Executive Summary
National Scheduled Castes Finance & Development Corporation was
incorporated as a fully owned Government Company not for profit under
Section 25 of the Companies Act 1956 (now a under Section 8 company of the
Companies Act, 2013). The Corporation exclusively caters to the needs of
Scheduled Castes target group for their economic empowerment by assisting
them by means of imparting skills which enable them to undertake either job
employment or self employment.
Non Credit Based Scheme: The Corporation sponsors Skill Development
Training Program for unemployed youth of target group in labour intensive
industries. These training programs are conducted by Government/Semi
Government/ Autonomous training Institution/ Universities/ Deemed
Universities. The trainees are provided free training and stipend of Rs. 1,500/-
per-month during the training subject to 90% attendance each month. The
trainees are also provided placement assistance and entrepreneurial guidance
to start their own business/enterprise. The guidance to avail financial
assistance from the NSFDC is also provided by the Training Institution.
The objectives of studies of Skill Development Program as per the given Terms
of Reference of NSFDC were:
i. The relevance of skill development training program for the trainees.
ii. To ascertain the status of trainees after completion of training
programme i.e whether in job employment or self-employment.
iii. To ascertain the name of employer, place of employment, their
monthly wage/salary and nature of activity and monthly income in
case of self-employment.
Approach to the Study
i. One inception meeting was done with the NSFDC to broaden the
understanding.
ii. Published annual report was collected which provided the overall
physical and financial progress on different schemes.
iii. Questionnaire was prepared to capture the relevant information from
the trainees and subsequently shared with NSFDC.

iv. A suitable guideline was also developed as a ready reference for the
enumerators in the field for selection of trainees and on how to collect
the information from the trainees.
v. An orientation workshop was organized for the Nodal Officers of
NABCONS and enumerators through Video Conferencing to gain clarity
on the questionnaire and follow the process while documenting the
questionnaire.
vi. Contacts were established with Training Centres involved in 10 states
and list of trainees along with their contact details was obtained.
vii. The filled in questionnaires were vetted and scrutinized, followed by
data entry in excel for statistical analysis.
The inspection and evaluation of the trainees was conducted in 10 states as
suggested by NSFDC. The study was completed for all 10 states and
231traineeswere evaluated for the study. The state wise coverage of
scheme and sample to be covered for inspection and evaluation is given

Key Findings
There is evidence of improved income generation after skill development but such claims could have been strengthened if baseline data would have existed.
In most of the states, the trainees were satisfied with the training
programme but recommended for extension of the training duration.
However, in Himachal Pradesh, a significant number of trainees were
not satisfied with the training programme on account of improper
equipment and short duration of the programme.
In all the states, the trainees received stipend in time except Jharkhand,
as the claim and requisite documents were sent late to NSFDC by the
implementing agency.
Sizable fraction of trainees could not cross poverty line after attending
the training program and in states like Rajasthan, Chhattisgarh and
Gujarat, no beneficiary managed to cross poverty line.
On the basis of interaction during evaluation study it seemed that the
trainees were largely influenced by the stipend associated with the
training and not on the felt need.

Recommendations
There is evidence of improved income generation after skill
development but such claims could have been strengthened if baseline
data would have existed.
Trainees can be charged certain amount for the training to eliminate
those who join the course due to stipend provided.
There should be proper follow up with regards to payment of stipend to
all trainees to have better impact of the scheme on trainees.
It is recommended to extend training period to at least six months.
Post training, the provision of financial assistance must be explained to
trainees.

Chapter 1 Background of the Scheme
National Scheduled Castes Finance & Development Corporation was
incorporated as a fully owned Government Company not for profit under
Section 25 of the Companies Act 1956 (now a under Section 8 company of the
Companies Act, 2013). The Corporation exclusively caters to the needs of
Scheduled Castes target group for their economic empowerment by imparting
skills which enable them to undertake either job employment or self
employment. The Corporation provides financial assistance at concessional
interest rates under various credit based schemes and also under various non-
credit based schemes to the trainees of target group. The scheme is
implemented though the network of State/UT Channelizing Agencies (SCAs)
nominated by respective State Government/UT Administration. The
Corporation also extends assistance through alternate channel established
during the year 2013-14 such as Public Sector Banks, Regional Rural Banks and
other Institutions such as Jharkhand Silk Textiles & Handicrafts Development
Corporation (JHARCRAFT) and North Eastern Development Finance
Corporation (NEDFi).
1.1 Schemes of Assistance
Credit Based Scheme: The various term loan schemes under which the NSFDC
provides assistance to the trainees are Term Loan, Seed Capital Assistance,
Bridge Loan, Working Capital Loan, Micro Credit Finance, Mahila Samriddhi
Yojana, Mahila Kisan Yojana, Shilpi Samriddhi Yojana, Laghu Vyavasay Yojana,
Nari Arthik Sashaktikaran Yojana, Educational Loan Scheme and Vocational
Education & Training Loan Scheme. The rate of interest under these loan based
scheme varies from 2% to 10% depending on scheme and quantum of loan.

1.2 Skill Development Training Program during 2013-14
The skill development training programs were carried out in 24 States/Union
Territories. Against skill training target of 12,000 persons for the year 2013-14,
commencement of training took place for 12,000 persons and completed in
case of 8,624 persons. Training for balance 3,376 persons were completed
during 2014-15. The state wise details of Skill Development Training Program
for the year 2013-14 can be seen in the given table.

1.3 Rationale for the Study
To evaluate the trainees trained during the year 2013-14 under the Skill
Development program and its impact on the socio-economic status of the
trainees, NSFDC entrusted the evaluation study to NABCONS. The study was
envisaged to physically inspect the trainees and assess its intended impacts on
the level of employment and income.
1.4 Scope of Work
The scope of work includes, physical inspection of the sampled trainees who
participated in Skill Development Training Program and evaluate them on
variables such as status of employment, nature of employment, income level,
and relevance of training program.

Chapter 2 Approach and Methodology
This section of report gives a glimpse of the objectives of evaluation study,
approach and methodology followed, sample covered, tools used for data
collection and analysis for the study. The objectives of studies of Skill
Development Program as per the given Terms of Reference of NSFDC were:

2.2 Sample
The inspection and evaluation of the trainees was conducted in 10 states as

NSFDC which can be seen in given Table below.

A total of 231traineeswho participated under Skill Development Program were
surveyed.
2.3 Types of Data
Secondary data in the form of annual report was used to take stock of overall
physical and financial progress, state wise targets and achievements and
different training courses organized by the training institutions.
Primary data was collected using structured questionnaire on relevant
variables through in-person visits.
2.4 Tools of Data Collection
Primary data was collected using structured questionnaire for specifically
developed to capture information from the trainees who attended the Skill
Development Training Program. The designed questionnaires are attached in
Annexure. The inspection/survey work was carried out from January to mid-
March, 2015.

2.5 Data Analysis
MS-Excel spread sheet was used for data entry, tabulation and analysis.
Statistical tools like tabular presentation, pie/bar diagram were used to
highlight various aspects of the study. In addition to this, qualitative data in
the form of enumerator’s observations were also used.
2.6 Study Team
The study was conducted by a team of Officers drawn from NABCONS
Corporate Office/Regional Offices who have relevant expertise and experience.
2.7 Limitation of the Study
The non-availability of trainees’ list in appropriate electronic form and absence
of complete address in the available list posed limitation during the survey and
inspection task.

Chapter 3 Skill Development Program- Himachal Pradesh
The Skill Development Programs in Himachal Pradesh with the financial
assistance of National Scheduled Castes Finance & Development Corporation
were organized and conducted by Himachal Consultancy Organization Limited
(HIMCON). Against the targeted 1,200 trainees to be trained,100%
achievement was made. As proposed, 72 trainees undergone training program
were interviewed. The findings with respects to different parameters are
presented in sections below.
3.1 District wise coverage of sample trainees
The inspection and survey task was carried out in five districts. The
representative sample from the districts were covered which is taken in
proportion to the total trainees assisted under the scheme. The sample
trainees were selected as per their availability considering the limited time for
the study. Thirty percent of the trainees were from Shimla, 28% were from
Hamirpur, 22% from Bilaspur, 17% from Solan and remaining 3% from Sirmour.

3.2 Location of the trainees
Out of the total 72 trainees of skill development program, 82% were from rural
areas while 18% were from the urban areas, indicating significant proportion of
trainees from the rural areas have attended skill development program
intended for economic upliftment.

Out of 72 trainees, 68% were female and 32% were male. Sixty percent of the
total sample trainees were married while 39% were found to be single. Only 1
beneficiary out of 72 was widow.

The descriptive statistics indicate the young economically productive
representation in the training program. The age of the sample trainees varies
between 20 to 37 years with highest from the age group of 20 to 25 years
(36%) followed by age group 30-35 years (35%). The representation from

middle age group exceeding 35 years is only 4%. The average estimated age of
the beneficiary is 27 years.
3.5 Educational Status of Sample Trainees
All the trainees interviewed were found to be literate, major proportion of 79%
were educated upto secondary level, 10% upto class 8th (Middle) and
remaining 11% were graduate or above.

3.6 Distribution of trainees by types of training course
Different training programs with varied topics/nature of activities were
organized during 2013-14. About 24% of the sample trainees attended the
Beautician Training course. About 17% attended mobile repairing courses, 14%
Multi-purpose mechanical training, 12% Himachali & Fast Food, 11% in Fashion
designing respectively. This reveals that trainees attended course as per their
choice and felt need.

3.7 Receipt of Stipend
All the sample trainees (72,100%) reported receipt of stipends for the training
course attended in accordance of training duration. Seventy nine percent of
the trainees attended training course of two months duration and received Rs.
3,000/- as stipend, remaining 21% of the sample trainees attended 03 months
training program and received Rs. 4,500/- as stipends for the program. The
stipend was given at the rate of Rs. 1,500/- per month.
3.8 Status of Employment
Out of 72 Skill Development trainees surveyed, 69% (50) trainees reported
employed while 31% (22) trainees were not employed. Out of 50 employed
trainees, 70% (35) are self-employed and remaining 30% (15) are in Job
employment with some enterprise. The list of employers of 15 traineesin Job

From the list, it is apparent that more male employees had taken jobs outside
with firms or companies but the participation of female trainees was limited.
Out of 23 male trainees who obtained training,16 are employed which is about
69% of the total male trainees. Out of 16 male employed trainees, 10 have

taken employment with some firms/enterprise. Referring the data of women
trainees, out of total 49 female participants, 34 are employed, but only five
have taken employment with firms/enterprises while the remaining 29
trainees are self-employed.
3.9 Distribution of trainees by Income Level
The wage/salary of employed trainees ranged in between Rs. 1,000 per month
to Rs. 7,000 per month. By this means, the annual income ranges between Rs.
12,000 to Rs. 84,000. As per the eligibility norms prescribed by NSFDC, the
annual income of the applicant should be within the double poverty line limits,
which in case of rural areas is Rs. 81,000 and for urban areas is Rs. 1,03,000.
The half of the limits is considered as Below Poverty Line limits i.e Rs. 40,500
for rural areas and Rs. 51,500 for urban areas.
The analysis shows that,the annual income of trainees of rural areas range
between Rs. 12,000 to Rs. 84,000 with average of Rs. 42,000 per annum. Out of
total 59 rural trainees, 45 i.e 76% are employed. Thirty seven percent of the
trainees have income above Rs. 40,500, meaning they have income above the
BPL limit of NSFDC, while the remaining 39% of the employed trainees have
income less than Rs. 40,500 which is below the BPL limit. Only one beneficiary
has income above the DPL limit. The remaining 36% of the rural trainees of Skill
Development Program reported unemployed. Out of 13 Urbantrainees, only
five are reportedly employed with three below the income of BPL and two
above the income of BPL. None of the urban trainees have reported income
above DPL.Table below gives the distribution of employment status of rural
trainees.

3.10 Relevance of Training Program
The training program is relevant in two aspects (i) capacity of youth in gaining
skill and (ii) getting employment opportunity. This is well established from the
fact that 69% of the sample trainees reportedly employed either with some
enterprise or self-employed. There is evidence of improved income generation
after skill development but such claims could have been strengthened if
baseline data would have existed.
Quite a significant number of trainees were not satisfied with the training
program on account of improper equipment and less durationof the program.
The trainees recommended extension of training period to at least six months.
Post training, the provision of financial assistance must be explained to
trainees.

Chapter 4 Skill Development Program- Uttarakhand
The Skill Development Programs in Uttarakhand with the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted by Himachal Consultancy Organization Limited
(HIMCON). During the year 2013-14, 225 persons were imparted skill training
on different activities such as Mobile repairing, Fashion designing, Computer
software and Tally, Motor Driving and basic mechanism, fruit processing and
packaging, soft toys making, embroidery etc. As proposed by NSFDC, 14
trainees were inspected and interviewed during the month of February, 2015.
The findings are presented in the sections followed.
4.1 Coverage of the trainees.
Out of proposed 14 trainees, five trainees were covered from Haridwar and
nine trainees were covered from Dehradun. All the trainees belong to urban
area of Dehradun and Haridwar. In terms of percentage, about 36% of the
trainees were from Haridwar and 64% were from Dehradun.

Sixty four percent of the total trainees inspected were male and remaining

age group of 20 to 30 years. Only two trainees were found above of age 30

4.5 Types of Training Courses
Out of the 14 trainees inspected and surveyed, 8 (57%) trainees participated in
the driving training, 5 (36%) trainees participated in sewing training and one
beneficiary participated in auto mechanic training program. The duration of

the trainings conducted was for three and six months. For driving training
program, the service of Uttaranchal Motor Training School has been availed by
HIMCON.
4.5. Receipt of Stipend
All the surveyed trainees reported receipt of stipend which varied between Rs.
3,000 to maximum Rs. 6,000 depending on the duration of training program
attended by the trainees. Out of 14 trainees, 11 reported receiving stipend of
Rs. 4,500 and 2 trainees reported received stipend of Rs. 3,000. One of the
trainees reported receiving Rs. 6,000 as stipend.
4.6 Status of Employment
All the 14 (100%) traineesare reportedly employed after completion of training
program. Out of 14 employed trainees, seven trainees reported employed with
firms, while remaining seven trainees are self-employed. Those who availed
training in driving are in job employment with private enterprises.

The monthly wage of the trainees ranged between Rs. 500 to Rs. 25,000
depending on the type of employment and nature of job. The average annual
income of the trainees is Rs. 71,742.

One important aspect is the income differential observed between self-
employed women and those employed with certain enterprises. The annual
income of self employed women trainees range between Rs. 6,000 to
maximum Rs. 18,000, which average out to Rs. 12,480. In contrast, the annual
income of employed male trainees ranged between Rs. 60,000 to maximum Rs.
3,00,000. All the women trainees who are self-employed have income far
below the income of male trainees of the income. Hence, the nature of
training is also a vital aspect which determines the job opportunity and wage.
4.8 Relevance of Training Program
It was found that although 100% of the trainees managed to get employment,
either on job employement or self-employment, but the training courses
offered are the determining factor in availing the job opportunity and wage
level. It is evident from the analysed data, that women who availed training in
sewing are mostly self-employed with wage level far below than male who
were employed in firms. However, the earnings may be supplementary to
other sources of income in the family.

Chapter 5 Skill Development Program- Gujarat
The Skill Development Programs in Gujaratwith the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted in partnership with Apparel Training and Design
Centre (ATDC) and Electronics Corporation of India Ltd. (ECIL). Two hundred
and seventy four trainees were sanctioned to be trained by the two centres. As
proposed by NSFDC, 17 trainees were inspected and evaluated.
5.1 Coverage of the trainees.
The inspection and evaluation work of skilled trainees was undertaken in the
Ahmedabad district after obtaining the list from the training institutions. The
selection of trainees was done based on their availability and taking into
consideration the limited time for the study. All the trainees resided in the
urban location of Ahmedabad.

to two months. Five trainees attended training program of 1 month, and 12
trainees attended training program of two months duration.

5.6. Receipt of Stipend
All the surveyed trainees reported receipt of stipend. The stipend received
depends on the duration of the training program attended. Five trainees who
attended the training program of one month duration received stipend of Rs.
1,500 and remaining 12 trainees who attended training program of two
months duration received stipend of Rs. 3,000.
5.7 Status of Employment
Out of 17 trainees, seven trainees reported to be employed and remaining 10
trainees reported not employed, which means 41% reportedly employed and
59% unemployed. Out of 07 employed trainees, six reported self-employed,
while one of the beneficiary reported employed in embroidery firm (Jagat
Embroidery, Laxminagar, Ahmedabad, Gujarat). This implies that about 85% of
the total employed trainees are self-employed.

The Skill Development Programs in Chhattisgarhwith the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted by Apparel Training and Design Centre (ATDC).
Fifteen trainees were sanctioned to be trained by ATDC out of which 15
trainees were trained. As proposed by NSFDC, 10 trainees were inspected and
evaluated.
6.1 Coverage of the trainees.
The inspection and evaluation work of skilled trainees was undertaken in the
Raipur district after obtaining the list from the training institution. All the
trainees resided in the urban location of Raipur.

As the course was sponsored for a period of 04 months, all the trainees
reported receiving stipend of Rs. 6,000 at the rate of Rs. 1,500 per month.
6.7 Status of Employment
Out of 10 trainees, eight reported employed, either self or with certain private
firm. Only one out of 08 employed trainees reported employment with a cloth
store, named M/S Society Vastra Bhandar in Sunder Nagar.

The Skill Development Programs in Jharkhandwith the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized by Apparel Training and Design Centre (ATDC). As per the data
available from the NSFDC, total sanction for the Skill Development program
was Rs. 29.70 lakh and 430 trainees were reportedly trained in 2013-14. As
proposed by NSFDC 26 trainees were interviewed and/Evaluated.
7.1 Coverage of the trainees.
The inspection and evaluation work of skilled trainees was undertaken in the
Ranchi, Hazaribagh,Giridih, Deoghar Saraikela-Kharsawan, Jamtara, Khunti,
Latehar and Ramgarh districts of Jharkhand. About 46% of the total 26 trainees
were from Ranchi, 15% from Kharsawan, 12% from Hazaribagh and remaining
27% trainees were covered from other districts in Jharkhand

7.8 Relevance of Training Program
The relevance of training course could be determined by the nature of skills
developed among the participants of training which enable them to earn their
livelihoods. However, in case of Jharkhand, it may be pointed that trainees are
largely influenced by the stipend associated with the training and not on the
felt need. Almost all the trainees reported to be unemployed after attended
the training program.

The Skill Development Programs in Manipurwith the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted in collaboration with Electronics Corporation of India

Chapter 11 Skill Development Program- West Bengal
The Skill Development Programs in West Bengal with the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted by Central Institute of Plastics Engineering &
Technology (CIPET), Haldia. During the year 2013-14, 300 persons were
imparted skill training on different activities such Machine Operator-injection
moulding programme, Plastics Processing – Machine Maintenance programme
and machine operator-extrusion process programme. As proposed by NSFDC,
50 trainees were inspected and interviewed. The findings are presented in the
sections that follows.
11.1 Coverage of the trainees.
Out of proposed 50 trainees, 30 trainees were covered from Purba Medinipur,
6 trainees were covered from Paschim Medinipur and 14 trainees were
covered from other districts. Out of 50 trainees, 5 trainees belong to urban
area while remaining trainees belong to rural area. In terms of percentage,
about 60% of the trainees were from Purba Medinipur and 12% were from
Paschim Medinipur and 28% trainees from other districts as given below.

The Skill Development Programs in Tripura with the financial assistance of
National Scheduled Castes Finance & Development Corporation were
organized and conducted by BCDI and EdCIL. During the year 2013-14, 165
persons were imparted skill training in different activities. NSFDC proposed to
inspect 10 trainees. Out of 10 trainees, six could be reached and only three
cooperated for the interview. The findings are presented in the sections
followed.
