EU requires air carriers to obtain the “Air Cargo or Mail Carrier operating into the Union from a Third Country Airport” (ACC3) designation. With effect from 1st July 2014, ACC3 carriers must ensure that air cargo/air mail flown into the EU has been carried out security controls in accordance with EU standards or originates from a secure supply chain which is EU aviation security validated (i.e. ACC3 or organization that has gained third country EU aviation security validated Regulated Agent “RA3” or third country EU aviation security validated Known Consignor “KC3”). To ensure the required security controls are applied and/or to maintain the status of ACC3, RA3 or KC3, staff with access to secured air cargo/air mail and involving cargo security duties (accepting, documenting and handling of cargo) shall be appropriately trained. This course can assist your organization in meeting the obligations to comply with EU ACC3/RA3/KC3 initial and recurrent training to be aware of your security responsibilities. Lecturer and Medium of Instruction Ir. Dr. Paul Tsui will conduct the lecture in Cantonese with English reading materials. Ir. Dr. Tsui is a registered EU Aviation Security Validator for ACC3 and IATA DGR Instructor. He has over 30 years’ experience in the freight forwarding & logistics business, and has held senior management position for different Multi-National Corporation in Hong Kong. Ir. Dr. Tsui is currently serving as the Chairman of HAFFA and participating in many Government advisory bodies and industrial associations. Under the international arena, Ir. Dr. Tsui is one of the six voting members of IATA / FIATA Consultative Council representing the interest of cargo agents, and he is also representing Asia Pacific Region to put forward comments to the initiations raised by IATA and FIATA. Target Participants EU ACC3/RA3/KC3 who is required to receive initial and recurrent security training to meet the legislation requirements. Course Outline

� Understand the criteria and requirements of the current EU ACC3 Regulations.

� Formulate strategy to avoid any unlawfully interference in the supply chain. � Understand the roles and responsibilities of stakeholders within the supply chain. � Identify any possible risk and make appropriate measures.

Test at the end of the course.

Certificate of Awards and Benefit

� A certificate will be issued by a registered EU Aviation Security Validator for ACC3.

� As a value-added service, certificate holder may receive essential security information by email in future if deemed appropriate. (recipient email address will be same as the one in the registration form).
