The board, which convened July 13, Was in session for eleven days and devoted most of Its time to a eensderation of the bids recently received at the War Department from three private grms for the construction of 100 high-power guns for the army. He is familiar with all of the laws on the subject and has an nti- mate acquaintance with the state of the coun- try's defenses today. The board of ordnance and fertieasion, re-cently in seion in New York, adjourned onFriday to meet on Saturday af this week, whenGen. Sehofeld, now on his way et on hisbridal tour, wil attend the session. Theboard, which convened July 13, Was in sessionfor eleven days and devoted most of Its timeto a eensderation of the bids recently receivedat the War Department from three privategrms for the construction of 100 high-powerguns for the army. Thee bide were referredto the board by the department underthe teem t the erdnance and forti-@ation act of 1890, which providedfor the issue - of proposals for theseguns, which, it went on to stipulate, "the Sec-retary of War Isauthorized and directed to pur-chase under oontract, after due advertisementinviting proposals, and at prices which theboard of ordnance and fortlication shall ad-judge to be fair to the manufacturer ad forthe intereste of the United States."
