Definition of Environmentally SustainableTransport (EST)
A sustainable transport system is one that (i) provides forsafe, economically viable and socially acceptable access topeople, places, goods and services; (ii) meets generallyaccepted objectives for health and environmental quality(e.g. those set forward by the World HealthOrganization for air pollutants and noise); (iii) protectsecosystems by avoiding exceedence of critical loads andlevels for ecosystem integrity (e.g. those defined by theUNECE for acidification, eutrophication, and ground-level ozone; and (iv) does not aggravate adverse globalphenomena such as climate change and stratosphericozone depletion and the spread of persistent organicpollutants.
Therefore, an EST system is one where transportationdoes not endanger public health or ecosystems and meetsneeds for access consistent with (a) use of renewableresources below their rates of regeneration, and (b) use ofnon-renewable resources below the rates of development
of renewable substitutes .�

amounted to 48%. The costs for nature, landscape andurban effects are also significant. Costs generated byupstream processes (i.e. energy, fuel productivitydistribution, vehicle manufacturing, etc.) are significant too(11%). They are strongly related to air pollution and climatechange effects.Two thirds of the costs are caused by passenger transportand one third by freight transport. The highest share ofexternal costs comes from road transport, causing 92% oftotal costs. Air transport causes 6% of total external costs,while railways and waterways cause much lower externalcosts, 2% and 0.5% respectively.
Background and objectives
Methodology
For Central and Eastern European countries external costsof transport had not been assessed bill now. Thus, animportant element for policy-making was missing. For thisreason, the OECD, Environment Directorate and theAustrian Ministry of Agriculture, Forestry, Environmentand Water Management have launched the study “ExternalCosts of Transport in Central and Eastern Europe” underthe auspices of the CEI Working Group on Environmentand its Task Force on Environment and Transport. Thestudy takes into account the latest expertise as regardsexternal cost calculations and provides first estimates ofcomparable and quantitative figures for Central and EasternEurope [INFRAS/HERRY 2002].
This study was part of the joint OECD/UNEP initiative onenvironmentally sustainable transport (EST) for CEIcountries . It is a first attempt to provide estimates of totaland average external costs of accidents and environmentalimpacts on a country-by-country basis and for individualmodes of transport with a view to developing a quantitativemonetary basis for internalisation strategies.
This study on transport externalities is a contribution to theimplementation of the CEI Ministerial DeclarationTowards EST in the CEI Countries, where Ministershighlighted the need of assessing externalities anddeveloping internalisation strategies for fair and efficientpricing to make transport pay its full costs.
For reasons of comparison, the cost estimates are based onthe actual state-of-the-art methodology in Western Europe.It uses the most recent available transport data on the statusand trends for different transport modes [OECD, ECMT,other sources] .
This study uses the methodology developed for the UICstudy mentioned above [INFRAS/IWWW 2000] andprovides first estimates of accidents and environmentalcosts for different transport modes and individual countries.
In addition, it uses the OECD data on transport andenvironment and the quantitative figures provided in therespective study [OECD/UNEP 1999]. Based on thisapproach it is also possible to compare the results betweenWestern and Eastern Europe. Table 1 gives an overview ofthe cost components considered and the method used.

Social costs of transport comprise all costs,which transport generates and which are borne by society.They consist of internal and external costs.
Internal costs, or private costs, are thoseborne directly by the individual user of transport services.For example, for road transport, these costs include carpurchase, fuel, maintenance, taxes, charges and the cost oftravelling time.
External costs are that part of socialcosts not borne by those generating them, but by the society atlarge. Typical examples are noise and air pollution, whichadversely affect the public and are not (or only partly)compensated for by transport users.
