Objective

• Evaluation of the nuclear infrastructure development status of Vietnam.

• Identification of the areas in Phase 2 needing further actions to reach

respective milestones in the building of national infrastructure in Vietnam.

• Provision of Recommendations and Suggestions to Vietnam regarding

infrastructure development which can be used in preparation of an Action

Plan to address areas for further improvement.

Process for Evaluation and Interviews

Review of self-evaluation of the status of national nuclear infrastructure development of Vietnam.

Interviews for each issue and condition, conducted based on the Updated Working Paper “Addendum to:

Evaluation of the Status of National Nuclear

Infrastructure Development” (Updated Evaluation

Methodology).

Identification of gaps.

Key Findings/Recommendations/Suggestions/Good Practices.

Continuous feedback on main findings daily basis.

Result of INIR Mission (1/2)

IAEA Draft Report of INIR Mission

The INIR Team found that Vietnam has made

notable progress since the 2009 INIR Mission

in the development of the necessary

infrastructure for its nuclear power program.

The mission team concluded that strong

support for nuclear power program by the

Government of Vietnam is evident.

Conclusion of the INIR Mission:

Vietnam has significant work to do in

order to complete phase 2 activities,

as Vietnam recognized in its Self-

Evaluation Report.

Result of INIR Mission (2/2)

In order to assist Vietnam in making further progress in its

infrastructure development, the IAEA INIR Team made 42

recommendations and 14 suggestions and identified 7 keys

areas for further actions.

The IAEA INIR Team recognized 2 good practices in the

Vietnam programme which are worthy of note by others in the

drive for excellence in infrastructure development.

Post-INIR Activities

MOST sent the draft report to relevant organizations for

feedback and updated information and will summit to IAEA.

Take into account recommendations and suggestions from

INIR team for current nuclear infrastructure development

activities.

• The Integrated Master Plan for Nuclear Infrastructure

Development;

• Assessment and integration of Plans for Human Resource

Development of relevant organizations;

• Soft coordination between Vietnam, IAEA, vendor

countries and other international suppliers;

• Other projects.

Experience and Lessons learned (1/2)

Extensive study on references and guidelines of the IAEA, experience of

other countries which are effective and important to newcomers;

Process of making self-assessment: great value for the planning and

implementation of the nuclear power infrastructure development program;

Having good and kind cooperation with IAEA mission team: international

experts selected by IAEA in consultation with Vietnam; open dialogue

between the team and Vietnamese representatives…;

Information revised and updated during preparation, mission and after

mission.

Recommendations and Suggestion considered and taken into actions.

Experience and Lessons learned (2/2)

Some issues:

• Understanding of infrastructure-related concept, definition

(e.g.: main content of “contracting strategy” – Criteria 3.4 of

Issue No. 3, Phase 2; relation between “key national

organizations” & owner/operator – Criteria 1.2.1 of Issue No. 1,

Phase 2);

• Difference between IAEA’s concepts and practical situation

in Vietnam (e.g.: NEPIO, bidding process,...);

• Difference between the “basic for evaluation” used for self-

evaluation and during the INIR mission.

Expectation

Assistance by IAEA and supplier countries: – More detailed explanation and guidance for each issue of nuclear

infrastructure development.

– To focus on critical issues of the infrastructure development with

consideration of the unique situation of each newcomer, especially

outcome of INIR Mission;

– To be provided in a continuous and timely manner taking into account

the lessons learned from recent experiences from new projects.

– Assistance newcomers to review and asset project plans.

– Provide information and sharing experience on infrastructure

development among newcomers.
