Acting Chairman Benjamin Cruz. We have one nomination: Ms. Kamia LG. Dierking as a member of the Guam Board of Equalization.

Testimonies & Discussion

Ms. Kamia L.G. Dierking. Good afternoon Senators. thank you very much for the opportunity to speak before you. l. am coming today to seek approval for my nomination to the Guam Board of Equalization. I come from a family who has a long tradition of public service and when presented with this opportunity I looked at it as a way for me to give back to the island that I love. This will be my first opportunity 10 sit on any kind of board. rr you look through my resume you will see that I don·t have any kind of accounting or tax or real estate background. But what I tell you right now is that I do bring a fresh perspective and l have a commitment to learning new things. J know with the Board of Equalization I will be presented with different challenges where I will be asked to make decisions 1ha1 may be unfavorable or unpopular. [ can still look at it and provide a critical view and not be unwavering in my decision. Thank you for this opportunity to speak in front of you.

Acting Chairman Benjamin Cruz. Thank you very much for your willingness to serve on this board. Are you aware of how busy you arc going to be in the next month with this board'? Not even taking into account. your own personal situation. As I understand it from the Chairman of Rev & Tax. Rev & Tax has told us that the new appraisals should have been completed last month this Board of Equalization is supposed to be meeting this month and next month approving the appraisals and by "lovember. they are supposed to haw recommendations on what the new tax bast: is going to be for everybody's piece of property on this island. J am just wondering whether or not you are up that for the next couple of months. It's going to be really rough. From what they told the Chairman. they are going to get ready a new tax bill by November. I an1 very skeptical that they will do it. I am just telling you that they have told us that they were going to have the appraisals done ~. I am not sure if it is done but it was supposed to be before the board this month and next month because Rev & Tax wants the bills out by the first of November.

l f you are willing to do it .~ because it really only takes common sense. l remember going through it and l tried to explain to the Board of Equalization at one point. how could my piece of property on the cliff line be valued as much when it is surrounded by two Kaiser boxc:s equal to two houses a mile up the road, again on the cliff line but every house within 5-10 acres there were all million dollar mansions. But the underlying property was valued the same and they couldn •t explain it to me but I am sure with your education from t'A and the years 1hat you have had at CHA that you would be: abk to answer those

questions and al least explain 10 the taxpayer what the problem is. I know your family and I know you have to be very bright to be their kid.

Ms. Kamia L.G. Dierking. Thank you. I definitely see it as a challenge but l also know I have a very supportive family who can help if there is anything that needs to be done or taken care of in the next couple of months. 1 think they will all be available to assist so I can make sure 1 am at attendance at all the meetings.

Senator Michael San Nicolas. Thank you. Mr. Chair. All of that aside, thank you for your willingness to serve. l just want to reiterate. All things being equal. this is going to be a very challenging board over the next twelve months. As the Vice Speaker mentioned, they are going through the re-valuations; what's going to happen is that property values will most likely be adjusted upwards and a lot of people are going to want to go before the Board of Equalization to make claims for having their property not be adjusted upwards. That's going to be the natural course of things. It's going 10 get very, very hectic. I have not doubt you are up 10 the challenge. I just want to be fair and disclosing how challenging it's going to be.

I would be very hesitant to take a seat on this board because of the demands. Not only because of the workload, but because it is going to be an unpopular workload. I don't think anyone is going 10 come and sec you saying they are happy their property values went up and their tax base is increasing. There is going to be a lot of issues that the board is going to be faced with and a lot of people arc going to want a lower tax rate. It's going to be your responsibility along with the other members of the board to be able to navigate that. I am not talking about dozens; I am talking about maybe hundreds or thousands. That is just the reality I wanted to share with you.

I really think you are up for the job. I wa;; just looking through your background and it shows a very rapid progression at GTA. You went in and as soon as you had your foot in the door with regards to management in January, 2011 you quickly accelerated to a position of Senior Manager. That's a strong testament to not only your work ethic but your intelligence and ability to deliver and to effectively make decisions and determinations. I think you will be a tremendous asset to the people of Guam and to the board. 1 just want to be fair to you. as well and let you know there are a lot of boards and this one is going to be a very, very challenging one for anybody. If you are up for it. you have my full support and l think you will be an excellent addhion. Thank you, Mr. Chairman.
