Request for Quotation (RFQ)
A Request for Quotation (RFQ) is a type of solicitation in which an organization asks outside vendors to provide a cost quote for the completion of a particular project or program. It is a less formal variation of an Invitation to Negotiate (ITN) or Request for Proposal (RFP)
A Request for Quotation is most commonly used in the following circumstances:
1. When there is an available multi-award contract that has already been formally solicited and that allows for use by other entities *(the vendors under the multi-award are the only ones allowed to respond to the RFQ)
2. When the contract is less than $75,000 and when you know what you want but need information on how vendors would meet your requirements and/or how much it will cost

1. Vendors on both the FIU contract and the UVA contract are contacted via email with the link to the RFQ
2. Vendors can download the RFQ through Public Purchase
3. Proposals are sent to Procurement Services by a designated date and time
4. Executive Search Firm Sub-Committee reviews proposals and selects a short list of firms
5. Presentations are given to the Executive Search Firm Sub-Committee by the short-listed firms
6. Executive Search Firm Sub-Committee will make a recommendation for a firm selection to the Presidential Search Advisory Committee

SECTION 1 - OVERVIEW
1.0 INTENT
Florida Gulf Coast University Board of Trustees (FGCU) desires to enter into a Contract with a
qualified Executive Search Firm that will provide an extensive national executive search for the
next Florida Gulf Coast University President who will succeed President Wilson Bradshaw on his
June 30, 2017 retirement.
1.1 DEFINITIONS
Calendar Of Events - Dates for critical events. All times are Eastern Standard Time and are
subject to change.
Contract - An agreement between Florida Gulf Coast University Board of Trustees and the
Contract Vendor resulting from this RFQ.
Contractor - After the award, said Respondent will be referred to as the “Contract Vendor”
or “Contractor”.
Respondent - A potential contract vendor acting on its own behalf and on behalf of those
individuals, partnerships, firms or corporations comprising the Respondent’s team.
Response -The complete Response to the Request for Quotation (RFQ), including properly
completed attachments and supporting documentation as requested.

SECTION 2 – RESPONSE, EVALUATION AND AWARD PROCESS
2.0 ONLINE POSTING OF DOCUMENTS
All documents and decisions relevant to this RFQ will be posted online at
www.fgcu.edu/AS/Purchasing. Prior to award, additional information will not be communicated
to a prospective vendor by any means outside of this forum.
2.1 QUESTIONS AND REPLIES
By the deadline for questions in Section 1.2, prospective Respondents should submit any
questions about this RFQ, in writing, to Florida Gulf Coast University – Procurement Services.
Both Email and fax questions are acceptable. This process does not allow for verbal questions
and replies.

2.4 CONTRACT AWARD
The Respondent who best fits the needs of the University will be invited to negotiate a Contract
including a not-to-exceed Contract price.
If necessary, revisions shall be requested to the approach submitted by the finalist until it is
satisfied that the deliverable will produce a product that meets the needs of FGCU. If the
negotiations are not successful, another Respondent will be invited to negotiate a Contract. The
process will continue until a final Contract is negotiated and executed.
2.5 RIGHT TO REJECT
FGCU reserves the right to reject any and/or all Responses and negotiation efforts. It also
reserves the right to waive any minor irregularities in an otherwise valid Response.
SECTION 3 – PROPOSAL FORMAT & CONTENT
3.0 RESPONSE SUBMISSION
Responses and associated forms must be signed by an authorized representative of the
Respondent. Submit one original, three paper copies, and one electronic copy of all Response
documents.

3.1 RESPONSE FORMAT
Required elements of the Response include:
1. EXECUTIVE SUMMARY
The executive summary shall summarize the Respondent’s overall experience and
capabilities to administer this project. The Respondent is encouraged to limit the
executive summary to no more than five (5) pages. This should include, at a minimum,
search experience with public universities; successful experience in university presidential
searches; experience with Florida’s Sunshine Law for open meetings and public records;
etc.

2. METHODS AND APPROACHES
The Respondent shall provide a technical plan which explains the methods and
approaches to be used.
a. Approach to Scope of Services
The Respondent should describe the general philosophy, approaches,
assumptions, definitions, techniques and tools to be used in accomplishing the
tasks for an executive search, and where significant development difficulties may
be anticipated and resolved. This should include, at a minimum, approaches to
identifying candidates inside and outside academia and strategies for a diverse
pool of applicants.
b. Work Plan
The Respondent shall provide a work plan which sets forth the Respondent’s
estimated staff-hours and a schedule for each person involved along with key
milestones and deliverables, to include a recommended timeline for completion.
Respondent shall attach the resume of the staff member assigned primary
responsibility for this project.
3. PRICE
Total price should be included and will be evaluated in accordance with Section 2.3.

All Responses must be submitted on the FGCU Acknowledgement From in order
to be considered in the process. The original form must be properly completed,
executed and returned with Response. Respondents are requested to use an
identification label on their envelopes/packages when returning their Response.

b. ALL ADDENDA TO THIS RFQ
Signed copies of all addenda regarding this RFQ, posted on the FGCU
Procurement Services website, must be returned with Response.
c. REFERENCES
Provide at least five (5) references, which demonstrate efforts comparable to the
one described in this RFQ. FGCU reserves the right to contact the references
regarding the services provided. Any information provided may be subject to
Chapter 119, Florida Statutes, “Florida Public Records Law”.
