PREAMBLE
WHEREAS, it is desirable to consolidate and modernize the aviation advisory circulars to
bring them to international standards,
WHEREAS, it is important to set the directives as to how the regulatory, administrative,
technical and supervisory activities of the Authority shall be performed in the one
hand and setting the duties, obligations and standards that shall be respected by
operators and aviation personnel,
WHEREAS, it is necessary, to provide detailed directives for the administration of licenses,
certification, investigation and enforcement of aviation laws.
NOW THEREBY, The Authority under its power given by Article 92/2 of the Civil Aviation
Proclamation No. 616/2008 issued the following directives.
1. SHORT TITLE
These directives may be cited as “Advisory Circulars, ECAA-AC-PEL002”
2. REPEAL AND INAPPLICABLE LAWS
No law, directive, order or practice shall, in so far as it is inconsistent with this advisory circular, be
applicable with respect to matters provided for by this circular.
3. EFFECTIVE DATE This advisory circular shall come into force as of July 1, 2013.

INTRODUCTION
.
This Advisory Circular is prepared with an objective of providing applicants and/ or
operators with relevant rules and guidance material on the establishment and
maintenance of pilot and flight engineer licence activities in accordance with
provisions of the Convention on International Civil Aviation Organization
(ICAO),ECARAS PART 2/2013 and its associated Annexes, particularly Annex 1-
Personnel Licensing.
It is the responsibility of applicants and/ or the operator to ensure that this Advisory
Circular is complied with, and made available to all personnel responsible for
aircraft operations and related functions.

1 DEFINITIONS AND GENERAL RULES
1.1 Definitions
When the following words or terms are used in this Circular, they have the meanings
set forth hereunder:
Accredited medical conclusions: The conclusion reached by one or more medical
experts acceptable to the Authority for the purposes of the case concerned, in
consultation with flight operations or other experts as necessary.
Airplane: A power-driven, heavier-than-air aircraft, deriving its lift in flight chiefly from
aerodynamic reactions on surfaces that remain fixed under given conditions of flight.
Aircraft: Any machine that can derive support in the atmosphere from the
reactions of the air other than the reactions of the air against the earth's surface.
Aircraft Avionics: A term designating any electronic device- including its electrical
part- for use in an aircraft, including radio, automatic flight control and instrument
systems.
Aircraft−−−−category: Classification of the aircraft according to specified basic
characteristics, e.g., aeroplane, helicopter, glider, free balloon.
Aircraft certificated for single-pilot operation: A type of aircraft that, during the
certification process, the State of registry has determined, that the aircraft can be
operated safely with a minimum crew of one pilot.
Aircraft required to be operated with a co-pilot: A type of aircraft that is required to
be operated with a co-pilot, as specified in the flight manual or by the air operator
certificate.
Aircraft−−−−type of: All aircraft of the same basic design including all modifications
thereto except those modifications which result in a change in handling or flight
characteristics.
Airmanship: The consistent use of good judgment and well-developed knowledge,
skills and attitudes to accomplish flight objectives.
Airship: A power-driven lighter-than- air aircraft.

Approved maintenance organization. An organization approved by the Authority, in
accordance with the requirements of Annex 6, Part I, Chapter 8 — Aeroplane
Maintenance, to perform maintenance of aircraft or parts thereof and operating under
supervision approved by the Authority.
Approved training: training conducted under special curricula and supervision
approved by the Authority.
Approved Training Organization: An organization approved by the Authority in
accordance with the requirements of Annex 1, to perform approved training.
ATS Surveillance Service: A term used to indicate a service provided directly by
means of an ATS surveillance system.
ATS surveillance system. A generic term meaning variously, ADS-B, PSR, SSR or
any comparable ground-based system that enables the identification of aircraft.
Note.— A comparable ground-based system is one that has been demonstrated, by
comparative assessment or other methodology, to have a level of safety and
performance equal to or better than monopulse SSR.
Authority: The Ethiopian Civil Aviation Authority
Balloon: A non-power-driven, lighter-than-air aircraft.
Note:- For the purposes of this Directive , this definition applies to free balloons.
Certify as airworthy (to). To certify that an aircraft or parts thereof comply with current airworthiness requirements after maintenance has been performed on the aircraft or parts thereof.
Commercial air transport operation. An aircraft operation involving the transport of passengers, cargo or mail for remuneration or hire.
Competency. A combination of skills, knowledge and attitudes required to perform a task to the prescribed standard.
Competency element. An action that constitutes a task that has a triggering event and a terminating event that clearly defines its limits, and an observable outcome.
Competency unit. A discrete function consisting of a number of competency elements.
Co-pilot: A licensed pilot serving in any piloting capacity other than as pilot-in-
command but excluding a pilot who is on board the aircraft for the sole purpose of
receiving flight instruction.

Credit. Recognition of alternative means or prior qualifications.
Cross-country. A flight between a point of departure and a point of arrival following a
pre-planned route using standard navigation procedures.
Designated examiner: Examiner appointed by the Authority to perform specific tasks
on behalf of the Authority.
Dual instruction time: Flight time during which a person is receiving flight instruction
from a properly authorized pilot on board the aircraft.
Endorsement: An official authorization, limitation, or prolongation, entered on upon a
licence or rating or related record.
Examination: A written, oral and practical test of knowledge skill and proficiency
conducted by CAA and/or CAA Designated Examiner.
Flight crew member: A licensed crew member charged with duties essential to the
operation of an aircraft during a flight duty period.
Flight plan: Specified information provided to air traffic services units, relative to an
intended flight or portion of a flight of an aircraft.
Flight procedures trainer. See Flight simulation training device.
Flight simulation training device. Any one of the following three types of apparatus
in which flight conditions are simulated on the ground:
• A flight simulator, which provides an accurate representation of the flight deck of
a particular aircraft type to the extent that the mechanical, electrical, electronic, etc.
aircraft systems control functions, the normal environment of flight crew members,
and the performance and flight characteristics of that type of aircraft are realistically
simulated;
• A flight procedures trainer, which provides a realistic flight deck environment,
and which simulates instrument responses, simple control functions of mechanical,
electrical, electronic, etc. aircraft systems, and the performance and flight
characteristics of aircraft of a particular class;

• A basic instrument flight trainer, which is equipped with appropriate instruments,
and which simulates the flight deck environment of an aircraft in flight in instrument
flight conditions.
Flight simulator. See Flight simulation training device.
Flight Time – aeroplanes: The total time from the moment an aeroplane first moves for the purpose of taking off until the moment it finally comes to rest at the end of the flight.
Note. — Flight time as here defined is synonymous with the term “block to block” time
or “chock to chock” time in general usage which is measured from the time
an aeroplane first moves for the purpose of taking off until it finally stops at
the end of the flight.
Flight time — helicopters. The total time from the moment a helicopter’s rotor
blades start turning until the moment the helicopter finally comes to rest at the end of
the flight, and the rotor blades are stopped.
Glider: A non-power-driven, heavier-than-air aircraft, deriving its lift in flight chiefly
from aerodynamic reactions on surfaces that remain fixed under given
conditions of flight.
Glider flight time. The total time occupied in flight, whether being towed or not, from
the moment the glider first move for the purpose of taking off until the moment it
comes to rest at the end of the flight.
Helicopter: A heavier-than-air aircraft supported in flight chiefly by the reactions of
the air on one or more power-driven rotors on substantially vertical axis.
Human performance: Human capabilities and limitations which have an impact on
the safety and efficiency of aeronautical operations.
ICAO: International Civil Aviation Organization.
IFR Flight: A flight conducted in accordance with instrument flight rules.
Instrument Flight Time: Time during which a pilot is practicing an aircraft solely by
reference to instruments and without external reference points.

Instrument ground time. Time during which a pilot is practicing, on the ground,
simulated instrument flight in a flight simulation training device approved by the
Licensing Authority.
Instrument rating: The licence or rating which permits the holder to fly by instrument
alone.
Instrument time. Instrument flight time or instrument ground time.
Licensing Authority. The Authority designated by Ethiopia as responsible for the
licensing of personnel.
Note.— In the provisions of this Directive, the Licensing Authority is deemed to have
been given the following responsibilities by the Authority:
a) assessment of an applicant’s qualifications to hold a licence or rating;
b) issue and endorsement of licences and ratings;
c) designation and authorization of approved persons;
d) approval of training courses;
e) approval of the use of flight simulation training devices and authorization
for their use in gaining the experience or in demonstrating the skill required
for the issue of a licence or rating; and
f) validation of licences issued by other Contracting States.
Likely. In the context of the medical provisions in Chapter 6,
likely means with a probability of occurring that is unacceptable to the medical
assessor.
Maintenance. The performance of tasks required to ensure the
continuing airworthiness of an aircraft, including any one or combination of overhaul,
inspection, replacement, defect rectification, and the embodiment of a modification or
repair

Medical Assessment: The evidence issued by ECAA that the licence holder meets
specific requirements of medical fitness.
Medical assessor. A physician, appointed by the Licensing Authority, qualified and
experienced in the practice of aviation medicine and competent in evaluating and
assessing medical conditions of flight safety significance.
Note 1.— Medical assessors evaluate medical reports submitted to the Licensing
Authority by medical examiners.
Note 2.— Medical assessors are expected to maintain the currency of their

Medical examiner. A physician with training in aviation medicine and practical
knowledge and experience of the aviation environment, who is designated by the
Licensing Authority to conduct medical examinations of fitness of applicants for
licences or ratings for which medical requirements are prescribed.
Night: The hours between the end of evening civil twilight and the beginning of
morning civil twilight or such other period between sunset and sunrise as may be
prescribed by the appropriate authority.
Note.— Civil twilight ends in the evening when the centre of the sun’s disc is 6 degrees
below the horizon and begins in the morning when the centre of the sun’s disc is 6
degrees
below the horizon.
Performance criteria. Simple, evaluative statements on the required outcome of the
competency element and a description of the criteria used to judge whether the
required level
of performance has been achieved.
Pilot (to): To manipulate the flight controls of an aircraft during flight time
Pilot-in-command: The pilot designated by the operator, or in the case of general
aviation, the owner, as being in command and charged with the safe conduct of flight.

Pilot-in-command under supervision. Co-pilot performing, under the supervision of
the pilot-in-command, the duties and functions of a pilot-in-command, in accordance
with a method of supervision acceptable to the Licensing Authority.
Powered-lift. A heavier-than-air aircraft capable of vertical take-off, vertical landing,
and low-speed flight, which depends principally on engine-driven lift devices or engine
thrust for the lift during these flight regimes and on non-rotating aerofoil(s) for lift
during horizontal flight.
Problematic use of substances: The use of one or more psychoactive substances
by aviation personnel in a way that:
(a) Constitutes a direct hazard to the user or endangers the lives, health or welfare of
others; and/or
(b) Causes or worsens an occupational, social, mental or physical problem or
disorder.
Psychoactive substances: Alcohol, opioids, cannabinoids, sedatives and hypnotics,
cocaine, other psycho-stimulants, hallucinogens, and volatile solvents, whereas
coffee and tobacco are excluded.
Quality system. Documented organizational procedures and policies; internal audit
of those policies and procedures; management review and recommendation for
quality improvement
Rated air traffic controller. An air traffic controller holding a licence and valid ratings
appropriate to the privileges to be exercised.
Rating: An authorization entered on or associated with a licence and forming part
thereof, stating special conditions, privileges or limitations pertaining to such licence.
Rendering (a licence) valid: The action taken by a Contracting State, as an
alternative to issuing its own licence, in accepting a licence issued by another
Contracting State as the equivalent of its own licence.
Safety management system. A systematic approach to managing safety, including
the necessary organizational structures, accountabilities, policies and procedures.

Sign a maintenance release (to). To certify that maintenance work has been
completed satisfactorily in accordance with the applicable Standards of airworthiness,
by issuing the maintenance release referred to in Annex 6.
Significant. In the context of the medical provisions in Chapter 6, significant means
to a degree or of a nature that is likely to jeopardize flight safety.
Solo flight time: Flight time during which a student pilot is the sole occupant of an
aircraft.
Threat. Events or errors that occur beyond the influence of an operational person,
increase operational complexity and must be managed to maintain the margin of
safety.
Note.— See Attachment E of Annex 13 — Aircraft Accident and Incident Investigation
for a description of operational personnel.
Threat management. The process of detecting and responding to threats with
countermeasures that reduce or eliminate the consequences of threats and mitigate
the probability of errors or undesired states.

1.2 Applicability
This Advisory Circular shall be applicable for issuing, renewing and/or endorsing pilot and Flight Engineer Licences and ratings, the conditions under which these licences and ratings are necessary, and the privileges and limitations of these licences and ratings.
1.3 Requirements for Licences, Ratings and Medical Certificate
(a) No person shall act as pilot-in-command or co-pilot of an aircraft in any of the categories in this circular, registered in Ethiopia unless that person is the holder of an appropriate pilot licence issued or rendered valid by the Authority in accordance with the provisions of this circular.
(b) No person shall act, within Ethiopian territory, as pilot-in-command or co-
pilot of an aircraft registered in a foreign state unless that person is the
holder of an appropriate pilot licence, issued or rendered valid by the state
in which the aircraft is registered.
(c) No person shall carry out flight instruction required for the issue of any licence or rating unless that person is the holder of a commercial pilot or airline transport pilot licence and has received proper authorization to carry out flight instruction. Such authorization shall comprise a flight instructor rating endorsed on the holders licence or other authorization granted or issued by the Authority.
(d) No person shall be issued with a licence unless he has demonstrated a degree of skill appropriate to the licence in an aircraft of the class for which the rating is sought and this demonstration of skill can be accomplished with the use of a synthetic flight trainer approved by the Authority.
(e) An applicant before being issued with any pilot licence or rating, meet such requirements in respect of age, knowledge, experience, flight instruction, skill, language proficiency and medical fitness, as are specified and determined by the licensing authority for that licence.
(f) Pilot licence holders shall not exercise the privileges of their licences and related ratings at any time when they are aware of any decrease in their medical fitness which might render them unable to safely and properly exercise these privileges.

I. Holders of pilot licences shall not exercise the privileges of their
licences and related ratings while under the influence of any
psychoactive substance which might render them unable to safely and
properly exercise these privileges.
II. Holders of pilot licences shall not engage in any problematic use of
substances.
(g) No person shall fly as pilot-in-command or co-pilot, on an aircraft registered in Ethiopia, under instrument flight rules (IFR) or instrument meteorological conditions (IMC) unless that person holds a valid instrument rating appropriate to the category, class and type of aircraft.(g)Except as provided in 1.5 below, no person shall act as a required flight crew member of an aircraft registered in Ethiopia unless that person is the holder of an appropriate medical certificate issued by a medical examiner designated by the Authority.
Note: A medical certificate issued by ICAO member states may
be accepted for the validation of licences or certificates.
(h) (1) Subject to paragraph (2) below, no pilot shall act as pilot-in-
command or co-pilot of any commercial air transport aircraft required
to be operated with a co-pilot after he attains the age of 60 years,
unless the other pilot is below the age of 60 years.
(2) No pilot at any time after he attains the age of 65 years, act as pilot-in-command or co- pilot of any commercial air transport aircraft required to be operated with a co-pilot.
(3) Pilots of commercial air transport aircraft certificated for single pilot
operation shall be limited to a maximum age of 65 years.
(i) Licence holders shall not exercise the privileges granted by their licences
and related ratings unless the holders maintain competency and meet the requirements for recent experience established by the Authority.
(j) A licence holder is not permitted to exercise privileges other than those granted by the licence issued by the Authority.

(k) Language Proficiency
1) Aeroplane pilots who are required to use the radio telephone
aboard an aircraft shall demonstrate the ability to speak and
understand the language used for radiotelephony
communications.
2) As of 5 March 2008, aeroplane pilots, Flight Engineers shall
demonstrate the ability to speak and understand the language
used for radiotelephony communications to the level specified in
the language proficiency requirements stated below.
3) As of 5 March 2008, the language proficiency of aeroplane pilots
who demonstrate proficiency below the Expert Level (Level 6)
shall be formally evaluated at intervals in accordance with an
individual’s demonstrated proficiency level as follows:
(l) Those demonstrating language proficiency at the Operational Level (Level
4) should be evaluated at least once every three years; and
I. Those demonstrating language proficiency at the Extended Level (Level 5) should be evaluated at least once every 6 years.
II. Formal evaluation is not required for applicants who demonstrate expert language proficiency, e.g. native and very proficient non-native speakers with a dialect or accent intelligible to the international aeronautical community.

(m) Crediting of Flight Time
1. A student pilot or the holder of a pilot licence shall be entitled to be
credited in full with all solo, dual instruction and pilot-in-command flight time
towards the total flight time required for the initial issue of a pilot license
or the issue of a higher grade of pilot licence.
2. The holder of a pilot licence, when acting as co-pilot of an aircraft required to
be operated with a co-pilot, shall be entitled to be credited with not more than
50% of the co-pilot flight time towards the total flight time required for a
higher grade of pilot licence.
3. The holder of a pilot licence, when acting as co-pilot performing under the
supervision of the pilot-in-command the functions and duties of a pilot-in-
command, shall be entitled to be credited in full with this flight time towards
the total flight time required for a higher grade of pilot licence

(a) A licence holder operating in an area distant from designated medical
examination facilities may be deferred at the discretion of the Authority,
provided that such deferment shall only be made as an exception and shall
not exceed :
(1) a single period of six months in the case of a flight crew member of an
aircraft engaged in non-commercial operations; (2) two consecutive periods of three months in the case of a flight crew
member of an aircraft engaged in commercial operations provided that in each case a favourable medical report is obtained after examination by a designated medical examiner of the area concerned.
(3) in the case of a private pilot, a single period not exceeding 12 months
where the medical examination is carried out by an examiner designated by the Contracting State in which the applicant is temporarily located.
A report of the medical examination shall be sent to the Authority where the licence was issued.
1.5 Renewal
(a) A pilot's licence shall be renewed upon presentation of:-
(1) Current Medical Certificate.
(2) Adequate and recent flight experience required for the type of licence.
(3) Satisfactory completion of either proficiency or Instrument checks where applicable.
(b) The period of currency shall begin on the date the last medical certificate is issued.
(c) To renew a pilot’s license which has expired for more than 12 months
but less than 24 months, the applicant must pass a flight test conducted by an examiner designated by the Authority.
(d) To renew a pilot’s license which has expired for more than 24 months, the applicant shall take flight review and proficiency check by CAA Designated examiner.

(1) An applicant after demonstrating the required skill and knowledge for

on the commercial pilot licence, must hold an aero plane instrument
rating, or the licence is endorsed with the following limitations "not valid
for the carriage of passengers or property for hire in aero planes on
cross-country flights of more than 50 nautical miles, or at night."
(3) An applicant for a private or commercial pilot licence with an aero
plane type rating, or for the addition of an aero plane type rating
on the private or commercial pilot licence who holds an instrument
rating (aero plane), must present documentary evidence showing
that the applicant has demonstrated instrument competency in the
type of aero plane for which the type rating is sought or the licence
is endorsed with the following limitation: "VFR Only."
(c) Aeroplane Class Ratings
Class ratings shall be established for aeroplanes and helicopters certificated
for single pilot operation and shall comprise:-
(1) Single-engine, land;
(2) Single-engine, sea;
(3) Multi-engine, land;
(4) Multi-engine, sea.
(d) Rotorcraft Class Ratings
(1) Helicopter
(2) Gyroplane
(e) Lighter than Air Class Ratings
(1) Airship

(1) each type of aircraft certificated for operation with a minimum crew of
at least two pilots
(2) each type of helicopter certificated for single-pilot operation and
(3) Other aircraft types considered necessary by the Authority
(g) Type ratings as required by f) 1 above, the applicant shall have:
(1) gained, under appropriate supervision, experience in the applicable type
of aircraft and/or flight simulator in the following:
− normal flight procedures and maneuvers during all phases of
flight;
− abnormal and emergency procedures and manoeuvres in the
event of failures crew incapacitation and crew co-ordination
including allocation of pilot task; crew cooperation and use of
checklists,
(2) demonstrated the skill and knowledge required for the safe operation of
the applicable type of aircraft, relevant to the duties of a pilot-in-
command or a co-pilot as applicable; and
(3) demonstrated, at the airline transport pilot licence level, an extent of
knowledge determined by the Authority on the basis of the requirement
specified in 5.2.
(4) Type ratings as required by (f) 2) and 3)
The applicant shall have demonstrated the skill and knowledge required
for the safe operation of the applicable type of aircraft, relevant to the
licensing requirements and piloting functions of the applicant.
(h) Instrument Ratings
Instrument ratings shall be endorsed only on Commercial Pilot and Private
Pilot Licences.
(1) Instrument - Airplanes

Note: Holders of a valid Airline Transport Pilot Licence do not require separate
instrument rating endorsed on their licence provided the holders within the
preceding six months, satisfied the proficiency requirement in this circular.
1.8 Written and flight tests
(a) An applicant for a written test shall submit to the Authority:
(1) an application on a form approved by the Authority
(2) a certificate from an approved school or institution, attesting that the
applicant has satisfactorily completed the required ground and flight
instruction applicable to the licence or rating sought.
(3) a certified log-book or equivalent record of his flight experience and
training.
(b) To be eligible for a written test at least 80% of the flight experience required
should be completed.
(c) Written tests shall be given at a place and time determined by the Authority
or its designated examiner.
(d) The minimum passing grade for a written test is 70%.
(e) An applicant who fails a written or flight test may apply for retake after 30
days. However, in the case of a first failure, retake may be permitted before
30 days provided the applicant has taken a refresher class and flight review
given by a qualified instructor.
(f) Written test result shall be valid only for 24 calendar months
(g) To be eligible for a flight test for a licence, or an aircraft or instrument rating
under this directive, the applicant must:
(1) Have passed any required written test since the beginning of the 24th
month before the month in which he takes the flight test;.

(2) Have the applicable instruction and aeronautical experiences
prescribed in this circular;
(3) Hold a current medical certificate appropriate to the licence he seeks.
(4) Have a written statement from a qualified flight instructor certifying that
he has given the applicant flight instruction in preparation for the flight
test within 60 days preceding the date of application, and finds him
competent to pass the test and to have satisfactory knowledge of the
subject areas in which he is shown to be deficient.
(5) Flight test shall be given by an examiner designated by the Authority.
1.9 Written Tests: Cheating or other Unauthorized Conduct
(a) Except as authorized by the Authority, no person may:
(1) copy, or intentionally remove, a written test under this circular;
(2) give to another, or receive from another, any part or copy of that test;
(3) give help on that test to, or receive help on that test from, any person
during the period that test is being given;
(4) take any part of that test in behalf of another person;
(5) use any material or aid during the period that test is being given;or
(6) intentionally cause, assist, or participate in any act prohibited by this
paragraph.
(b) No person whom the Authority finds to have committed an act prohibited
by paragraph (a) of this section is eligible for any airman or any rating, or
to take any test therefore; for a period of one year after the date of that
act. In addition the commission of that act is a basis for suspending or
revoking any pilot licence or rating held by that person.

1.10 Military Pilots or Former Military Pilots
(a) A rated military pilot or former rated military pilot who applies for private or
commercial pilot licence or an aircraft or instrument rating, is entitled to that
licence with appropriate ratings or to the addition of a rating on the pilot
licence he holds, if he meets the following requirements:-
(1) A rated Military pilot who has logged not less than 1000 hours flight
experience and on an active flying status within 12 months, before the
pilot applies must pass a written test on the parts relating to pilot
privileges and limitations, air traffic and general operating rules, and
accident reporting rules.
(2) A rated Military pilot not on an active flying status within the previous12
months before the pilot applies must satisfactorily pass the appropriate
written and flight test prescribed in this directive for the issuance of the
licence sought.
(3) The applicant must show that a current medical certificate appropriate to
the pilot licence sought is held.
(4) An applicant for a category, class or type rating to be added on the pilot
licence held, or which is applied for, is issued that rating if a
documentary evidence showing one of the following is presented:
I. that the applicant has passed an official military check out as
pilot-in-command of an aircraft of the category, class or type for
which the rating is sought since the beginning of the 12 months
before the month application is submitted.
II. that the applicant has had at least 10 hours of flight time serving
as pilot-in-command of aircraft of the category, class or type for
which he seeks a rating since the beginning of the 12 months
before the month in which he applies and previously has had
an official military check out as pilot-in-command of that
aircraft;

Note: A type rating is issued only for aircraft types that the Authority has registered
for civil operations. Any rating placed on an airline transport pilot licence is
limited to commercial pilot privileges.
(4) Instrument rating. An applicant for an aer oplane instrument rating or
a helicopter instrument rating to be added on the pilot licence he holds
or for which he has applied, is entitled to that rating if he has, within the
12 months preceding the month in which he applies satisfactorily
accomplished an instrument flight check.
(6) Evidentiary documents. The following documents are satisfactory
evidence for the purpose indicated:
(i) To show that the applicant is a member of the armed forces, an
official identification card.
(ii) To show the applicants discharge or release from an armed force,
or his former membership therein, an original or a copy of certificate
of discharge or release may be used.
(iii) To show current or previous status as a rated military pilot on flying
status with the Ethiopian Armed Force, one of the following may be
used:
- An official Ethiopian Armed Force order to flight duty as a military pilot.
- An official Ethiopian Armed Force form or log book showing military pilot status.
- An official order showing that the applicant graduated from an Ethiopian military pilot school and is rated as a military pilot.
(iv) To show flight time in military aircraft, a certified military form or
log book may be used.
(v) To show pilot-in-command status an official Ethiopian armed force
record of a military checkout as a pilot-in-command, may be used.

(vi) To show instrument pilot qualification, a current instrument card
issued by the airforce, or an official record of the satisfactory
completion of an instrument flight check within the 12 months
preceding the month of the application may be used.
1.11 CAA Licence Issued on the basis of a Foreign Pilot Licence
(a) The holder of a current private, commercial or airline transport pilot licence
issued by a foreign contracting state to the Convention on ICAO may apply
for a pilot licence under this circular.
(b) A pilot licence is issued to an applicant under this section, specifying the
number and State of issuance of the foreign pilot licence on which it is based.
An applicant who holds a foreign private pilot licence is issued a private pilot
licence, and an applicant who holds a foreign commercial, or airline transport
pilot licence is issued a commercial pilot licence, if::-
(1) the applicant meets the requirement of this circular;
(2) the foreign pilot licence held does not contain an endorsement that
the applicant has not met all of the standards of ICAO for that licence; and
(3) the applicant does not hold an Ethiopian pilot licence of private pilot grade or higher.
(c) Current aircraft ratings listed on the applicants foreign pilot licence, in
addition to any issued after testing under the provisions of this directive, are
placed on the applicants pilot licence provided such aircraft are registered by
the Authority.
(d) An instrument rating is issued to an applicant if the pilot licence authorizes
instrument privileges; and within 12 months preceding the month in which an
application for a pilot licence is submitted, the applicant has completed
instrument renewal.
(e) An applicant must hold a current medical certificate applicable for the licence
sought.

(f) The holder of a pilot licence may act as a pilot of a civil aircraft in accordance
with the pilot privileges authorized by the foreign pilot licence and any
additional limitations placed on the licence by the Authority.
(g) The Authority may refuse to recognize Certificate of competency and licences
granted to its nationals by another Contracting State.
1.12 Certificate of Validation
(a) The Authority may render valid a licence issued by other Contracting States
by issuing a Certificate of Validation to be carried with the former licence, as
a means of authorizing the pilot to fly aircraft on its register provided:
(1) that the licence is a genuine document and has an expiry date;
(2) that the ratings have expiry dates;
(3) that the holder has a current medical assessment with an expiry
date;
(4) that the licence holder has the appropriate class and type ratings;
(5) that the holder's log book contains proper evidence of recency of
experience and competency checks.
(b) The certificate of validation issued in accordance with (a) above shall not
extend beyond the period of validity of the licence.
2 STUDENT PILOT LICENCE
2.1 Eligibility
To be eligible for Student Pilot's Licence, the applicant must:
(a)
Be at least 18 years of age
(b) Be able to read, write and understand English
(c) Hold a current class II medical certificate

A Student Pilot is entitled to fly solo for the purpose of qualifying himself for a
higher grade pilot licence provided that:
(a) the student pilot has demonstrated to an authorized instructor the
aeronautical knowledge pertinent to student solo flights;
(b) the flight is supervised by an authorized flight instructor;
(c) He has received ground and flight instructions in the following subject areas:
(1) Flight preparation procedures, including pre-flight inspection and
powerplant operation,
(2) Ground maneuvering and engine run-up,
(3) straight and level flight, climbs turns and descents,
(4) Normal take-off and landings,
(5) Airport traffic patterns, communication procedures and collision
avoidance precautions and wake turbulence
(6) Emergencies, including emergency landings,
(7) Flights at minimum controllable airspeed and stall recognition and
recovery.
(d) For cross-country flight:-A student pilot shall not exercise the privileges of the
licence in cross-country solo flight, international flight nor may make solo
flight except in an emergency, unless the student pilot has received ground
and flight instruction in at least the following areas:
(1) the use of aeronautical charts, pilotage and elementary dead reckoning using magnetic compass,
(2) the use of radio for VFR navigation, and for two-way communication,
(3) control of an airplane by reference to flight instruments,
(4) short field and soft field procedures, and cross-wind take-off and landing techniques.
(5) recognition of critical weather situations, estimating visibility while in flight and the procurement and use of aeronautical weather reports and forecasts and,
(6) cross-country emergency procedures.

(e) Night Flight:- The licence holder shall not exercise the privileges of the
licence held in solo flight by night unless the student pilot has received
adequate dual instruction from an authorized instructor in night flying and the
licence has been endorsed for night flying.
(f) A student pilot shall not act as pilot-in-command of an aircraft carrying
passenger or cargo for remuneration or hire.
(g) A student pilot is not permitted to fly solo in an aircraft on an international
flight unless special or general arrangement has been made between the
states concerned.
3 PRIVATE PILOT LICENCE - AIRPLANE
3.1 Eligibility
To be eligible for Private Pilot's Licence, the applicant must:
(a) Be at least 18 years of age.
(b) Be able to read, write and understand English.
(c) Pass the written examination given by the Authority on the subject areas
prescribed in 3.2
(d) Pass an oral and flight test given by a designated flight examiner on pilot
operations prescribed in 3.4
(e) Hold a current class II medical certificate.
3.2 Aeronautical Knowledge Requirement
The applicant for a Private Pilot Licence must show evidence of having completed
an approved ground course conducted by a qualified instructor covering at least
the following subject areas:
(a) the rules and regulations relevant to the holder of a private pilot licence-
aeroplane; rules of the air, appropriate air traffic service practices and
procedures;
(b) principles of operation of aeroplanes powerplants, systems and instruments;
(c) operating limitations of aeroplanes and powerplants relevant operational
information from the flight manual or other appropriate document;

(e) use and practical application of take-off, landing and other performance data;
(f) pre-flight and en-route flight planning appropriate to private operations under
VFR; preparation and filing of air traffic services flight plan; appropriate air
traffic services procedures; position reporting procedures; operations in areas
of high-density traffic;
(g) human performance and limitations relevant to the private pilot- aeroplane;
(h) The application of elementary aeronautical meteorology; aeronautical use of,
and procedures for obtaining, meteorological information; altimetry;
(i) Practical aspects of air navigation and dead-reckoning techniques, use of
aeronautical charts;
(j) use of aeronautical documentation such as AIP, NOTAM, aeronautical codes
and abbreviations;
(k) Appropriate precautionary and emergency procedures, including action to be
taken to avoid hazardous weather, wake turbulence and other operating
hazards;
(l) Principles of flight relating to aeroplanes;
(m) radiotelephony procedures and phraseology as applied to VFR operations;
action to be taken in case of communication failure.
3.3 Flight Experience
An applicant for a Private Pilot Licence must produce evidence of having
completed of not less than 40 hours as a pilot of aeroplane. This total shall include
not less than 20 hours flight instruction time and 10 hours of solo flight time,
including at least:-
(a) 5 hours of solo cross - country flight with at least one cross-country flight
totaling not less than 150NM in the course of which full-stop landings at two
different aerodromes shall be made.

(b) if the privileges of the licence are to be exercised at night, the applicant
shall have received dual instruction in aeroplanes in night flying, including
take-off, landings and navigation.
(c) 3 hours flight review in preparation for the flight test within 60 days prior to
the test;
(d) 3 solo take-off and landings to a full-stop at an airport with an operating
control tower.
3.4 Flight Training Requirement
An applicant for a private pilot license shall have received dual instruction in
aeroplanes from an authorized flight instructor and the instructor shall ensure that
the applicant has operational experience in at least the following areas:
(a) Pre-flight operations including weight and balance determination, aeroplane inspection and servicing;
(b) Aerodrome and traffic pattern operations, collision avoidance precautions and procedures;
(c) control of the aeroplane by external visual reference;
(d) flight at critically slow airspeeds; recognition of, and recovery from, incipient and full stalls;
(e) flight at critically high airspeeds; recognition of, and recovery from, spiral dives.
(f) normal and cross-wind take-off and landings;
(g) maximum performance (short field and obstacle clearance) take-off; short field landings;
(h) flight by reference solely to instruments, including the completion of a level
180° turn;
(i) cross country flying using visual reference, dead reckoning and, where available, radio navigation aids;
(j) emergency operations, including simulated aeroplane equipment malfunctions;
(k) operations to, from and transiting controlled aerodromes, compliance with air traffic service procedures, radiotelephony procedures and phraseology; and,

(l) if the privileges of the license are to be exercised at night, the applicant shall have received dual instruction in aeroplanes in night flying, including take-offs, landings and navigation.
3.5 Aeronautical Skill
The applicant shall have demonstrated the ability to perform as pilot-in-command of an aeroplane, the procedures and maneuvers described in 3.4 with a degree of competency appropriate to the privileges granted to the holder of a private pilot licence - aeroplane, and to:
(a) operate the aeroplane within its limitations;
(b) complete all maneuvers with smoothness and accuracy;
(c) exercise good judgment and airmanship;
(d) apply aeronautical knowledge; and
(e) maintain control of the aeroplane at all times in a manner such that successful outcome of a procedure or maneuver is never seriously in doubt.
3.6 Private Pilot Privileges and Limitations
3.6.1 Subject to the requirements of the validity of the licence, 1.3(j) the ability of
using radio telephony communications, and 1.3 (a), the privileges of the
holder of a Private Pilot Licence-aeroplane, shall be to act, but not for
remuneration, as pilot-in-command or co-pilot on any aeroplane engaged in
non-revenue flights.
3.6.2 Before exercising the privileges at night, the licence holder shall have
received dual instruction in aeroplanes in night flying, including take-offs,
landings and navigation.
4 COMMERCIAL PILOT LICENCE - AEROPLANE
4.1 Eligibility
To be eligible for a Commercial Pilot Licence, the applicant must:
(a) Be at least 18 years of age;
(b) Be able to read, write and understand English;
(c) Pass the written examination given by the Authority on the subject areas
prescribed in 4.2 below;
(d) Pass an oral and flight test given by CAA designated flight examiner;
(e) Hold a current Class 1 medical certificate

4.2 Aeronautical Knowledge Requirement
The applicant for a commercial pilot licence shall have demonstrated a level of
knowledge appropriate to the privileges granted to the holder of a commercial pilot
licence - aeroplane, covering at least the following subject areas:-
(a) rules and regulations relevant to the holder of a commercial pilot licence-
aeroplane; rules of the air; appropriate air traffic services practices and
procedures;
(b) principles of operation and functioning of aeroplane powerplants, systems
and instruments;
c) operating limitations of appropriate aeroplanes and powerplants; relevant
operational information from the flight manual or other appropriate document;
(d) use and serviceability checks of equipment and systems of appropriate
aeroplanes;
(e) maintenance procedures for airframes, systems of appropriate aeroplanes;
(f) effects of loading and mass distribution on aeroplane handling, flight
characteristics and performance; mass and balance calculations;
(g) use and practical application of take-off, landing and other performance data;
(h) pre-flight and en-route flight planning appropriate to operations under VFR;
preparation and filing of air traffic services flight plans;appropriate air traffic
services procedures; altimeter setting procedures;
(i) human performance and limitations relevant to the commercial pilot-
aeroplane;
(j) interpretation and application of aeronautical meteorological reports, charts
and forecasts; use of, and procedures for obtaining, meteorological
information, pre-flight and in-flight; altimetry;
(k) aeronautical meteorology; climatology of relevant areas in respect of the
elements having an effect upon aviation; the movement of pressure systems,
the structure of fronts, and the origin and characteristics of significant
weather phenomena which affect take-off, en-route and landing condition;
hazardous weather avoidance;

navigation aids; an understanding of the principles and characteristics of
appropriate navigation systems; operation of airborne equipment;
(m) use of aeronautical documentation such as AIP, NOTAM, aeronautical codes
and abbreviations;
(n) Appropriate precautionary and emergency procedures;
(o) Operational procedures for carriage of freight; potential hazards associated
with dangerous goods;
(p) requirements and practices for safety briefing to passengers, including
precautions to be observed when embarking and disembarking from
aeroplanes;
(q) principles of flight relating to aeroplanes;
(r) Radiotelephony procedures and phraseology as applied to VFR operations;
action to be taken in case of communication failure.
4.3 Flight Experience
The applicant for a commercial pilot licence must produce evidence of having
completed not less than 250 hours of flight time or, 200 hours of flight time during
a course of approved training as a pilot of aeroplanes. The total flight time as pilot-
in-command must include:
(a) 100 hours in aeroplanes, including at least:
(1) 10 hours of flight instruction and practice given by an authorized flight
instructor in an aeroplane having a retractable landing gear, flaps and a
controllable pitch propeller; and,
(b) 50 hours of flight instruction given by an authorized instructor, including:
(1) 10 hours of instrument instruction, of which at least 5 hours must be in
flight in an aeroplane, and
(2) 10 hours of instruction in preparation for the commercial pilot flight test;
and
(c) 100 hours of pilot- in-command time including at least:

(1) 50 hours of cross-country flight, and each flight with a landing at a point
not less than 300 NM in the course of which full stop landings at two
different aerodromes shall be made.
4.4 Flight Training Requirement
The applicant for a commercial pilot licence must show evidence of having
completed a flight training from an authorized flight instructor. The instructor shall
ensure that the applicant has operational experience in at least the following areas
to the level of performance required for the commercial pilot:
(a) Pre-flight operations including weight and balance determination, aeroplane
inspection and aircraft servicing;
(b) Aerodrome and traffic pattern operations, collision avoidance precautions
and procedures;
(c) Control of the aeroplane by external visual reference;
(d) flight at critically slow speeds; spin avoidance; recognition of, and recovery
from, incipient and full stalls;
(e) flight at critically high air speeds;recognition of and recovery from, spiral dives;
(f) Normal and cross-wind take-off and landing techniques;
(g) Maximum performance (short field and obstacle clearance) take-offs; short-field landings;
(h) basic flight maneuvers and recovery from unusual attitudes by reference solely to basic flight instruments;
(i) cross-country flying using visual reference, dead reckoning and radio navigation aids; diversion procedures;
(j) Abnormal and emergency procedures and maneuvers; and
(k) operations to, from and transiting controlled aerodromes, compliance with air
traffic services procedures, radiotelephony procedures and phraseology.
4.5 Aeronautical Skill
The applicant shall have demonstrated the ability to perform as pilot-in-command
of an aeroplane, the procedures and maneuvers described in (4.4) with a degree
of competency appropriate to the privileges granted to the holder of a commercial
pilot licence- aeroplane, and to:

(b) complete all manoeuvres with smoothness and accuracy;
(c) exercise good judgement and airmanship;
(d) apply aeronautical knowledge; and
(e) maintain control of the aeroplane at all times in a manner such that the
successful out come of a procedure or maneuver is never seriously in doubt.
4.6 Privileges and Limitations
Subject to the requirements of the validity of the licence, 1.3(j) the ability of using
radio telephony communications, and 1.3 (a), The privileges of the holder of a
commercial pilot licence-aeroplane shall be:
(a) To exercise all the privileges of the holder of a private pilot licence-aeroplane;
(b) To act as pilot-in-command in any aeroplane engaged in operations other
than commercial air transportation;
(c) To act as pilot-in-command in commercial air transportation in any aeroplane
certificated for single-pilot operation;
(d) To act as co-pilot in commercial air transportation in aeroplanes required to
be operated with a co-pilot; and.
(e) If the privileges of the license are to be exercised at night, the applicant shall
have received dual instruction in aeroplanes in night flying, including take-
offs, landings and navigation and 5 hours of night flight including 5 take-offs
and 5 landings as pilot-in-command.
5 MULTI-CREW PILOT LICENCE APPROPRIATE TO THE AEROPLANE CATEGORY
5.1 General requirements for the issue of the licence
1. Age
The applicant shall be not less than 18 years of age.

3.1 The applicant shall have demonstrated the skills required for fulfilling all the competency units specified in Appendix 3 as pilot flying and pilot not flying, to the level required to perform as a co-pilot of turbine-powered aeroplanes certificated for operation with a minimum crew of at least two pilots under VFR and IFR, and to:
a) recognize and manage threats and errors;
b) smoothly and accurately, manually control the aeroplane within its limitations at all times, such that the successful outcome of a procedure or manoeuvre is assured;
c) operate the aeroplane in the mode of automation appropriate to the phase of flight and to maintain awareness of the active mode of automation;
d) perform, in an accurate manner, normal, abnormal and emergency procedures in all phases of flight; and
e) communicate effectively with other flight crew members and demonstrate the ability to effectively perform procedures for crew incapacitation, crew coordination, including allocation of pilot tasks, crew cooperation, adherence to Standard Operating Procedures (SOPs) and use of checklists.
f) Progress in acquiring the skills specified in 3.1 shall be continuously
assessed.
4. Medical fitness
The applicant shall hold a current Class 1 medical assessment.
5.2 Privileges of the holder of the licence and the conditions to be
observed in exercising such privileges
5.2.1 Subject to compliance with the requirements specified in 1.3(h), the ability of using radio telephony communications, and 1.3 (k) the privileges of the holder of a multi-crew pilot licence shall be:
a) to exercise all the privileges of the holder of a private pilot licence in the
aeroplane category provided the requirements of paragraph 2.3.3 have been met;
b) to exercise the privileges of the instrument rating in a multi-crew operation; and

c) to act as co-pilot of an aeroplane required to be operated with a co-pilot.
5.2.2 Before exercising the privileges of the instrument rating in a single-pilot operation in aeroplanes, the licence holder shall have demonstrated an ability to act as pilot-in-command in a single-pilot operation exercised by reference solely to instruments and shall have met the skill requirement specified in 7.4 appropriate to the aeroplane category.
5.2.3 Before exercising the privileges of a commercial pilot licence in a single-
pilot operation in aeroplanes, the licence holder:
a) completed in aeroplanes 70 hours, either as pilot-incommand, or made up of not less than 10 hours as pilot-in- command and the necessary additional flight time as pilot-in-command under supervision;
b) completed 20 hours of cross-country flight time as pilot-in-command, or made up of not less than10 hours as pilot-in-command and 10 hours as pilot-incommand under supervision, including a cross-country flight totaling not less than 540 km (300 NM) in the course of which full-stop landings at two different aerodromes shall be made; and
c) met the requirements for the commercial pilot licence specified in 2.4.1.2, 2.4.1.3, 2.4.3.1.1 (with the exception of 2.4.3.1.1.1 a)) and 2.4.3.2 appropriate to the aeroplane category.
Note 1.— When the Authority grants single-pilot operation privileges to the
holder of a multi-crew pilot licence,it can document the privileges through an endorsement of the multi-crew pilot licence or through the issuance of a commercial pilot licence in the aeroplane category.
Note 2.— Certain privileges of the licence are curtailed by 2.1.10 for licence
holders when they attain their 65th birthday.

5.3 EXPERIENCE
5.3.1 The applicant shall have completed in an approved training course not less than 240 hours as pilot flying and pilot not flying of actual and simulated flight.
5.3.2 Flight experience in actual flight shall include at least the experience requirements at 2.3.3.1, upset recovery training, night flying and flight by reference solely to instruments.
5.3.3 In addition to meeting the provisions of 5.3.2, the applicant shall have gained, in a turbine-powered aeroplane certificated for operation with a minimum crew of at least two pilots, or in a flight simulation training device approved for that purpose by the Licensing Authority in accordance with Appendix 3, paragraph 4, the experience necessary to achieve the advanced level of competency defined in Appendix 3.
5.4 FLIGHT INSTRUCTION
5.4.1 The applicant shall have completed a course of approved training covering the experience requirements specified in 5.3.
5.4.2 The applicant shall have received dual flight instruction in all the
competency units specified in Appendix 3, to the level required for the issue of the multi-crew pilot licence, to include the competency units required to pilot under instrument flight rules.
6 AIRLINE TRANSPORT PILOT LICENCE-AEROPLANE
6.1 Eligibility
To be eligible for an Air Transport Pilot Licence, the applicant must:
(a) Be at least 23 years of age;
(b) Be able to read, write and understand the English Language;
(c) Pass the written examination given by the Authority on the subject areas
prescribed in 5.2;
(d) Hold a class 1 medical certificate
(e) Pass the oral and flight test conducted by a designated flight examiner.

6.2 Aeronautical Knowledge Requirement
The applicant for an Airline Transport Pilot Licence must show evidence of having
completed an approved ground course conducted by a qualified instructor
covering at least the following subject areas:
(a) rules and regulations relevant to the holder of an airline transport pilot
licence-aeroplane; rules of the air, appropriate air traffic services,practices
and procedures;
(b) general characteristics and limitations of electrical, hydraulic, pressurization
and other aeroplane systems; flight control systems, including auto pilot and
stability augmentation;
(c) principles of operation, handling procedures and operating limitations of
aeroplane powerplants; effects of atmospheric conditions on engine
performance; relevant operational information from the flight manual or other
appropriate document;
(d) operating procedures and limitations of appropriate aeroplanes; effects of
atmospheric conditions on aeroplane performance;
(e) use and serviceability checks of equipment and systems of appropriate
aeroplanes;
(f) flight instruments; compasses, turning and acceleration errors; gyroscopic
instruments, operational limits and precession effects; practices and
procedures in the event of malfunctions of various flight instruments;
(g) maintenance procedures for airframes,systems and powerplants of
appropriate aeroplanes;
(h) effects of loading and mass distribution on aeroplane handling, flight
characteristics and performance; mass and balance calculations;
(i) use and practical application of take-off, landing and other performance data,
including procedures for cruise control;
(j) pre-flight and en-route operational flight planning; preparation and filing of air
traffic services flight plans; appropriate air traffic procedures, altimeter setting
procedures;

(m) aeronautical meteorology ; climatology of relevant areas in respect of the
elements having an effect upon aviation ; the movement of pressure
systems; the structure of fronts, and the origin and characteristics of
significant weather phenomena which affect takeoff, en-route and landing
conditions;
(n) causes, recognition and effects of engine and airframe icing; frontal zone
penetration procedures; hazardous weather avoidance;
(o) Practical high altitude meteorology, including interpretation and use of
weather reports, charts and forecasts; jet streams;
(p) air navigation, including the use of aeronautical charts, radio navigation aids
and area navigation systems; specific navigation requirements for long-range
flights;
(q) use, limitation and serviceability of avionics and instruments necessary for
the control and navigation of airplanes;
(r) use, accuracy and reliability of navigation systems used in departure, en-
route, approach and landing phases of flight; identification of radio navigation
aids;
(s) principles and characteristics of self-contained and external-referenced
navigation systems; operation of airborne equipment;
(t) interpretation and use of aeronautical documentation such as AIP, NOTAM,
aeronautical codes and abbreviations, and instrument procedure charts for
departure, en-route, descent and approach;
(u) precautionary and emergency procedures; safety practices associated with
flight under IFR;
(v) operational procedures for carriage of freight and dangerous goods;

(w) requirements and practices for practices for safety briefing to passengers,
including precautions to be observed when embarking and disembarking
from aeroplanes;
(x) principles of flight relating to aeroplanes; sub-sonic aerodynamics;
compressibility effects, maneuver boundary limits, wing design
characteristics, effects of supplementary lift and drag devices; relationships
between lift, drag and thrust at various airspeeds and in different flight
configurations and,
(y) radiotelephony procedures and phraseology; action to be taken in case of
communication failure.
6.3 Flight Experience
The applicant shall have completed not less than 1500 hours of flight time as pilot
of aeroplanes. The Authority shall determine whether experience as a pilot under
instruction in a synthetic flight trainer, which it has approved, is acceptable as part
of the total flight time of 1500 hours. Credit for such experience shall be limited to
maximum of 100 hours, of which not more than 25 hours shall have been acquired
in a flight procedure trainer or a basic instrument flight trainer.
(i) The applicant shall have completed in aeroplanes not less than:
(a) 250 hours, either as pilot in-command, or made up by not less than 100
hours as pilot in command and the necessary additional flight time as
co-pilot under the supervision of the pilot in-command, the duties and
functions of a pilot in-command, provided that the method of
supervision is acceptable by the Authority.
(b) 200 hours of cross-country flight time, of which not less than 100 hours
shall be as pilot - in-command or as co-pilot performing, under the
supervision of the pilot in-command, the duties and functions of a pilot-
in-command, provided that the method of supervision is acceptable by
the Authority.
(c) 75 hours of instrument time, of which not more than 30 hours may be
instrument ground time.
(d) 100 hours of night flight as pilot-in -command or as co-pilot and

6.4 Flight Training Requirement-Airline Transport pilot
The applicant shall have received the dual flight instruction required for the issue
of the commercial pilot licence- aeroplane (4.4) and for the issue of the instrument
rating - aeroplane (7.4)
6.5 Aeronautical Skill
(a) The Applicant shall have demonstrated the ability to perform, as a pilot-in-
command of multi-engine aeroplane required to be operated with a co-pilot,
the following procedures and maneuvers:
(1) pre-flight procedures, including the preparation of the operational flight
plan and filing of the air traffic services flight plan;
(2) normal flight procedures and maneuvers during all phases of flight;
(3) procedures and maneuvers for IFR operations under normal abnormal
and emergency conditions including simulated engine failure, and
covering at least the following:
- transition to instrument flight on take-off
- standard instrument departures and arrivals
- en-route IFR procedures and navigation
- holding procedures
- instrument approaches to specified minima
- missed approach procedures.
- landings from instrument approaches
(4) abnormal and emergency procedures and maneuvers related to failures
and malfunctions of equipment, such as powerplant, systems and
airframe; and
(5) procedures for crew incapacitation and crew co-ordination, including
allocation of pilot tasks, crew co-operation and use of checklists.
(b) The applicant shall have demonstrated the ability to perform the procedures
and maneuvers described in (5.5) with a degree of competency appropriate

to the privileges granted to the holder of an airline transport pilot licence-
aeroplane,and to:
(1) operate the aeroplane within its limitations;
(2) complete all maneuvers with smoothness and accuracy;
(3) exercise good judgment and airmanship;
(4) apply aeronautical knowledge;
(5) maintain control of the aeroplane at all times in a manner such that the
successful outcome of a procedure or maneuver is never in doubt;
(6) understand and apply crew co-ordination and incapacitation
procedures; and
(7) communicate effectively with the other flight crew members.
6.6 Privileges of the holder of the licence and the conditions to be observed in
exercising such privileges
Subject to the requirements of the validity of the licence, 1.3(j) the ability of using
radio telephony communications, and 1.3 (a),The privileges of the holder of an
airline transport pilot licence shall be:
(a) To exercise all the privileges of the holder of a private and commercial pilot
licence aeroplane and of an instrument rating-aeroplane and
(b) To act as pilot in command and co-pilot in aeroplanes in air transportation.
7 FLIGHT ENGINEER
7.1 Eligibility
To be eligible for a flight engineer licence, the applicant must:
(a) be at least 18 years of age;
(b) be able to read, write and understand english;
(c) pass a written, oral and flight test given by CAA designate examiner;
(d) hold a current class I medical certificate.
7.2 Aeronautical Knowledge Requirement

of a flight engineer;
(b) basic principles of powerplants, gas turbines and/ or piston engines;
characteristics of fuels, fuel systems including fuel control; lubricants and
lubrication systems; afterburners and injection systems, function and
operation of engine ignition and starter systems;
(c) principles of operation, handling procedures and operating limitations of
aircraft powerplants; effects of atmospheric conditions on engine
performance;
(d) airframes, flight controls, structures, wheel assemblies, brakes and anti-skid
units, corrosion and fatigue life; identification of structural damage and
defects;
(e) ice and rain protection systems;
(f) pressurization and air- conditioning systems, oxygen systems;
(g) hydraulic and pneumatic systems;
(h) basic electrical theory, electric systems (AC and DC), aircraft wiring systems,
bonding and screening;
(i) principles of operation of instruments, compasses, auto-pilots, radio
communication equipment, radio and radar navigation aids, flight
management systems, displays and avionics;
(j) limitations of appropriate aircraft;
(k) fire protection, detection, suppression and extinguishing systems;
(l) use and serviceability checks of equipment and systems of appropriate
aircraft;
(m) effects of loading and mass distribution on aircraft handling, flight
characteristics and performance; mass and balance calculations;

(p) principles of maintenance procedures for the maintenance of airworthiness,
defect reporting, preflight inspections, precautionary procedures for fuelling
and use of external power; installed equipment and cabin systems;
(q) normal, abnormal and emergency procedures;
(r) operational procedures for carriage of freight and dangerous goods;
(s) fundamentals of aerodynamics;
(t) radiotelephony procedures and phraseology.
7.3 Aeronautical Experience
(a) The applicant shall have completed, under the supervision of a person
accepted by the Authority for that purpose, not less than 100 hrs of flight time
is the performance of the duties of a Flight Engineer. The Authority shall
determine whether experience as a Flight Engineer in a flight simulator, which
it has approved, is acceptable as part of the total flight time of 100 hrs. Credit
for such experience shall be limited to a maximum of 50 hrs.
(b) When the applicant has flight time as a pilot, the Authority shall determine
whether such experience is acceptable and, if so, the extent to which the
flight time requirements of (a) above can be reduced accordingly.
(c) The applicant shall have operational experience in the performance of the
duties of a flight engineer, under the supervision of a flight engineer
accepted by the Authority for that purpose, in at least the following areas:
(1) Normal procedures
- pre-flight inspections
- fuelling procedures, fuel management
- inspection of maintenance documents
- normal flight deck procedures during all phases of flight

7.4 Aeronautical Skill
The applicant shall have demonstrated the ability to perform as flight engineer of
an aircraft, the duties and procedures described in 6.3(b) with a degree of
competency appropriate to the privileges granted to the holder of a flight engineer
licence, and to:
(a) use aircraft systems within the aircraft's capabilities and limitations;
(b) exercise good judgement and airmanship;
(c) apply aeronautical knowledge;
(d) perform all the duties as part of an integrated crew with the successful
outcome never in doubt; and
(e) communicate effectively with the other flight crew members.
Note: The use of a synthetic flight trainer for performing any of the procedures
required during the demonstration of skill described in 6.4 shall be
approved by the Authority, which shall ensure that the synthetic flight
trainer is appropriate to the task.

7.5 Privileges of the holder of the licence and the conditions to be observed in
exercising such privileges
(a) Subject to compliance with the requirements specified in 1.4 and 1.3(j), the
privileges of the holder of a flight engineer licence shall be to act as flight
engineer of any type of aircraft on which the holder has demonstrated a level
of knowledge and skill, as determined by the Authority on the basis of those
requirements specified in 6.1.2 and 6.1.4 which are applicable to the safe
operation of that type of aircraft.
(b) The types of aircraft on which the holder of a flight engineer licence is
authorized to exercise the privileges of that licence, shall be either entered on
the licence or recorded elsewhere in a manner acceptable to the Authority.
8 R A T I N G
8.1 Category and class Rating
To be eligible for a licence with category and class rating the applicant must:
(a) Satisfy the Authority with the aeronautical knowledge, experience and
training required for the type of rating sought.
(b) pass the written examination covering the subjects appropriate to the aircraft
for which category and class rating is sought.
(c) pass a flight test in the category and class of aircraft for which the rating is
sought.
8.2 Flight Engineer Aeroplane Class Rating
Aeroplane class ratings to be endorsed on a flight engineer licence are as follows:
(1) Reciprocating engine powered;
(2) Turbo-propeller powered; and
(3) Turbo-jet powered.

8.3 Type Rating
To be eligible for a pilot licence with a type rating or for the endorsement of type
rating after the licence has been issued the applicant must:
(a) satisfactorily complete the ground and flight training on the type of aircraft.
(b) pass a flight test on the type of aircraft.
8.4 INSTRUMENT RATING- AEROPLANE
To be eligible for an instrument rating-aeroplane,the applicant shall:
(a) Hold a private pilot or commercial pilot licence with aeroplane category and class
rating or have completed the ground and flight training prescribed for a commercial
pilot licence.
(b) Applicants who hold a private pilot licence shall have established their hearing acuity
on the basis of compliance with the hearing requirements for the issue of a Class 1
Medical Assessment.
8.5 Aeronautical Knowledge
The applicant shall have demonstrated a level of knowledge appropriate to the privileges
granted to the holder of an instrument rating - aeroplane, in at least the following subjects:
(a) rules and regulations relevant to flight under IFR; related air traffic services
practices and procedures;
(b) use, limitation and serviceability of avionics and instruments necessary for the
control and navigation of aeroplanes under IFR and Instrument meteorological
conditions; use and limitation of auto-pilot;
(c) compasses, turning and acceleration errors; gyroscopic instruments operational
limits and precession effects; practices and procedures in the event of malfunctions
of various flight instruments;
(d) pre-flight preparations and checks appropriate to flight under IFR;
(e) operational flight planning; preparation and filing of air traffic services flight plans
under IFR, altimeter setting procedures;
(f) Human performance and limitations relevant to instrument flight in aeroplanes;

8.6 Flight Experience
An applicant for an instrument rating shall hold a private or commercial pilot licence -
aeroplane and shall have completed not less than;
(a) 50 hours of cross-country flight time as pilot-in-command of aircraft in categories
acceptable to the Authority, of which not less 10 hours shall be in aeroplanes,
and
(b) 40 hours of instrument time in aeroplanes or helicopters of which not more than 20
hours, or 30 hours where a flight simulator is used, may be instrument ground time.
The ground time shall be under the supervision of an authorized instructor.
8.7 Flight Training Requirements
The applicant shall have gained not less than 10 hours of the instrument flight time
required in (6.3.2b) while receiving dual instrument flight instruction in aeroplanes from an
authorized flight instructor. The instructor shall insure that the applicant has operational
experience in at least the following areas to the level of performance required for the
holder of an instrument rating:

(a) pre-flight procedures, including the use of the flight manual or equivalent document,
and appropriate air traffic services documents in the preparation of an IFR flight
plan;
(b) pre-flight inspection, use of check lists, taxing and pre-take-off checks;
(c) procedures and maneuvers for IFR operation under normal, abnormal and
emergency conditions covering at least the following:
− transition to instrument flight on take-off
− standard instrument departures and arrivals
− in-route IFR procedures
− holding procedures
− instrument approaches and specified minimum
− missed approach procedures
− landing from instrument approaches
(d) in flight maneuvers and particular flight characteristics
8.8 Aeronautical Skill
(1) The applicant shall have demonstrated the ability to perform the procedures and
maneuvers described in (6.4) with a degree of competency appropriate to the
privileges granted to the holder of an instrument rating-aeroplane, and to:
(a) operate the aeroplane within its limitations;
(b) complete all maneuvers with smoothness and accuracy;
(c) exercise good judgment and airmanship;
(d) apply aeronautical knowledge;and
(e) maintain control of the aeroplane at all times in a manner such that the
successful outcome of a procedure or a maneuver is never seriously in doubt.
(2) The applicant shall have demonstrated the ability to operate multi-engined
aeroplanes solely by reference to instruments with one engine inoperative, or
simulated inoperative, if the privileges of the instrument rating are to be exercised on
such aeroplanes.

8.9 Privileges
Subject to compliance with the requirements prescribed in this directive, the privileges of
the holder of an instrument rating-aeroplane shall be:
(a) to pilot aeroplanes under IFR.
(b) before exercising the privileges on multi-engined aeroplanes, the holder of the
instrument rating shall have demonstrated the ability to operate multi-engined
aeroplanes solely by reference to instruments with one engine in operative or
simulated inoperative.
9 FLIGHT INSTRUCTOR RATING
9.1 Eligibility
To be eligible for a flight instructor rating, the applicant must:
(a) Hold a valid commercial or airline transport pilot licence with category and class
rating;
(b) Hold a valid instrument rating;
(c) Pass a written and flight tests on the subject in which instruction is required;
9.2 Flight Instructor Rating
Flight Instructor Rating shall be endorsed on a pilot's licence as follows depending on the
category of aircraft on which the holder has demonstrated a satisfactory skill:
(a) Flight Instructor Rating - Aeroplane Class (indicate)
(b) Flight Instructor Rating - Helicopter Type (indicate)
9.3 Aeronautical Knowledge
The applicant shall have met the knowledge requirements for the issue of a CPL as
specified in 4.2 or 5.2 as appropriate and shall have demonstrated a level of knowledge
appropriate to the privileges granted to the holder of a flight instructor rating in at least the
following subjects:
(a) techniques of applied instruction;

(b) assessment of student performance in those subjects in which ground instruction is
given.
(c) the learning process;
(d) elements of effective teaching;
(e) student evaluation and testing, training philosophies;
(f) training program development and lesson planning;
(g) class room instructional techniques;
(h) use of training aids;
(i) analysis and correction of student errors;
(j) human performance and limitation relevant to flight instruction and
(k) hazards involved in simulating system failure and mulfunctions in the aircraft.
9.4 Flight Experience
The applicant shall have met the experience requirements for the issue of a commercial
pilot licence as specified in 4.3.
9.5 Flight Training
In addition to ground instruction required the applicant shall, under the supervision of a
flight instructor accepted by the Authority for that purpose:
(a) have received instruction in flight instructional techniques including demonstration,
student practices, recognition and correction of common student errors; and
(b) have practiced instructional techniques in those flight maneuvers and procedures in
which it is intended to provide flight instruction.
9.6 Aeronautical Skill
The applicant shall have demonstrated, in the category of aeroplane for which flight
instructor privileges are sought, the ability to instruct in those areas in which flight
instruction is to be given, including pre-flight, post-flight and ground instruction as
appropriate.

(i) The use of a synthetic flight trainer for performing any of the procedures
required during the demonstration of skill described in 8.5 by the Authority,
which shall ensure that the synthetic flight trainer is appropriate to the task.
9.7 Privileges of the holder of the rating and the conditions to be observed in
exercising such privileges
Subject to the compliance of 1.3 and 1.7 of this directive the privileges of the holder of a
flight instructor rating shall be:
(a) to supervise solo flight by student pilots; and
(b) to carry out flight instruction for the issue of a private pilot licence, commercial pilot
licence, an instrument rating, and a flight instructor Provided that the flight instructor:
(1) holds at least the licence and rating for which instruction is being given, in the
appropriate aircraft category;
(2) holds the licence and rating necessary to act as pilot-in-command of the
aircraft on which the instruction is given and
(3) has the flight instructor privileges granted entered on the licence.
10 REVOCATION OR SUSPENSION
The Authority may revoke or suspend a licence for good cause.

11 DESIGNATED EXAMINER
11.1 GENERAL
(a) The Ethiopian Civil Aviation Authority may delegate a person other than its
own employee, to conduct tests or examination required for issuance,
renewal and type rating endorsement of a licence.
(b) The Authority shall issue a Designation Certificate to each person thus
delegated.
(c) Designation certificate shall remain valid for one year after issuance and may
be renewed for a like term.
(d) The Authority may revoke or suspend a CAA Designation Certificate for good
cause.
11.2 QUALIFICATIONS
(a) Must have a good record of compliance with Regulation, Directives, Circulars
and International Regulations, Standards and Recommended Practices.
(b) Must hold valid licence with appropriate ratings
(c) Must hold valid licence with appropriate ratings (Pilots)
(d) Must have training in aviation medicine (Medical examiners)
(e) The ratings must be equal to or higher for which designation is sought (Pilots)
(f) Must have a letter of recommendation from the operator
(g) Must have above average knowledge, ability and experience
11.3 DUTIES & RESPONSIBILITIES
(a) Maintain close liaison with the CAA
(b) A flight instructor designated as a pilot examiner is not
allowed to give flight test to his own student.
(c) Must conduct all practical tests in air transport
(d) After conducting a practical examination he shall submit the result to the Authority for evaluation and endorsement using such format as provided by the Authority.
(e) Must ensure that training programs have a procedure and maneuvers document which contains specific training and testing standards.

11.4 USE OF PSYCHOACTIVE SUBSTANCES
I. Holders of licences provided for in this directive shall not exercise the privileges of their licences and related ratings while under the influence of any psychoactive substance which might render them unable to safely and properly exercise these privileges.
II. Holders of licences provided for in this directive shall not engage in any problematic use of substances.
12 MEDICAL PROVISIONS FOR LICENSING OF PILOTS AND FLIGHT ENGINEERS
12.1 General
This section prescribes the medical standards for the issuance of medical
certificates to airline transport pilots, commercial pilots, private pilots, flight
engineers
12.2 Medical Fitness
a) An applicant for a licence shall, when applicable, hold a Medical Certificate
issued in accordance with chapter 12 of this circular.
b) The duration of the period of currency of a medical assessment shall be in
accordance with the provisions of 1.4 of this directive. The period of currency
shall begin on the date the medical assessment is issued.
c) The Authority shall designate medical examiners qualified and licensed in the
practice of medicine to conduct medical examinations of fitness of applicants
for the issue or renewal of of the licences or ratings specified in chapter 2, 3,
4, 5 and 6.
d) Medical examiners shall have had or shall receive training in aviation
medicine.
e) Applicants for licences or ratings for which medical fitness is prescribed shall
sign and furnish to the medical examiner a declaration stating whether they
have previously undergone such an examination and, if so, with what result.
f) Any false declaration to a medical examiner made by an applicant for a
license or rating shall be reported to the Civil Aviation Authority for such
action as may be considered appropriate.

g) Having completed the medical examination of an applicant in accordance
with 12 of this directive, the medical examiner shall submit a signed report to
the Civil Aviation Authority, in accordance with its requirement, detailing the
results of the examination.
h) An applicant who meets the medical standards prescribed in this section
based on the medical examination and evaluation of the applicant's history
and condition, is entitled to the appropriate medical certificate issued by the
designated medical examiner.
i) If the medical standards prescribed in the section for a particular licence are
not met, the appropriate medical assessment shall not be issued or renewed
unless the following conditions are fulfilled.
i) Accredited medical conclusion indicates that in special circumstances
the applicant's failure to meet any requirement, whether numerical or
otherwise, is such that exercise of the privileges of the licence applied
for is not likely to jeopardise flight safety.
ii) Relevant ability, skill and experience of the applicant and operational
conditions have been given due consideration and
iii) The license is endorsed with any special limitation or limitations when
the safe performance of the licence holder's duties is dependent on
compliance with such limitation or limitations.
12.3 Use of Psychoactive Substances
Holders of licences provided for in this Advisory Circular shall not exercise the privileges of their licences and related ratings while under the influence of any psychoactive substance which might render them unable to safety and properly exercise these privileges.

12.4 Medical Assessment General
12.4.1 Classes of Medical Assessment
Three classes of Medical Assessment shall be established as follows:
a) Class 1 Medical Assessment
Applies to applicants for, and holders of:
- Commercial pilot licences-aeroplane, airship, helicopter and powered
lift
- Multi-crew pilot licences-aeroplane
- Airline transport pilot licences- aeroplanes and helicopter and powered
lift
b) Class 2 Medical Assessment
Applies to applicants for, and holders of:
- Flight navigator licences
- Flight Engineer Licences
- Private pilot Licences—aeroplane, airship, helicopter and powered-lift
- Glider pilot Licences
- Free balloon Licences
12.5 Requirements for Medical Assessment
12.5.1 General
An applicant for a Medical Assessment issued in accordance with the licence
sought shall undergo a medical examination based on the following
requirements:
a) Physical and Mental
b) Visual and Colour Perception
c) Hearing

12.5.2 Physical and Mental Requirements
Any applicant for any class of Medical Assessment shall be required to be free
from:
- Any abnormality, congenital or acquired, or
- Any active, latent, acute or chronic disability, or
- Any wound, injury or sequel from operation, or
- Any effect or side- effect or any prescribed or non–prescribed
therapeutic medication taken, such as would entail a degree of
functional incapacity which is likely to interfere with the safe operation
of an aircraft or with the safe performance of duties.
12.5.3 Visual Acuity Test Requirements
The methods in use for the measurement of visual acuity are likely to
lead to differing evaluations. To achieve uniformity, therefore, the
designated medical examiner shall ensure that equivalence in the
evaluation of methods be obtained.
12.5.4 Colour Perception Requirements
12.5.4.1 The designated medical examiner shall use such methods of
examination as will guarantee reliable testing of colour
perception.
12.5.4.2 The applicant shall be required to demonstrate the ability to
perceive readily those colours the perception of which is
necessary for the safe performance of duties.
12.5.4.3 The applicant shall be tested for the ability to correctly identify
a series of pseudo-isochromatic plates (tables) in daylight or in
artificial light of the same colour temperature such as that
provided by illuminant “C or D” as specified by the
International Commission on Illumination (ICI).

12.5.4.4 An applicant obtaining a satisfactory result as prescribed by
the Authority shall be assessed as fit. An applicant failing to
obtain a satisfactory result in such a test shall be assessed as
unfit unless able to readily distinguish the colours used in air
navigation and correctly identify aviation coloured lights.
Applicants who fail to meet these criteria shall be assessed as
unfit except for Class 2 assessment with the following
restriction: valid daytime only.
12.5.5 Hearing Test Requirements.
12.5.5.1 The designated medical examiner shall use such methods of
examination as will guarantee reliable testing of colour
perception.
12.5.5.2 Applicants shall be required to demonstrate a hearing
performance sufficient for the safe exercise of their licence
and rating privileges.
12.5.5.3 Applicants for Class 1 Medical Assessments shall be tested
by pure-tone audiometry at first issue of the Assessment.,
not less than once every five years up to the age of 40 years,
and thereafter not less than once every two years.
12.5.5.3.1 Alternatively, other methods providing equivalent
results may be used.
12.5.5.3.4 Applicants for Class 3 Medical Assessments shall be tested
by pure audiometry at first issue of the assessment, not less
than once every five years up to the age of 40 years, and
thereafter not less than once every two years.
12.5.5.3.4.1 Alternatively, other methods providing equivalent
results may be used.
12.5.5.5 At medical examinations, other than those mentioned in
12.5.5.3 and 12.5.5.4, where audiometry is not performed,

applicants shall be tested in a quiet room by whispered and
spoken voice tests.
Note 1 - The reference zero for calibration of pure-tone audiometers is that of the pertinent Standards of the current edition of the Audiometric Test Methods, published by the International Organization for Standardization (ISO).
Note 2- For the purpose of testing hearing in accordance with the requirements, a quiet room is a room in which the intensity of the background noise is less than 35 dB(A).
Note 3. - For the purpose of testing hearing in accordance with the requirements, the sound level of an average conversational voice at 1 m from the point of output (lower lip of the speaker) is c. 60 dB(A) and that of a whispered voice c. 45dB(A). At 2 m from the speaker, the sound level is 6 dB(A) lower.
Note 4. - Guidance on assessment of applicants who use hearing aids is contained in the Manual of Civil Aviation Medicine (Doc 8984).
Note 5. - Attention is called to 2.7.1.3.1 on requirements for the issue of instrument rating to applicants who hold a private pilot licence.

12.6 Class 1 Medical Assessment
12.6.1 Assessment issue and renewal
12.6.1.1 An applicant for a commercial pilot licence -aeroplane,
airship, helicopter or powered lift, a multi-crew pilot licence –
aeroplane, or an airline transport pilot licence- aeroplane,
helicopter or powered-lift shall undergo an initial an initial
medical examination for the issue of a Class 1 Medical
Assessment.
12.6.1.2 Except where otherwise stated in this section, holders of
commercial pilot licences – aeroplane, airship, helicopter or
powered-lift, multi-crew pilot licences – aeroplane, or airline
transport pilot licences – aeroplane, helicopter, or
powered-lift or an airline transport pilot licence- aeroplane,
helicopter or powered-lift shall have their Class 1 Medical
Assessments renewed at intervals not exceeding those
specified in 1.4.
12.6.1.3 When the Licensing Authority is satisfied that the
requirements of this section and the general provisions of
12.4 and 12.5 have been met, a Class 1 Medical
Assessment shall be issued to the applicant.
12.6.2 Physical and mental requirements
12.6.2.1 The applicant shall not suffer from any disease of disability
which could render that applicant likely to become suddenly
unable either to operate an aircraft safely or to perform
assigned duties safely.
12.6.2.2 The applicant shall have no established medical history or
clinical diagnosis of:
a) an organic mental disorder;
b) a mental or behavioral disorder due to use of
psychoactive substances; this includes dependence
syndrome induced by a alcohol or other psychoactive
substances;

c) Schizophrenia or a schizotypal or delusional disorder,
d) a mood (affective) disorder;
e) a neurotic, stress-related or somatoform disorder;
f) a behavioral syndrome associated with physiological
disturbances or physical factors;
g) a disorder of adult personality or behaviour, particularly if
manifested by repeated overt acts;
h) mental retardation;
i) a disorder of psychological development;
j) a behavioral or emotional disorder, with onset in child-
hood or adolescence; or
k) a mental disorder not otherwise specified;
such as might render the applicant unable to safely
exercise the privileges of the licence applied for or held.
12.6.2.3 The applicant shall have no established medical history or
clinical diagnosis of any of the following:
a) a progressive or non- progressive disease of the nervous
system, the effects of which are likely interfere with the
safe exercise of the applicant's licence and rating
privileges;
b) epilepsy; or
c) any disturbance of consciousness without satisfactory
medical explanation of cause.
12.6.2.4 The applicant shall not have suffered any head injury, the
effects of which are likely to interfere with the safe exercise
of the applicant's licence and rating privileges.

12.6.2.5 The applicant shall not possess any abnormality of the heart,
congenital or acquired, which is likely to interfere with the
safe exercise of the applicant's licence and rating privileges.
12.6.2.5.1 An applicant who has undergone coronary by-
pass grafting or angioplasty (with or without
stenting) or other cardiac intervention or who has
a history of myocardial infarction or who suffers
from any other potentially incapacitating cardiac
condition has been investigated and evaluated in
accordance with best medical practice and is
assessed not likely to interfere with the safe
exercise of the applicant's licence or rating
privileges.
12.6.2.5.2 An applicant with an abnormal cardiac rhythm
shall be assessed as unfit unless the cardiac
arrhythmia has been investigated and evaluated in
accordance with best medical practice and is
assessed not likely to interfere with the safe
exercise of the applicant's licence or rating
privileges.
12.6.2.6 Electrocardiography shall form part of the heart examination
for the first issue of a Medical Assessment.
12.6.2.6.1 Electrocardiography shall be included in re-
examinations of applicants over the age of 50 no
less frequently than annually.
Note 1- The purpose of routine electrocardiography is case finding. It does not provide sufficient evidence to justify disqualification without further thorough cardiovascular investigation.
Note 1- Guidance on resting and exercise electrocardiography is contained in the Manual of Civil Aviation Medicine (Doc 8984).

12.6.2.7 The systolic and diastolic blood pressures shall be within
normal limits.
12.6.2.7.1 The use of drugs for control of high blood pressure
shall be disqualifying except for those drugs,
the use of which is compatible with the safe
exercise of the applicant's licence and rating
privileges.
12.6.2.8 There shall be no significant functional nor structural
abnormality of the circulatory system.
12.6.2.9 There shall be no acute disability of the lungs nor any active
disease of the structures of the lungs, mediastinum or
pleurae likely to result in incapacitating symptoms during
normal or emergency operations.
12.6.2.10 Applicants with chronic obstructive pulmonary disease shall
be assessed as unfit unless the applicant's condition has
been investigated and evaluated in accordance with best
medical practice and is assessed not likely to interfere with
the safe exercise of the applicant's licence or rating
privileges.
12.6.2.11 Applicants with asthma causing significant symptoms or
likely to cause incapacitating symptoms during normal or
emergency operations shall be assessed as unfit.
12.6.2.11.1 The use of drugs for control of asthma shall be
disqualifying except for those drugs, the use of
which is compatible with the safe exercise of the
applicant’s licence privileges.
12.6.2.12 Applicants with active pulmonary tuberculosis shall be
assessed as unfit.
12.6.2.12.1 Applicants with quiescent or healed lesions
which are known to be tuberculosis, or are
presumably tuberculosis in origin, may be
assessed as fit.

12.6.2.13 Applicants with significant impairment of function of the
gastrointestinal tract or its adnexa shall be assessed as unfit.
12.6.2.13.1 Applicants shall be completely free from those
hernias that might give rise to incapacitating
symptoms.
12.6.2.14 Applicants with sequelae of disease of, or surgical
intervention on, any part of the digestive tract or its adnexa,
likely to cause incapacitation in flight, in articular any
obstruction due to structure or compression shall be
assessed as unfit.
12.6.2.15 Applicants with metabolic, nutritional or endocrine disorders
that are likely to interfere with the safe exercise of their
licence and rating privileges shall be assessed as unfit.
12.6.2.16 Applicants with insulin-treated diabetes mellitus shall be
assessed as unfit
12.6.2.16.1 Applicants with non-insulin-treated diabetes
mellitus shall be assessed as unfit unless the
condition is shown to be satisfactory controlled
by diet alone or by diet combined with oral anti-
diabetic medication, the use of which is
compatible with the safe exercise of the
applicant's licence and rating privileges.
12.6.2.17 Applicants with diseases of the blood and/or the lymphatic
system shall be assessed as unfit unless adequately
investigated and their condition found unlikely to interfere
with the safe exercise of their licence and rating privileges.
12.6.2.18 Applicants with renal or genito-urinary disease shall be
assessed as unfit, unless adequately investigated and their
condition found unlikely to interfere with the safe exercise of
their licence and rating privileges.
12.6.2.18.1 Urine examination shall form part of the medical
examination and abnormalities shall be
adequately investigated.

12.6.2.19 Applicants with sequelae of disease of or surgical procedures
on the kidneys or the genito-urinary tract, in particular
obstructions due to structure or compression, shall be
assessed as unfit unless the applicant's condition has been
investigated and evaluated in accordance with best medical
practice and is assessed not likely to interfere with the safe
exercise of the applicant's licence of rating privileges.
12.6.2.19.1 Applicants who have undergone nephrectomy
shall be assessed as unfit unless the condition is
well compensated.
12.6.2.20 Applicants who are seropositive for human
immunodeficiency virus (HIV) shall be assessed as unfit
unless the applicant’s condition has been investigated and
evaluated in accordance with best medical practice and
is assessed as not likely to interfere with the safe exercise of
the applicant’s licence or rating privileges.
Note 1.- Early diagnosis and active management of HIV disease with antiretroviral therapy reduces morbidity and improves prognosis and thus increases the likelihood of a fit assessment.
Note 2 - Guidance on the assessment of applicants who are seropositive for human immunodeficiency virus (HIV) is contained in the Manual of Civil Aviation Medicine (Doc 8984).
12.6.2.21 Applicants who are pregnant shall be assessed as unfit
unless obstetrical evaluation and continued medical
supervision indicate a low-risk uncompleted pregnancy
12.6.2.22 Following confinement or termination of pregnancy, the
applicant shall not be permitted to exercise the privileges of
her licence until she has undergone re-evaluation in
accordance with the best medical practice and it has been
determined that she is able to safely to exercise the
privileges of her licence and ratings.
12.6.2.23 The applicant shall not possess any abnormality of the
bones, joints, muscles, tendons or related structures which is

likely to interfere with the safe exercise of the applicants
licence and rating privileges.
12.6.2.24 The applicant shall not possess any abnormality or disease of
the ear or related structures which is likely to interfere with
the safe exercise of the applicant's licence and rating
privileges.
12.6.2.25 There shall be:
1. no disturbance of vestibular function;
2. no significant dysfunction of the Eustachian tube; and
3. no unhealed perforation of the tympanic membranes.
12.6.2.25.1 A single dry perforation of the tympanic
membrane need not render the applicant unfit.
12.6.2.26 There shall be
a) no nasal obstruction; and
b) no malformation nor any disease of the buccal cavity or
upper respiratory tract which is likely to interfere
with the safe exercise of the applicant's licence and
rating privileges.
12.6.2.27 Applicants with stuttering or other speech defects sufficiently
severe to cause impairment of speech communication shall
be assessed as unfit.
12.6.3 Visual requirements
The medical examination shall be based on the following requirements.

12.6.3.1 The function of the eyes and their adnexa shall be normal.
There shall be active pathological conditional, acute or
chronic, nor any sequelae of surgery or trauma of the eyes or
their adnexa likely to reduce proper visual function to an
extent that would interfere with the safe exercise of the
applicant's licence and rating privileges.
12.6.3.2 Distant visual acuity with or without correction shall be 6/9 or
better in each eye separately, and binocular visual acuity
shall be 6/6 or better. No limits apply to uncorrected visual
acuity. Where this standard of visual acuity can be obtained
only with correcting lenses, the applicant may be assessed
as fit provided that:
a) such correcting lenses are worn during the exercise of
the privileges of the licence of rating applied for or held;
and
b) in addition, a pair of suitable correcting spectacles is kept
readily available during the exercise of the privileges of
the applicant's licence.
Note 1- 12.6.3.2 b) is the subject of Standards in Annex 6,Part I.
Note 2- An applicant accepted as meeting these provisions is deemed to continue to do so unless there is reason to suspect otherwise, in which case an ophthalmic report is required at the discretion of the Licensing Authority. Both uncorrected and corrected visual acuity are normally measured and recorded at each re-examination. Conditions which indicate a need to obtain an ophthalmic report include: a substantial decrease in the uncorrected visual acuity, any decrease in best corrected visual acuity, and the occurrence of eye disease, eye injury or eye surgery.
12.6.3.2.1 Applicants may use contact lenses to meet this
requirement provided that:
a) the lenses are monofocal and non-tinted
b) the lenses are well tolerated; and

c) a pair of suitable correcting spectacles is kept readily available during the exercise of the licence privileges.
Note.- Applicants who use contact lenses may not need to have the uncorrected visual acuity measured at each reexamination provided the history of their contact lens prescription is known
12.6.3.2.2 Applicants with a large refractive error shall use
contact lenses or high – index spectacle lenses.
Note.- If spectacles are used, high-index lenses are needed to minimize peripheral field distortion
12.6.3.2.3 Applicants whose uncorrected distant visual acuity
in either eye is worse than 6/60 shall be required
to provide a full ophthalmic report prior to initial
Medical Assessment and every five years
thereafter.
Note 1.- The purpose of the required ophthalmic examination is (1) to ascertain normal visual performance, and (2) to identify any significant pathology.
Note 2.- Guidance on the assessment of monocular applicants under the provisions of 1.2.4.8 is contained in the Manual of Civil Aviation Medicine (Doc 8984).
12.6.3.3 Applicants who have undergone surgery affecting the
refractive status of the eye shall be assessed as unfit unless
they are free from those sequelae which are likely to interfere
with the safe exercise of their licence and rating privileges.

12.6.3.4 The applicant shall have the ability to read, while wearing the
correcting lenses, if any, required by b), the N5 chart or its
equivalent at a distance selected by that applicant in the
range of 30 to 50 cm and the ability to read the N 14 chart or
its equivalent at a distance of 100 cm. If this requirement is
met only by the use of near correction, the applicant may be
assessed as fit provided that this near correction is added to
the spectacle correction already prescribed in accordance
with b); if no such correction is prescribed, a pair of
spectacles for near use shall be kept readily available during
the exercise of the privileges of the licence. When near
correction is required, the applicant shall demonstrate that
one pair of spectacles is sufficient to meet both distant and
near visual requirements.
Note 1.- N5 and N14 refer to the size of typeface used. For further details, see the Manual of Civil Aviation Medicine (Doc 8984).
Note 2.- An applicant who needs near correction to meet this requirement will require “look-over”, bifocal or perhaps multifocal lenses in order to read the instruments and a chart or manual held in the hand, and also to make use of distant vision, through the windscreen, without removing the lenses.Single-vision near correction (full lenses of one power only, appropriate for reading) significantly reduces distant visual acuity and is therefore not acceptable.
Note 3. - Whenever there is a requirement to obtain or renew correcting lenses, an applicant is expected to advise the refractionist of reading distances for the visual flight deck tasks relevant to the types of aircraft in which the applicant is likely to function.

12.6.3.4.1 When near correction is required in accordance
with this paragraph, a second pair of near-
correction spectacles shall be kept available for
immediate use.
12.6.3.5 The applicant shall be required to have normal fields of vision
12.6.3.6 The applicant shall be required to have normal binocular
function.
12.6.3.6.1 Reduced stereopsis, abnormal convergence not
interfering with near vision, and ocular
misalignment where the fusional reserves are
sufficient to prevent asthenopia and diplopia need
not be disqualifying.
12.6.4 Hearing requirements
12.6.4.1 The applicant, when tested on a pure-tone audiometer, shall
not have a hearing loss, in either ear separately, of more
than 35 dB at any of the frequencies 500, 1000 or 2000 Hz,
or more than 50 dB at 3 000 Hz.
12.6.4.1.1 An applicant with a hearing loss greater than the above may
be declared fit provided that the applicant has normal hearing
performance against a background noise that reproduces or
simulates the masking properties of flight deck noise upon
speech and beacon signals.
Note 1.- It is important that the background noise be representative of the noise in the cockpit of the type of aircraft for which the applicant’s licence and ratings are valid.
Note 2.- In the speech material for discrimination testing, both aviation-relevant phrases and phonetically balanced words are normally used.

12.6.4.1.2 Alternatively, a practical hearing test conducted in flight in the
cockpit of an aircraft of the type for which the applicant's
licence and ratings are valid may be used.
12.7 Class 2 Medical Assessment
12.7.1 Assessment issue and renewal
12.7.1.1 An applicant for a private pilot licence – aeroplane or
helicopter, a glider pilot licence or a free balloon pilot licence
shall undergo an initial medical examination for the issue of a
Class 2 Medical Assessment.
12.7.1.2 Except where otherwise stated in this section, holders of
private pilot licences- aeroplane or helicopter, glider pilot
licences or free balloon pilot licences, shall have their Class
2 Medical Assessments renewed at intervals not exceeding
those specified in 1.4
12.7.1.3 When the Licensing Authority is satisfied that the
requirements of this section and the general provisions of 6.1
and 6.2 have been met, a Class 2 Medical Assessment shall
be issued to the applicant.
12.7.2 Physical and mental requirements
The medical examination shall be based on the following requirements.
12.7.2.1 The applicant shall not suffer from any disease or disability
which could render that applicant likely to become suddenly
unable either to operate an aircraft safely or to perform
assigned duties safely.
12.7.2.2 The applicant shall have no established medical history or
clinical diagnosis of:
a) an organic mental disorder
b) a mental or behavioral disorder due to psychoactive
substance use; this includes dependence syndrome
induced by alcohol or other psychoactive substance;

c) schizophrenia or a schizotpal or delusional disorder;
d) a mood (affective) disorder;
e) a neurotic, stress-related or somatoform disorder;
f) a behavioural syndrome associated with physiological
disturbances or physical factors;
g) a disorder of adult personality or behaviour, particularly
if manifested by repeated overt acts;
h) mental retardation
i) a disorder of psychological development;
j) a behavioural or emotional disorder, with onset in
childhood or adolescence; or
k) a mental disorder not otherwise specified Such as might
render the applicant unable to safety exercise the
privileges of the licence applied for or held.
12.7.2.3 The applicant shall have no established medical history or
clinical diagnosis of any of the following;
a) a progressive or non-progressive disease of the nervous
system, the effects of which are likely to interfere with the
safe exercise of the applicant's licence and rating
privileges.
b) epilepsy
c) any disturbance of consciousness without satisfactory
medical explanation of cause.
12.7.2.4 The applicant shall not have suffered any head injury, the
effects of which are likely to interfere with the safe exercise
of the applicant's licence and rating privileges.
12.7.2.5 The applicant shall not possess any abnormality of the heart,
congenital or acquired, which is likely to interfere with the
safe exercise of the applicant's licence and rating privileges.

12.7.2.5.1 An applicant who has undergone coronary by- pass
grafting or angioplasty (with or without stenting) or
other cardiac intervention or who has a history
of myocardial infarction or who suffers from any
other potentially incapacitating cardiac condition
shall be assessed as unfit unless the applicant's
cardiac condition has been investigated and
evaluated in accordance with best medical
practice and is assessed not likely to interfere with
the safe exercise of the applicant's licence or
rating privileges.
12.7.2.5.2 An applicant with an abnormal cardiac rhythm
shall be assessed as unfit unless the cardiac
arrhythmia has been investigated and evaluated in
accordance with best medical practice and is
assessed not likely to interfere with the safe
exercise of the applicant's licence or rating
privileges.
12.7.2.6 Electrocardiography shall form part of the heart examination
for the first issue of a Medical Assessment after the age of
40.
12.7.2.6.1 Electrocardiography shall be included in re-
examinations of applicants after the age of 50 no
less than every two years.
Note 1.- The purpose of routine electrocardiography is case finding. It does not provide sufficient evidence to justify disqualification without further thorough cardiovascular investigation.

12.7.2.7 The systolic and diastolic blood pressures shall be within
normal limits.
12.7.2.7.1 The use of drugs for control of high blood pressure
shall be disqualifying except for those drugs, the
use of which is compatible with the safe exercise
of the applicant's licence and rating privileges.
Note.- Guidance on the subject is contained in the Manual of Civil Aviation Medicine (Doc 8984).
12.7.2.8 There shall be no significant functional nor structural
abnormally of the circulatory system.
12.7.2.9 There shall be no disability of the lungs nor any active
disease of the structures of the lungs, mediastinum or pleura
likely to result in incapacitating symptoms during normal or
emergency operations.
12.7.2.10 Applicants with chronic obstructive pulmonary disease shall
be assessed as unfit unless the applicant's condition has
been investigated and evaluated in accordance with best
medical practice and is assessed not likely to interfere with
the safe exercise of the applicant's licence or rating
privileges.
12.7.2.11 Applicants with asthma causing significant symptoms or
likely to cause incapacitating symptoms during normal or
emergency operations shall be assessed as unfit.
12.7.2.11.1 The use of drugs for control as asthma shall be
disqualifying except for those drugs, the use of
which is compatible with the safe exercise of the
applicant's licence and rating privileges.
12.7.2.12 Applicants with active pulmonary tuberculosis shall be
assessed as unfit.

12.7.2.12.1 Applicants with quiescent or healed lesions
known to be tuberculosis or presumably
tuberculosis in origin may be assessed as fit.
12.7.2.13 Applicants shall be completely free from those hernias that
might give rise to incapacitating symptoms.
12.7.2.13.1 Applicants with significant impairment of the
function of the gastrointestinal tract or its
adnexae shall be assessed as unfit.
12.7.2.14 Applicants with sequelae of disease of or surgical
intervention on any part of the digestive tract or its
adnexae,likely to cause incapacitation in flight, in particular
any obstruction due to stricture or compression, shall be
assessed as unfit.
12.7.2.15 Applicants with metabolic, nutritional or endocrine disorders
that are likely to interfere with the safe exercise of their
licence and rating privileges shall be assessed as unfit.
12.7.2.16 Applicants with insulin-treated diabetes mellitus shall be
assessed as unfit.
12.7.2.16.1 Applicants with non-insulin-treated diabetes
mellitus shall be assessed as unfit unless the
condition is shown to be satisfactorily controlled
by diet alone or by diet combined with oral anti-
diabetic medication, the use of which is
compatible with the safe exercise of the
applicant’s licence and rating privileges.
12.7.2.17 Applicants with diseases of the blood and/or the lymphatic
system shall be assessed as unfit unless adequately
investigated and their condition found unlikely to interfere
with the safe exercise of their licence and rating privileges.
Note.- Sickle cell trait and other haemoglobin opathic traits are usually compatible with fit assessment.

12.7.3.5 The applicant shall be required to have normal
field of vision.
12.7.3.6 The applicant shall be required to have normal
binocular function.
12.7.3.6.1 Reduced stereopsis, abnormal
convergence not interfering with near
vision, and ocular misalignment where
the fusional reserves are sufficient to
prevent asthenopia and diploma need
not be disqualifying.
12.7.4 Hearing requirements
12.7.4.1 Applicants who are unable to hear an average conversational
voice in a quiet room, using both ears, at a distance of 2 m
from the examiner and with the back turned to the examiner,
shall be assessed as unfit.
12.7.4.2 When tested by pure-tone audiometry, an applicant with a
hearing loss, in either ear separately, of more than 35 dB at
any of the frequencies 500, 1000 or 2 000 Hz, or more than
50 dB at 3000 Hz, shall be assessed as unfit.
12.7.4.3 An applicant who does not meet the requirements in 12.7.4.1
or 12.7.4.2 should undergo further testing in accordance with
12.6.4.1.1.
