Our Mission: The mission of YC2 is to help youth develop into productive and self-
sufficient citizens by working together to decrease substance abuse and
promote healthy behaviors. YC2 promotes community collaboration
around issues concerning healthy choices, positive activities, education,
employment, service, and the prevention of substance abuse.

Effective Education
The Youth Community Coalition (YC2) is a network of over 70 organizations and individuals working together to decrease
substance abuse and promote healthy behaviors among Columbia, Missouri’s youth.
YC2’s goals are to:
1) Establish and strengthen collaboration among community organizations in an effort to prevent and reduce
substance abuse among youth
2) Reduce substance abuse among youth, and, overtime in adults, by addressing issues in the community that increase
the risk of substance abuse and by promoting the factors that minimize the risk of substance abuse.
YC2 conducts a variety of activities every year to
accomplish these goals. Activities can be categorized into
the following strategies:
1) Mobilizing the
community
2) Collecting and analyzing local data
3) Prioritizing the community’s key issues
4) Engaging community members and key leaders
5) Fostering partnerships in all community sectors
6) Promoting prevention science and measurable
outcomes in programming
YC2 uses four data measures to track progress toward
the goal of reducing alcohol, tobacco and marijuana use
among teens:
1) Age of onset
2) Frequency of use in past 30 days
3) Perception of risk or harm
4) Perception of disapproval of use by parents

YC2 Successes in 2012
YC2 hosted, sponsored, implemented, or partnered with other agencies to implement multiple
strategies in 2012. These strategies are based upon evidenced based best practices, 40
Developmental Assets, and the 5 Promises. 4
th Annual Youth Service Day – 150 youth took part in
community service activities including graffiti removal,
stream cleans, and picking up trash in local parks and
streets.

Annual Teen Fest – YC2, Rainbow House, Columbia
Department of Parks and Recreation and other local
sponsors hosted this event in recognition of Alcohol
Awareness Month and Child Abuse and Neglect
Awareness Month. An estimated 950 community
members participated.
Prescription Drug Take Back - More than 356,000
prescription drugs were collected at two events in 2012 in
partnership with the Boone County Sheriff’s Department,
Columbia Public Schools, Elks, Columbia Daily Tribune,
Harry S. Truman VA Hospital, and the Police
Departments of Columbia, Ashland, Hallsville, Centralia,
and Sturgeon. Additional medication was disposed of
using in the 24 Hour Drop Box in the Columbia Police
Department Lobby.
Speak Hard Youth Conference - Students from
Rockbridge and Hickman High School traveled to Jefferson
City to learn prevention leadership skills and how to
advocate with state legislators.
Youth Service Day, 2012 Compliance Checks - YC2 funded 72 compliance
checks performed by the Columbia Police Department
and Boone County Sheriff Department. 82% of retailers
were found in compliance.
Reward and Remind Campaign - To reinforce
compliance check effectiveness; YC2 awarded 59 gifts to
retailers who passed compliance checks.
Back to School Health Fair - Nearly 1,700 parents and
students received information about positive youth
development and substance abuse prevention from YC2
at this multi-agency event.
Teen Outreach Program – 40 youth completed this
evidenced based program with TOP Clubs in the
Jefferson Junior High and Hickman High School.
Students completed a total of 145 hours of service
learning. For the 2012-2013 school year, a new TOP
Club was started at Rock Bridge High School.

YC2 Successes in 2012 4th Annual UMatter
Conference – More than
4,000 students heard about
healthy choices during the
14 assemblies presented by
YC2, Reach
Communications, and the
Columbia Public School District. Another 150 middle
school students were selected to take part in a leadership
workshop that day. The next UMatter Conference is
planned for January 2013.
Substance Abuse Prevention Training – YC2,
Columbia/Boone County Public Health and Social
Services, and the University of Missouri Wellness
Resource Center, trained 40 youth advocates as peer
trainers in substance abuse, bullying, and suicide
prevention.
Mentoring Collaborative – In 2012, the Mentoring
Collaborative was launched to inspire a shared vision
among agencies that focus on mentoring. This includes
shared training, marketing, and data collection. A total of
11 agencies participated in this collaborative effort.
5 Promises Media Campaign – YC2, Mediacom and
OnMedia Advertising partnered to create and aired 5
different television commercials promoting the 5 promises
more than 18,000 times in 2012.
Go Skateboarding Day - 300 youth attended this event
sponsored by Columbia Parks and Recreation, Parkside
Skateboards, and YC2 to promote safe and healthy
activities for youth.

100 Best Communities Award – YC2 members
applied for and received the America’s Promise Alliance
2012 100 Best Communities for Young People Award.
Helping Our Peers Everywhere (HOPE) Club - YC2
supported Columbia Public Schools by sponsoring 5
different HOPE club events, programs, and trainings.
Positive Action Drug Curriculum – YC2 provided
Positive Action Drug and Alcohol Prevention curriculum
and supplies for 6th & 7
th grade health classes and after
school clubs at all three Middle Schools. A total of 2,400
students received this curriculum.
First Night Columbia – This annual event in
partnership with First Night and the City of Columbia
provided alternative New Year’s Eve activities for 200
youth at First Night 2012.
Underage Drinking Town Hall YC2 partnered with Columbia Public Schools, Columbia
Police Department, and the MU Wellness Resource
Center to host an Underage Drinking Town Hall event.
Youth representatives from the HOPE Club reported the
results of the Town Hall to the Columbia City Council.
Social Media Campaign – In 2012, YC2 received 4,659
visits to the website and 1,956 views on Facebook.

Reducing Access
Reducing the availability of alcohol is
part of the Coalition’s strategy to help
prevent underage drinking. Through a
partnership with the Columbia Police
Department and the Boone County
Sherriff’s Department, multiple
compliance checks were conducted in
Boone County during 2012. A
compliance check is an enforcement
activity that checks retail alcohol stores
and restaurants for compliance in
checking identification and not selling to
minors. Over the last 3 years there has
been a 32% increase in compliance!
Reward & Remind
To thank the establishments that are
fully compliant with underage drinking
laws, YC2 supplies thank you cards to
reinforce the importance of not
providing alcohol to minors. This is an
evidence based practice that is shown
to increase the compliance rate and
help foster long term change.
Promise of an Effective Education: Early Learning Initiative
In 2012, the Youth Community Coalition formed a new
partnership with Jumpstart, AmeriCorps, Columbia Public
Schools, and Big Brothers Big Sisters. Starting in October
2012, YC2 began offering an afterschool program to students
in Title I pre-school. This program focuses on building skills
and knowledge so that the students can enter kindergarten
ready to learn. A total of 36 students at the Eugene E. Field
building are enrolled in this exciting program.
This program is made possible by working with Jumpstart
and Columbia Public Schools to provide this program 4 days
each week. A total of 4 AmeriCorps members serve as
Kindergarten Readiness Tutors for the program. Starting in
early 2013, a new learning opportunity will be open on
Friday afternoon to provide additional enrichment activities.

positioning young people as
innovators, creators, energizers and
the leaders of tomorrow. The entire
city shares this vision for its young
people and came together to create
the Youth Community Coalition (YC2),
which aims to increase opportunities
for youth leadership, community
service and healthy choices.”
YC2 is excited to be a part of one of

People and strongly believes in the
active collaboration of community
partners to empower youth.

UMatter
Conference The UMatter Conference is an annual
event involving YC2, Columbia Public
Schools, and REACH Communications and promoting healthy
choices for a safe and drug free life. The two-day event
reaches more than 4,000 students and culminates in
simultaneous assemblies at the 3 middle schools and an
afternoon workshop for potential leaders. Students are
handpicked for the leadership workshop from the 3 middle
schools. This year, 150 students took part in the workshop.
The Youth Community Coalition tracks certain outcomes to show changes in behaviors and attitudes in the
community. The graphs below show the change in past 30 day use of alcohol, tobacco, and marijuana for 9th
& 11th grade students from 2006-2010.
Columbia Welcomes Safe Place in 2012 In 2012, the Youth Community Coalition partnered with Rainbow House to bring the National Safe Place program to Columbia. Safe Place is a national youth outreach program that educates thousands of young people every year about the dangers of running away or trying to resolve difficult, threatening situations on their own. This initiative involves the whole community to provide safe havens and resources for youth in crisis. Safe Place creates a network of Safe Place locations that display the yellow and
black diamond-shaped Safe Place sign. These locations extend the doors of the youth service agency or emergency shelter throughout the community. Youth can easily access immediate help wherever they are. Columbia has 24 Safe Place Sites that are spread across the community to provide immediate help to youth in need. To find a Safe Place, youth can call 573-818-8288 or text the word SAFE, along with your current location (address/city/state), to the number 69866.

The Youth Community Coalition is proud to share the success of the first year of the 21st Century
Community Learning Center program. With the help of community partners, this project has provided
wraparound services to families in the Columbia Public School District. By working with high quality
afterschool programs, this project has been able to foster collaboration on academic outcomes and provide
much needed support in the areas of parent engagement and counseling.

Math- These findings imply that higher rates of attendance are associated with a greater percentage students demonstrating increased or maintained proficiency in math. Reading- 33 percent of those students with greater attendance increased their proficiency, while 50 percent maintained their reading proficiency.
