• REACH-PI - founded in 2005 as a result of a KT process following research findings from TEHIP

• Ugandan country node is at Makerere University • Is a partner of WHO’s EVIPNet • Work funded by EU among others and currently IDRC

• Has done significant work in developing and evaluating knowledge translation strategies

• Piloted the first known rapid response service in low and middle income countries • Has also contributed to the better understanding of work around evidence briefs for

policy and deliberative dialogues, clearing houses for evidence

• Involved in • Scaling up KT strategies and KT platforms • Building capacity for KT • Burkina Faso, Cameroon, Kenya, Malawi, Lebanon, EVIPNet Europe member

countries, Brazil, Canada

• Institutionalization vs Sustainability Does institutionalization automatically lead to sustainability? Can you have one without the other?

• Human Resources Supply side – right mix of skills Demand side

• A general paucity of ‘local’ research

• Considerably more interference in the process by different actors

other than the recognized policy making persons and institutions

• The policymaking process is also influenced a lot by the culture - the politics of affection

1. The policymakers do use the evidence once it is timely and relevant (in this case it was used instrumentally, conceptually and symbolically)

2. The process will proceed with or without our input (to a certain end) therefore timeliness at the time you are needed is important

3. Timing (when do you come in?)

4. Evidence does meet and compete with the politics (and may win)

5. Policymakers need skills to be able to use evidence
