I. OVERVIEW

The Committee on General Government Operations and Cultural Affairs convened a public hearing on Monday, April 15nd, 2013 at 10:00 a.m. in the Public Hearing Room of I Liheslatura. Among the items on the agenda was the consideration was Committee Report on the reappointment of Ms. Conception Duenas to serve as a member of the Guam Parole Board.

All legal requirements for public notices were met, with requests for publication sent to all media and

all Senators on April 8, 2013, and April 10, 2013 via email. Copies of the hearing notices are appended

to the report.

The public hearing was called to order at 10:05 a.m.

11. SUMMARY OF TESTIMONY AND DISCUSSION

Vice Speaker Benjamin J.F Cruz announced the reappointment of Ms. Conception Duenas to serve as a

member of the Guam Parole Board.

Michelle Taitano, Guam Parole Board, read written testimony is support of the reappointment of Ms. Conception Duenas. Ms. Taitano stated that she is honored and privileged to have served with Ms. Duenas on the Guam Parole Board. Ms. Taitano stated that Ms. Duenas has wisdom, strength, intelligence, courage, boldness, faith, grace and understanding.

Basil 0' Mallen, Chief Prosecutor at the Attorney General's Office, provided oral testimony in support of the reappointment of Ms. Duenas to serve as a member of the Guam Parole Board. Chief Prosecutor O' Mallen stated that he has always been impressed with the leadership, guidance, and intuition of Ms. Duenas. Chief Prosecutor O' Mallen stated that Ms. Duenas listens carefully to the victims statements to make the tough decisions regarding whether parole should be denied to some individuals. Chief Prosecutor O' Mallen stated that Ms. Duenas upholds the duties of her position with dignity and respect for the victims and defendants.

Joana Margaret Blas, Mayor of Agat, provided oral testimony in support of the reappointment of Ms. Conception Duenas to serve as a member of the Guam Parole Board. Mayor Blas stated that Ms. Duenas has worked effectively with the victims and defendants during parole board meetings. Mayor Blas asserted that Ms. Duenas is so committed to the Guam Parole Board that she has rescheduled dialysis treatments so that she may serve at meetings.

Conception Duenas, resident of Guam, thanked Chairman Cruz for allowing her to testify in support of her reappointment to the Guam Parole Board. Ms. Duenas stated that her mother, that lived to be 101 years of age, told her that "If you do something then be committed and do it right;" therefore, she has been committed to working for the parole board for the benefit of community of Guam and for her mother. Ms. Duenas asserted that her reappointment and the appointment of Goring Duenas are crucial because it will allow the Guam Parole Board to have a quorum. Ms. Duenas thanked the panel of the 32°d Guam Legislature for considering her reappointment.

Senator Cruz stated his thanks to Ms. Duenas on behalf of the community and the legislature for her commitment to the parole board and the community of Guam.

Ill. FINDINGS AND RECOMMENDATIONS

The Committee on General Government Operations and Cultural Affairs to which was referred the

reappointment of Conception Duenas to serve as a Board Member of the Civil Service Commission

hereby submits these findings to I Mina' Trentai Unu na Liheslaturan Guahan and reports out the

reappointment of Conception Duenas to serve as a Member of the Guam Parole Board with a

I pray you all are doing well and thank you for your public service!

I am here on behalf of Mrs. Concepcion Duenas, AKA, "Auntie Connie." I am honored and privileged to have served with Connie on the Guam Parole Board for almost six-years. Connie is a major source of wisdom, strength, intelligence, courage, boldness, faith, grace and understanding. These are just seven attributes one ought to possess to be able to serve on this board. Connie has more. She has been steadfast and diligent in serving our island community even though as you all know, the Parole Board has experienced and continues to experience adversities.

She uses her 20-years experience as a Guam Police Department Officer, being firm, authoritative, and respectful and skillfully combines them with kindness, empathy and support as that of a victim's advocate. A unique and specialized "Hat," that Connie wears.

She's also a mother with that "Mother's intuition" and understands the challenges of parole clients as they present their cases for parole, especially as many have come from broken, father-less families.

I look forward to continue to serve with this Awesome Woman of God, who faithfully and diligently administers her duties, on the Guam Parole Board, to our Governor, you senators and to our island community.

I humbly request your confirmation of Mrs. Concepcion Duenas to continue to serve on the Guam Parole Board.
