Site Assessment History

Former electrical components manufacturing facility, operated since late 1960s

2004 ESAs identified VOCs exceeded NCs in soil and groundwater, SVOCs in SW detention basin

Suspected VOC sources of the release – former plating and former parts degreaser

HSRA release notification was submitted to EPD in May 2004, but the Site was not listed.

Manufacturing operations were moved out of the U.S.

Post Clean-Up and Buyer Liability

Typically, the buyer is responsible for site investigation, soil cleanup, and the CSR/CAP.

Owner has assumed costs for all of the above to attract prospective buyers.

CSR - Soil RRSs have been met. CAP – Groundwater clean-up liability

remains with the Seller, will let VOCs in GW attenuate

CSR/CAP will be given to buyer for submittal to EPD.

Conclusions

Brownfields clean-up encourages an expedited approach to address site environmental issues.

Seller can provide additional prospective buyer incentives by doing up-front work.

Brownfields approach promotes communication between stakeholders to achieve a common goal.
