Resource Efficiency

• Resource Efficiency should yield optimum solutions to the trade-offs that exist between different environmental objectives and the environmental, social and economic imperatives of Sustainable Development.

• The result should be an economy that optimises its use of resources and, therefore, results in improved living conditions and reduced waste globally.

• Brings together, among others, EU countries, companies, researchers and NGOs to promote innovative solutions to Europe's raw materials challenge.

Key objectives are:

• Reduction of import dependency by improving supply conditions from EU sources, providing resource efficiency and alternatives in supply.

• Bringing Europe to the forefront in raw materials sectors and mitigating their negative environmental and social impacts.

The Strategic Implementation Plan (SIP)

• details actions necessary to achieve the EIP's objectives:

• research,

• raw materials knowledge,

• exchange of best practices,

• revision of selected legislations,

• licensing steps,

• standardisation,

• and policy dialogues.

• targets innovation in both technology-focused and non-

technology policy areas, as well as international cooperation.

Make EU industrial renaissance the most important objective to move Europe out of the crisis

• EU economic recovery and reversing trends in employment will not happen without industry

• Manufacturing industry accounts for over 80% of Europe’s exports; 80% of private research and innovation goes into industry. In total, 1 in 4 private sector jobs are in industry and 1 job created in manufacturing industry generates up to 2 jobs in the services sector.

• These industries are at the core of industrial clusters, and are important elements of the supply chain, thereby contributing to the EU´s economy competitiveness.

• But the industrial basis of Europe has been continuously declining since the 1990s • Industry’s share in Europe’s GDP is now down to 15.1%. • Since 2008, 3.5 million jobs have been lost in manufacturing.

• The EC issued two Communications on Industrial Policy, one in 2010 and one in 2012.

• The ambition of the Commissioner for Industry and Enterprise Vice-President Tajani is to halt the decline in industry’s share in Europe’s GDP and restore it to 20%.

• An important role in this has the manufacturing industry in Europe which today represents: • 75% of European exports, • 80% of all private R&D, and

• 25% of all private sector jobs.

By 2015

• EIP on Raw Materials: research into new and more resource efficient resource access and management; review of regulatory requirements

• Complete database by MS on old mine waste sites (EU Mine Waste Directive)

• EU Standard methodology for prioritisation and economic assessment of such deposits

• All Member States have new or revised Mineral Policies in place

• All MS Land-planning policies include references to extractable mineral deposits

• Revision of BAT note on mine waste management
