The main objective is the definition of a common agreed and replicable systemic approach towards a transition to Circular Economy and the synergic application of different funds

• Sustaining the regional stakeholders involved in circular

economy activities in line with the Smart Specialisation of each region;

• Connecting them in a trans regional operational framework;

The first version of this tool is available at www.screen-lab.eu/deliverables.html (Deliverable D2.3)

How to finance projects

raising from cross-

regional value chains

(Funding synergies)

1) SWOT analysis of existing instruments: ESIF; H2020; Seal of Excellence; ERA-NET; Art. 185

Even if a synergic application is theoretically possible, it is extremely difficult to apply in an effective way.

There is a strong need of a different approach!!

SCREEN Laboratory on Policies (Policy Lab)

Details, working methodology and minutes of the meetings available at http://www.screen-lab.eu/Policy-Lab.html

Composed by: • 16 Participating regions • European Commission services dealing with the Circular Economy Package • 3 European no profit organizations . Physical meetings plus continuous discussion on a specific LinkedIn Group

2) Bottom-Up approach of the SCREEN regions

• Proposal of a synergic use of regional funds

• Integrated by European funds (still to be negotiated)

• Memorandum of Understanding (MoU) for a pilot application under definition

• Signatures expected on 2018,

• MoU opened to other regions, even outside EU

Circular Economy should not have any geographic boundaries, neither bureaucratic barriers

How to assess the

“circularity” of one

project with respect to

another one

(Assessing Criteria)

1) Need of common understanding among the involved regions

Assessment criteria for circular economy projects

• Should be additional respect to the ones usually adopted by each region

• Help to make a ranking list of projects to be financed

• Optional for the applicant (in a first period), but if used may lead to an higher score

How to assess the

“circularity” of one

project with respect to

another one

(Assessing Criteria)

2) Assessment criteria proposed at the Policy Lab

Criterion 1: “Mass of waste re-introduced in the production cycle” (Kg/year)

Criterion 2: “Net Energy balance respect to the previous system” (KWh/year).

Criterion 3: “Percentage of renewable energy used in the process”(from 0 to 100%)

Criterion 4 (Socio economic criterion): “Net balance of jobs, given by the number of new jobs created by the circular economy project, minus the number of jobs lost in the previous linear process”.

Rejected by the last Policy Lab!
