Lifelong Learning: education and training opportunities for all • Duration: 2007-2013

• Budget: 6.970 million euros for seven years

• Sub-programmes:

Comenius for schools

Erasmus for higher education

Leonardo da Vinci for VET

Grundtvig for adult education

Projects in areas such as language learning, information and communication technologies, policy co-operation and dissemination and exploitation of project results are funded through the transversal part of the programme.

Jean Monnet actions which stimulate teaching, reflection and debate on European integration, involving higher education institutions worldwide.

• Europe 2020 strategy is about delivering growth that is:

smart, through more effective investments in education, research and innovation;

sustainable, thanks to a decisive move towards a low-carbon economy and;

inclusive, with a strong emphasis on job creation and poverty reduction.

To measure progress in meeting the Europe 2020 goals, 5 headline targets have been agreed for the whole EU.

1. Employment

75% of the 20-64 year-olds to be employed

2. R&D

3% of the EU's GDP to be invested in R&D

3. Climate change and energy sustainability

greenhouse gas emissions 20% (or even 30%, if the conditions are right) lower than 1990 | 20% of energy from renewables | 20% increase in energy efficiency

4. Education

Reducing the rates of early school leaving below 10% | at least 40% of 30-34–year-olds completing third level education

5. Fighting poverty and social exclusion

at least 20 million fewer people in or at risk of poverty and social exclusion

Research and innovation (Common Strategic Framework for Research and Innovation (CSF))

The CSF will cover direct and indirect research, structured around three blocks in line with the Europe 2020 priorities:

Education and culture

Education and training are essential to the development and growth of the European economy and will play a crucial role in the collective pursuit of the Europe 2020 targets. Increased investment in human capital and the modernisation of education and training systems will help the EU to become a smart, sustainable and inclusive economy.

YOUTH EMPLOYMENT INITIATIVE (2014-2020)

Some 5.5 million young people on the labour market (more than 1 in 5) cannot find a job, and 7.5 million young people aged 15-24 are NEETs (Not in employment, education or training). The economic cost of not integrating young people into labour market has been estimated by Eurofound at over €150 billion per year, or 1.2% of EU GDP. Some countries, such as Bulgaria, Cyprus, Greece, Hungary, Ireland, Italy, Latvia and Poland, are paying 2% or more of their GDP.

The Youth Employment Initiative was proposed by the latest European Council with a budget of €6 billion for the period 2014-20.

The Youth Employment Initiative would particularly support young people not in education, employment or training (NEETs) in the Union's regions with a youth unemployment rate in 2012 at above 25%. It would focus on integrating NEETs into the labour market. E
