    The FAO RFLP INS -Project on Output 3 Post-Harvest and Marketing in East of Nusa Tenggara aims

    to Developed measures for improved quality of fishery products and market chains to reduce health

    hazards and add value.

    The project has 6 sub ouput activities:

    Output 1 Public awareness of food safety issues enhanced.

    Output 2 Trained processors and traders in fish handling, processing and business management.

    Output 3 Improved management of landing centres.

    Output 4 Pilot operations for value added products and marketing.

    Output 5 Extended processing and marketing operations.

    Based on a needs assessment the range of activities focusing:

    (1) Institutional Capacity Building;

    (2) Public awarenss of safety issues;

    (3) Improved cold chain system

    (4) Extended of fish processing and marketing operations;

    (5) Improvement of management fish landing centres

    (6) Improved market information system.

    This summary is intended to provide a brief profile of each intervention covering the period from

    January 2011 December 2011. The final section of this summary document provides a set of lessons

    learned from the project and also recommendations for future uptake and wider adoption of the project

    activities.

    INTERVENTION 1:

    INSTITUTIONAL CAPACITY BUILDING

    Limited knowledge about fishereis post-harvest is one of problem caused the quality of fisheries

    product from havest until marketing very poor. especially the DKP, was very limited in planning and

    delivering effective post-harvest and marketing support to address the local fisheries needs in NTT. The

    project concentrated on capacity building for the relevant institutional stakeholders in NTT on 4 targets

    FAO RFLP INS area. To addres the issue there was need capacity building among other organization to

    made understanding knowledge about post harvest and marketing. The strengthening instututional

    done on DKP, Local NGO on fisheries activities , fisheries education, and goverment instutions related

    on post harvest activities such DISPERINDAG). With hope involved the organization will strengtening

    among others during conducted FAO RFLP INS activities especially output 3 component.

    Objectives

    The main objectives of the institutional capacity building component were:

    i. To ensure DKP, Local NGO fisheries education praticipation and support in the

    implementation of the project activities;

    ii. To ensure post-project follow-up and sustainability of its initiatives; and,

    iii. To institutionalise a culture of post-harvest within district DKPs and among stakeholders so

    they can plan and implement post-harvest and market initiatives on their own.

    Activities

    The main activities in this component included:

    1. Basic and advanced levels of training of trainers (TOT) for DKP officers, Local NGO and Fisheries

    Education in post-harvest fisheries, with misson to done all activities on output 3 component

    2. Involvement in project activities to enchance capacity and knowledge sharing throught to

    community level

    3. Attending on international and domestic forum to increase knowledge and marketing

    The rationale and justifications for the activities as well as the suggested mode of implementation. This

    resulted in the emergence of a strong cadre of highly motivated and knowledgeable officers in DKP, able

    to plan and implement future post-harvest initiatives with confidence.

    INTERVENTION 2:

    PUBLIC AWARENESS ISSUE

    The project identified of the lack of skills and capacity on the part of the fishers to make the best use ofthem. The local fishers capacity needs to improve their current activities were enormous, ranging from

    boat building skills and engine repairs to better fish handling and preservation. Poor access to

    institutional credit reduced their ability to invest in better fish handling, preservation and market

    systems. Lack of information flows also meant that development investments were not addressing the

    fishers real needs adequately or appropriately. Community capacity building was considered by the

    project to be an important pre-requisite for sustainable development of improved post-harvest and

    trade practices in Nias.

    Objectives

    The main objectives of this component were:

    (i) To improve the knowledge and skills of the fisheries stakeholders (fishers, seaweed farmers,

    fish traders and consumers) involved in the post-harvest supply chains to implement good

    handling, preservation, processing practices and benefit eat of to consumers as the buyer;

    (ii) To raise awareness among the fisheries stakeholders, consumers, policymakers and other

    relevant categories of people about the need and opportunities for improved post-harvest

    and market systems in NTT province to facilitate better income generation, livelihood

    support and food security.

    INTERVENTION 3:

    IMPROVEMENT OF COLD CHAIN SYSTEM

    The FAO RFLP INS project in NTT highlighted the prevalence of high levels of losses in the fresh fish

    supply chains, which was due to the inability of the fishers and fish traders to keep the fish in ice for long

    durations. Two major factors lack of access to adequate ice in most locations and its high price where

    available contributed to the fishers not using ice at all, or using it only sparingly. Where ice was used,

    the lack of appropriate insulated iceboxes meant that the ice melted quickly and spoilage losses

    mounted. While some of the producers use iceboxes onboard, a majority of small boat operators as well

    as the motorcycle and motorcyle traders (who are the most important source of local fish supply in NTT)

    did not use them because of the spatial and design constraints. In order to be able to use iceboxes, they

    need iceboxes customised to their specific requirements. Given the constraints with the existinginfrastructure in NTT to make more ice available (which would require major and long-term investments

    by the government), the immediate need and intervention opportunity was to make optimal use of

    the existing sources of ice in the fresh fish supply chains. This would require: (i) the existence of ice

    storage systems for storing ice at fish landing centres and markets; and (ii) the availability of appropriate

    insulated fish containers for use by small fishers, fish traders and motorcycle.

    Objectives

    i. To design and field-test insulated iceboxes appropriate for use by small fishers using n-small

    motorised boats , small traders using motorcycles and fish market hygiene in the local fishsupply chains;

    ii. To undertake field-based, pilot-scale activities in selected locations using community-based

    small ice storages with use ice box to assess the potential benefits of improved access to ice

    at the landing centres and to determine appropriate strategies for the sustainable

    operation,

    iii. To enhance the local capacity and choice to access appropriate iceboxes;

    iv. To promote the usage of ice and insulated iceboxes at all stages of the fish supply chain

    through demonstration, training and information dissemination; and,

    v. To identify alternate options to help fish traders reduce fish losses in their activities.

    INTERVENTION 6:IMPROVED MARKET INFORMATION SYSTEM

    The market information is one of important tools to knowed fisheries development in indonesia. NTT

    location is too far from market centres in indonesia, where Java island was the centres of market. The

    identification with PHF team that the bargaining price from fish product in NTT lower with another area

    in indonesia. since lack of information about current fish price from outside NTT. To addres the issue

    the project will developed Fisheries information market system related to support fisheries activities in

    NTT and promote investment outside NTT. The activities will focus on fish price update, weather, sea

    safety and etc

    Objectives:

    1. To develop a specific methodology to implement data collection, storage, and processing and

    analysis of fisheries data, including fish prices in order to harmonize and standardize all the current

    local government procedures at provincial level of NTT province, and to organize the monitoring of

    marine fisheries resources and their utilization.

    2. To improve the current fisheries data management system, with regularly updated and validated

    fisheries data, including improved integration with the national centralized data base system.

    3. To supply useable data for fishers, traders, investors and other concerned stakeholder for fisheries

    development in the area.

    Mechanism of data links and collaboration with others institutions/agencies:

    1. Presently the PNPM Mandiri (Program Nasional Pemberdayaan Masyarakat/National Program on

    Community Development) is developing an Internet for sub-district. A collaborative link between

    the PNPM Mandiri on one side, and FISM with RFLP INS support to disseminate fisheries information

    will provide synergy and will improve rural villagers access to specific useable information.

    2. A variety of information is already available online through the internet based, therefore the FISM

    will only collect and largely automatically make use of a variety of already available information for

    the system. For example weather information will be collected online from international weather

    systems and uploaded to the website automatically. Oceanographic information will be collected by

    BMKG (Badan Meteorologi dan Geofisika/Bureau for Meteorology and Geophysics). Conservation

    area and habitat will be collected by the Conservation Agency and Fishing ground collected by

    MMAF. Once the information is available it will be loaded onto the site either manually or by

    automatic links so that certain information will be automatically updated.

    3. Further development of FISM will include an online for VMS (Vessels Monitoring System) and

    Accident Reporting Data Base System. Both of these systems will be implemented in 2012 under a

    related RFLP INS activity.
