Public Outreach Meeting Notices
NYSEG proposes to construct a new 5-mile natural gas transmission pipeline from the Seneca Lake Gas Storage Facility West Pipeline west of Upson Road in the Town of Big Flats through the Town of Horseheads to Gardner Road in the Village of Horseheads. A metering station is proposed at the point of interconnection with the Seneca West Pipeline and a regulator station is proposed at Gardner Road where the new pipeline will connect with NYSEG’s Elmira-area natural gas distribution system.
CUSTOMER BENEFITS This pipeline will increase the reliability of natural gas supply in the Elmira area and help enable NYSEG to continue to provide natural gas at competitive prices.
PROPOSED PIPELINE ROUTE Approximately 3.9 miles of the new pipeline will parallel Millennium Pipeline Company’s existing pipeline. The remaining approximately 1.1 miles of the new pipeline will be constructed on an existing NYSEG electric transmission line right of way. Property owners will be contacted to obtain any new easements that are needed.
The proposed pipeline route, as well as the metering and regulator station locations, is shown on the map on the back of this fact sheet.
PROJECT PLANNING AND ENGINEERING In order to complete the required project application for the New York State Department of Public Service, NYSEG’s engineering firm, CHA, will soon be surveying and staking along the proposed route. CHA will also be working to obtain any necessary easements and to complete project engineering.
PROJECT SPECIFICS
• Pipeline 8-inch steel, 36 inches below ground level
• Operating Pressure 500 to 1,100 pounds per square inch (psi)
• Metering Station NYSEG proposes to build a metering station where the new pipeline connects to the Seneca West Pipeline. This metering station will include one small building inside a 100-foot by 100-foot (approximate) fenced area.
• Regulator Station NYSEG proposes to build a regulator station where the new pipeline connects to NYSEG’s Elmira-area natural gas distribution system. This regulator station will include two small buildings in a 100-foot by 125-foot (approximate) fenced area. One of the buildings will house a heater with an approximate 25-foot vent stack.
• Land Restoration NYSEG will restore land disturbed during construction.
LICENSING In October, NYSEG plans to file an application with the New York State Department of Public Service, pursuant to section 121-a of Article VII of Public Service Law, for approval to construct the proposed pipeline and related facilities. The application will include descriptions of the proposed facilities, environmental resources proximate to the line, maps and drawings, and a description of measures that will be taken to minimize the environmental impact of construction.
Once the application is submitted, NYSEG will notify affected property owners and other stakeholders that the application is available for public review at NYSEG’s office at One Electric Parkway in Horseheads and other locations to be determined.
The Department of Public Service will review the application, consider any comments received, and determine whether to approve the project.
Within 15 days of the application filing date, any person wishing to comment on the application should write to the Secretary to the Commission. Detailed contact information will be provided once the application has been filed.

NYSEG Schedules June 15 Public Meeting on Seneca West Pipeline Interconnect Project Horseheads, NY – NYSEG will host a public meeting on its Seneca West Pipeline Interconnect
project on Wednesday, June 15 from 6 to 9 p.m. at the Town of Big Flats Community Center on
Maple Street. The meeting will be open-house style, so those interested can stop in any time to
speak with project gas engineering, operations, environmental, vegetation management and real
estate representatives.
Property owners directly affected by this project as well as property owners who live near the
proposed pipeline route have been notified of the meeting.
The Seneca West Pipeline Interconnect project calls for construction of a new 5-mile natural gas
transmission pipeline and related facilities in the Town of Big Flats and the Town and Village of
Horseheads. The new pipeline will increase the reliability of natural gas supply to the Elmira area
and help enable us to continue to provide natural gas at competitive prices.
Approximately 3.9 miles of the new pipeline will parallel Millennium Pipeline Company’s existing
pipeline. The remaining approximately 1.1 miles of the new pipeline will be constructed on an
existing NYSEG electric transmission line right of way.
Since mid-April when the project was announced, NYSEG and its contractor, CHA, have been
surveying and staking the proposed pipeline route as well as working with property owners where
additional easements are needed.
