ACTS IN UNIVERSITY DORM ROOM: 19-year-old Michael Kratz of 6 Wembury Ct. off
of Mason Road in Town and Country was charged with a violent repeated rape and
sodomy of a female student in his dorm room on November 9, 2019.
Kratz was born in Belarus. His father Michael U. Kratz died on September 2, 2019 at
the age of 69. Kratz is represented by very high-dollar lawyer, Scott Rosenblum.

victim.

Attorney Scott Rosenblum attempted to get the bond lowered from the $150,000 cash

If the name and mug shots look familiar it was because we reported on Kanzler in
Newsletter #402 on 11/02/19. She had recently been sentenced to 5-years in prison,
for Sale or Delivery of Drugs and several charges of Felony Drug Possession in several

jurisdictions, but then allowed to serve 120-Shock sentence and then placed on
probation. She has apparently violated her probation.

MAYOR TELLS A WHOPPER AND LIES ABOUT BUDGET AGAIN. NO ELECTED
OFFICIAL HAS THE GUTS TO CORRECT HIM: At the December 9th Town and
Country Board of Aldermen meeting Mayor Jon (Cigarette Lobbyist, Stealer of a
widow’s business and property by eminent domain for a nightclub district that never got
built) Dalton continued to lie about the city’s 2020 budget. Not one person on the Board
of Aldermen attempted to correct him. Here is what he said:
“I want to thank the staff and Mrs. Reitz (finance director) and Mr. Shelton (City
administrator) for the difficult job they did to deliver a BALANCED BUDGET.”
The problem with Dalton’s statement is THE BUDGET IS NOT BALANCED.

Dalton did not claim his general fund was balanced (by only $7,538 due to juggling of
funds and sure to be in a deep deficit by the end of 2020), he said THE BUDGET. This
means that Dalton did not give up his spot with the “Liars Club.”

The 2019 Budget’s General Fund was supposed to be in the black by $114,000. It
ended up in the RED by $211,264 while the total budget was in the RED by $1,375,878.
The big driving force of money concerns in Town and Country is Dalton’s Town Square
project or Dalton’s Folly. The $9.88-million ($4.3-million over budget) project has
transformed a privately owned empty lot into a mostly publicly owned empty lot with an
empty parking lot and an empty privately owned retail building.
WHERE ARE THEY GATHERING: This week we looked at the gathering 90-minutes
before the Sunday Dec. 15th heavy snowfall started or “On the third day of Christmas
my true love gave to me a $10-million empty 9-acre piece of property with an 80%
empty building in the middle of it.” These are the cars parked at each location.

HELL-O TV NEWS CREW! HOW ABOUT KNOWING WHERE YOU ARE? KTVI
meteorologist and occasional reporter Angela Hutti was at Queeny Park on the Mason
Road side on Friday December 13 doing a report on the County Council passing
legislation to allow bow hunting of deer in some County Parks. Of course Queeny and
Jefferson Barracks Park are two of the worst for heavy populations of deer eating away
underbrush where birds and small animals live and with deer going onto busy roads.

At the end of Angela’s 4 o’clock report she stated “Live from Queeny Park, Angela
Hutti.” However at the end of her 6 o’clock report she said “Live from Ballwin, Angela
Hutti.”
All of Queeny Park is unincorporated St. Louis County, but all of Queeny Park along
Mason Road (east side) borders Town and Country. All of the north end borders Town
and Country, a portion of the south end of the park borders T&C. Most of the west side
of the Park borders unincorporated St. Louis County. None of the park borders or is
even close to Ballwin. When Angela said “Live from Ballwin” she was about 500 feet
from Town and Country and 2 ½-miles from Ballwin.

AND THEN THERE WERE THE IDIOTS AT KMOV: First of all Russell Kinsaul was not
at the MODOT Headquarters in Town and Country on Monday evening. No he was at
the MODOT Traffic Management Building also in TOWN AND COUNTRY and not in
Chesterfield.

On Monday during the snow storm KMOV’s Russell Kinsaul claimed he was at
MoDOT’s headquarters while giving a report. He was not. He was at the MoDOt Traffic
Management Center which is two blocks away from the MoDot Regional headquarters.
Then the caption at the bottom of the screen claimed he was at MoDot’s Headquarters
in Chesterfield. That too was a lie, unless there had been a border war between
Chesterfield and Town and Country and Chesterfield moved its city limits over a mile to
the east. At the end of his report, Kinsaul signed off saying “Live from Chesterfield.” The
Traffic Management Center is at Woods Mill Road and the South Outer Road
overlooking I-64 in TOWN AND COUNTRY.
How do I know this? I worked at this building for six years as an editor for a company
that provided traffic reports for St. Louis TV and radio stations. Plus I was a Town and
Country alderman and know what is in and out of the city limits. I run this website and
write weekly news updates and I know where city limits are. Finally unlike many TV
reporters I can read a map that has city limit borders.
If TV reporters claim they are somewhere which they are not (if they don’t know where
they are) why should I believe anything they report?
I’m tired of being the only one to apparently tell these people they don’t know where
they are and are lying. If you hear them claim they are at MoDOT in Chesterfield,
please call the KMOV news desk at 444-6333 and tell them that their reporters don’t
know where they are.
MORE MONEY TO TOWN SQUARE. Six months after the Town Square opened, the
2020 budget has more money for it. $19,000 was in the budget reportedly for more
“Electrical Outlets and service.” However Parks Director Anne Nixon corrected this,
saying $9,000 is for outdoor tables, benches and a dog drinking fountain.
Ald. Tiffany Frautschi said she is disappointed. Brinkman construction was advised
from the beginning of the project that there was a desire to have a children’s water play
area. However that did not happen as the storm water basin pond water is not safe for
kids.
Frautschi said the Brinkman was also aware of plans for Food trucks and music events,
but has NOT provided electrical outlets. Of course originally Brinkman was not a big fan
of Food Trucks as he did not want something to compete against the restaurant and ice
cream parlor he had envisioned that after six months have not happened.

The Alderpersons voted to keep the $9,000 in the budget, but hold back the $10,000 for
electrical and review the original contract with Brinkman to see if Brinkman was not
responsible to provide the needed additional electrical service.
DALTON, A CONFLICT OF INTEREST? At the November 18 Chesterfield City Council
meeting the Frontenac City Administrator Jayson Christensen was on the agenda to
speak at the start of the meeting. It dealt with the St. Louis County Library Board
building a new headquarters building in Frontenac on property that is zoned residential.
Being a government body the Library Board does not have to obey local zoning laws.
The entire Library Board was serving on expired terms. Christensen did not want
Chesterfield to pass a resolution against the County allowing board and commission
members to continue to serve with expired terms. He simply wanted council members
to sign one he had prepared. Six council members did while Tom DeCampi and Michele
Ohley declined to sign.

Earlier in the fall Christensen and the Frontenac mayor were refused time to speak to
the Town and Country alderpersons as Mayor Dalton said the matter was of no concern
to Town and Country. (However Ald. Tiffany Frautschi and Lindsey Butler did sign the
document according to Christensen.)
When Christensen left the Council Chambers I went and asked him in the Chesterfield
City Hall lobby if he knew why Dalton had refused to allow them to speak at a T&C
aldermanic meeting.
“He has conflicts of interests,” said Christensen, who then added one word, “Brinkman.”
Brinkman Development which built the Town Square money pit in Town and Country
may have an interest in bidding on construction work for the Library HQ project.

AN INDEPENDENT SOURCE SAYS PULTE HOMES NEEDS TO DO MORE WORK
AT THE ESTATES TOWN AND COUNTRY CROSSING SUBDIVISION. An
independent expert on bio-retention drainage and ponds has filed a report with the city
that the ponds at The Estates of Town and Country Crossing are defective and not
working properly.
Pulte Homes wants the City to give back its $168,000 left in Escrow building bonds for
the subdivision as all work is done. The residents and subdivision trustees have
complained the storm water bio-retention basins don’t work properly. The city then
contacted an independent expert on the subject with the costs being shared by Pulte
and the subdivision.

Town and Country Director of Public Works Tim Gregowicz said the expert reported the
basin is defective and there needs to be $95,000 withheld for the repair work. He
added there also needs to be more planting around the basin for it to perform properly.
Gregowicz added, “Pulte has not responded back to me.”
The matter was continued to January.

THIS IS WHAT IS LEFT: Regular readers have been following the tales of Daniel
Barnes, the new owner of #2 Fordyce Manor, who first submitted plans for a home that
was 2,600 sq feet too large for the lot and was turned down by the Board of Adjustment.
Next he submitted plans that did not violated zoning but he wanted to cut down two City
owned trees in the easement next to the street. Subdivision residents were against this
as the street is tree lined with similar oak trees. Barnes wanted to kill the trees (cut
them down) so he would not have to alter his driveway design.
The Architectural Review board gave permission for Barnes to cut down the city trees
(and Town and Country brags that it is a Tree City USA). The house is gone and the
two trees are gone.
Here is what is left. One small tree that Barnes agreed not to remove is left.
Here is a recent fall photo of Gamma Tree Service feeding and doing other care duties
for the trees on Fordyce Manor, except for two the city allowed to be cut down so Mr.
Barnes did not have to relocate his driveway entrance.

1414 TOPPING ROAD. IT IS BIGGER THAN IT LOOKS: The wooden farmhouse that
was built in 1900 and was under 1,000 square feet at 1414 Topping Road. It was torn
down in 2016. The lot is 1.8 acres, but is a long and narrow deep lot. Below is the view
from the back of the house that faced Topping Road.
When you look at the new house being built, at first it doesn’t look that big from the
front. But you can let out an “Oh, my God!” when you see the side.

Ward 1: This race is to fill the seat of Skip Mange who quit in September. Mayor Dalton
twice tried to fill the seat for the remainder of the term, but each nominee withdrew
before the Board of Aldermen had a chance to vote and accept the nomination.
Barbara Ann Hughes’ main platform over the last decade is saving the
lives of deer that have over populated the city’s parks and one-acre lots and are shot
annually before they are hit by cars. She is a retired St. Louis County employee.
Hughes is a former alderwoman having served in 2000 and 2002. She lost in 2004 to
Jon “Cigarette Lobbyist and liar” Dalton.
Louis Singer has 10 years background in nursing and nurse
management, most in the mental health services, which might come in handy dealing
with Mayor Dalton. He has a Masters in Health Administration from Webster University.
He has worked for DePaul, BJC and SSM before going to work at UBC. The UBC
description on its website seems to be written in double speak and I’m not sure a
medical degree would help you understand exactly what they do.
Ward 2: Incumbent Alderperson Lindsey Butler did not file on the first day. She had
said she would not file earlier in the year and then gave some indication she might
change her mind. Butler is the chair of the Police/Fire/EMS Commission and accepted
a motion to send the possibility of supporting an annexation of the city by the Fire
District to the Board of Aldermen which would raise every property owner’s taxes by
15%. In her four-years Butler did the most research into issues of all the elected
officials. She clearly was an independent and certainly did not fall in with the Daltonite
followers of Mayor Jon Dalton, who has currently been violating Missouri Ethics Laws
for 3-plus years.

Fred “Fritz” Wiesehan, is part of the ownership team at Mari de Villa
Senior Center and nursing home. He is listed as “president” while his father Fred is
listed as the “President and CEO. Mom, Mary Kay is listed as “vice-president.” Fred
has been on the former Community Relations Commission and now is on the Police,
Fire & EMS Commission. Wiesehan voted with the majority to have the Board of
Aldermen consider supporting the Fire District in an annexation election. In the past on
commissions Wiesehan has never shown the independence shown by Butler.
Ward 3: Dr. Matt Reuter announced that due to family and job time commitments he
will not be seeking a second term as an alderman. That is a shame as Reuter was
clearly an independent and did not get sucked into wasteful spending on the Mason
Road sidewalk replacement and other “pie-in-the-sky” projects promoted by Mayor “Let
Me Waste Several Million Dollars” Dalton.
Jeff Wittmaier of Millfield Court was the only person
to file for the Ward-3 seat on opening day for filing. His Linkedin page has not been
updated for several years. He formerly worked for IBM and Hewlett-Packard. He lives
on Millfied Court which is a street where the residents are regular people and not super-
snobs. He and his wife Linda are Patron Contributors to Lutheran Elementary
Education. The last time we saw Mr. Wittmaier was at the Planning and Zoning Meeting
speaking against a section of the 2020 Comprehensive Plan that wanted to expand
business districts and possibly have a business district on Ladue Road if the Hunter
Farm property was ever sold.
Ward 4 Only the incumbent Sue Allen filed on opening day.

Sue Allen, a former Republican State Representative, who along with
Ald. Jon Benigas, are the only alderpersons who live in a gated community with a guard
at the entrance.

City Council on the first day of filing you have to have at least “two M’s” on your name
line. Only Tom DeCampi does have a first and last name that begins with a M but he
still meets the “Two M” rule.
Actually Mary Monachella is not an “elected incumbent” as she was appointed to fill out
the term of the late Barry Flachsbart.
The behind-the-scene word was that Mayor Bob Nation was looking for someone to run
against conservative Tom DeCampi. He apparently did not find someone who was
ready to sign up on the first day.

POLICE DEPARTMENT SUSPENDS THE “CHESTERFIELD ALLIANCE FOR
POSITIVE YOUTH.” This wasn’t a hostile takeover of CAPY but one in name only after
the last person on the Board of Directors resigned. CAPY had not had a meeting for
two years. In the past CAPY would hold events for teenagers, such as pool parties or
an overnight slumber party lock-in at the YMCA.
“The best plan is to let them dissolve. I don’t see the need to save it,” Police Chief Ray
Johnson told the Councilpersons on the Public Safety Commission.

Councilman Mike Moore suggested the department simply suspended in the program in
the event there are volunteers in the future that would like to restore it. It was then
decided to suspend the CAPY program until further notice.
POLICE REQUEST CHANGES TO CODE VIOLATION REPORTING: It was required
that when reporting nuisance code violations reporting parties had to fully identify
themselves. It is recommended that anonymous complaints again be accepted and
investigated by one of the city’s two code enforcement officer. The Commission
recommended this change on a 4-0 vote.
MORE TRASH CAN CHANGES: They didn’t say her name but they mentioned Lynn
Dull several times as “the trash can lady” or “that lady who we have not heard from
lately.” The Public Safety Commission at the recommendation of the Police Chief voted
to send a bill to the Council that would require trash cans not face any street even if the
house is on a corner. Mrs. Dull’s house was on a corner lot with trash cans by her side
garage, but facing a street. She was cited, in part because a person complained to
Councilwoman Connie Fults who pushed the issue with the City Administrator. Lynn
Dull then went out and found close to 100 similar violations that she documented and
filed complaints with the city, which took no action claiming since the violations did not
occur in Dull’s neighborhood she had no standing.

Proper Timing for Decorations: Here is a resident who gives proper respect for
showcasing holiday mascots and not forcing them to share the stage. A day after
Thanksgiving Mr. Turkey left and Mr. Snowman arrived.

The Webster Groves Christmas House: This is the house on West Jackson two
doors from W. Lockwood. For years it has had the most amazing decorations that do
not include anything blown up with no video screen and was installed by the
homeowners. The elf in the tree seemed new and while we were there a woman was
taking a selfie with the house in the background. She was followed by two more taking
house selfies.

THE CHRISTMAS SHOWS: Saturday was the first time in 5-years I missed the Very
Manley Christmas Show at Jazz St. Louis (Jazz at the Bistro). The reason was that I
was at two other Christmas shows on Saturday. However, the Bistro was sold out.

Our 3 o’clock show: The Air Force Band at Scottish Rite.
At the end of the concert children were invited up to conduct the band as it played Leroy
Anderson’s “Sleigh Ride.” The line of would-be conductors was so long the band
played Sleigh Ride five times.

Our 7:30 show was the Dean Christopher Christmas Rat Pack and More Show:
Dean had performed the show this year at two civic auditoriums followed by two
nightclub performances. His last show of the Christmas season was at his church, The
First Unity Church on Butler Hill Road. Just like the nightclub, the church was sold out
with all the 230 seats on the padded pews taken.

Dean does one bit that has been funny each of the eight times I have seen his
Christmas Show. In the character of Dean Martin hits sits next to the piano with a fake
cigarette in one hand along with a fake (I think) drink. He takes a piece of sheet music
and begins singing “Leon, Leon” at which time the pianist playing the part of Dean
Martin’s longtime pianist, Ken Lane, gets up and takes the sheet music and turns it
upside down. Dean then says, “Oh!” and begins signing “Noel, Noel.”

But Dean’s first standing ovation of the night is after he does the 12-days of Christmas,
in the voice of different movie stars from the 40’s, 50’s and 60’s. Dean calls it his Tribute
to Turner Classic Movies. Dean with his hands on his hips (above) is doing the first day
of Christmas as John Wayne.
Here is a deal with my readers in the West Snoburbia area. If you are having a get
together of friends or family, I will come by with a DVD of Dean doing the 12-days of
Christmas for a game that only people under the age of 50 can play. Whoever can
name the most actors that Dean is doing gets a house prize. Of course people 60 or
older know them all having grown up with them at the movies and on TV. The act on
DVD is copyrighted and I can’t email the bit or produce another DVD.
