I t’s the year 1981. At the Europa Palace Hotel in Anacapri, from the 29th to the 31st of May a meeting is taking place, called by CUSI -

the Italian University Sport Federation, aimed at creating the CESCU, the University Commission for Sport and Culture of the European Union.

Having a close look at the list of the participants, we find among them countries and persons making the history of the University Sport in our Continent. As a matter of fact, there is Enno Harms from Germany, Jean Talbot from France, Ignazio Lojacono from Italy, Hedwin Huis from the Netherlands, Eduardo Fernandez Molina from Portugal, Laila Iren Helgesen from Norway, Kenneth Erskog from Sweden and Roch Campana from Belgium. The latter, together with the FISU Vice President, Gilbert Schwaar from Switzerland, was present also as International Relations Representative of the World University Sport Federation.

For various reasons, CESCU did not have a sustainable future at the time; however the original idea to unite all the European National Sport Associations into a unique entity still remained. As a matter of fact, until 1999, the international sport activity was represented by the International University Sports Federation (FISU) alone, even though local events among neighbouring countries occasionally occurred.

The same year - in1999, during the Universiade at Palma de Mallorca, a group of National University Sport Associations’ executives from Europe decided to resume talks of Anacapri 1981: EUSA, the European University Sport Association, founded by 25 European countries, was born in Vienna.

In Palma de Mallorca the decision was made to form an association that would not only involve students representing their nation alone but would also include representatives from individual European Universities which, under the aegis of NUSA, were annual winners of their national University Championships.

On the basis and using these core characteristics as a guideline, between 2000 and 2005 EUSA was structurally and technically organised, with the participation and support required to consolidate such a new association under the leadership of President Enno Harms with whom I had the pleasure and the honour to work with at first as Executive Committee Member, then as Treasurer and the Vice President. The associated Members, at present 42, represent university sport nationwide in their countries.

Welcome by the EUSA President

It was, however, at the General Assembly in Wroclaw in December 2005 where EUSA approved the program presented by the new Executive Committee which will confirm and develop the role of the Association within Europe. At the Wroclaw Assembly the following three main points were considered top priority objectives: to stress and underline the role of Europe, to establish strong ties with European Political and Academic Organisations and to create stronger ties with the NUSAs and their related Universities.

These three fundamental goals have characterised, in these years, the guidelines of the commitment of our Association and of its Executive Committee. Moreover, the attention of EUSA to the cultural and sport changes in our Continent has constituted a constant obligation of the EC Members who have been on duty during these years.

We cannot exempt us from expressing our gratefulness to those who actively contributed to the success of EUSA in the world university sport movement. In particular, underlining the recent decision to enact a Commission for gender equality which cooperates with the similar FISU Commission, let us bring to mind, the significant commitment of the ladies who have functioned as EC Members of our Association: from Charlotte Ahlstrom from Sweden, Alison Odell from Great Britain, currently Member of the FISU Executive Committee, to Therese Salvador from France, former worldwide skilled fencer and Tiina Beljaeva from Estonia. To them a heartfelt thanks and an invitation to our NUSAs to encourage and promote the integration of women’s executives in the governance of our Association.

EUSA has planned for the near future, beyond all its current tasks, to focus on some particular aims. First, we would like to encourage and enable activities in those NUSAs which could not be sufficiently involved in the European university sport movement otherwise, for different reasons. Moreover, from Europe to the rest of the world, we are planning organization of International events among Continental Associations, to be realized, possibly, right from the year 2011. At last, we plan to realise growth of the residual number of Country Members.

A commitment which we truly believe would help EUSA to maintain the leadership among the most successful University Sport Association worldwide.

It is with this auspice that we present first ten years’ history of EUSA to those readers who are interested and are curious to go through the pages of this book.

Welcome by the FISU President

I t is a real pleasure for me to have the opportunity to share with each of my colleagues who make up the membership of the European

University Sport Association (EUSA) my thoughts and dreams about the value of a Continental Organization.

FISU, the International University Sports Federation, is an organization representing 153 countries from around the world, of which 46 are European countries. You are all aware and versed in our FISU Universiades and our World Championships program. Rather than reporting to you on these programs, let me switch gears and discuss our FISU Continental program of which you and your colleagues in EUSA have played a major role.

Some years ago we in FISU became very concerned and aware that we needed to find a better way, a more direct way to reach out to each of our member countries around the world. We had been very successful in conducting both our Winter and Summer Universiades as well as in our growing World University Championship program. With all of this success, some instantaneously, we still had not been able to carry this success to the far corners of our global membership.

While we were searching for new ways to have our FISU programs reach our global membership, a new organization composed of those European countries who had a very solid and strong university student sport program appeared. Little did we realize the impact and value of EUSA at the time, but their founding set the stage for our current, FISU Continental Organizations. Some eight years ago, FISU took the first steps in establishing what we now refer to as our Continental Organizations. A special FISU Commission was appointed, made up primarily of our Senior FISU Executive Committee members to begin to study how a Continental Organization could and would aid FISU and its global membership. The Commission labelled its project “Challenge 21”.

It has long been my belief that the Challenge 21 Commission was extremely fortunate to have had the opportunity to study and analyze the European program and the progress that was being made by them in the organization called EUSA.

What we learned from the Challenge 21 Commission and from monitoring the prospering EUSA program during these four years allowed us the opportunity of witnessing the birth of our Continental Organization program.

Page 8: EUSA: First ten years

7EUSAfirst 10 years

As we approach the end of the second four year period of our Continental Organization program, which was under the direction of the FISU Committee for the Development of University Sport, I can honestly state that the Commission has done a tremendous job in helping FISU continue to grow and develop in each Continent. It has been a period of four years that can be called positive and productive as we continue to use our Continental Organization program to answer our concerns and questions of eight years ago.

During these past years I have had the good fortune to visit with the leadership of all five continental organizations. In addition I have spoken with literally hundreds of individuals from the various countries within these continents, not only about FISU and Continental Organizations, but to speak to them about their own National Federations and the role they play (no matter how small or large) with these students is paramount as we all strive to make university sport more meaningful as they approach their future role in life.

I would like to thank the President of EUSA, Mr. Alberto Gualtieri and his entire membership for the role that they have all played in the birth of our FISU “Continental Organization” program. In addition, I would like also to thank the President of each of our Continental Organizations, Dr. Xinsheng Zhang President of the Asian University Sport Federation (AUSF), Mr. Julio Jakob of the Pan-American University Sports Organization (ODUPA), Mrs. Karen Nelson of the Oceania University Sport Association (OUSA) and Hassan Chikh of the African University Sport Federation (FASU) for their leadership in helping FISU become real partners, with each of their members worldwide. With the continental spirit that has been generated by the entire FISU Family we shall in the years ahead continue to leave our mark on the future of our students and university sport in general.

Foreword by the Editor

It seems to me like it was yesterday, when Mr. Balent, in 1999 the President of the Slovenian University Sports Association (SUSA), returned from Vienna

and announced that European University Sports Association was born. At that time, being the Secretary General of SUSA I was not aware of the changes this news will bring not only to me, but also to the federation I was involved in.

The idea and goals of the newly born association inspired us all a lot and we started to work actively to realise the new mission that EUSA brought also to the National University Sports Associations in Europe.

I had luck and privilege to be present at the fi rst European University Championships organised in 2001 and 2002, and many editions after. The same goes also for my involvement in the work of the EUSA Executive Committee from 2003 on.

When I presented the idea to write a book on the occasion of association’s 10th Anniversary I could not imagine the number of pleasant memories this travel in the past will bring back to me.

Although this book describes the main EUSA milestones of and reports from our events, the EUSA history is much more.

It is also each individual story of the persons involved in the work of the association or the participants in our events. It is the committed work of our delegates and the enthusiasm of championships´ organisers. It is also the pride of the student athletes marching on the opening ceremonies and rectors receiving the awards. It is the joy of student volunteers working on our events and new friendships born during these events. It is also happiness of the editor of this book meeting his future wife on the European University Volleyball Championship in 2001.

Yes, EUSA is a story that unites people from all over the Europe and worldwide. I hope you will enjoy reading this book that describes the growth of the association in its fi rst ten years. If you are not a part of our story yet, I hope it will inspire you to join us.

On the occasion of publishing the book, I would like to thank both of our Presidents, Alberto and Enno, with whom I had a great privilege and honour to work with, for their support and trust. The same goes also for all the board members, delegates and other friends from our EUSA Family. Special thanks to Otmar, President of SUSA, for his encouragement and help. I am grateful also to Andrej, Adam, Sara and Danijela, my co-workers in the EUSA offi ce, for their contribution in preparation of this project.

Last, but certainly not least, I would like to thank my wife Slavica for her support during all the past years.

I wish you pleasant reading!

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION From foundation on

The European University Sports Association (EUSA) was founded on November 13, 1999 in Vienna, Austria. Del-

egates from 25 National University Sports Associations from Europe gathered in the Austrian Capital City and signed the declaration on foundation. The fi rst General Assembly, chaired by Mr. Stefan Bergh from Sweden adopted the Stat-utes and elected the fi rst board of the Association for the next two year period. Mr. Enno Harms was elected as the fi rst EUSA President. Altogether nine candidates were elected in the board. Mrs. Roos Zwetslot from The Netherlands and Mr. Michael Karayannis from Greece were elected as the EUSA auditors.

The Assembly also approved the Activity Plan for the upcom-ing year. This plan foresaw the main goals to be achieved on the field of information with the continuous exchange of information about the events in the member countries and establishment of the calendar of European University Sports Activities. Another important task was to determine the reg-ulations, to establish a system of classification and to nomi-nate the host of the European competitions on the university level. Furthermore the Assembly agreed that conferences on different levels where subjects of European University Sport can be discussed are to be organised by EUSA. In order to ap-proach the above mentioned and other issues, the Executive Committee should establish working groups.

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION From foundation on

In the year 2000, the activities of the newly elected Execu-tive Committee were, following the activity programme

approved by the previous General Assembly, mostly dominat-ed by the creation of suitable working structures and means of effective communication, as well as the preparation of future activities.

The Executive Committee held four meetings in the cities of Frankfurt, Ljubljana, Nicosia and Paris. The establishment of a successful system of European University Championships was without any doubt one of the most important projects for EUSA as well as for its members. Among others, the or-ganisation of the fi rst two European University Champion-ships to be held in 2001 was appointed. The City of Aveiro, Portugal was chosen among three candidates as the fi rst or-ganiser of the European University Basketball Championship, while the organisation of the fi rst edition of the European University Volleyball Championship was attributed to the cit-ies of Užice and Vrbas, Serbia and Montenegro.

In order to improve the communication with their mem-bers and universities, EUSA purchased the Internet-domain www.eusa-unisport.org. The Association also chose its logo-type among the 18 proposals received to improve its visibility.

A calendar of International University Sport Events was es-tablished with an aim to be used by the EUSA member fed-erations, individual universities as well as by each individual student. The Executive Committee also agreed on the basis of the Student Exchange Program.

The 2nd General Assembly was organised in Paris by the French University Sports Federation and was chaired by Mr. Michel Bonfi ls from France. The delegates approved the ap-plication of Bulgaria, Former Yugoslav Republic of Macedo-nia, Latvia and Romania as new member countries bringing the membership to 29 federations. The Assembly approved the Executive Committee Annual Report and Financial State-ment and agreed on the Activity Plan and Budget for the next year. The General Regulations for the European Univer-sity Championships based on the participation of University Teams were approved. The Sports Commission was founded to be composed with the Technical Delegates for the sports on the European University Championships program.

I f the fi rst year of EUSA was a year of developing structures and communication networks, then 2001 was a year of

putting those ideas and structures in action.

The EUSA Executive Committee met four times, with Za-kopane, Rome, Faro and Amsterdam being the host cities. Among others the Executive Committee announced the EUSA Cup as a new category of event. In comparison to the European University Championship this event does not require a strict process of qualifi cation and nomination, but should anyway guarantee a solid organisation of the compe-titions in sports not on the EUC program. The EUSA Execu-tive Committee also granted the titles of the EUSA Patronage to various university sport events in Europe. The fi rst Techni-cal Delegates were appointed for Volleyball and Basketball.

In September 2001, the fi rst two European University Cham-pionships were organised with participation of 250 students and offi cials from nine European countries. The 1st European University Volleyball Championship organised in Serbia and Montenegro attracted six men and eight women university teams. A week after, fi ve men and three women university teams participated in the 1st European University Basketball Championships held in Portugal.

EUSA Executive Committee Member Mr. Dinos Pavlou from Cyprus had spent much time and effort designing and or-ganising the fi rst EUSA Symposium. However, world events overtook the organisers with the tragedy in the United States of America on September 11, 2001 since it was considered expedient in terms of delegate safety to postpone the event.

EUSA members gathered again for the 3rd General Assembly that was held in Amsterdam, The Netherlands. The Assem-bly chaired by Mr. Pieter Tilstra from The Netherlands ac-cepted Croatia, Finland, Iceland, Moldavia and Ukraine as the new EUSA members totalling the membership to 34. Zürich, Switzerland was agreed as the legal seat of the Association. The delegates among others also elected the new Executive Committee. Mrs. Roos Zwetslot from The Netherlands was re-elected as the EUSA Auditor, together with Mr. Theodore Mallias from Greece as a newly elected auditor.

The postponed fi rst EUSA Symposium was organised in April 2002 in Paralimni, Cyprus. The main theme of the Sympo-sium was “Modern trends in European University Sports”. 30 participants from 12 universities participated at this fi rst edi-tion of the event to discuss the main topics and at the same time do some sport, social and cultural activities.

EUSA celebrated its third birthday in 2002. As a young organisation it was growing up rapidly. In its brief exist-

ence it has expanded its membership by a third, had Eu-ropean University Championships fi rmly established in two team sports and had the potential to develop its program even more.

In 2002, the 2nd European University Basketball Champion-ship was held in Koper, Slovenia. Athens, Greece hosted the 2nd European University Volleyball Championship together with the fi rst EUSA Cup in Tennis. The number of partici-pants on the European University Championships increased for almost one hundred percents compared to the year be-fore. Seven new countries participated in the events that re-corded the numbers of 440 participants and 43 university teams. Promotion of the EUC Basketball

The Executive Committee met on four meetings held in Ed-inburgh, Tartu, Pontresina and Athens. The board members among others decided to add two new sports to the program of the European University Championships for the upcoming year. ‘Gaudeamus Igitur’ was agreed to be adopted as the an-them for EUSA events. The board also agreed to form a sys-tem of ranking countries to recognise the participation and results of participants to the EUSA Championships. Technical Delegates for Football and Tennis were appointed.

The Executive Committee decided to organise a one day con-ference to be held annually before the General Assembly. This seminar would be intended for all the participants, but in time to offer parallel sessions targeted at the political del-egates and the senior officers of the national administration.

First such seminar with the topics Voluntarism in Sport was held on December 5, 2002 in Nafplion, Greece. Several prac-tices of voluntarism in major sport events and organisations were presented to the participants.

A day after, the 4th General Assembly was organised in this coastal city by the Greek University Sports Federation. Spain joined EUSA as the 35th member federation. The Assembly chaired by Mr. Ulf Öhrman from Sweden approved the an-nual report and activity plan and among other decided also to establish a Student Commission in order to enhance the participation of students.

In its fourth year EUSA put a clear mark in the sand in terms of establishing a continental federation with 35 out

of a possible 48 member countries, a growing championship and cups programme, a fi rst permanent member of staff, its second symposium and above all an increasing enthusiasm amongst the players and volunteers.

With organisation of European University Championships in Football in Rome, Italy and Karate in Podgorica, Serbia and Montenegro, the number of championships organised in 2003 reached four. The third editions of the European University Championships in Basketball and Volleyball were successfully organised in Novi Sad, Serbia and Montenegro and Maribor, Slovenia. Together 720 students and offi cials from 64 university teams participated in the championships.

The organisation of educational activities also successfully paved the road, as the 2nd EUSA Symposium was held in Crete, Greece. With 15 countries and 43 delegates present the Symposium marked an important step forward for this EUSA event. The four days spent in Crete allowed the par-ticipants to study some key areas of student sports as well as soak up the rich culture of the birthplace of Socrates, the founder of the ancient Symposiums. The discussions fo-cussed on the relevance of the Olympic Ideology in today’s society, particularly student sports, so the theme was “Uni-versities and Olympic Idea”.

In 2003 the Executive Committee met on four regular meet-ings in Belgrade, Stockholm, Innsbruck and Ljubljana. One extraordinary meeting was held during Winter Universiade in Tarvisio. The main part of its activities the Executive Com-mittee attributed to all the aspects of the successful running of the EUSA Events. The Committee adjusted the Regulations and hosting guidelines for the European University Champi-onships. It also put four new sports on the European Univer-sity Championships Program. As the activities increased a lot, it was decided to hire Ms. Britt Dahmen from Germany as the fi rst EUSA employee in the offi ce in Hannover.

The first EUSA Newsletter was published as a new regular means of communication with member federations. Accord-ing to the decision of the previous General Assembly the Student Commission was formed. The Student Commission has identified a number of areas in which it could support the activities of EUSA: networking, online promotion, sym-posium and promotion of EUSA events. Also the Technical Committee increased its number of members as the nomina-tion of the Technical Delegates for Beach Volleyball, Futsal and Badminton was done.

At the end of the year, the 4th General Assembly was organ-ised by the Slovenian University Sports Association in Lju-bljana, Slovenia. The Assembly chaired by Mr. Leonz Eder from Switzerland decided to modify the Statutes and in-crease the number of Executive Committee Members from 9 to 11. The following Executive Committee was elected for the next two year term:

Mrs. Roos Zwetslot from The Netherlands was re-elected as the EUSA Auditor, together with Mr. Nick Grivas from Greece as a new elected Auditor.

During the General Assembly the Seminar “University Sport and the European Union” was organised for the delegates. The seminar gave the opportunity to discuss a future in-volvement of EUSA in the sports policy of the European Un-ion. A special focus was given to promising funds of the European Union for University Sports activities.

The European University Championships in Badminton, Tennis, Futsal and Beach Volleyball were successfully or-

ganised for the fi rst time in 2004. France, Cyprus, Austria and Poland signed as new entries on the list of the organis-ing countries. Together with the championships in Volleyball, Basketball and Football the number of participants crossed one thousand. 115 university teams from 21 countries repre-sented a new record number of participants and an increase of almost fi fty percent compared to the year before.

32 participants from eight countries participated in the 3rd EUSA Symposium that was organised by the Swedish Uni-versity Sports Federation in cooperation with Dalarna Univer-sity and City of Falun. The aim of the event was to deliver a balanced mix of short keynote lectures, workshops and sport and cultural activity amongst participants.

Wroclaw, Paralimni, Belgrade and Nottingham were the venues of the Executive Committee Meetings. The Execu-tive Committee spent some time reviewing the administrative support levels, offi ce location, the management of succes-sion planning of the presidency, the composition and term of the board together with a review of the existing regulations. Consequently the proposals to the General Assembly were prepared. The Executive Committee nominated Mr. Matjaž Pečovnik from Slovenia as the new Chief Executive instead of Ms. Dahmen who resigned. The offi ce was moved from Han-nover to Ljubljana. The Committee also approved Rowing as a new sport on the program from 2005 on.

In October, the FISU “Challenge 21 Working Group” invited all continental and regional university sports organisations to a meeting in Brussels to discuss the intentions and expecta-tions both of FISU and the organisations.

The Annual General Assembly was held in Nottingham, Unit-ed Kingdom. The Assembly chaired by Mr. Malcolm Brown from United Kingdom adopted a series of amendments of the Statutes. Among others the new position of a Treasurer and a non-voting, paid Secretary General was installed; the limitation for Executive Committee Members to 3 terms of 2 years was removed. The Assembly also elected Mr. Česlovas Garbaliauskas from Lithuania as the new Executive Commit-tee Member, replacing Mr. Matjaž Pečovnik, who resigned due to his nomination as the new EUSA Chief Executive. Mrs. Jelka Gošnik from Croatia and Mr. Mikka Suikki from Finland were elected as the new EUSA Auditors. Russia and Turkey joined the EUSA membership.

At the end of the year, the first printed edition of the EUSA Magazine was published on the occasion of Association’s 5-year existence. In addition, twelve editions of the newslet-ters informing both about EUSA events and other develop-ments within the organisation were also sent to the e-mail addresses of the subscribers.

Nottingham also hosted the Seminar “The Tracking of Young Sportsmen and Women from School to University”. By means of the Conference representatives from various European Na-tions were afforded the opportunity of learning good prac-tice in different countries. The introduction of such a good practice will develop stable working partnerships between school sport and University sport sectors.

In 2005, nine European University Championships were organised, with 1530 students from 200 university teams

from 26 European countries participating. The numbers rep-resented again the new record in terms of participation to these EUSA sport events. Championships were organised for the fi rst time in Estonia, Germany and United Kingdom. The fi rst edition of European University Championship in Rowing was successfully organised in Cardiff, United Kingdom.

The Executive Committee held four meetings, in Cordoba, Rome, Darmstadt and Wroclaw. On its fi rst meeting the board nominated eight new students in the EUSA Student Commission. The Executive Committee Member Ms. Tiina Beljaeva was appointed as the commission chairwoman. The main success of the second Student Commission was the ignition of the volunteer program, which became one of the main tasks of the succeeding commissions. The EUSA Execu-tive also appointed Mr. Matjaž Pečovnik from Slovenia as the EUSA Secretary General. Handball was added as a new sport to the European University Championship program, with the fi rst edition decided to be organised in Besancon, France in 2006.

The 4th EUSA Symposium was held in Funchal, Portugal from September 14 to 19, 2005. The event was organised by the Madeira University in close collaboration with the Portu-guese University Sports Federation. The EUSA Board decided to organise the Symposium biannually in the future.

The Annual General Assembly was held in Wroclaw, Poland. The delegates welcomed Albania as the new, 38th member of EUSA; approved the annual and fi nancial reports of the Ex-ecutive Committee and the activity program and the budget for 2006. On the fi rst meeting of the new Executive Committee that took place in Eindhoven, the Netherlands, it was decided

to change the title of the European University Champion-ships to European Universities Championships to stress the universities as participants on the events.

At the same time the fi rst edition of the EUSA Convention for the Organisers of the European Universities Championships was organised in Eindhoven. 45 participants, the representa-tives of the European Universities Championships Organising Committees, EUSA Technical Delegates and Members of the EUSA Executive Committee were present on the seminar. The aim of the event was to give the general briefi ng on the terms and conditions of organisation and to provide best practice examples. Subsequently the Technical Delegates met with the Organising Committees of their respective sport in order to check all details of the organisation and discuss the progress reports.

The next editions of the Executive Committee Meetings were organised in Moscow, Paris, and Valencia. The board decided to put Table Tennis and Rugby 7’s on the 2007 champion-ships program. With the growth of the sports program, also the Technical Commission increased a lot what demanded a new approach to its management. Therefore the board nominated Mr. Michel Bonfi ls as a Chairman of Technical Commission.

The EUSA website was renovated and got a new outfi t. It was also decided to produce EUSA magazine on a yearly ba-sis with the fi rst EUSA Year Magazine being published in December.

In 2006, nine European University Championships were or-ganised with 255 university teams and 2200 participants from 27 countries present. Again, this was a signifi cant growth of the participation on EUSA events that were becoming more and more popular among universities and students.

In the EUSA Seminar, which took place at the same time, the keynote speakers stressed the important relationship between University, Tourism and Sport.

The second edition of the EUSA Convention for organisers of the European Universities Championships 2007 was organ-ised in Valencia with participation of EUSA representatives, Technical Delegates and the representatives of the Organis-ing Committees.

The year will be remembered for the first EUSA multisport event, hosted in the Netherlands. Championships in Volley-ball, Football and Tennis as well as EUSA Cup in Water Polo were organised in Eindhoven at the same time and place. The event welcomed more than 1000 participants and was a good test for the eventual future events like this.

Following the Activity Plan, the new elected board started to establish ties with European Political and Academic Or-ganisations, National University Sports Associations and their related Universities. The EUSA attendance and its activities were firstly presented at the Danube Rectors Conference in Maribor, in the presence of approximately 70 Rectors and the European Commissioner for Research. EUSA was present also on FISU Forum in Abu Dhabi and at the FASU General Assembly in Pretoria. All these assembly events were followed by other meetings with member federations in the presence of the representatives of the university life and also of the political and sporting deputies.

The 8th General Assembly was held in Valencia, Spain. The General Assembly chaired by Mr. Roch Campana from Bel-gium accepted Montenegro as the new, 39th EUSA member country. The delegates among others approved the modifica-tion of the Statutes and accordingly changed the mandate of the Executive Committee from two to four years. Mrs. Jelka Gošnik from Croatia and Mr. Olaf Tabor from Germany were elected as EUSA Auditors until the next General Assembly.

The year 2007 will be remembered mainly by the success-ful organisation of twelve European Universities Cham-

pionships, FISU General Assembly in Bangkok that brought recognition to the Continental University Sports Federations and the elective EUSA General Assembly held in Belgrade.

The participation on the European Universities Champion-ships continued to grow as 2800 participants and 361 uni-versity teams from 36 countries took part on the events. All the numbers represented the highest participation up to then. The sports program was enlarged, as for the fi rst time, the European Universities Championships in Rugby 7’s and Table Tennis were organised in Grenoble and Ostrava.

The EUSA Executive Committee met four times in 2007, in Brussels, Magglingen, Lefkosia and Belgrade. One extraor-dinary meeting was held during the Summer Universiade in Bangkok. In the beginning of the year new members were nominated to the Student Commission for the next two year period. Ms. Iris Olberding was nominated as the chairwoman. The third student commission’s main duty has been to con-tribute to the achievement of the volunteer program, and to its development with a constant growth of the applications.

In July, EUSA was a co-organiser of the International Semi-nar on the University Sport that was held in Ljubljana, Slo-venia. The event was organised under the patronage of FISU in cooperation with the University of Ljubljana and the Slo-venian University Sports Association. Around 50 participants discussed the topics “The new FISU – The role of Europe and Continental University Sports Federations”. The FISU General Assembly held just prior to the start of the 24th Summer Uni-versiade in Bangkok, Thailand brought signifi cant changes to the development of the continental federations. The modi-fi cations to the FISU Statute brought Europe and other Con-tinents a place in FISU Executive Committee which was not anymore composed of the elected Members only, but also of the Continental University Sports Federations Delegates. On the proposal of Mr. George E. Killian, the General Assembly also decided to fi nancially support the continental activities and projects.

The Russian Student Sports Union hosted the 5th EUSA Sym-posium organised from September 27 to 30, 2007 in Mos-cow, Russia. More than 30 participants from ten European countries exchanged their experience of the organization of student’s sports in their countries, and had a chance to ex-plore the cultural and social life in the Russian capital.

After approv-ing the reports the Assembly chaired by Mr. Adam Roczek from Poland also elected the new Executive Committee for the next 4-years term. Mr. Alberto Gualtieri was re-elected as the EUSA President.

During the General Assembly the EUSA Awards were pre-sented for the first time. The Russian State University for Physical Education, Sports and Tourism won the title of the Best University in 2007 after their successful year on the European Universities Championships. The University of Zu-rich, Switzerland – Ladies Eight Crew was awarded with the Fair Play Award for their sports behaviour on the European Universities Rowing Championship. Eleven European Universities Championships were or-ganised with 29 European countries, representing 2738

participants and 275 university teams participating. Ukraine, Turkey and Ireland hosted the championships for the fi rst time. The EUSA Cups were organised in Taekwondo and Box-ing in Moscow, Biathlon in Tyumen, Aesthetic Group Gym-nastics in Tartu and Cross Country in Ilgaz. The Executive Committee assigned the title of the EUSA Patronage to the SELL Games in Finland and the Friendship Games in Israel.

The Executive Committee convened on four occasions in Is-tanbul, London, Belgrade and Paris. In 2008, for the fi rst time, EUSA also got revenues from sponsorship. This allowed the Executive Committee to defi ne the working relations for the settlement of an even more operational offi ce with a full time engagement of the Secretary General and with a part time Sport Manager as well as the collaborations of two Secretariat co-workers. The social and economic diver-sity among the member countries has made necessary to es-tablish a “Development Plan” through a technological and economic support towards those National University Sports Associations which were not yet capable to carry on a full constant activity.

45 representatives from the Organising Committees of the European Universities Championships 2009 and EUSA Tech-nical Delegates participated in the EUSA Convention organ-ised from November 7 to 9, 2008 at the University of Lju-bljana, Slovenia.

ed its 10th anniversary. Championships in Golf, Taekwondo and Bridge were organised for the fi rst time. The partici-pation number set a new record as 3075 student athletes and offi cials, representing 442 universities from 32 countries, participated in the events. Beside the European Universities Championships, the EUSA Cup in Aesthetic Group Gymnas-tics was organized in Poland and the EUSA Patronage was assigned to the SELL Games in Latvia and Friendship Games in Israel.

The 6th EUSA Symposium was held successfully in October in Zadar, Croatia. More than 50 participants attended the event organised by the Croatian University Sports Federation, the University of Zadar and the Zadar University Sports Associa-tion. The Assembly awarded the University of Ljubljana, Slovenia as the Best University in 2009. Mr. Enno Harms Fair Play was given to the University College Cork, Ireland for their remark-able behaviour on the European Universities Golf Champion-ship. The EUSA Order of Merit went to Mr. Dragoljub Bojić from Serbian University Sports Federation for his lifetime contribution to the development of the university sports.

Unfortunately, 2009 was also marked by the death of one of the initiators and the first President of the European Univer-sity Sports Association, Mr. Enno Harms. The Executive Com-mittee decided to name the EUSA Fair Play Award after him.

The Executive Committee met on four meetings, organised in Hamburg, Brussels, Zadar and Vienna. In 2009 EUSA man-aged to tie a relationship with other Continental Associa-tions, non European Countries and Universities to exchange experiences and to collaborate, with EUSA presence, on their activity, their organisation, providing suggestions when re-quested and giving possibility of practical support aimed at a reaching a common growth. This way of working gave the impulse to the creation, even if only initially, of a Continental and World University Sport model which is different from the past. A model that all the Continents, Countries and Univer-sities are slowly but constantly approaching, aimed at having a global university sport where all sort of differences can be progressively reduced in the future.

The main celebration of the 10th Anniversary was held at the General Assembly in Vienna, Austria. Special recognitions were awarded at the occasion of 10th anniversary for achieve-ments 1999-2009. The General Assembly was chaired by Mr. Stefan Bergh, who also led the 1st EUSA Assembly in 1999. The delegates approved the reports of the Executive Com-mittee and Student Commission, annual accounts, modifica-tion of the statutes, activity program and provisional budget for 2010. In order to improve the working conditions of the EUSA Secretariat the decision to invest in the buying of the new premises in Ljubljana was approved.

The University Sports Association of Poland (AZS) was awarded as the most active National University Sports

Association during the last 10 years in terms of participation and organisation of the EUSA Events. Since the European Universities Championships were first introduced by EUSA, athletes and AZS teams from many Polish universities have continually participated in them; being one of the most suc-cessful ones. With lots of satisfaction they have also organ-ized many such competitions all across Poland.

The federation is one of the EUSA founding members. Dur-ing the last ten years it organised 11 European Universities Championships, one EUSA General Assembly and Executive Committee Meeting. With over 70 European Universities Championships organised by the end of 2009, Poland was present on 58 editions and Polish university teams won over 120 medals altogether.

In 2009, University Sports Association of Poland (AZS) cel-ebrated its 100th Anniversary. The federation was, from the very beginning, very successful as a part of international uni-versity movement. The First World University Summer Sports Championship was held in Warsaw in 1924. It eventually be-came Universiade in 1959 and is taking place under the FISU auspices regularly to this day.

AZS takes pride in making major contributions to the devel-opment of Polish sports. These contributions should not be measured only by the amount of medals won in Olympics, World and European Championships, Universiades, World and European Universities Championships or records set dur-ing these events.

Currently, AZS is the biggest association working in academic society in Poland, with a total of 55,000 members registered in 325 university clubs and intercollegiate system. For them, AZS has been organizing university championships for over 50 years. Only last year, 260 universities and colleges en-tered in such championships and competed in 42 different sports disciplines. Members of AZS also participate in an in-ternational ISIC program, which is manifested by a common identity card.

AZS is supported by Polish state and local authorities. The organization also gathers necessary assets from membership fees and business activity. All of these are used in implemen-tation of statutory objectives.

Since the early 1990s AZS has been actively involved in build-ing European structures of university sports. First it was done with close cooperation with partners from Germany, Belarus and Ukraine through joint organization of international stu-dents meetings and later in the framework of EUSA activities, an organization of which Poland was one of the founders.

Taking into account 100 fruitful years of AZS history, it must be said that its aims have remained the same. The most important aims are still promoting physical activity among students, creating necessary conditions for talented students to develop their skills in sports, encouraging students to be responsible for a club, university and association and pro-moting sports as a good opportunity for youth integration.

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION Introduction

The program of the European University Championships started in 2001, when the first two championships in Bas-ketball and Volleyball were organised in Serbia and Mon-tenegro and Portugal. Since then the events were renamed European Universities Championships and their number has been growing year by year and reached 15 sports in 2009.

Some of these sports, namely Bridge, Golf, Karate and Taek-wondo are organised biannually, while the rest of the sports take place every year.

The most popular sports on the program are Basketball, Vol-leyball, Rowing and Football which currently attract over 400 participants per championship.

Together with the increase of sports also the number of countries, university teams and participants present at the events has risen significantly.

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION International University Sports

The International University Sports Federation (FISU) is re-sponsible for the organization and governance of worldwide competitions for student-athletes between the ages of 17 and 28. It was founded in 1949 as the world governing body of national university sports organizations and currently has 153 member associations from 5 continental regions. Being the only international federation with more than 50 sports on its competition program, FISU stages its events every two years. They include two Universiades (Winter & Summer) and over 30 World University Championships. FISU permanently links the academic world with sports by hosting a number of educational events – conferences, forums and seminars. These events closely assist in promoting sport as one of the main components of the educational system.

Universiade

The Universiade is one of the largest international multi-sport and cultural festivals in the world which is staged every odd-numbered year in a different city. Embracing FISU’s motto of “Excellence in Mind and Body” it brings together sport and academia. Much more than a traditional sporting competition, the Universiade incorporates educational and cultural aspects. It allows student athletes worldwide to cel-ebrate with the host city in the true spirit of friendship and sportsmanship.

The Summer Universiade consists of 10 compulsory sports: Athletics - Aquatics (Diving – Swimming – Water-Polo) - Basketball - Fencing - Football – Gymnastics (Artistic & Rhythmic) – Judo – Table Tennis - Tennis – Volleyball and optional sports chosen by the host country. The event brings together some 9,000 participants from 150 countries.

The Winter Universiade consists of 6 compulsory sports: Skiing: Alpine Skiing & Nordic Skiing (ski jumping, cross country & Nordic combined) - Biathlon - Ice Hockey (M & W) – Skating: Short Track Speed Skating, Figure Skating (In-dividual – Pairs – Dancing) & Synchronized Skating - Curling – Snowboarding and optional sports also chosen by the host country. The event gathers some 2,500 participants from 50 countries.

World University Championships The World University Championships are organized every even-numbered year in sports which do not appear on the compulsory Universiade programme: Archery, Badminton, Baseball, Beach Volleyball, Boxing, Bridge, Canoe Sprint, Chess, Cross-Country, Cycling, Eques-trian, Field Hockey, Floorball, Futsal, Golf, Handball, Kara-te, Match Racing, Orienteering, Rowing, Rugby 7, Sailing, Savate, Softball, Sport Shooting, Squash, Taekwondo, Tri-athlon, Waterskiing, White Water Canoeing, Weightlifting, Woodball and Wrestling. Every championship-year, some 30 different WUCs are staged all over the world.

Educational ActivitiesBesides these sporting events, FISU also organises a number of educational activities, such as the FISU Conference, the FISU Forum and the Rectors’ Forum.

Every two years, the FISU Forum offers an opportunity for the students and officials from the university sports move-ment of the FISU member associations to meet each other. The main objective of the Forum is to offer conditions for meeting and exchange, associating culture and education with physical and sporting activities. By establishing this Forum more than ten years ago, FISU authorities wanted students, teaching staff and sports leaders from different backgrounds to get to know and understand each other in order for all stake-holders to be enriched by all the different aspects of their diversity.

FISU PhilosophyFISU was formed within the university sphere in order to promote sporting values and encourage sporting practice in harmony with, and complementary to, the university spirit. To promote sporting values means encouraging friendship, fraternity, fair-play, perseverance, integrity, co-operation and application amongst students who will one day hold respon-sible, and even key positions in politics, the economy, cul-ture and industry. As allies or competitors, perhaps even as antagonists, these young men and women will have learned

how to collaborate and confront every eventuality whilst re-specting the ethical code enshrined in these values. Promot-ing sporting values and sporting practice also means giving a new dimension to the university spirit in study, research, and discipline, through the strong affirmation of the full hu-manist development of the individual and, thus, of society at large. This development is not just intellectual, but also moral and physical.

The university student should be able to practice sport at his own chosen level within his university. Even if he or she reaches a high level of competition in their sport, the student will not look upon these competitions as an end in them-selves, but as an element in the development of his own po-tential, in the same way as he or she prepares for the upcom-ing professional life. With its international dimension, FISU brings together the university community in the wider sense, necessarily transcending the conflicts which divide countries and peoples, to achieve harmony between Academic Ex-cellence and Top-Level Sport, or Competition and Leisure Sports. The World University Sporting Movement also aims to become a powerful channel of communication for bringing together the various communities whose rich diversity is all too often a source of conflict today. This philosophy neces-sarily implies that FISU should be not only international, but also independent and free, regardless of the source of finan-cial and technical support from its institutional, academic, financial or media partners.

The Rector’s Forum reunites during two days the Rectors of the Universities worldwide to discuss the place sport has within the university, to exchange ideas regarding the devel-opment of university sport and to better understand the way how university sport is organized in the different parts of the world. Indeed, every edition of the Rector’s Forum brings together University Rectors of the five continents.

In conjunction with the Universiade, FISU organises the FISU Conference every two years. The themes discussed in this congress relate to the study of University Sports, the differ-ent elements of university sport and physical education. The goal is to create more understanding among the National University Sport Federations, to understand different systems of higher education and cultures of the world. These confer-ences involve keynote speakers, paper presentations work-shops and discussion groups.

The Federation of African University Sports (FASU) is the governing body of university sports on the African conti-nent. Established in 1974 in Accra, the capital of Ghana, the intention was to provide a platform for cooperation, mutual friendship, brotherhood and peace through competition and participation in sports between university students.

The fi rst African University Games called the FASU games were held in 1974. The FASU Games became the focal point of University sport in Africa at the time, with the second FASU games being held in Nairobi, Kenya in 1978. It then seemed that the FASU games would be held every four years, however this did not happen due to political and economic turmoil which occurred at the time in various African coun-tries. This resulted in a long lapse of no structured inter-national African competition. In 2004, after 26-years of no international competitions, members of various African countries felt the need to revive FASU and especially the uni-versity games. The third edition of the FASU Games was then held in Bauchi, Nigeria in 2004.

Federation of African University Sports

With new enthusiasm and vigour, the 4th edition of the FASU Games was held in the City of Tshwane, South Africa in 2006, 19 African countries participated in 12 sporting disci-plines. The 5th edition of the FASU Games was held in the City of Kampala, Uganda in 2008.

It is with persistence and hard work that the ideals of Univer-sity sport grow in the continent and it is with common goal that African countries and governments are encouraged to develop and promote sporting activities in Universities.

Africa as a continental body of universities representing all the countries, have what is known as National University Sport Associations (NUSA) which represent their respective universities. The African counties are then placed in 5 zones depending on their respective location on the continent: East, West, Southern, Central and North African zone. They are encouraged to organise various university championships in various sports. Every two years, FASU also organises the African University Games called the FASU Games.

The current Executive Committee is under the leadership of Mr. Hassan Chikh from Algeria, who is also the President of FASU.

The Asian University Sports Federation (AUSF) was formed in 1992 and it aims at providing a platform for all university students in Asia to exchange and interact through sports. The purpose of Asian University Sports Federation is to promote international friendship, respect and understanding among Asian nations. The national university sports federation in each country/region may apply for membership of AUSF and join all programs and events organized by the Federation. Currently, AUSF has a total of 32 members. When the Fed-eration was established in 1992, there was only 10 founding members; membership of AUSF has grown significantly in the last few years.

Asian University Sports Federation

The milestone of the federation presents a meeting of sports leaders in Duisburg in 1989 and the subsequent Brainstorm-ing session that led to an idea of organizing a Continental Federation to assist each other in development of university sports. In 1992 the Asian University Sports federation was established. The federation opened its permanent Secretariat in Beijing in 2004. With the subvention of the International University Sports Federation starting from late 2008, the Secretariat has secured an office in Beijing, purchased fur-niture and office equipment. With the genuine effort of the Secretariat staff, AUSF is now officially incorporated in China as the Continental Federation in university sports in Asia.

Page 150: EUSA: First ten years

The highest authority of the Federation is the General As-sembly which meets every two years to formulate the major policy and issues. General affairs and decision during the assemblies are handled by the Executive Committee whose members are elected by the General Assembly. The President of the federation is Mr. Zhang from China. When the full Executive Committee is not available, a Steering Commit-tee meets and the Secretariat takes care of the day to day operation.

The future plans of the federation foresee the Development of a Regular Calendar, Inter-Continental Competition and Asian University Games, Training and Educational Program, Working Relationship with other continental federations and national Olympics committees, Liaison with University Au-thorities, Press and Media, etc.

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION Continental Federations

On June 11, 2007 in Blumenau, Brazil, national university sports institutions affiliates of FISU of the American con-tinent – North, Central and South America – in representa-tion of 16 different countries, created a non-profit conti-nental organization called Pan-American University Sports Organization.

On the basis of the agreement in Blumenau, in August 2007, 23 member countries gathered during the XXIV Universiade at Bangkok, ratified its Statute and held the first General Assembly. ODUPA was thus recognized as the appropriate continental space for permanent interaction and, in turn, as the adequate tool for coordinating efforts on common interests, for the development of sports and society, for and from university students, in the Americas.

Pan-American University Sports Organization

In its spirit, this new supra-regional organization spreads throughout the Pan-American area, the ideals of university sports “Friendship, Respect, Intellectual and Moral Solidar-ity”, in close collaboration with the International University Sport Federation (FISU) and other Pan-American organiza-tions, effectively acting as a much needed hub for debat-ing and agreeing on university sport development policies, advancing the resulting research and promotion of the various sports specialties and the training and education methodologies.

Page 152: EUSA: First ten years

151EUSAfirst 10 years

EUROPEAN UNIVERSITY SPORTS ASSOCIATION Continental Federations 1999-2009

The main predecessors of ODUPA were ODUCC – Organi-zación Deportiva Universitaria de Centroamérica y del Caribe (University Sport Organization of Central America and the Caribbean), COSUD – Confederación Sudamericana Universi-taria de Deporte (South American University Sport Confeder-ation) and the National Federations of the USA and Canada.

ODUPA is based in Montevideo, in the historic Estadio Cen-tenario. The Authorities of ODUPA are appointed every 4 years, on occasion of the General Assembly Meeting. The first Executive Committee was appointed at the time of its foundation in Blumenau and is lead by the President Mr. Julio Jakob from Uruguay.

Currently ODUPA is in the stages of consolidating the organ-ization, which will enable it to be sustainable and effective in its actions, for which a 3-year institutional strengthening program “OIKOS” (2009-2011) aimed at providing a con-tent for its Mission and designing and carrying out strategic guidelines and continental and regional lines of action for its development, on the basis of a functional organization, was launched. However, several activities that confirm that ODUPA already is a reality have been carried out so far and many more are scheduled for the near future.

1999-2009 EUROPEAN UNIVERSITY SPORTS ASSOCIATION Continental Federations

The Oceania University Sports Association began as an idea amongst leaders of FISU who felt that the 5th Continental Association needed to be formed to complete the FISU fam-ily. At that time, four Oceania countries were members of FISU – Australia, Federated States of Micronesia, New Zea-land and Papua New Guinea. Several other countries had participated in FISU events over the years, but had not of-ficially formed university sports bodies in their countries.

In 2007, a small group of individuals began work to form the regional university sport body. Members met in Bangkok during 2007 Universiade to discuss future activities to move the organization forward. Efforts began in several countries to form NUSFs, and countries prepared to meet for the first General Assembly of Oceania University Sports Association.

The first official meeting of OUSA took place in February, 2009 in Samoa. FISU and CDSU officials, Stefan Bergh and Kole Gjeloshaj were present to lead an education seminar and assist with the proceedings. The meeting was successful and the organization was formed. Inaugural member coun-tries were then challenged to work on the formation of their NUSFs, and membership with FISU for the 2009 FISU Gen-eral Assembly in Belgrade. Over the 18 months, between the

Oceania University Sports Association

Page 154: EUSA: First ten years

153EUSAfirst 10 years

EUROPEAN UNIVERSITY SPORTS ASSOCIATION Continental Federations 1999-2009

OUSA GA and FISU GA, countries throughout the Oceania re-gion were contacted to educate them about FISU and OUSA. The end result was the addition of 6 new FISU members at the 2009 FISU GA, and the adoptions of OUSA as the 5th Continental Association for FISU.

While these administrative activities have been taking place, a good deal of grass roots sporting activity has also occurred. Tertiary sporting events have been created in Fiji and Sa-moa and sub-regional activities have been created in Mi-cronesia. More events are being planned, and through the newly formed network of university sport organizations, FISU and university sport are becoming regular conversations in a number of Oceania countries.

As OUSA moves forward, understanding how to best meet the needs of such a varied region will be key its success. The current President of the federation is Mr Ed Imo.
