Ø 1973 CFL introduced crocodile system

Ø 1997 the implementation of MEMOR II+ (improvement of the crocodile system)

Ø 1999 CFL decided to introduce ETCS Level 1 on the complete Luxembourg railway network and to equip the whole whole rolling stock fleetfleet

Ø 2002 a German suppliera German supplier got the order to install ETCS Level 1 on the whole network, including including Infill functionality based onbased on Balise

Ø 2002 a French suppliera French supplier got the order for the ETCS equipment of a pre-series of 10 engines

Ø ETCS increases safety level on the network

Ø ETCS achieves interoperability between Luxembourg and neighbouring countries

Ø Same standard on the whole network

Ø Fully compatible with TSI

Ø Luxembourg takes a whole network approach(European wide a corridor approach, the Corridor C Antwerp -Basle/Lyon will accelerate ETCS development in the area and the RS onboard migra tion)

Ø Total estimated costs for the entire network:for the entire network:24.665.406 € (1999)

2 2 -- INFRASTRUCTUREINFRASTRUCTUREMigrationMigration

Ø Migration duration : 5 years from 2003

Ø Started with SRS* Version 2.2.2. + several change requests applied in first phase (pilot line)

Ø 9 phases are foreseen for ETCS deployment Deployment is line oriented

Ø All main signals (v>40km/h) and distant signals are also equipped with Infill functionality (Balises)

Ø Determination of the national values

Ø Several changes introduced in the national operational rules due to ETCS migration

5 5 -- ACHIEVEMENTS AND LESSONS (1/2)ACHIEVEMENTS AND LESSONS (1/2)

+ ~100 km (double/single track) equipped with ETCS + 10 traction units equipped with ETCS + No major problem to equip (INFRA + RS)+ ETCS version 2.2.2. + several change requests

corresponding to subset 108+ No national solution implemented + Changing operation rules to introduce ETCS+ Commercial service from March 2005

(no major train delays due to the introduction of ETCS)

+ Commercial train kilometres: ~ 27.100 km+ Increased safety level (MEMOR II+)

05.04.06 19

5 5 -- ACHIEVEMENTS AND LESSONS (2/2)ACHIEVEMENTS AND LESSONS (2/2)

+ No relevant failures (INFRA + RS) + No interoperability problems between INFRA + RS

(two different suppliers)

+ No interferences with actual system Memor II++ End of MEMOR II+ by 2017

- Multiple Units need two equipments (additional costs)

- Problems with homologation of ETCS RS on other networks (costs and time)

- ETCS equipment for RS increases costs currently (costs of prototype and series)

- Combined ETCS/National System are not helpful for Interoperability

05.04.06 20

6 6 -- OPEN POINTS and QUESTIONS (1/2)OPEN POINTS and QUESTIONS (1/2)

Ø Cross acceptance !Re-examination of the rolling stock authorisation for the modified engines in the

bordering countries (long lasting process and high additional co sts)

Ø Braking curves not unified !

Ø Transition between the different CCSystems ! (No specific STM available in the worst case standing transition)

Ø 70% of the trains in Luxembourg are cross-border, traction units need several CCSystems !

Ø Several data recorders within one engine to pass border (JRU, ATESS, DSK) !

05.04.06 21

6 6 -- OPEN POINTS and QUESTIONS (2/2) OPEN POINTS and QUESTIONS (2/2)

Ø Compatibility problems between ETCS balises and KVB on board equipment !

Ø State of play of the RS migration of other RUsoperating in the area ?

Ø Retrofitting ETCS on RS is actually a high invest for CFL and other "ETCS RUs" !

Ø State of play of MS and EU funding?

Ø Funding prototype (fix costs) and series?

Ø All traction units should qualify for EU funds?(Locomotives, multiple units, control trailers, .....)

05.04.06 22

7 7 -- MAIN CONCLUSIONSMAIN CONCLUSIONS

ETCS:Ø in Luxembourg is aligned on the EU policies

Ømigration phase for Luxembourg INFRA assured

Ømigration phase on RS is challenging(high costs, cross acceptance and different migration strategies of other RUs)

Øon the Corridor C Antwerp- Basle/ Lyon will certainly accelerate the migration in the area (INFRA +RS)

Ø is expensive on INFRA and particularly on RS side

Øneeds MS and EU funds for INFRA and RS

Ø insures interoperability and is an important projectfor Luxembourg and Europe
