    1.2 Executive Summary

    Sprenger Management, Inc. plans to create and develop an interconnected destination complex of dining and entertainment at Excelsior Place, 125 East King Street, and Downtown Lancaster.

    Excelsior Place is a four story Victorian showcase, designated on the Historic Registry and since 1873 has intermittently served as a brewery, convention center, social hall and retail store.

    The restoration and conversion of this remarkable property are the embodiment of the vision of Sprenger Management in coordination with The Ray Group and Meeder Development, co-owners of the property. Sprenger Management's plans for the Excelsior project entail a combination of the four entities detailed below on the lower courtyard level and first floor. Offices and professional service businesses are to occupy the floors above. Joined at the rear with Grant Street Condominiums, Excelsior shares a common pedestrian walkway with Grant Street Condominiums from King to Grant Street, with parking provided nearby making travel by foot a convenient option. Located within the Downtown Investment District, Excelsior Place is a neighbor of the Lancaster Courthouse, County of Lancaster, Lancaster Newspapers, Inc., Fulton Bank, Penn Square Conference Center (Proposed), Engle, Hambright, & Davies, Demuth Foundation, Mellon Bank, and other professional office buildings housing legal, real estate and other professional business establishments.

    Sprenger Management Inc. is a partnership of three local gentleman, Ralph Mazzochhi- renowned local chef and entrepreneur, John Katras - businessman and restauteur, and Guy Eavenson - career bar and nightclub manager. Committed personally, professionally and financially to the success of the Excelsior Place project, these gentlemen bring 50 years of combined experience in food, beverage and nightclub arenas to the project. Together they have conceived and formulated the plans that make up the four entities detailed herein. With strong ties to Lancaster's community, each partner has also experienced life outside of Lancaster, giving each a fresh perspective and appreciation for the needs found here.     The envisioned entities of Sprenger Management are:

    MAZZIS GRILLE - An upscale yet casual lunch and evening restaurant.

    VILLA CAVA An elegant and distinctive fine dinning restaurant developed in the underground catacombs.

    THE EXCELSIOR COURTYARD The visual center of Excelsior Place, a unique open air courtyard.

    THE BACK ROOM A multi-purpose room accommodating nighttime entertainment, large private parties and banquets.

    They are to operate on an interconnected basis while still maintaining autonomy as destination locations featuring varied services and atmospheres.

    The physical facility found at Excelsior Place offers a rare opportunity to incorporate historic features of the past such as the cultural aesthetics of the exterior, an existing grand staircase, antique hanging light fixtures and a tin ceiling. The improvements will include modern conveniences such as central air conditioning and handicap accessible elevators.

    Drawing on the combined experience of the principals, designers, architects and business advisors, this historic structure will be resurrected into a lively and functional food and entertainment destination echoing the success of years past for Lancaster's first convention center and brewery.

    In closing, it is imperative to embrace revitalization efforts made in Lancaster. At no other time in our long history has there been such an opportunity for change and rebirth. As we quickly approach the millennium it is imperative that we join together in support of individuals and institutions committed to the revival of the city in which we live.     2 The Project

    2.1 Downtown Lancaster Revitalization Efforts: In 1998 LDR International, an urban design and planning consulting firm, was retained by the Economic Development Action Group and the Lancaster Campaign to develop and coordinate the revitalization efforts of both public and private sectors contributing to Downtown Lancasters Revitalization. The report, Lancasters Economic Development Action Agenda was embraced by the leadership of the revitalization efforts toward the renewal of Downtown Lancaster.

    3The report identified Excelsior Place, formerly the Tremellen Building, as a critical component to these revitalization efforts. The following items were named as implementation actions necessary to facilitate those efforts:

    ? Acquisition of the Armstrong Lancaster Square Building

    ? Acquisition of the Watt and Shand Building (Purchased by the partnership of High Associates, Lancaster Newspapers, Inc., and the Fulton Bank for the proposed Conference Center)

    ? Announced location of expanded Smith-Barney office at Lancaster Square

    ? Mayor Smithgalls commitment to streamlining the Citys development review process

    ? Acquisition and redevelopment of the Armstrong Liberty Street Building (Currently being developed by the Drogaris Companies and near completion)

    ? New awareness and participation in economic development from South Duke and Prince Street neighborhoods

    ? Fulton Bank purchase of the Woolworth Building (Current construction of a new $25 million 6 story corporate headquarters to be completed in early 2000)

    ? Successful sale of Hotel Brunswick

    ? Proposed development of the Tremellen Building (Excelsior Place)

    ? Community awareness and support for making Prince Street, Downtown, and South Duke Street all that they can be

    In the past eighteen months since this report was published, numerous projects are currently are development and additional projects are being proposed. The current state-of-affairs in the Revitalization of Downtown Lancaster is in the beginning of delivering tangible evidence of the leadership, efforts, and energies of the Lancasters revitalization efforts. The revitalization of Downtown Lancaster will showcase Lancaster Countys proud urban heritage, cultural diversity, and its historic significance. It will soon become a valuable asset of the Lancaster Community, and a destination which every visitor will enjoy.

    The authors strongly encourage all interested parties in the Excelsior Place project to obtain and review the , Lancasters Economic Development Action Agenda report as a supporting document to this business plan.

    2.2 Biography of Chef Mazzachhi: Ralph Mazzochhi started his restaurant career while washing dishes at a small upscale restaurant in Lancaster at the age of 25, to earn some extra money. After washing dishes for nine months, he was given a chance to help prepare the food and decided this was his calling, and pursued his path toward owning and operating his own restaurant some day. He stayed for another year at that small restaurant in Lancaster, namely, Jethros, working many long hours and learning everything he could from his mentors.

    He then moved to New York city. He worked at Odeon, which was a Four Star restaurant at that time. After spending a year there, he moved to The Rainbow Room, another upscale restaurant in New York where he remained for another year. He continued moving from one restaurant to another, gaining much experience and was finally offered a partnership at East of Eden in Lancaster. He worked there as the chef for six years. In 1988, he was asked to start a northern Italian restaurant, Portofino. He established a very strong Italian based clientele and then decided it was time to be completely on his own. He opened Gallo Rosso in 1990; an upscale northern Italian restaurant. Gallo Rosso is a culmination of everything he has learned and acts as a springboard of his own personal cooking style. He believes that cooking is the ultimate art and he practices that in his kitchen. He tries to be authentic with the dishes he prepares and has developed a strong passion for Italian wines which is reflected in Gallo Rosso's approach to its wine program and selections.

    Never having been in a kitchen before the age of 25, Ralph has an apparent desire and love for what he does. Gallo Rosso is the fruit of his labors and is one of the most sincere and authentic Italian restaurants in Lancaster County.

    Ralph Mazzochhi has proven and developed a consistent formula for success, and his reputation among his patrons and the food industry at large is a matter of record. The revitalization of Downtown Lancaster, and the historic and cultural amenities of Excelsior Place will provide the essential synergy to make this project an extremely popular destination for Downtown Lancaster.

    It is the intent of the principals of Excelsior Place to provide a positive contribution to the many others that are investing their time and energy to the successful Revitalization of Downtown Lancaster.

Featuring the finest offerings of American Cuisine in a friendly setting, Mazzis blends the historic characteristics of this unique space with a state of the art exhibition kitchen and a visually striking mahogany and cracked-glass bar. Occupying the first floor front area of Excelsior Place, Mazzis is accessible from the restored Victorian front doors located on King Street as well as from the pedestrian walkway through the project.

    2.5 Villa Cava: With elegant and distinctively unique fine dining, Villa Cava features an atmosphere reminiscent of an Old World Italian wine cellar nestled within the massive stone catacombs beneath Excelsior Place. Crisp white table linens and crystal goblets illuminated by fire are the perfect complement to Continental Cuisine served in unparalleled comfort and luxury. To further enhance this first class dining experience, the wine lists comprehensive offerings are prominently displayed from suspended wine racks.

    2.6 The Excelsior Courtyard: The visual center of Excelsior place is the open air patio area found under the majestic face of Bacchus, God of Merriment. The Excelsior Courtyard features al fresco dining in an irresistibly light and fun atmosphere sure to captivate guests from happy hour into evening. Featuring an ornamental fountain and served by a large outside bar and the Mazzis kitchen, the Courtyard will be Lancaster's gathering place from late spring through early fall.

    2.7 The Back Room: A multi-purpose open area found at the rear of Excelsior Place, the Back Room affords the project the dual option of accommodating large private parties and banquets with the capacity to bring an upscale alternative to the 20-somethings dance club culture currently featured in Lancaster City.     3 Demographics And Marketing: The demographics surrounding this project are substantial when considering the possibilities for this project. The Downtown Investment District contains approximately 11 square blocks centering from Penn Square. There are approximately 400 employers contained in the District, which employ some 11,000 employees within the Downtown area.     Marketing Plan Summary: The following is the draft of a marketing plan developed by Middle Creek Design, which will be finalizing the Marketing Plan after financing for the project is secured. Middle Creek Design has been selected after interviewing several small and medium size marketing and design firms.

    When names are chosen and the logos developed, we will issue press releases to all local media, including Harrisburg, Baltimore and Philadelphia media outlets. The press releases will discuss the renovation, building history, plans, and principal players.

    As the renovations continue, we will issue releases on a regular basis to keep the project in the news. We should also develop construction signage with "the future home of which will act as a small billboard for the restaurant facility.

    When the opening date is established, we will issue releases about the upcoming opening celebrations.

    ? Print Ads. We recommend buying space from Lancaster Newspapers,

    Lancaster County Magazine, the Coupon Clipper, Central PA Magazine and the Bar Fly Monthly. A weekly presence in the entertainment section of the Lancaster newspapers is advisable. Ads should also be placed in programs for all local theaters.

    ? Radio Ads. Possible stations include WARM, WLAN, the River, 1O~.7 and WIOV. Thirty-second spots should run at evening drive times with the bulk of the time purchased on Wednesday through Friday.

    ? Billboards. The small billboards that appear on buses would be preferable to a large static board. They are viewed by more of the public and are less expensive.

    ? Television. Because of the expense involved and the limited exposure, we don't feel that television is a viable option to make an impact in the market. We will be pursuing the local stations for interviews and appearances on the local talk shows as part of our PR campaign.

    ? The Web. A website is advisable with different pages for each section of Excelsior place. We could post an on-line newsletter and link our site to other entertainment venues in the area.
