weakness, with job losses
outstripping gains in the first
half of 2012, as the region’s
economic deterioration
continued.
The precarious
financial state of
key EU economies
is feeding into
a debilitating jobs
market, characterised
by stalled jobs growth,
and sustained levels
of retrenchments.
Persistent negative news
from financial markets and

downgrades in national
GDP have knocked business
and consumer sentiment,
and reinforced a cycle of
adverse events that are
thwarting recovery.
Amid the gloom, a significant
break has come with the move
by the European Central Bank
(ECB) to purchase the bonds
of stressed EU economies,
perhaps forestalling a
more serious setback, and
even optimistically, ruling
a line under the 2011–12
sovereign debt crisis.
This has been supplemented
by the US Federal Reserve’s
money supply expansion,
aimed at putting some zing
into the tepid US recovery,
albeit at the expense
of inflationary risk.
The ECB’s intervention had
an immediate positive effect
on borrowing costs, and
effectively removed one
factor that could have easily
spiralled into a global banking
and credit slowdown.
There is no guarantee that
this alone will spark renewed
confidence, but failure to
act would have seen the EU
tracking down an unchartered
and hazardous path. Coupled
with the go-ahead for a
Euro-wide rescue package
from Germany’s high court,
the two measures have
substantially shifted sentiment.
As things stand, the economic
position is challenging
enough. There has been a
discernible deterioration
in economic performance
in the key economies of
Germany, France and
the United Kingdom.
Hopes of a return to economic
growth in the EU this year
have all but evaporated, and
there is a prospect of only
modest growth in 2013.

weakness persisted during
the second quarter of 2012,
although the gap between
job gains and job losses
was somewhat better
than in recent quarters.
There was a total of 335 cases
of announced job restructuring
in the three-month period, of
which 193 involved job losses
and 137 involved job creation.
According to the European
Monitoring Centre on Change,
this resulted in a total of
72,793 job losses, compared
with 47,454 job gains, for a
net loss of 25,339 positions.

The unemployment rate in
the EU stood at 10.4% in July,
up from 9.6% a year earlier,
representing almost 25 million
people out of work, about
two million more than a year
ago. Within the eurozone, the
unemployment has edged
even higher to 11.3%.
The lowest unemployment
rates are in Austria (4.5%),
Netherlands (5.3%) and
Germany and Luxembourg
(both 5.5%). The highest
rates are in Spain (25.1%)
and Greece (23.1%).
Elsewhere, the UK has 8%
unemployment, France has
10.3% and Italy has 10.7%.
Stagnant economic growth
across the region is pushing
unemployment into a zone
that would have seemed
unimaginable five years
ago before the onset of
the global financial crisis.
Unfortunately, the picture in
most of the leading economies
seems to be deteriorating
with weakness expected to
last throughout the remainder
of 2012 and into 2013. The
eurozone bloc contracted by
0.2% in the second quarter.
Germany performed slightly
better than forecast with
a 0.3% increase in GDP in
the June quarter, but the
picture is muted, with the
OECD predicting the region’s
powerhouse economy will
slip into recession in the
second half of 2012.
France recorded its third
successive quarter of zero
growth, with its central bank
predicting a mild contraction
in the third quarter. The UK
has suffered three quarters
of negative growth and
is firmly in recession.

Germany’s economy saw it
shed almost 15,000 positions
in the second quarter of
2012 – the highest in the EU.
One of the biggest reductions
will occur at Lufthansa, where
2,500 jobs will disappear
due to restructuring.
The second largest country
for job reductions was the
UK, with 9,302 job losses.
One of the biggest cases
involved British retailer Clinton
Cards, which was placed
in administration, with the
loss of 2,800 positions and
the closure of 350 stores.
Italy saw 8,869 jobs lost in
the quarter, as Monte dei
Paschi bank announced plans
to close 400 branches, with
the loss of 4,600 positions.
There were significant job
losses in Finland (6,423),
largely driven by Nokia’s

announcement that it
will shed 3,700 positions
as part of a global plan
to slash 10,000 jobs.
In Spain, a banking
merger between Banco
Sabadell and Banco CAM
will see 450 offices close
and 2,200 jobs cut.
The UK enjoyed the largest
instance of job creation in
the quarter, with retail chain
Sainsbury’s announcing the
creation of 6,000 new jobs
over the next 12 months.
There were also healthy job
gains at UK consumer co-op,
Co-operative Group, which
foreshadowed 3,000 new
jobs over a five-year period.
Also in the UK, Offshore
Groups Newcastle, will create
up to 1,000 jobs associated
with renewable energy.
In Portugal, telco hardware
company, Nokia Siemens
Networks will set up a new
business unit in Lisbon,
with 1,500 jobs created.
In Romania, the German
car parts maker Continental
Automotive Romania will
create 1,000 new positions
by the end of the year.

the biggest job losses, as well
as the biggest job gains.
A total of 27,143 jobs
disappeared from
manufacturing, at the
same time as 16,255 were
created, for a net loss of
almost 11,000 positions.

manufacturing reflects the
wider global picture, with
China’s manufacturing
output easing, and US
manufacturing at a standstill.
There were also substantial
job losses in the transport/
storage sector, with
almost 12,000 jobs cut.
Other sectors to face cuts
include financial/insurance,
with 10,063 losses, and
wholesale/retail, with almost
10,000 positions gone.
Aside from the manufacturing
sector, which also saw the
largest job creations, the other
sector to see improvement
was wholesale/retail, with
12,462 positions created.

by organisations for the job
losses and gains shows that
the largest share (60%) were
due to what is described as
“internal restructuring”. This
is down slightly from 69%
in the previous quarter.
Significantly, bankruptcy is up
from 13% to 17%, highlighting
how the prolonged
economic stress is taking its
toll on business viability.
Business closure, the third
major factor in job losses, is
also up from 9% to 11%.
Factors such as mergers/
acquisition and offshoring,
that typically prevail during
buoyant economic conditions,
have both declined in
the latest quarter.

➔ The EU economy has
withstood five long years
of headwinds. Under more
normal cyclical conditions, we
should be in recovery phase,
or at least approaching it.
This is different. The structural
imbalances that heralded
the financial meltdown are
taking far longer to unravel.
The moves by the ECB to
cushion debt-laden economies
from horrific borrowing costs,
and the green light from
Germany for a bailout fund
provide some good news, and
possibly a circuit-breaker to
Europe’s lingering problems.

There is still a good deal
of detail to be hammered
out between the parties,
but the moves have eased
some of the fears that
accompanied the possibility
of a eurozone break-up and
cascading debt crisis.
There is unlikely to be any near-
term recovery, rather a period
of sluggish performance as
troubled economies focus on
getting their balance sheets in
order, while at the same time
applying stimulus to critical
parts of the economy.
Much will depend on the
pace of recovery in the big
three economies – Germany,
France and the UK. The
slowdown in each is in full
swing and it will probably be
well into 2013 before there
is an upswing in activity.
Labour markets are likely to
remain weak, and there is
more pain to be endured in
those parts of the EU – Italy,
Spain and Greece – where
the restructuring is going
to be most intense.
The position is complicated
by a weaker outlook for
China, where manufacturing
is slowing from its hectic
pace to a more manageable
tempo, and the US, where
the recovery is underway,
but in a haphazard fashion.
On the upside, the Federal
Reserve put the necessary
piece of the jigsaw in
place with its go-ahead for
quantitative easing and
provided a shot in the arm
for those who subscribe to
the merits of coordinated
global stimulus.
Certainly the joint responses
across the Atlantic boosted
investor confidence and
provided a glimmer
of hope that the worst
may have passed.
