Presentation of the work and approach in executing the tasks – what’s changing?
We “build on” the success of EBP phase I– The website and its content evolves to be more dynamic and provides
a high level of accessibility and availability.– The user community develops both in scale (50% increase on June
2010) and the depth of its engagement through proactive on-line and direct marketing of EBP.
– The emphasis of intervention moves from being passive (on-line / advisory) to active (advising, developing capability, supporting, guiding)
– The programme proactively seeks to collaborate with similar programmes (e.g. Broadband mapping / bottom-up broadband) to present a coherent support strategy for end users, engaging partners where this makes sense, but owning the regional relationship and their development

We develop new capability - We develop a new “toolkit” to support end user initiatives called the “broadband blueprint” that provides a combination of training, tools, techniques, templates, models and best practice guides that can be adapted by local teams to fit their specific needs

Cooperation with Bottom UP Broadband and BB Mapping initiative (etc…)
• Cooperation and collaboration with other EC / European wide initiatives will help to develop a “joined” up approach to turning policy into practice
• To achieve sustainable change we must also connect with local “providers” who can help us to translate our “EU standard” models to reflect local language and needs
• The aim is to develop local and to an extent independent communities of users, consumers and suppliers that will underpin sustainable change
• E.g. Broadband Foundation – Broadband mapping programme (reviewing Broadband foundation, Edinburgh University and other projects focused on mapping broadband infrastructure across Europe – and the opportunity to feed EBP data in – present the map through the EBP)
Organisation of the workshop on these two initiatives in June
First Regional Workshop
• Goal – an initial workshop that brings together providers and end users to review the “state” of current investment and broadband development – to build awareness and engagement in new member states and to help define the requirement for the Broadband Blueprint (Erisa are piloting this approach at the Krakow conference in April 2011)
• When – by May 2011• Where – to be decided (but in new member states)• What – a 1 day facilitated workshop – potentially attached to another
major BB or ICT event (currently looking at options)• How – guided by Roger Williams (EBP) the event will be run by a
combination of EBP and local facilitators• Who – regional and local government – local community representatives
and broadband service and infrastructure providers. Support from local “innovators” to bring case studies and encourage local engagement
Support action on key deliverables: Overview
• We have carefully chosen a highly resourceful team that can be “responsive” to EBP customer demand
• We initiate this phase with a number of pre-defined capabilities based on our current understanding of the market demand
• A key element of our approach is based on “knowledge transfer” – to embed new capabilities across governments, regions and local groups to be able to sustainably develop broadband capability
• Our scope is only contained by the factors that encourage the deployment and uptake of broadband to achieve economic, social, environmental or political aims
Support action on key deliverables: Workshops
Aim• Workshops will be specifically designed to engage large groups of EBP users to develop new
capabilities (e.g. developing long term commercialisation models for broadband infrastructure ownership) – that can be captured, shared and applied across the wider EBP community
Approach• Workshops will be carefully designed and resourced to ensure the process and attendees
have the capability and capacity to deliver the required outcome• Within our programme we have access to range of experts that can be deployed to meet
specific requirements covering the following subject areas:– Technical infrastructure Technical Architecture– Investment funding Commercial design– eBusiness eStrategy– eEducation eHealth– eInfrastructure eGovernment– Workshop design / facilitation Training design / delivery– Innovation specialists Commercialisation specialists– Knowledge management Content management

Support action on key deliverables: Training & Seminars
Aim• Based on a combination of responding to end user demand or promoting anticipated need, to
deliver training and seminar programmes that develop required skills and capability in the widest possible constituency of the end user community
Approach• Combining physical (for communities that do not have access to sufficient infrastructure or
where the requirement is best met face to face) online (for sustainable, long term and wider reach) and blended (a combination of both) solutions that are designed to develop defined capabilities in the areas of (but not limited to):– Project management Technical Design– Proposal / Funding application writing Supporting innovation– Effective collaboration Marketing & consumer engagement– Service development / delivery Operations management– Use and application of the Broadband Blueprint toolkit
• Where possible we will collaboratively develop training and seminars with other organisations or programmes to avoid duplication of effort, and would seek to embed training development in local organisations to facilitate sustainable delivery.

Support action on key deliverables: Advisory
Aim• Specialised interventions to advise local communities, government or commercial
organisations on programmes designed to promulgate the deployment or uptake of broadband infrastructure.
Approach• Following pro-active marketing of the advisory service to the EBP user community to provide
advisory services in response to requests for help. With a particular emphasis on convergence regions and areas poorly served by broadband infrastructure we seek to help end users to progress to the stage of “participation” i.e. implementing and applying broadband infrastructure. The advisory services include:– Requirements capture Project management– Commercial design Access to funding – Subject matter experts in eEducation, eHealth, eGovernment and eInfrastructure– Innovation services Marketing and communications services– Blueprint implementation support
• Our aim is to collaborate with other organisations & programmes (e.g. bottom up broadband) to deliver the best advice. Further we will deliver advice through a range of channels including on-line, telephone / videoconference and face to face.
