How important are these amounts?

EU-funded research in ICT: 1.1 billion (2009)

– about 25% of ICT GBAORD (4.5 billion)or– nearly 50% of ICT GOVERD (2.2 billion)

In reality it is an even higher proportion after deduction of institutional funding

Lessons learned: Interim evaluation of FP7-ICT

Specific evaluation of the ICT theme (contributing to overall FP7 interim evaluation)

Carried out between 2009-2010

Panel of 7 experts – industry, academia, evaluation expertise

Report “Catalysing European competitiveness in a  globalising world” (“Bravo report”) published in

June 2010– 11 recommendations

Benefits from current EU research and innovation funding

Enable cross‐border pooling

of resources to achieve  critical mass

and diffusion of knowledge

Promote competition

in research and innovation,  thereby raising levels of excellence

Provides a way to deal with pan‐European policy  challenges and link to EU market frameworks

Raises the international attractiveness

of EU  research and innovation

Act as a catalyser

and for development of common  solutions

Financial instruments with high leverage

and high  efficiency

but also concerns …

Complexity

too many instruments

and funding  mechanisms, complex landscape

Further simplification‐

less variation in rules, simpler  audits and controls, avoid duplicate information

Better strategy for innovation

involve users, how to  commercialise results, generate impacts

Need to focus resources

– with critical mass to address  the grand challenges

Broaden participation

industry, SMEs, new Member  States, women, new innovation actors

Clearer agendas

driven by scientific, industrial, social  objectives

EU research and innovation in ICT: ISTAG recommendations beyond 2013

1) Allow the participation of non‐conventional actors

2) Leverage Social Innovation

and create a 'Balanced Progress' framework

3) Focus on Europe’s strategic strength to manage complex systems and

environments

4) Ensure the dependability

of ICTs

5) Unleash the potential of the full value chain in ICT R&D & Innovation

by bridging the gap between pre-competitive R&D and products

6) Support new forms of

IPR

creation and protection

and different innovation property strategies

7) Create open fast‐track schemes

for innovation detection, amplification, and acceleration

8) Continue and strengthen the Future and Emerging Technologies

(FET) scheme with new initiatives

9) Develop common EU‐wide services and platforms

in cross-border, co-funded initiatives

10) Embrace ambiguity and unpredictability

and manage risks

€53 billion (2007‐13). 4 main programmes on Ideas, Cooperation, People

and Capacities.

The Competitiveness and Innovation Framework Programme (CIP)–

€3.6 billion (2007‐13). 3 programmes on enterprise & innovation,

intelligent energy, and ICT policy support.

The European Institute for Innovation and Technology (EIT)–

Autonomous EU body bringing together higher education, research and

business to stimulate innovation in Knowledge and Innovation

Communities. EU budget contribution of €309 million (2007‐13)

And strengthening complementarities

with the Structural Funds–

Why a Common Strategic Framework for research and innovation?

For increasing IMPACT

FROM different priorities in each programme and initiative

TO common strategic priorities, focusing on societal challenges, competitiveness and research excellence

FROM gaps between the stages (R&D, demonstration, piloting, market

uptake …)

TO coherent support for projects and organisationsacross the innovation cycle

FROM research results that are not used and focus on technologiesTO stronger support for innovation, including non‐technological innovation and market take up
