Descriptive Annex 1 INTRODUCTION The Optimate is an interruptible meter measuring system fitted to a road tanker for the transport and delivery of liquids other than water. The pattern covers electronic meter head systems, with variants to cover Additive Injection Systems, deliveries from a drawbar tank trailer, self loading through the meter. It comprises a multi-compartment tank, an optional multi-compartment manifold pipe and valve system, an optional pump fitted with a pneumatic relief valve, filters, a meter, a special gas elimination device, a full hose reel, a dry delivery line, selector valves and compatible ancillary equipment. Product return comprises spouts with non-return valves, guard bar assembly and interlock system. Systems with Alma MICROCOMPT+ register

2 FUNCTIONAL DESCRIPTION Both registers have the option to calculate and display volume converted to base conditions when a Pt100 temperature sensor is installed in the fuel delivery pipe within one metre from the flow meter. The register must have a legend adjacent to the volume display “@ 15⁰C”. The measuring system may be fitted with product return devices. This must be installed so that no air can be introduced during a delivery.

3.3 Non-essential Parts a) a pump whose flowrate and pressure characteristics are compatible with the meter

used, b) a filter to remove foreign materials, it is integrated in the gas elimination device or

placed between the pump and the device

4 PERIPHERAL DEVICES AND INTERFACES 4.1 Interfaces

The instrument may have the following interface types:

− RS485 (ALMA Microcompt+) − Wireless digital connection (Uni+)

4.2 Peripheral devices The instrument may be connected to any peripheral device that has been issued with Parts Certificate by a Notified Body responsible for Module B under Directive 2014/32/EU and bears the CE marking of conformity to the relevant directives; or A peripheral device without a Parts certificate may be connected under the following conditions:

− it bears the CE marking for conformity to the EMC Directive;

− it is not capable of transmitting any data or instruction into the measuring instrument, other than to release a printout, checking for correct data transmission or validation;

− it prints measurement results and other data as received from the measuring instrument without any modification or further processing; and

− it complies with the applicable requirements of Paragraph 8.1 of Annex I.

5 APPROVAL CONDITIONS The certificate is issued subject to the following conditions: 5.1 Inscriptions The instrument shall bear the following inscriptions: Manufacturers mark or name and postal address

5.2 Special installation conditions a) The standards and tables used for conversion are specified in evaluation certificate LNE-

13624 covering the ALMA MICROCOMPT+ electronic calculator-indicator, and in evaluation certificate LNE-25603 covering the ALMA UNI electronic calculator-indicator.

b) Special installation conditions for the meter are described in evaluation certificates LNE-12393, TC-7204 and GB-1366.

c) ALMA CPR-3000 pressure sensor is to be installed: • if possible at an equal distance between filter and pump entry, and in all cases with a

minimal distance 200mm upstream from the pump entry • at the most vertical position regardless of the nipple on the pipe. In the case of a fault or an absence of the CPR3000 pressure sensor a blocking alarm is activated.

d) Any removeable component (filter, valve, etc) cannot be situated between the pressure entry and the pump entry.

e) Connection pipework between the compartments and the pump must have a minimum gradient of 3%. In case of a manifold configuration, this requirement is limited to the following conditions: • 3% minimum gradient of the pipe between bottom flap and manifold • no reverse slope between manifold and pump entry.

f) Sight glass upstream of the meter shall allow easy visualization of air absence during delivery. This is only required in line with the special installation conditions of the meter.

g) If the measuring system is fitted with two delivery points, it must be equipped with a positive security device enabling a liquid delivery by only one point at once.

h) The measuring system may be equipped with an additive injection device located upstream of the meter.

6 LOCATION OF SEALS AND VERIFICATION MARKS 6.1 The data plate is fixed in the vicinity of the measuring system and is sealed with two fixing screws forming an irremovable plate. Figure 3 6.2 The sealing plans for each system are described in Figure 1 for O and OC measuring systems and Figure 2 for OU Systems. The sealings must bear an official mark, which may be either:

− a mark of the manufacturer and/or manufacturer’s representative, or

− an official mark of a verification officer. 6.3 The software sealings of the calculators are described in the relevant evaluation certificates. 6.4 The software sealings of the meters are described in the relevant evaluation certificates. 6.5 The securing and special installation conditions of the FS24 SATAM gas separator are defined in evaluation certificate LNE-24629. 6.6 A non-return valve must be placed and sealed between the gas elimination device and the ALMA ADRIANE turbine meter where the liquid level in the gas separator is lower than the liquid level in the meter.

6.6 If the system is configured for temperature compensation of volume, the Pt100 temperature sensor is sealed. 6.7 For systems requiring the Alma CPR-3000 relative pressure sensor, it must be secured with wire and seal onto the pipe.

7 ALTERNATIVES 7.1 Connection of OutTrak iMeter, data monitoring device The OutTrak iMeter box (Figure 4) may be connected between the electronic register and the printer. The OutTrak iMeter System is designed to obtain transaction data generated by the electronic register which then passes onto an onboard computer for invoicing purposes. The legal data is not affected and passes through the iMeter box to the printer and prints receipts as described in the certificate, the extra invoicing data is printed on the end of the legal receipt. Further invoice information generated by the on board computer can be printed on the onboard printer via Port 2. Note: This invoice information is not intended to replace the legal printed transaction data. There are three serial ports on the iMeter box: - Port 0 is the input port from the meter, this requires the purple cable. - Port 1 is the output port from the box to the printer, use the white cable for this. - Port 2 is the control port, this can either be connected directly to the on-board computer or to a Bluetooth adapter. The software version loaded on to the iMeter box can be checked by a switch located in a small opening on the side of the box. Turn ON switch 3 and power up the iMeter, a message will then be sent to the printer with the version details. Once the information is printed , switch 3 is switched off and the imeter box can be reset ready for use. A message similar to the following will print on the meter printer

The unit is sealed with tamper evident seals on two sides of the box and should be removed from the system if found to be damaged. 7.2 Twin Wetline System - Dual Flow (O Systems) 7.2.1 The system is a wet line system with an additional metered line for a different flowrate and minimum delivery. The additional line, Option I, is activated by valve R3 (Figure 1). The lines are interlocked to prevent simultaneous delivery. Switching between delivery outlet will terminate the delivery forcing a ticket to print before a new delivery commences. 7.2.2 An additional dataplate is required to cover the additional wet line. 8 RECOMMENDED TESTS

8.1 Perform an out of stock test by emptying a compartment or by shifting to an empty compartment in manifold configuration. Check for absence of air in sight glass downstream of the meter. 8.2 Perform an accuracy test with pre-setting device.

8.3 The meter measuring system shall be tested at a minimum of two substantially different rates of flow between the specified maximum and minimum rates of flow. 8.4 Check that compartments are prevented from communicating their contents simultaneously. 8.5 Check that for a Product Return operation the printer prints a ticket with Product Return on it. 8.6 Check that if more than one receipt per transaction is printed the second and subsequent ones are marked as Duplicates. 8.7 Check that if the vehicle battery is isolated the litre counter/control box display retains transaction data. 8.8 Open guard-bar method - Check that the product transfer guard bar cannot be closed and locked with the hose attached to the product transfer connector. 8.9 Closed guard-bar method – Check that the product transfer guard bar cannot be opened and the hose removed from the product transfer connector.
