Flash Eurobarometer Citizens engaged in participatory democracyThe report examines the extent to which European citizens engage in participatory democracy and the extent to which they believe that political decision-making can be influenced through their own actions and through those of non-governmental organisations (NGOs). It shows that Europeans trust civil society organisations to influence policies and make a difference in the life of their communities. Flash Eurobarometer Electoral rightsThe survey investigates the knowledge of EU citizens on their voting rights, in particular the right to vote for and to stand as a candidate for European and municipal elections in the state in which the person resides. Physical Education and Sport at School in Europe The report covers primary and lower secondary education and provides an insight into the following topics: national strategies and large-scale initiatives, the status of physical education in national curricula and steering documents, recommended annual taught time, pupil assessment, teacher education, extracurricular activities and planned reforms. Funding of Education in Europe 2000-2012: The Impact of the Economic CrisisThe study, produced by Eurydice for the European Commission, looks at the trends in education spending over the period 2000-2012 and examines the impact that the financial and economic crisis has had on education budgets across Europe over the last few years. The analysis covers the developments in education funding from pre-primary to tertiary level and provides an overview of the main trends in the adult learning sector in 31 European countries.

EU Employment and Social Situation Quarterly Review – March 2013 According to the European Commission review, divergence continues to increase across Member States translating into persistently growing labour market and social challenges, marked by ever higher unemployment at EU level and a deterioration of the situation of many households, and of young people in particular. has been trending down again since mid-2011, with positive developments only noticeable in part-time work. Eurodesk Right2move Poster CompetitionYoung people from 18 to 30 years old, citizens of one of the 33 countries in the Eurodesk Network, former or current participants of European mobility programmes (e.g. Erasmus, Youth in Action, Leonardo da Vinci) are invited to answer the question "How has the right2move shaped your feelings as European citizen?” in poster format. Each contestant can submit only one poster. Posters should be submitted to the Eurodesk Facebook competition page by 13th

April 2013. The public will vote on the 10 best designs from 14 th April to 28th April 2013 and a European jury will chose the three overall winners who will be offered a 3-day trip to Brussels to join the Yo! Fest at the European Youth Week in May 2013. The 10 highest ranked posters will also be printed and exhibited during the European Youth Week event in the European Parliament Esplanade.

Google Science Fair 2013Online science competition seeking curious minds from the four corners of the globe. Young scientists, from 13 to 18 years old, all over the world, are invited to join the fair and submit interesting, creative projects that are relevant to the world today. They can compete on their own or in a team of up to three persons. Entrants can submit projects in any one of the following categories: Computer Science & Math, Earth & Environmental Sciences, Behavioral & Social Sciences, Flora & Fauna, Energy & Space, Inventions & Innovation, Physics, Biology, Chemistry, Food Science, Electricity & Electronics. A special category, Science in Action, will be awarded to a project that addresses a social, environmental, ethical, health or welfare issue. The Grand Prize Winner will receive a scholarship from Google and a trip to the Galapagos Islands with National Geographic Expeditions. For the other winners there will be scholarships and interesting prizes.

ILO Photo contest "Migrant Domestic Workers in Europe" Young people from 18 years old, residing in Europe, are invited to take pictures that capture migrant domestic workers in the work environment (which is most often their employer’s homes), in society, or in their own homes. The pictures should bring about a positive image of domestic work and migration and demonstrate the character and resilience of these workers.Participants can submit up to a maximum of three photos per person (up to 5 MB in size, at least 6 megapixels), taken by them, in Europe, and within the last two years. Entries should include the title, date of shot, location and caption, of maximum 100 words, explaining what the picture portrays, in one of the 3 official ILO languages (English, French, or Spanish). A panel of judges will select up to 20 photographs for exhibition on the ILO website and at a conference in Brussels, as well as the top three photos to be awarded.

Young people from 18 to 30 years old, from all around the world are invited to express their views by submitting up to three pictures addressing the following question: “Smart, sustainable and inclusive growth for Europe and beyond. How do we make it happen?”. All pictures must include a short explanatory text, of minimum 500 characters, addressing the question. Participants are also invited to rate other members' work, by simply clicking on a picture and choosing the number of stars they want to award. They will only be able to vote once for the same work but they can rate as many submissions as they want. These votes will be used to shortlist the finalists for the competition. The winners will then be selected by a professional panel of journalists and industry representatives and get the chance to win an iPad mini. The three most active participants will receive a sustainable recycled PVC sports bag.

YiA Action 3.2 - ‘Youth in the world’: Cooperation with countries other than the neighbouring countries of the European Union (EACEA/10/13).The purpose of this call for proposals is to support projects, which promote cooperation in the youth sector between Youth in Action Programme Countries and Partner Countries other than those which are neighbours of the European Union (countries which have signed with the European Union an agreement relevant to the youth field). This call is addressed to organisations working in the youth sector that are interested in running projects promoting cooperation in this field, involving youth workers and youth leaders, young people themselves and other actors involved in youth organisations and structures. The project must include activities of a non-profit-making nature that are related to the field of youth and non-formal education. The projects must start between 1st October 2013 and 31st December 2013, with a minimum duration of 6 months and a maximum of 12 months.

European Prize “For youth employment in the Social Economy”The prize encourages innovative solutions at a Euro-Mediterranean-wide level aimed at combating the problem of youth unemployment. This year the € 5,000 Prize will reward a young social economy enterprise, set up by young people between 18 and 30 years old, that has created employment for young people in the European Union or in Morocco.Participation is reserved to social economy enterprises whose head office is based in one of the EU member state or in Morocco, which were created between 15 th May 2011 and 15th November 2012 by at least two young people and which have created jobs for young people.

Call for proposals - Erasmus University Charter for Higher Education 2014-20.The Erasmus University Charter provides the general framework for the European cooperation activities a higher education institution (HEI) may carry out within the Erasmus programme as part of the Lifelong Learning Programme (LLP). All Higher Education Institutions established in one of the 27 Member States of the European Union, Croatia, Iceland, Liechtenstein, Norway, Turkey, Former Yugoslav Republic of Macedonia and Switzerland can apply.

YiA Action 4.5 — Support to information activities for young people and those active in youth work and youth organisations (EACEA/11/13).The purpose of this call for proposals is to support projects which promote information and communication actions with a European dimension that are aimed at young people and youth leaders, in the context of the European Year of Citizens and the perspective of elections to the European Parliament in 2014. The projects will aim in the long term to encourage the participation of young people in public life and to facilitate the achievement of their potential as active, responsible European citizens.Projects must include activities of a non-profit-making nature that are related to the field of youth and non-formal education. They must start between 1st November and 31st December 2013, with a minimum duration of 9 months and a maximum duration of 15 months.

Unesco International Fund for Cultural Diversity (IFCD)The fund aims to promote sustainable development and poverty reduction in developing countries that are parties to the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The IFCD supports projects that aim to foster the emergence of a dynamic cultural sector, primarily by facilitating the introduction of new cultural policies and cultural industries, or strengthening existing ones.

EU Youth Conference highlights employment as critical to the inclusion of young people in societyOver 150 young people and 100 policy-makers from 27 EU Member States gathered in Dublin, Ireland, from 11th to 13th March to give their input to youth policy at the EU Youth Conference hosted by the Irish EU Presidency. Young people named employment as fundamental for inclusion in society and highlighted the transition from education to employment at a particularly vulnerable time. Seven thematic areas, drawn from the results of national consultations in the 27 Member States, were explored at the Conference. Young people and Ministry officials from the 27 Member States jointly defined a set of 21 priority conclusions. These will inform a Council Resolution on Social Inclusion at the end of the 18-month consultation cycle with young people. They will also inform Council Conclusions on the contribution of quality youth work to the development, well-being and social inclusion of young people to be proposed by Frances Fitzgerald TD, Minister for Children and Youth Affairs, under the Irish EU Presidency to the Council of Youth Ministers in May 2013.http://www.dcya.gov.ie/documents/publications/JointConclusions.pdf

Shortlisted European Green Capital 2015 Bristol, Brussels, Glasgow and Ljubljana have been chosen as the four finalists to proceed to the next stage of the European Green Capital 2015 Award organised by the European Commission. The European Green Capital Award is an annual prize that goes to one city every year singling out its environmental performance.

The four candidates will now have to present their vision, their potential to act as a role model to other cities and their communication strategy to the Jury in Brussels on 24th May. Following the Jury’s deliberations, the European Green Capital 2015 will be announced at an official Award ceremony in France on 14th June 2013, hosted by the current European Green Capital, Nantes.http://ec.europa.eu/environment/europeangreencapital/index_en.htm

EC gives green light to Croatia’s EU accession on 1st July 2013The European Commission adopted on 26th March its last Monitoring Report on Croatia's preparations for joining the EU and concluded the country will be ready in good time.According to the Commission, Croatia has completed the ten priority actions identified in the previous report in October, and has shown the will and ability to fulfil all outstanding commitments in good time before accession. Making the EU an accessible destination for students and researchers Every year, hundreds of thousands of foreign students and researchers travel to Europe. This global mobility contributes to economic competitiveness and fosters the generation and acquisition of knowledge, skills and ideas. However, foreign students and researchers are often faced with complex and unclear admission rules and procedures. To make Europe a more attractive destination for research and innovation, on 25th March, the European Commission proposed to improve the current rules and

EC urges Member States to implement ILO domestic workers conventionThe European Commission has presented a proposal for a Council Decision authorising Member States to ratify the International Labour Organisation 2011 Convention concerning decent work for domestic workers (Convention No. 189). Countries ratifying the ILO Convention agree to ensure fair and decent

conditions for domestic workers by protecting their fundamental labour related rights, preventing abuse and violence and establishing safeguards for young domestic workers.The Commission proposal for a Council Decision is necessary because the Member States cannot autonomously ratify ILO Conventions without prior authorisation by the Council in respect of those parts of the Convention which fall under EU competence. 9thApril 2013: European Citizens' Initiative Day 2013, Brussels, BelgiumOrganised by the European Economic and Social Committee (EESC), in partnership with the Committee of the Regions (CoR), the European Citizen Action Service (ECAS), Democracy International and the Initiative and Referendum Institute Europe, the aim of the event is, one year after the launch of the European Citizens' Initiative (ECI), to assess this first year, hear the experiences of organisers, draw conclusions from the lessons learnt, devise intermediate solutions to problems and start preparing for the 2015 revision of the Regulation. The Day will also be a meeting space for registered and future ECI organisers to meet and exchange information and experiences, and present their ECI to the media.

23rd April 2013: Ombudsman Seminar "It's our Europe: Let's get active!" Brussels, BelgiumThe seminar will focus on European citizens and how they can concretely contribute to shaping the European Union, either by using the European Citizens' Initiative (ECI), by turning to the European Ombudsman, or by mobilising large groups of citizens to carry out grassroots initiatives. Participants will be able to share their views with the following keynote speakers: Viviane Reding, Vice-President of the European Commission, Martin Schulz, President of the European Parliament, Maroš Šefčovič, Vice-President of the European Commission.

The event will also be web streamed here at 9:30 am CET or from the European Parliament and Europe by Satellite. 26th May-2nd June 2013: Study Session “Social Inclusion for Active Youth Participation” Budapest, Hungary Organised by the NGO "Participation for All" the study session aims to promote and foster the implementation of the mixed ability approach (inclusive approach) into youth work practices in participants’ countries in order to contribute to the increase of active participation of young people with disabilities.The study is addressed to youth workers, youth leaders, and representatives of NGOs up to 30 years old, involved in youth work and social inclusion of young people with physical disabilities; able to work in Russian and/or English and able to participate in the whole duration of the study session.

On the topic of "Youth Employment: A Challenge for the Regions and Local Authorities", four local or regional collectives will comment on their employment problems and the measures they have implemented or intend to implement to meet the employment rate of young and/or active seniors in their area.

19th-20th June 2013: Youth Policy Cooperation in South East Europe: Symposium on the role of information and counselling in fostering young people's social inclusion and access to their rights, Zagreb, Croatia The symposium is organised by the EU-CoE youth partnership, the Ministry of Social Policy and Youth of Croatia, ERYICA and SALTO RC SEE. It will focus on how the governments, in partnership with other stakeholders, can increase their outreach and extend their information and counselling support network to young people in the region.

The symposium is addressed to policy makers involved in youth policy development in EU and CoE Member States with a focus on the SEE region, practitioners and professional, youth information workers, youth researchers, representatives of coordinating bodies of youth information national and regional structures, youth workers interested to initiate youth information and counselling services in non-covered areas, youth organisations and young people involved in youth information practice.

The organisers will cover travel and accommodation costs. Deadline to apply: 10th April 2013, 23:59 CET.

21st-30th June 2013: Youth Peace Camp - Engaging young people and youth organisations from conflict–stricken regions in dialogue and conflict transformation, European Youth Centre Strasbourg, FranceThe Camp aims to engage young people and youth organisations from conflict stricken regions in dialogue and conflict transformation activities based on human rights education and intercultural learning and to provide them with a positive experience in living and learning together. This year the camp is addressed to young people, from 18 to 25 years old, from Armenia, Azerbaijan, Kosovo, from both the Albanian and Serbian ethnic communities, Israel and the Palestinian Authority, Georgia, including Abkhazia and South Ossetia, and the Russian Federation, specifically young people directly affected by the crisis with Georgia. They will have to be fully committed to take part in the Youth Peace Camp project, be involved in youth or community projects and motivated to implement youth initiatives for peace building within their own communities and be able to work in English.
