Report on Strategic Alignment of future sessions of the General Assembly with the 2030 Agenda for Sustainable Development

Introduction

The mandate by the PGA was to find agreement on a proposal, in consultation with member states, aimed at strategically aligning the agenda of future sessions of the General Assembly with the 2030 Agenda, including the SDGs. The process should serve to enhance synergies and coherence across the work of the plenary, main committees and ECOSOC, and to reduce overlap where it is found to exist. Given the scope of the process, the PGA appointed the Permanent Representative of Colombia to take forward this process, with the support of four members of the General Committee, the Permanent Representatives of Morocco, the Netherlands, Slovenia and the Republic of Korea.

To commence the work, the Secretariat was requested to prepare an in depth mapping on how the substance from each target is addressed in the Agenda of the General Assembly, its Committees and the ECOSOC and its Commissions, going beyond the mere titles of agenda items.

The group of Missions working on this exercise added and eliminated many references to the initial table, analyzed whether each target was covered, partially covered or not covered and accordingly made options for further discussion. The mapping assessment is a background document based on which findings are reported and options for discussion are made. The mapping does not have any status; it simply provides a snapshot for a specific point in time.

The findings and options for discussion contained herewith can be viewed as a first step in the process of strategically aligning the Agendas of the GA and the ECOSOC with the Agenda 2030 for Sustainable Development. This report presents the work of the group, but the observations and options presented do not necessarily reflect the national positions of the Member States engaged in this exercise.

CONSIDERATIONS ON STRATEGIC ALIGNMENT

The findings of the mapping assessment can be divided into four categories:

1. The majority of SDGs contain a. Targets that are covered in the GA and/or ECOSOC agendas b. Targets that can be covered by making use of existing Agenda Items

2. SDGs whose targets remain largely uncovered under the GA and ECOSOC agendas:

SDG 6 and SDG 12

Options for discussion

• Inscribe new subitems under the GA Agenda or the ECOSOC System agendas that would address the targets under these two goals

• Develop resolutions on the issues of these SDGs under broader items in the GA Agenda or the ECOSOC

• Consider whether there is an entity in the UN system better placed to address the issues relevant to these two SDGs, instead of the GA and the ECOSOC

• Consider whether there is the need for the UN to address these issues or if they are better addressed through international cooperation, other multilateral initiatives or national efforts

3. SDGs whose targets have limited coverage under the GA and ECOSOC agendas:

a. SDG 9 – the coverage of most targets is very limited b. SDG 10 – although targets are covered, the coverage in general seems quite

scattered c. SDG 16 – there is limited coverage in governance and legal aspects

Options for discussion

• Inscribe a new subitem under the GA Agenda or ECOSOC system agendas • Address targets in a more relevant and inclusive manner in the items that partially

deal with the issues or add new content to Agenda Items related to the issues • Streamline the issues that are scattered (SDG 10) • Consider whether there is an entity in the UN system better placed to address the

issues relevant to these SDGs, instead of the GA and the ECOSOC • Consider whether there is the need for the UN to address these issues further or if

they are better addressed through international cooperation, other multilateral initiatives or national efforts

4. SDGs covered elsewhere in the UN system, under several Conventions1: SDG 13 and SDG 15

Additional consideration

The Means of Implementation targets are addressed through Agenda Item 19 of the GA (Follow-up to and implementation of the outcomes of the International Conferences on Financing for Development) and in the Forum on Financing for Development. These are mechanisms and instruments that are starting their work and that would merit an assessment in some time to see how meaningfully they are covering the targets and whether potential overlaps may arise.

CONSIDERATIONS ON OVERLAP

Apart from working towards ensuring that all SDGs and targets are well covered, there is need to work on identifying and addressing possible overlaps. The timeframe given for this process was insufficient to produce an in depth analysis of possible overlaps.

Options for discussion on criteria and a way forward for the consideration of overlaps

In order to do an objective analysis of possible overlaps, there is need to develop criteria as to how to assess overlaps and to address them with a coherent and consistent approach.

1. There is no existing agreed methodology to work on overlapping, nor is there a successful precedent in reducing overlaps to take lessons from. Furthermore, informal consultations with Member States did not yield new perspectives.

2. Apart from analyzing the overlapping, it is important to see that there are no contradictions or inconsistencies in the way an issue is dealt with by different entities, nor in the recommendations that stem from it.

3. The mapping assessment on coverage of the SDGs does not provide a comprehensive perspective on potential overlaps. Moreover, this assessment did not cover issues that are not present in the 2030 Agenda.

4. The assessment of overlap should go beyond the titles of agenda items and examine the content of the resolutions.

5. The mapping assessment can shed light as to which targets are dealt with in several Agenda Items and a further analysis on possible overlaps could take into account those targets covered by a large number of agenda items.

6. The analysis should bear in mind the different perspectives from which Second, Third and other Committees undertake their work.

7. It would also be important to evaluate possible overlaps between the GA and the ECOSOC, analyzing items according to the mandates of these two organs.

8. On addressing overlaps, merging or elimination are options to be explored, while ensuring that no important substance is lost. Given the nature of the 2030 Agenda, it would be important to prioritize those agenda items that approach an issue from a more integrated, inclusive perspective.

9. Consider what would be the best way to prepare an in depth initial analysis on possible overlaps (e.g. request the UN Secretariat, designate a representative group of Member States to prepare a draft analysis, among others)

CONSIDERATIONS ON ENHANCING SYNERGY AND COHERENCE

1. There should be work on enhancing the synergy between the work of the Second and Third Committees, as well as other concerned Committees.

Option for discussion

There is the possibility of requesting joint reports for similar issues covered under more than one Committee, mainly Second and Third, in order to increase awareness to the different approaches between the Committees. There is need to advance in the consistency in the terminology and in the mutual reinforcement of the approaches.

2. Every committee could have a process of review of its Agenda in light of the 2030 Agenda, while ensuring synergy and coherence across the Committees.

3. There is also need to increase the synergies between the different organs and their functions and responsibilities in relation to the 2030 Agenda.

Option for discussion

It would be worth to take a look at the relationship between the GA and ECOSOC to further differentiate the functions that each organ is supposed to perform.

4. Although it is beyond the mandate of this process, a closer look at strengthening the linkages and coherence within the UN system in the treatment of the 2030 Agenda would be relevant.

Option for discussion

There is the possibility of inviting Specialized Agencies of the system and Secretariats of Conventions, that do not already do so, to make presentations to the relevant committees of the GA on the work that they are doing to implement the 2030 Agenda. During our mapping exercise we identified WH Assembly, WHO, UNESCO, ILO, UN WOMEN, UNEA, OCHA, WFP, WIPO, WTO, the 3 Chemical conventions of UNEA, the UN Interagency task force on the prevention and control of NCDs, amongst others. These presentations should not entitle costs as most specialized agencies have officers in NY.

5. Synergy and coherence can be further enhanced by adequately addressing the implications of the universal character of the Agenda. Its integrated and indivisible nature should be fostered, including by focusing on the interlinkages amongst the SDGs and targets, in order to avoid continued work in silos.

Our collective challenge is a coherent coverage of the 2030 agenda that enhances synergies amongst the entities of the UN system.

Agreeing on a way forward will require Member States to be sensitive to each other’s views and interests in order to find a balanced approach.

NEXT STEPS

The Group of Permanent Representatives, under the leadership of the Permanent Representative of Colombia, will submit this report to the President of the General Assembly with the recommendation that it is forwarded to the President of the 71st General Assembly for him to decide on further steps regarding the options for discussion and the need for further analysis.

The General Assembly will play a key role in supporting implementation of the 2030 Agenda for Sustainable Development.

As indicated in my letter dated 27 November 2015 and pursuant to paragraph 24 of General Assembly resolution 69/321 of 11 September 2015, I have decided to appoint the Permanent Representative of Colombia, Her Excellency Maria Emma Mejia Velez, to find agreement on a proposal, in consultation with member states, aimed at strategically aligning the agenda of future sessions of the General Assembly with the 2030 Agenda, including the Sustainable Development Goals. This process should serve to enhance synergies and coherence across the work of the plenary, main committees and ECOSOC, and to reduce overlap where it is found to exist.

Given the scope of this work and with a view to ensure regional representation, I have asked four members of the General Committee, who also chair some of the most affected bodies, to support the Permanent Representative of Colombia in this endeavour without precluding the engagement of the remaining Committees. These are: the Permanent Representative of Korea, His Excellency Oh Joon (President of ECOSOC); the Permanent Representative of Morocco, His Excellency Omar Hilale (Chair of the Third Committee); the Permanent Representative of the Netherlands, His Excellency Karel van Oosterom (Chair ofthe First Committee) and the Permanent Representative of Slovenia, His Excellency Andrej Logar (Chair of Second Committee).

Annexed is a draft timeline for the process, developed by the facilitator and four Permanent Representatives, which will ensure that the work initiated by the Chair of the Second Committee on similar issues can inform this broader endeavour, and that space will be provided for the consultation process on follow-up and review led by the Permanent Representative of Belize and the Permanent Representative of Denmark. The facilitated informal consultations will begin 1 June, 2016.

I have requested the Secretariat to support the process.

statistical capacity building, including specifically for least developed countries and small island developing States, recommended appropriate efforts to strengthen national statistical capacities and requested coordination between IAEG-SDGs and the High-level Group for Partnership, Coordination and Capacity-Building for statistics for the 2030 Agenda for Sustainable Development (HLG). It agreed on the development of a Global Action Plan to address the immediate statistical capacity-building needs including a financing framework for the implementation of the global SDG indicators. The plan will address both short and long-term interventions, including a focus on building the infrastructure to support local, national, regional and global statistical, especially for developing countries, including African countries, the least developed countries, the landlocked developing countries, the small island developing states and other countries in special situations. Sustainable Development Data in order to engage in interactive dialogue and partner with all stakeholders at national, regional and international levels, involved in the production and use of data for sustainable development. The UNSC as the highest decision making body for international statistical activities especially the setting of statistical standards, the development of concepts and methods and their implementation at the national and international level, also considered the development of data in specific areas, including for instance climate change, gender, information and technology, and the development of data collection programmes, such as through the Inter-secretariat Working Group on Household Surveys.
