An ever complex ATM and CNS environment

Non exhaustive, multiple and random reasons1. Concerns: Unavoidable concentration of traffic in specific airspaces and routes and

continuous raising delays.Effects: The air traffic volume has increased, the number of flow control procedures and delays

have risen year by year,Consequences:

Increasing difficulties to fully optimize flight routes and flying times over the entire flight from departure to arrival.Procedures are reaching limitations and then becoming increasingly difficult to maintain an efficient and orderly flow.

2. Another issue: Flexible use of airspaces and flight routes are often limited to specific sectors and/or areas.

Effects: The use of airspace cannot be taken to good account as it should be.Meteorological information is not used as it should be for predicting air traffic volume and airspace capacity.

Consequences: Increasing the air traffic control capacity remains a big concern.

A worldwide Civil Aviation cooperation

Statement.Future ATM & CNS systems will be developed:

to ensure the safety and fluidity of air transport over the next thirty years;

to make flying more environmentally friendly;to reduce the costs of Air Traffic Management.

ATM & CNS systems should be addressed through huge programs as approved by National

and International authorities with full involvement of Industry and Users (e.g. Airlines, Airports,

Air Navigation Services Providers (ANSP).

Present situation:For the first time in aviation history, ATM & CNS Research & Development isinvolving the Aviation community in challenging programs. These are presently:

the European SESAR (Single European Sky ATM Research),the US NextGen (Next Generation Air Transportation System),the Japanese CARATS (Collaborative Action for Renovation of Air Transport Systems),

and other similar projects in other areas (e.g. Russia, China, etc.) are expected to follow.

The need for Standardisation

Technologies and operational procedures cannot be implemented without solid and consensually approved rules allowing ground and air systems and equipments to be certified by Aviation Authorities.

These rules are widely based on “Standards” (also often called “Minimum Technical Specifications”) developed by dedicated specialised entities, often not-for-profit organizations such as, until now and since decades:

EUROCAE (the European Organisation for Civil Aviation Equipment) in Europe;RTCA, ARINC/AEEC and SAE Aerospace in the USA;ICAO at worldwide level.

Hopefully, it is expected that other countries having consequent aviation industry and the will to contribute at worldwide level (e.g. Russia, Brazil, China, Japan…) will join soon.

Standardisation goals (1/2)

As general statement, Standards:concern “what is to be achieved” and not “how to achieve it”;provide solutions agreed consensually by industry, authorities and users.

But:developing and implementing standards alone may not systematically lead to Interoperability;proprietary extensions to a standard may also lead to a lack of interoperability. This must obviously be avoided.

Standards provide:directions and conditions allowing Safety, Compatibility, Interoperability, Repeatability, respect of Environmental conditions and even Security and Quality Management.Standards provide systems with uniform and recognized engineering, criteria, methods, processes and practices. They are key facilitators for interoperability of networks, systems, equipments and services.

Standards must also help, with independence, the implementation by everybody of developed and approved technical and operational rules.

Standardisation goals (2/2)As consequence:

Even though standardisation are not necessarily an initial primary goal regarding the introduction of new technologies, it becomes increasingly important as the addressed market evolves.

Standards should help in solving difficulties at international level through consensual agreements on:

performance specifications,selected technologies,human aspects (e.g. ergonomics and man-machine interfaces)

taking into account political consequences regarding nation’s economy, employment and cultural aspects.

Summarized minimum actions to realize a Standardisation program:Establishing a Road Map considering mature and stable technical projectsPreparing the Terms of References (ToR)Defining Role-sharing and Collaboration among Parties Document’s development and approval process

The Role of EUROCAEEUROCAE provides

a forum for its members and partners, from across all aviation stakeholders, to work together to achieve an effective standardization framework in Europe and more;a proven since years mechanism for the development of required aviation technical standards and associated documents;

allowingto gather the competencies of Manufacturers, Aviation Regulators, Service Providers, Airlines, Airports and other users;the development of technical specifications, guidance material and other associated documents for airborne and ground CNS/ATM equipments and systems;to be considered by most of the European aviation organisations as the competent standardization body to deal with:

its US partners (i.e. RTCA, SAE Aerospace) and the FAA,the ICAO,other Nations aviation bodies showing particular interest in aeronautics (i.e. Russia, China, Japan…).

EUROCAE is recognised by

the European Commission as the competent body to collaborate with the European Standardisation Organisations (ESOs) in the preparation of European Standards (ENs)

Article 4.1.a) of the Interoperability Regulation (EC) 552/2004.the European Aviation Safety Agency (EASA) as a major European stakeholder in the development of Technical documents concerning Aviation safety (i.e. NPAs for ETSO “European Technical Standard Order”)the FAA as having the right expertise to collaborate, when appropriate, with US organizations (RTCA, SAE, ARINC) in the development of specific standards related to Aviation the ICAO which

Conclusions

Challenge can only be met if the standardisation organizations in place continue to be supported by:

the industry stakeholder communities

the concerned Aviation Authorities

Collaboration at International level of different organisations working on meeting the challenge is needed

High level of harmonisation is necessary to avoid overlaps and duplication of work.

To support innovation to be translated into economic growth and productivity is a must.
