The Ministry of Housing and Urban Affairs the Ministry of the Environment,
Government of Japan (MOEJ), and the United Nations Centre for Regional
Development (UNCRD).
Theme - “Achieving Clean Water, Clean Land and Clean Air through 3R and
Resource Efficiency- A 21st Century Vision for Asia-Pacific Communities”.
Objective is to establish sound material cycle society by adopting resource
conservation, techniques and technologies.
Enlighten about the 3R Regional Forum
Established in 2009 in Tokyo, Japan.
The United Nations Centre for RegionalDevelopment (UNCRD) has been organizing
International Regional Forum on 3Rs since 2009 with the support of Government of
Japan.
It promotes the concept of Reduce, Reuse, Recycle in industry, service and agriculture
sector.
It provides a s platform for addressing the needs and priorities of 3Rs (reduce, reuse
and recycle) in Asian countries
Facts Cool EMS Service
Department of Posts has launched Cool EMS Service between India
and Japan.
Enlighten about it
Cool EMS service is one-way service from Japan to India which allows customers in
India to import Japanese food items for personal use which is allowed under Indian
regulations.
Initially, Cool EMS Service will be available in Delhi only.
National Enemy Property (Amendment and Validation) Act 2017 and the
Enemy Property (Amendment) Rules
What’s in NEWS
The process of sale pf more than 9,400 properties of enemy properties has been
initiated by the government
The sale of enemy properties is expected to fetch around Rs 1 lakh crore for the
government exchequer.
Enlighten about the amended bill
The amendment of the Enemy Property (Amendment and Validation) Act 2017 and
the Enemy Property (Amendment) Rules, 2018, which ensured that the heirs of those
who migrated to Pakistan and China during partition and afterwards will have no
claim over the properties left behind in India.
Enlighten about the enemy properties
When wars broke out between India and China in 1962, and India and Pakistan in
1965 and 1971, the central government took over properties of citizens of China and
Pakistan in India under the Defence of India Acts.
These Acts defined an ‘enemy’ as a country that committed an act of aggression
against India, and its citizens.
The properties included land, buildings, shares held in companies, gold and jewellery
of the citizens of enemy countries.
The responsibility of the administration of enemy properties was handed over to the
Custodian of Enemy Property, an office under the central government

scheme ‘Saubhagya’
SAUBHAGYA scheme
Government’s mission of bringing electricity to every household and to empower the
rural youth, Ministry of Power partnered with the Ministry of Skill Development &
Entrepreneurship to train the manpower in six states for speedy implementation of its
SAUBHAGYA scheme.
What’s the NEWS
To train the manpower in six states for speedy implementation of its Pradhan Mantri
Sahaj Bijli Har Ghar Yojna (Saubhagya)
These six states are Assam, Bihar, Madhya Pradesh, Jharkhand, Odisha and Uttar
Pradesh.
SAUBHAGYA (Pradhan Mantri Sahaj Bijli Har Ghar Yojna) aims to achieve
universal household electrification in all parts of the country in a time bound
manner. Around 4 crore households are expected to get electricity connections under
the scheme.
Enlighten about the agreement
The government will use Socio Economic and Caste Census (SECC) 2011 data to
identify beneficiaries for free electricity connections.
The Rural Electrification Corporation Limited under Ministry of Power is nodal
agency for the operationalisation of the scheme throughout the country.
For those household where national electricity grid cannot reach, households will be
provided with solar power packs along with battery banks.
The scheme is undertaken as a special project under the government’s Pradhan Mantri
Kaushal Vikas Yojana (PMKVY).
Around 47,000 Distribution Lineman-Multi Skills and 8,500 Technical Helpers will
be trained to meet the requirement of power sector.
Bilateral Relations Permanent Indus Commission treaty
114th meeting of PIC to discuss various issues under the Indus Waters
Enlighten about PIC
This is the 114th meeting of the Permanent Indus Commission (PIC)
As per the treaty they should meet at least once a year as per the Indus Waters Treaty
(IWT).
It is held alternately in India and Pakistan every year.
The last PIC meeting was held in March 2017 in Islamabad.
PIC is a bilateral commission of officials from India-Pakistan, created to implement
and manage goals of Indus Waters Treaty
The Indus Commission is the first step for conflict resolution.
If an agreement cannot be reached at the Commission level, the dispute is to be
referred to the two governments.
If the governments too fail to reach an agreement, the Treaty provides an arbitration
mechanism.
Enlighten about Indus Water Treaty
It is a water-distribution treaty between India and Pakistan, brokered by the World
Bank.
The treaty was signed in Karachi on September 19, 1960 by Prime Minister of India
Jawaharlal Nehru and President of Pakistan Ayub Khan.
According to this treaty, waters of the three western rivers (the Jhelum, the Chenab,
and the Indus itself) were allocated to Pakistan, and those of the three eastern rivers
(the Ravi, the Beas, and the Sutlej) were allocated to India.
