would somehow control for the incoming GSAT averages for each school. The Gleaner and Johnson Survey Research have made an initial attempt to do this. The Ministry of Education has provided the average GSAT scores for the students placed at each of the high schools in 2008. From these, we developed rankings from the highest to the lowest for English (Language Arts) and Mathematics. As an example, the following Table lists (in order) the ten schools with the highest GSAT scores in English for incoming classes in 2008. All other things being equal, you would expect these ten schools would be in the same order for the CSEC Quality Score Ranking for English five years later. We are in no way suggesting that a school with a "0" Comparative Value hasn't benefited the student. We are simply saying there was no difference on the basis of the expected results from the CSEC Quality Score compared to the other schools. (Obviously, schools which each year receive the highest GSAT scorers cannot improve on their rankings.) We believe the focus should be on those schools that had significant gains or losses over what otherwise might be expected (all other things being equal) and what makes these schools different from their peers.
