We are here to meet your needs. Please call anytime during our office hours with any questions you may have regarding Open Class entries, exhibits, dates, fees, exhibitor numbers, etc. Please note the following information: pre-registrations can be submitted to our office in a number of ways, walk-

ins, mail-ins, fax, and online. Livestock entries close Friday, July 19th and online non livestock entries will close on Sunday, July 21st. Walk-in entries will continue to be accepted for non-livestock entries until department drop-off day. Check departments for exact day and time information. While

pre-registration will be accepted in the above manner, exhibits can only be accepted according to fair schedule. Please refer to the fair schedule so you will know the correct time to bring in your exhibit. We regret that exhibits cannot be accepted before the listed date and time for your department.

What is an Exhibitor/Premium

Book?The premium book includes all of the rules and regulations pertaining to the fair and details of each of the exhibit categories. There are three main divisions in which to enter items or animals in the fair: Open Class, 4-H and FFA. Under each Open Class Department is listed the person in charge of the department, the premiums, and the rules and regulations. FFA and 4-H details are not listed in this book.

DESCHUTES COUNTY FAIR GENERAL RULES AND REGULATIONSIt is the full responsibility of every Deschutes County Fair Exhibitor to carefully abide by all rules and regulations. All will be rigidly enforced, and ignorance of them may prove harmful to successful competition and further exhibitor relations.Special department rules take precedence over general rules should there be any conflict. The Deschutes County Fair will not be liable for any loss or damage to exhibit; however, every reasonable precaution will be taken to insure its safety. Entry implies acceptance of these rules. Fair Management reserves the right to reject any exhibit or display if it is deemed inappropriate.Persons having claims against the Fair management shall present them in writing within ten days after the close of the Fair.Entries in all departments (excluding livestock, wool, and fiber) are limited to residents living in Deschutes, Crook or Jefferson Counties. Livestock exhibitors must be residents of the State of Oregon, except beef and goats.Entry blanks are available at the fair office: 3800 SW Airport Way, Redmond, Oregon 97756.Late entries accepted with the Department Superintendents approval only.Non-Livestock Open Class exhibitors ages 12 (as of January 1 of current year) and under will receive a Deschutes County Fair exhibitors’ wristband that allows them to visit the Fair. Wristbands are non-transferable. Senior Citizen age is 62 and over. Senior citizens do not receive wristbands.ProtestAll protests regarding judging must be made in writing and be accompanied by a deposit of $15 in cash, which will be forfeited if the protest is not sustained. Such protest must plainly state the cause of complaint of appeal and must be filed with the fair within 24 hours after cause of the protest. No complaint or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal or article in any class will be considered. When a protest is to be made same shall be filed with the department superintendent before the reserve award in order that premiums may be properly distributed in the event of the protest being sustained. Any exhibits removed prior to 5:00 pm Sunday, the last day of the fair, forfeit their premiums. This rule will be strictly enforced.PremiumsExhibitor premium checks will be available for pick up on Sunday, August 4, between 3:00 pm – 6:00 pm in the South Sister Building.An error in the record of premiums awarded caused by over sight or neglect on the part of the superintendent or judges shall be subject to correction at discretion of the Fair Director/Superintendent. Correction requests must be made within one day of the close of the fair and must include: 1. exhibitor’s name and address; 2. exhibitor’s number; 3. exhibit description and class number; 4. nature of error.In case of any unforeseen situation where the annual fair may be shortened or canceled, the fair management has the right to change or cancel the premium awards.Premium checks will not be mailed. All premium checks must be picked up in person by the end of August. Any exhibits not picked up by August 31 will be donated to a worthy charity.

OPEN CLASS LIVESTOCK RULES AND REGULATIONSEntry forms must be in by 5:00 pm, July 19, 2019, including fees.Exhibits will be limited to the capacity of the barns and number of entries per exhibitor may be reduced based on space available.Exhibitors are requested to carefully read all entry and exhibit, LIVESTOCK and department rules and

regulations.Entries will not be accepted after the closing date unless deemed in the best interest of the fair and with the permission of the department superintendent.Nurse animals not permittedAll stock is entered and shown at the risk of the owner. The fair management will not be responsible for loss by fire, theft, or otherwise, but will exercise all reasonable vigilance in the care of exhibits.No entry fees will be refunded after the entry closing date except where an animal is prevented from showing because of sickness or accident and a qualified veterinarian must certify such sickness or accident in writing.Entry forms must include registration numbers and date of birth for large animals. Entry forms not properly completed will not be allowed to exhibit.Entries are limited to residents of the State of Oregon except beef and goats. Animals must be entered in the name of the owner. Animals dually shown in Open Class and 4-H or FFA must be entered under same exhibitor. Small animal exhibitors may not enter the same animal in Open Class and 4-H/FFA.All animals may be screened for quality.Animals must be in place by 8:00 pm Tuesday of fair week. EXCEPT LLAMAS AND GOATS - THEY MUST BE IN PLACE BY Tuesday, 12:00 NOON. No animals may be removed from the fairgrounds before Sunday, 5:00 pm without permission of the department superintendent. In case of illness, the veterinarian must make the request.PREMIUMS WILL BE CANCELED ON ANY ANIMAL LEAVING THE FAIRGROUNDS PRIOR TO 5:00 PM RELEASE TIME ON SUNDAY, THE LAST DAY OF THE FAIR.Registration Requirements:• All large animals must be registered in the

exhibitor’s name, and exhibitors must have such papers readily available for inspection by the department superintendent and barn director.

• Any exhibitor attempting to show his or her animals under false or irregular registration papers or refusing to show the registration papers will be barred from exhibiting.

OUT OF STATE EXHIBITORSOUT-OF-STATE ANIMALSThere are both state and federal regulations regarding shipment of livestock and other animals across state lines. Most regulations are related to efforts to prevent, control or eradicate animal diseases. Some are to prevent livestock theft.Exhibitors from other states must provide a CVI and an Oregon Import Permit to prove their animal (s) meet Oregon’s import requirements to be shown at the DCF. Please call the Oregon Department of Agriculture (503-986-4680) for further details.Any animal not legally in Oregon will not be allowed on DCF’s grounds and will be reported to the State Veterinarian.Bovine (out-of-state origin)An Oregon Import Permit must be obtained from the Oregon Department of Agriculture (503-986-4680) prior to entry to the state for all cattle entering Oregon for exhibition purposes. Certificate of Veterinary Inspection and Import Permit number and tests as indicated below:1. BRUCELLOSIS: Females must be officially calf

hood vaccinated. Class Free State: No test Class A State: One negative test within 30 days prior to entry into the DCF. If animal(s) is/are from a Certified Free Herd, they may enter without further testing with herd number and date of last herd test on the Certificate of Veterinary Inspection.

2. SCABIES: All beef cattle coming from scab endemic areas must be dipped in an authorized solution or treated with Ivermectin under official supervision. Such cattle must be shipped with 11 days of treatment and must not have been exposed to other cattle while waiting shipment.

Brand Inspection RequirementsIn accordance with ORS 604.071: No Person Shall: Transport livestock out of this state without a brand inspection certificate having been issued to the person presenting the livestock for transport, or fail to have a document identifying each load of livestock as a part of the livestock described on the brand inspection certificate accompanying each load. This applies to branded or unbranded livestock.Out-of-State Exhibitors: Each exhibitor transporting cattle must be accompanied by a current brand document issued from the state or origin upon entering the State of Oregon. This applies to branded or unbranded animals.GOATS (OREGON ANIMALS OR OUT-OF-STATE)All individual exhibited must have a premises ID through the USDA Scrapie Eradication Program.OUT-OF-STATEAll goats imported into Oregon shall be accompanied by an Import Permit and a Certificate of Veterinary Inspection attesting to the general good health of the goat (s) being imported and certifying the animal (s) have no known exposure to Scrapie. All goats being imported shall be identified by readily visible means of permanent identification, including but not limited to individual ear tag, tattoo, or brand.SHEEPAll individuals exhibited must have a premises ID through the USDA Scrapie Eradication Program.ParkingUnload immediately and move vehicles to the parking area. No vehicles are permitted in the area of the barns. Failure to comply with these rules will result in the towing away of such vehicles at the owner’s expense.Camping permits are available at the fair office.Barn RulesStalls will be assigned by the barn superintendent prior to the fair and absolutely NO CHANGES will be made unless authorized by him/her.In the Beef Barn early setup on Monday may be available, but is not guaranteed. Contact barn superintendent to see if your stalls are ready.Tack stalls or pens may be assigned if space allows.Fitting racks will be allowed in the barns at the superintendent’s discretion.JudgingExhibitors will be limited to two entries in a class (except poultry).All animals in group classes must be shown in individual classes. Decisions of the judges are final. Appropriate awards will be assigned based on quality of exhibit, as deemed appropriate by the judge.Championships may be awarded to superior animals at the discretion of the judge.Animal and StallStall cards are available at the Fair Entry Office or from the superintendent of the barn and must be attached to the stall or pen of each animal by 8:00 pm on entry day.Stall and pen areas are to have sufficient, clean bedding and are to be in a clean and uncluttered condition at all times. Clean-up procedures are to be completed by 9:00 am each morning.Open Class times for beef wash racks will be posted in the wash area.Manure and hay bedding are to be hauled to the nearest pit.All animals in stalls are to be double-tied.Fair management will provide bedding.Rules for Night Tie-Outs for the Beef BarnWednesday, Friday - 4-H/FFA night tie-outs from 8:00 pm to 8:00 am. Open Class animals will not be allowed to tie-out these days.Tuesday, Thursday, Saturday - Open Class night tie-outs from 8:00 pm to 8:00 am. 4-H/FFA animals will

not be allowed to tie-out on these days.All animals must have safety ropes around their necks.NO FEED, WATER OR BEDDING IS ALLOWED IN THE TIE-OUT AREA.

• Fleeces can be rejected if not properly prepared for entry. The following is suggested:

• Lay fleece out on clean floor, skin side down• Remove all dung locks, leg hair, tags, and

other foreign matter• Fold both sides into the middle• Fold the neck wool back to the shoulder• Begin rolling the fleece from the Britch end so

the best and most attractive wool of the back and front shoulder area is on the outside of the fleece. Roll, do not tie fleece.

• Bring fleece in a plastic bag that is large enough that it isn’t “stuffed” in.

SMALL ANIMALS - RULES AND REGULATIONS Entry forms must be in by 5:00 pm, July 19, 2019, including fees.Entries will not be accepted after the closing date, unless deemed in the best interest of the fair and with the permission of the department superintendent.Exhibitors are requested to carefully read all general, entry, livestock, and department rules and regulations. one week prior to the fair and upon entry to the barn. Health checks will be done upon arrival. Any sign of sickness and/or lice and mites will result in the bird’s entry being denied.

• All birds will be dusted mid-week at no cost to the exhibitor, courtesy of 4-H and Deschutes County Fair.

• Feed/water containers for chickens and pigeons must be a minimum of 2” deep and 2” wide. For example; the size of a large tuna fish can. Please no plastic/Styrofoam cups. These must be SECURELY tied with floral wire or strong twine. You are responsible for removing these at the end of the fair at coop out.

• Waterfowl feed/water cans must be the size of a 3-pound coffee can. These must be securely tied to the cage with floral wire or strong twine. Each exhibitor is responsible for removing these at the end of the fair at coop out.

• Age restriction: No poultry under 6 months of age.

• IMPORTANT! The State of Oregon is applying for “Pullorum Typhoid Free Status” from the Federal Government. One of the conditions is that ALL birds entering ANY Fair in the State must EITHER be from a N.P.I.P. flock OR be tested negative. This applies to ALL CLASSES OF POULTRY, whether it be 4-H, FFA or Open Class.

RULES AND REGULATIONS • All goats will be health checked before

entering the barn. NO EXCEPTIONS.• Any animal showing signs of illness or

contagious disease will not be allowed. In case of a dispute, a veterinarian will be called at the owner’s expense.

• Exhibitors are requested to read carefully through all the rules and regulations for all livestock exhibitors.

• No bucks OF ANY AGE allowed in the goat/llama barn.

• All goats must be registered with their appropriate breed association. Exhibitors are to have a breed registration paper or a stamped application (following that breed’s registration rules) for each goat at time of check in on Tuesday of Fair. Papers are to be available to view by the goat superintendent or fair association at all times. Exception: Pack goat wethers and does not being shown in a breed class do not need to have registration papers.

• All goat exhibitors are to unload their exhibits through the South Gate on Airport Way.

• Only goats entered and being shown will be

allowed in the barn.• Nurse animals not permitted• Animals used in group classes must have

been shown in individual age classes. Group and udder classes must be listed on entry form. It is the exhibitors’ responsibility to enter all group classes and to verify all goats are entered in the correct class on Tuesday when checking in. No entries will be added or changed after Tuesday of fair week.

• All exhibitors showing goats are required to show proof of participation in the Scrapie Eradication Program. All goats must have appropriate scrapie identification and/or paperwork that support compliance.

• FAIR PASSES: Exhibitors will be given their passes after all papers have been presented to the barn Superintendent and classes have been verified with the clerk book and proof of participation in the scrapie program is presented.

• An exhibitor may have a unlimited entries per class. A two (2) premium paid limit per exhibitor per class will be enforced.

• ATTIRE: Exhibitors are required to wear appropriate clean clothing in the show ring.

• PENS: Tack and pen areas are to have clean bedding and are to be in a clean and uncluttered condition at all times. Clean-up procedures are to be completed by 9:00 am each morning.

• No full body clipping allowed on the fairgrounds. Udder & small touch ups are allowed.

• FEED AND WATER: Exhibitors are expected to provide clean water and hay at all times.

• MILK OUT: All milking dairy does are to be milked out between 5:00 pm and 7:00 pm the evening prior to show day. All does are to be verified compliance by Superintendent or his/her representative.

beginning to be starchy.• Summer squash must be immature and tender.• Winter squash must be mature.• Onions should be mature.• Tomatoes must be fully ripe, except green

ARTISTIC FLORAL ARRANGEMENTS RULES AND REGULATIONS• Exhibitors are to furnish their own containers

Floral department personnel will assist. If it becomes necessary to move an arrangement before judging utmost care will be taken.

• Arrangements must be kept fresh until the close of the Fair. If impossible for the exhibitor to do so, notify the superintendent who, with the assistance of Fair personnel, will keep them in good condition.

• Arrangements not conforming to premium list specifications will be exhibited on a display only basis.

• Foliage is permitted in all classes unless otherwise specified.

SHEEP WAGON CARROT CAKE This recipe is well over 100 years old!This cake was one made by pioneers and carried across the country in covered wagons.READY IN: 2 hours 25 minutes

INGREDIENTS:1 1/3 cups sugar1 1/3 cups water1 1/3 cups finely grated carrots1 cup raisins, washed and drained1 tablespoon butter1 teaspoon cinnamon1 teaspoon nutmeg1 teaspoon clove1 cup chopped nuts 2 ½ cups sifted flour1 teaspoon salt1 teaspoon baking soda2 teaspoons baking powder

DIRECTIONS:1. In mid-sized saucepan, put sugar, water, carrots,

raisins, butter and spices, bring to a boil and simmer five minutes.

2. Remove from heat, cover and rest for 12 hours (Comment; the secret of this cake is to let the boiled ingredients rest for 12 hours).

3. Then add the baking soda mixing to dissolve, add the flour, salt and baking powder. Lastly, fold in the nuts.

4. Put the batter into two well-greased loaf pans or one tube pan.

5. Bake at 275 for 2 hours. (This may vary from oven to oven).

6. Cool and wrap

List source on the label.

• A referenced recipe must be from USDA recommended procedures as listed in the above booklets. Recipes and procedures from any other sources MUST be written out completely and attached to the to the exhibitor tag.

• Any entry may be disqualified as a result of omission of any of the labeling requirements. Labels are available at the Fair entry office.

• Candidates for the Theme Award are most appropriate in the collection’s classes in the Food Preservations Department. Decorating the jars in individual classes is prohibited. The label and content must be clearly visible.

• Jars included in the collection’s classes need to be labeled with the labeling information necessary in individual classes. The entry tag must have the collection’s classes name and number.

• Unless otherwise noted, all jars must be standard canning jars. The size is determined by USDA recommendations. All jars must be clean and free from rust. Rings are required and must be clean and free from rust and easily removable.

• Clear, non-tinted jars are required.• Jams or jellies must be processed in pint or

half-pint jars. No 4 ounce jars. • Attach string on exhibit tag with scotch tape

to bottom of jar. For freezer jam, please use freezer tape.

• All entries must have been preserved within the last year. Each item should be entered in the Fair only one time.

• Canned products are considered articles of food and will be judged as such. Food preservation department personnel reserve the right to open any canned product.

• ENTRY CLERKS WILL NOT BE RESPONSIBLE FOR INCORRECT OR INCOMPLETE ENTRIES.

Descriptions for Adult, Senior & Youth:• Tomatoes- If entering in the tomato sections

identify the type of tomato product on the exhibitor tag.

• “Tomatoes- whole or halved packed raw without added liquid.”

• “Tomatoes- crushed packed hot without added liquid.”

• Fruit Spreads - At 1000’ - 6000’ altitude, fruit spreads must be processed at least 10 minutes in a boiling water bath in half pint or pint jars, except some conserve and marmalade recipes (as in Ball Blue Book) and freezer jam.

• Frozen Jam – Display in ½ pint, regular mouth canning jars or commercial freezer jars.

• Marmalade - A mixture of fruits usually indicating citrus. Flavors listed refer to main ingredient.

• Preserves - Chunks of fruit suspended in a soft jelly.

• Conserve - A jam like mixture of two or more fruits, usually including raisins or nuts or both.

• Paraffin - The USDA no longer recommends paraffin to seal fruit spreads. Entries using paraffin to seal any products will not be accepted or displayed.

• Mustard - May be canned and displayed in 4 oz. jars (following directions in Ball Blue Book).

TABLE DECORATING - TABLE SETTING• Tables to be set Saturday, July 27, 2019 from

1:00 - 6:00 pm. Table settings must be in place and exhibitors must leave premises by 6:00 pm. Table exhibits MUST be removed promptly between 5:00 - 6:00 pm Sunday, the last day of the Fair.

• Table space of 18 x 24 inches will be provided, one space per exhibit. Menu printed on a card must be part of the exhibit. Exhibit must stay within the confines of given dimensions and not overhang on any side.

• A good reference source for guidelines to table settings: “The Oregon 4-H Table Setting Guidelines”. You can Google the document under that name. The latest version is 2018.

• Table setting displays are expected to be the original work of the exhibitor. Photos or representations of the table setting display are not allowed to be used during set-up.

• No food permitted on table, with the exception on nonperishable fruits and vegetables.

• Linen, china, glassware, flatware, and other accessories should be marked with name of owner, but markings must not show when accessories are in place in the exhibits. Reasonable precaution will be taken to insure safety of exhibits, but the Fair assumes no responsibility for loss or damage.

• Any tableware used on an award winning table may not be used again for two years.

• Adult and Senior will be judged together. Youth will be judged separately.

• In the event of a change in planned or available space, the Superintendent reserves the right to limit entries or reduce space allotments.

• Entrants are encouraged to follow the score card for table decorating, as it is the basis for judging.

Section 10 – Needle FeltingNeedle felting is done by using a single needle or a small group of needles (2-5) in a hand held tool, these needles are used to sculpt the wool fiber. • The goal of the Fine Arts Department is to encourage and reward original works of art and to recognize art generated from non-original sources. COPIED WORKS for youth classes only. A work is a copy when the problems of composition, color, and essence have been resolved by another. Thus, a copy is an unfair measure against an original work. No paint-by-number.

• Adult Professional and Semi-Professional sections and classes cannot accept works generated from a classroom or TV setting. Adult Amateur and Novice sections and classes will accept works generated from classroom and TV sources.

• Note change: Maximum size 36”x40” (including frame). Minimum size 11”x14” (including frame).

• If the minimum is less than either side measurement, IT WILL NOT BE ACCEPTED (example 8”x20”).

Framing:• All entries must be two dimensional

and ready to hang on a wall or they will not be accepted. Paintings on jars or saws may be accepted in Handcrafts (Dept. O).

• All adult entries must be framed with wire on back for hanging ~ no exceptions.

• Standard framing and matting with glass is appropriate.

• Gallery wrap as a form of framing will be accepted. (Gallery wraps – Canvas over edges and stapled on back. Painting is extended out and onto outer edges of canvas).

• No saw tooth hung artwork will be accepted. (Saw tooth - Metal hangers commonly found at hardware stores.)

• All entries in youth classes must be either framed with wire hangers or matted with stiff backing (foam core). No glued or stick-on hangers.

• If an entry is not hangable it will not be accepted.

• Suitability of frame or neatness in matting will be considered in accepting exhibits for classes and judging - youth included.

• Superintendent has the discretion to accept or deny entries. Each case will be considered and discussed to the satisfaction of parties involved. K. Stone

• No exhibitor will be allowed to enter work in one medium (i.e. oil) as a professional and another medium (i.e. pastel) as a novice.

• Attach name, address, phone number, and name of section and class entered to back of each exhibit. Hang completed exhibitor tags with string in upper left-hand corner of artwork.

• All entries must be in good taste. Nudes or any material unsuitable for any age will not be accepted. It is the Superintendent’s decision.

• Computer Art: Original compositions not enhanced photography.

• Mixed Media: When a minimum of two (2) mediums are COMBINED to create a work of art. For example, pencil plus pen and ink, or pastel plus pencil plus collage. All works of collage fit into mixed media classes.

Definitions:Professional: One who does artwork mainly for sale, art shows, or galleries, one who has had several years experience, has given art instruction to others, does work to be reproduced as prints for resale purposes, or sells the majority of their work. Semi-Professional: One who does artwork for sales, who has had advanced instruction, who has publicly shown work in shows or galleries with the intention to sell, and one who has sold

artwork for more than a hobby. • Photos must have been taken within the last two years and NOT previously exhibited at the Deschutes County Fair, including 4-H.

• You cannot enter in more than one division (Adult Novice, Adult Advanced, etc.)

• Exhibitors can only enter photos which they have taken themselves.

• Entry tags may be obtained at the Fair Entry Office. It is the responsibility of the exhibitor to obtain an exhibitor’s number and to fill out the tags completely and properly. Placement into categories is left to your own discretion and honesty. Enter photo into class that best describes it.

• Please title your entry tag (i.e. CATS) with the class number in which it is being entered, so we have no question on the photo, or the photo subject. After the exhibitor’s tag is PROPERLY completed, fold up the bottom, remove strings and tape it to the back of the photo on the bottom right-hand corner of the photo as it faces you, with the entry number showing. A clip hanger is provided by the Fair.

• The maximum picture size is 8”x12” The minimum picture size is 5”x7”. The photo size can be anywhere between 5”x7” and 8”x12”. Example: photo can be 5”x12”.

• Total size of entries cannot exceed 8”x12”. Foam board backing is to be the same size as your photo.

Presentation: • Mount photo on foam core or gator board

with no matting showing. We cannot accept construction paper.

• We will not accept wood, glass, plastic, or metal framing. Your name and exhibitor’s number must be placed on the back of the foam board. Pictures will not be accepted with writing on the front of the photograph.

• The department superintendent reserves the right to reject any exhibit on the basis of improper or inadequate presentation, or information given on the exhibitor’s tag. Exhibitors entering under false pretenses or violations of the rules and regulations will not receive premiums. All exhibits will be displayed according to the information given on the exhibit tag.

• If there is a large category, it may be divided into a smaller subcategory by the superintendents.

Entry Day:• To save time, please have your photo

entries in numerical order from the lowest to the highest class number.

• Please make sure that all strings have been removed from your tags and that your entry tag is positioned in the lower right hand corner of your exhibit as you look at your photo.

• Name, exhibitor’s #, and age of artist should be attached to the back of each exhibit.

• Entry tag should be taped in the lower right hand corner of artwork. Tape back of tag to back of exhibit, printing should be facing the front. Use a tag WITHOUT a string.

• All Artwork & Photography must be able to hang with a clothespin.

Handcrafts • Handcraft exhibits are limited in size to NO

MORE THAN 2’ x 2’ maximum.

• Place small items INCLUDING beaded items, jewelry, etc. on a hard backing or paper plate, cover with plastic or Ziploc bag. We don’t want small items getting lost.

• All entries must be ready for tabletop display. • Lego’s and constructs will NOT be accepted.

Community Involvement ProjectThis year the community is encouraged to bring

in supplies to help support the less fortunate. We are asking for donations of non perishable food

items. Other needed items are socks, hand warmers, refillable water bottles,

personal hygiene items, etc.Donated items will be shared with Neighbor Impact

and the Bethlehem Inn.All entries will receive a participation ribbon.
